Me gjith\u00eb progresin, n\u00eb jo pak vende mungon ofrimi i sh\u00ebrbimeve adekuate p\u00ebr edukimin e hersh\u00ebm, si dhe ekziston mosp\u00ebrputhje e madhe midis rajoneve dhe shteteve t\u00eb ndryshme sa u p\u00ebrket niveleve t\u00eb\u00a0<a href=\"https:\/\/data.unicef.org\/resources\/countdown-to-2030-ecd-country-profiles\/\" target=\"_blank\" rel=\"noopener\">ndryshme t\u00eb zhvillimit<\/a>.<\/p>\n<p>Edhe pse k\u00ebto probleme dhe v\u00ebshtir\u00ebsi jan\u00eb duksh\u00ebm m\u00eb t\u00eb theksuara n\u00eb\u00a0<a href=\"https:\/\/www.eurydice.si\/publikacije\/Brief_Key-Data-on-Early-Childhood-Education-and-Care-in-Europe-EN.pdf?_t=1569606227\" target=\"_blank\" rel=\"noopener\">vendet jasht\u00eb kontinentit europ<\/a>ian, sigurisht q\u00eb t\u00eb nj\u00ebjtat jan\u00eb t\u00eb pranishme edhe n\u00eb kontinentin europian, sidomos n\u00eb Europ\u00ebn Lindore dhe Europ\u00ebn Juglindore.<\/p>\n<p>P\u00ebr Kosov\u00ebn, p\u00ebrfshirja e f\u00ebmij\u00ebve n\u00eb edukimin e hersh\u00ebm vazhdon t\u00eb mbetet sfid\u00eb jasht\u00ebzakonisht e madhe. Sipas t\u00eb dh\u00ebnave t\u00eb\u00a0<a href=\"https:\/\/www.rtklive.com\/sq\/news-single.php?ID=601325\" target=\"_blank\" rel=\"noopener\">Ministris\u00eb s\u00eb Arsimit<\/a>, vet\u00ebm 19% e f\u00ebmij\u00ebve n\u00eb Kosov\u00eb t\u00eb mosh\u00ebs 0-6 vje\u00e7 jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb edukimin e hersh\u00ebm. Kuptohet, kjo p\u00ebrb\u00ebn nj\u00eb shif\u00ebr shum\u00eb t\u00eb ul\u00ebt, e cila redukton duksh\u00ebm ndikimin q\u00eb do t\u00eb mund t\u00eb kishte edukimi i hersh\u00ebm n\u00eb zhvillimin e f\u00ebmij\u00ebve.<\/p>\n<p>Shumica e prind\u00ebrve n\u00eb Kosov\u00eb jan\u00eb t\u00eb detyruar q\u00eb t\u2019i mbajn\u00eb f\u00ebmij\u00ebt n\u00eb sht\u00ebpi. Kjo ndodh p\u00ebr shkak se n\u00eb nj\u00eb pjes\u00eb t\u00eb konsiderueshme t\u00eb komunave, sidomos n\u00eb zonat m\u00eb rurale dhe rajonet ku banojn\u00eb komunitetet joshumic\u00eb, nuk ekzistojn\u00eb kapacitete t\u00eb mjaftueshme infrastrukturore q\u00eb f\u00ebmij\u00ebve t\u2019u ofrohet mund\u00ebsia e edukimit t\u00eb hershem. P\u00ebr m\u00eb tep\u00ebr, p\u00ebr nj\u00eb pjes\u00eb t\u00eb konsiderueshme t\u00eb prind\u00ebrve, edhe faktori financiar p\u00ebrb\u00ebn nj\u00eb tjet\u00ebr problem.<\/p>\n<p>Tutje, n\u00eb ato vende ku tashm\u00eb ekzistojn\u00eb kopshte, numri i f\u00ebmij\u00ebve q\u00eb pranohen \u00ebsht\u00eb i kufizuar, ose n\u00eb raste shum\u00eb t\u00eb shpeshta prind\u00ebrit e kan\u00eb t\u00eb v\u00ebshtir\u00eb t\u2019u qasen kopshteve sepse k\u00ebto t\u00eb fundit jan\u00eb n\u00eb nj\u00eb distanc\u00eb t\u00eb konsiderueshme nga vendi ku prind\u00ebrit dhe f\u00ebmij\u00ebt jetojn\u00eb.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, akoma nuk ekziston nj\u00eb vet\u00ebdijesim i duhur n\u00eb mesin e prind\u00ebrve p\u00ebr rolin dhe r\u00ebnd\u00ebsin\u00eb q\u00eb ka edukimi i hersh\u00ebm n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme, por edhe zhvillimin e gjithmbarsh\u00ebm edhe n\u00eb faza t\u00eb tjera t\u00eb jet\u00ebs.