N\u00ebp\u00ebrmjet implementimit t\u00eb strategjive gjith\u00ebp\u00ebrfshir\u00ebse, profesionalizimit, alokimit t\u00eb burimeve t\u00eb duhura dhe angazhimit t\u00eb komunitetit, Kosova mund t\u00eb b\u00ebj\u00eb hapa t\u00eb r\u00ebnd\u00ebsish\u00ebm drejt njohjes dhe vler\u00ebsimit t\u00eb pun\u00ebs s\u00eb kujdesit t\u00eb papaguar, si nj\u00eb kontribut jetik n\u00eb zhvillimin e saj ekonomik dhe social.<\/em><\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p>Imagjinoni t\u00eb kaloni nj\u00eb dit\u00eb t\u00eb t\u00ebr\u00eb n\u00eb pun\u00eb, pa pritur asnj\u00eb kompensim. Ky \u00ebsht\u00eb realiteti i p\u00ebrditsh\u00ebm p\u00ebr shum\u00eb gra n\u00eb Kosov\u00eb, t\u00eb cilat p\u00ebrkujdesen me p\u00ebrkushtim p\u00ebr nevojat e t\u00eb tjer\u00ebve. Ky p\u00ebrkushtim i vazhduesh\u00ebm u l\u00eb fare pak hap\u00ebsir\u00eb p\u00ebr t\u2019u arsimuar, pun\u00ebsuar dhe p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb jet\u00ebn publike.<\/p>\n<p><a title=\"https:\/\/musineinstitute.org\/wp-content\/uploads\/2022\/11\/07-Who-Cares-ALB03.pdf\" href=\"https:\/\/musineinstitute.org\/wp-content\/uploads\/2022\/11\/07-Who-Cares-ALB03.pdf\" target=\"_blank\" rel=\"noopener\">Puna e kujdesit t\u00eb papaguar n\u00eb Kosov\u00eb<\/a>, jo vet\u00ebm q\u00eb pasqyron nj\u00eb ndarje t\u00eb theksuar gjinore dhe sociale, por edhe \u2013 kur kthehet n\u00eb aktivitet ekonomik \u2013 p\u00ebrb\u00ebn nj\u00eb t\u00eb tret\u00ebn e BPV-s\u00eb s\u00eb vendit. Kjo shif\u00ebr e lart\u00eb tregon nj\u00eb kontribut t\u00eb madh, por shpesh t\u00eb paduksh\u00ebm, n\u00eb ekonomin\u00eb e vendit. P\u00ebr shkak t\u00eb munges\u00ebs s\u00eb njohjes dhe vler\u00ebsimit t\u00eb duhur t\u00eb k\u00ebsaj pune, zhvillimi i politikave t\u00eb drejta dhe efektive mbetet nj\u00eb sfid\u00eb e madhe.<\/p>\n<p>N\u00eb Kosov\u00eb, politikat aktuale q\u00eb e adresojn\u00eb pun\u00ebn e kujdesit t\u00eb papaguar jan\u00eb t\u00eb ndikuara thell\u00ebsisht nga politikat e pushimit familjar dhe p\u00ebrfitimet e tjera sociale. K\u00ebto politika luajn\u00eb nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb strukturimin e tregut t\u00eb pun\u00ebs dhe t\u00eb familjeve. P\u00ebr shembull, pushimi i lindjes \u00ebsht\u00eb relativisht gjith\u00ebp\u00ebrfshir\u00ebs, duke u lejuar n\u00ebnave deri n\u00eb 12 muaj pushim, me 9 muaj t\u00eb paguar. Nd\u00ebrsa, t\u00eb drejtat e pushimit t\u00eb at\u00ebsis\u00eb i ofrojn\u00eb babait vet\u00ebm 3 dit\u00eb pushim me pages\u00eb.<\/p>\n<p><strong>Si q\u00ebndron Kosova n\u00eb p\u00ebrshtatjen e politikave t\u00eb saj me korniz\u00ebn &#8220;5Rs&#8221; p\u00ebr P\u00ebrkujdesin si Pun\u00eb e Denj\u00eb?<\/strong><\/p>\n<p>N\u00eb kontekstin e Kosov\u00ebs, p\u00ebrshtatja e politikave me korniz\u00ebn &#8220;<a title=\"https:\/\/www.unwomen.org\/sites\/default\/files\/2022-06\/A-toolkit-on-paid-and-unpaid-care-work-en.pdf\" href=\"https:\/\/www.unwomen.org\/sites\/default\/files\/2022-06\/A-toolkit-on-paid-and-unpaid-care-work-en.pdf\" target=\"_blank\" rel=\"noopener\">5Rs&#8221; t\u00eb Organizat\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb Pun\u00ebs<\/a>\u00a0p\u00ebr P\u00ebrkujdesin si Pun\u00eb e Denj\u00eb \u00ebsht\u00eb nj\u00eb proces i vazhduesh\u00ebm dhe sfidues. Kuadri i &#8220;5Rs&#8221; thekson nevoj\u00ebn p\u00ebr t\u00eb njohur, reduktuar dhe rishp\u00ebrndar\u00eb pun\u00ebn e kujdesit t\u00eb papaguar, si dhe p\u00ebr t\u00eb shp\u00ebrblyer dhe p\u00ebrfaq\u00ebsuar pun\u00ebn e kujdesit t\u00eb paguar.<\/p>\n<p><strong>Njohja:<\/strong>\u00a0N\u00eb Kosov\u00eb, ka nj\u00eb munges\u00eb t\u00eb dukshme t\u00eb statistikave komb\u00ebtare p\u00ebr matjen e p\u00ebrdorimit t\u00eb koh\u00ebs dhe p\u00ebrkujdesit si pun\u00eb e papaguar, si dhe shp\u00ebrndarjes s\u00eb tyre brenda shoq\u00ebris\u00eb. Kjo munges\u00eb e t\u00eb dh\u00ebnave b\u00ebn m\u00eb t\u00eb v\u00ebshtir\u00eb vler\u00ebsimin e efektivitetit t\u00eb politikave aktuale dhe identifikimin e fushave p\u00ebr p\u00ebrmir\u00ebsim.<\/p>\n<p><strong>Reduktim:\u00a0<\/strong>Reduktimi i p\u00ebrkujdesit si pun\u00eb e papaguar \u00ebsht\u00eb parapar\u00eb kryesisht p\u00ebrmes ofrimit t\u00eb sh\u00ebrbimeve publike dhe infrastruktur\u00ebs. Ndon\u00ebse ka pasur nj\u00eb zgjerim n\u00eb mjediset e edukimit dhe kujdesit n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme (EKFH), mbizot\u00ebrimi i objekteve private me pages\u00eb, shoq\u00ebruar me munges\u00ebn e sh\u00ebrbimeve t\u00eb kujdesit publik t\u00eb zgjeruar dhe gjith\u00ebp\u00ebrfshir\u00ebs, tregon se barra e pun\u00ebs s\u00eb papaguar t\u00eb kujdesit nuk \u00ebsht\u00eb leht\u00ebsuar sa duhet. Sa i p\u00ebrket kujdesit p\u00ebr t\u00eb moshuarit, objektet publike rezidenciale jan\u00eb shum\u00eb t\u00eb p\u00ebrballueshme, por me kapacitet t\u00eb kufizuar,\u00a0<a href=\"https:\/\/ec.europa.eu\/social\/BlobServlet?docId=24031&amp;langId=en\" target=\"_blank\" rel=\"noopener\">duke akomoduar m\u00eb pak se 1% t\u00eb popullsis\u00eb s\u00eb moshuar (65+) t\u00eb Kosov\u00ebs<\/a>.<\/p>\n<p><strong>Rishp\u00ebrndarje:<\/strong>\u00a0N\u00eb raste t\u00eb caktuara, Kosova lejon transferimin e lejes s\u00eb lindjes te baballar\u00ebt, nj\u00eb hap drejt rishp\u00ebrndarjes s\u00eb p\u00ebrgjegj\u00ebsive t\u00eb kujdesit. Megjithat\u00eb, leja minimale e at\u00ebsis\u00eb kundrejt dispozitave t\u00eb gjera t\u00eb lehonis\u00eb nxjerr n\u00eb pah nj\u00eb boshll\u00ebk n\u00eb inkurajimin e p\u00ebrgjegj\u00ebsive t\u00eb p\u00ebrbashk\u00ebta t\u00eb kujdesit. Mungesa e mb\u00ebshtetjes ekuivalente p\u00ebr baballar\u00ebt, ve\u00e7an\u00ebrisht p\u00ebr t\u00eb papun\u00ebt, n\u00ebnvizon m\u00eb tej k\u00ebt\u00eb pabarazi, duke treguar nevoj\u00ebn p\u00ebr politika m\u00eb t\u00eb barabarta n\u00eb lidhje me kujdesin.<\/p>\n<p><strong>Shp\u00ebrblim:<\/strong>\u00a0N\u00eb Kosov\u00eb, ka munges\u00eb t\u00eb p\u00ebrpjekjeve ose politikave t\u00eb qarta e sistematike n\u00eb sigurimin e pagave t\u00eb drejta, kushteve t\u00eb mira t\u00eb pun\u00ebs, ose njohjes p\u00ebr pun\u00ebtor\u00ebt e kujdesit t\u00eb paguar.<\/p>\n<p><strong>P\u00ebrfaq\u00ebsim:\u00a0<\/strong>P\u00ebrderisa entitetet kosovare avokojn\u00eb p\u00ebr t\u00eb drejtat e grave m\u00eb gjer\u00ebsisht, duket se ka p\u00ebrfaq\u00ebsim minimal p\u00ebr kujdestar\u00ebt e papaguar n\u00eb dialogun p\u00ebr politikat. Shkalla n\u00eb t\u00eb cil\u00ebn punonj\u00ebsit e kujdesit me pages\u00eb jan\u00eb t\u00eb organizuar, ose kan\u00eb platforma p\u00ebr angazhim n\u00eb dialogun social \u00ebsht\u00eb gjithashtu e paqart\u00eb.<\/p>\n<p>\u00cbsht\u00eb thelb\u00ebsore q\u00eb politikat e kujdesit t\u00eb rishikohen dhe t\u00eb p\u00ebrmir\u00ebsohen, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb pasqyrojn\u00eb realitetet dhe nevojat e shoq\u00ebris\u00eb n\u00eb Kosov\u00eb. Kjo do t\u00eb thot\u00eb t\u00eb krijuarit e nj\u00eb mjedisi ku p\u00ebrgjegj\u00ebsit\u00eb e kujdesit jan\u00eb t\u00eb ndara n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb dhe ku kontributi i \u00e7do individi n\u00eb kujdesin e papaguar njihet dhe vler\u00ebsohet si\u00e7 duhet.<\/p>\n<p><strong>Si mund ta p\u00ebrmir\u00ebsojm\u00eb politik\u00ebn e pushimit t\u00eb at\u00ebsis\u00eb n\u00eb Kosov\u00eb p\u00ebr t\u00eb arritur nj\u00eb shoq\u00ebri m\u00eb t\u00eb barabart\u00eb?<\/strong><\/p>\n<p>N\u00eb p\u00ebrpjekjen p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb shoq\u00ebri m\u00eb t\u00eb barabart\u00eb dhe m\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb Kosov\u00eb, nj\u00eb nga hapat e par\u00eb dhe m\u00eb realist\u00eb q\u00eb duhen nd\u00ebrmarr\u00eb \u00ebsht\u00eb rishikimi dhe p\u00ebrmir\u00ebsimi i politikave t\u00eb kujdesit, ve\u00e7an\u00ebrisht n\u00eb aspektin e politik\u00ebs s\u00eb pushimit t\u00eb zgjatur t\u00eb at\u00ebsis\u00eb. Ky proces p\u00ebrshkohet me disa sfida t\u00eb r\u00ebnd\u00ebsishme q\u00eb duhet t\u00eb merren n\u00eb konsiderat\u00eb p\u00ebr t\u00eb siguruar zbatimin e suksessh\u00ebm dhe efektiv t\u00eb k\u00ebtyre ndryshimeve t\u00eb nevojshme n\u00eb politikat e kujdesit.<\/p>\n<p><strong>Kap\u00ebrcimi i boshll\u00ebqeve t\u00eb informacionit:<\/strong>\u00a0Nj\u00eb nga sfidat kryesore \u00ebsht\u00eb mungesa e informacionit t\u00eb qart\u00eb dhe t\u00eb qassh\u00ebm rreth p\u00ebrfitimeve dhe procedurave t\u00eb lejes s\u00eb at\u00ebsis\u00eb. P\u00ebr ta adresuar k\u00ebt\u00eb, nevojitet nj\u00eb fushat\u00eb e gjer\u00eb nd\u00ebrgjegj\u00ebsimi dhe informimi, e cila do t\u00eb ndihmonte n\u00eb rritjen e p\u00ebrfshirjes s\u00eb baballar\u00ebve n\u00eb marrjen e lejes s\u00eb at\u00ebsis\u00eb. Kjo p\u00ebrfshin edukimin e pun\u00ebdh\u00ebn\u00ebsve dhe pun\u00ebtor\u00ebve mbi t\u00eb drejtat dhe p\u00ebrfitimet e lejes s\u00eb at\u00ebsis\u00eb.<\/p>\n<p><strong>P\u00ebrafrimi i stimujve dhe forcimi i mekanizmave t\u00eb monitorimit dhe pajtueshm\u00ebris\u00eb:<\/strong>\u00a0P\u00ebr ta nxitur p\u00ebrfshirjen e baballar\u00ebve, stimujt duhet t\u00eb jen\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb dhe t\u00eb qart\u00eb. Gjithashtu, \u00ebsht\u00eb thelb\u00ebsore t\u00eb forcohen mekanizmat e monitorimit dhe pajtueshm\u00ebris\u00eb, p\u00ebr t\u00eb siguruar zbatimin e duhur t\u00eb politikave dhe p\u00ebr t\u00eb adresuar \u00e7do shkelje t\u00eb t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve.<\/p>\n<p><strong>Luftimi i p\u00ebrzgjedhjes s\u00eb pafavorshme dhe rrezikut moral:<\/strong>\u00a0P\u00ebrzgjedhja e pafavorshme dhe rreziku moral mund t\u00eb ndodhin kur individ\u00ebt ose kompanit\u00eb p\u00ebrfitojn\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb padrejt\u00eb nga sistemi, duke shkaktuar kosto shtes\u00eb p\u00ebr t\u00eb tjer\u00ebt.