<\/p>\n<p>Vitet e para te\u0308 jet\u00ebs jan\u00eb nd\u00ebr m\u00eb kritiket p\u00ebr zhvillimin e f\u00ebmij\u00ebs. Gjat\u00eb f\u00ebmij\u00ebris\u00eb s\u00eb hershme, ritmi me t\u00eb cilin ndodh rritja dhe\u00a0<a href=\"\/en\/But the biggest disparity is in the emphasis on early education which is vital for the future success of children in education. In Kosovo,\u00a0only 15%\u00a0of children attend early education, meanwhile, in Serbia,\u00a0the rate is 48%.\u00a0Another important factor is the fact that in the Serbian system, early education is free, while in Kosovo it often isn\u2019t.\/\" target=\"_blank\" rel=\"noopener\">zhvillimi i trurit<\/a>\u00a0\u00ebsht\u00eb jasht\u00ebzakonisht i shpejt\u00eb. Progresi i sh\u00ebndetsh\u00ebm ndikohet nga shum\u00eb faktor\u00eb si ushqimi adekuat, mbrojtja dhe stimulimi i p\u00ebrgjegjsh\u00ebm, mjedisi i sigurt, kujdesi fizik dhe emocional, mes t\u00eb tjerash.<\/p>\n<p>T\u00eb gjith\u00eb k\u00ebta komponent\u00eb krijojn\u00eb baz\u00eb solide q\u00eb i ndihmon f\u00ebmij\u00ebt t\u00eb rriten t\u00eb sh\u00ebndetsh\u00ebm dhe t\u00eb jen\u00eb t\u00eb suksessh\u00ebm n\u00eb m\u00ebsime.<\/p>\n<p>Tutje, nj\u00eb bazament i till\u00eb solid ka nj\u00eb ndikim t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb zhvillim e f\u00ebmij\u00ebs, duke ndikuar n\u00eb aft\u00ebsin\u00eb e tyre p\u00ebr ta zhvilluar veten dhe p\u00ebr t\u00eb kontribuar n\u00eb shoq\u00ebri. K\u00ebshtu, edukimi dhe kujdesi cil\u00ebsor n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme vendosin themelet p\u00ebr\u00a0<a href=\"https:\/\/albania.savethechildren.net\/sites\/albania.savethechildren.net\/files\/library\/Zhvillimi%20dhe%20Edukimi%20i%20femijeve%200-3%20vjec%20f.pdf\" target=\"_blank\" rel=\"noopener\">suksesin e m\u00ebvonsh\u00ebm n\u00eb jet\u00eb<\/a>. Nj\u00eb gj\u00eb e till\u00eb \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme p\u00ebr f\u00ebmij\u00ebt me kushte t\u00eb pafavorshme.<\/p>\n<p>Kujdesi dhe edukimi n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme \u00ebsht\u00eb m\u00eb shum\u00eb sesa p\u00ebrgatitje p\u00ebr shkoll\u00ebn fillore. Ai synon\u00a0<a href=\"https:\/\/www.nu.edu\/resources\/why-is-early-childhood-education-important\/\" target=\"_blank\" rel=\"noopener\">zhvillimin gjith\u00ebp\u00ebrfshir\u00ebs<\/a>\u00a0t\u00eb nevojave sociale, emocionale, njoh\u00ebse dhe fizike t\u00eb f\u00ebmij\u00ebs. Kujdesi dhe edukimi n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme rrit gjasat p\u00ebr krijimin e nj\u00eb qytetarie m\u00eb t\u00eb kujdesshme, t\u00eb aft\u00eb dhe t\u00eb p\u00ebrgjegjshme.<\/p>\n<p><a href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=2401\" target=\"_blank\" rel=\"noopener\">Ligji<\/a>\u00a0mbi Edukimin Parashkollor n\u00eb Kosov\u00eb rregullon edukimin parashkollor p\u00ebrmes normave institucionale. Ky ligj parasheh programet e duhura p\u00ebr edukim parashkollor n\u00eb p\u00ebrputhje me kurrikulat e Ministris\u00eb s\u00eb Arsimit, standardet e edukimit parashkollor, m\u00ebnyr\u00ebn e financimit t\u00eb institucioneve publike, atyre private dhe institucioneve t\u00eb tjera, stafin edukativ, dhe t\u00eb tjera.<\/p>\n<p>N\u00eb strategjit\u00eb p\u00ebr zhvillimin e arsimit n\u00eb Kosov\u00eb, edukimi parashkollor \u00ebsht\u00eb trajtuar n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb, p\u00ebrfshir\u00eb Strategjin\u00eb Komb\u00ebtare p\u00ebr Zhvillim (SKZH)\u00a0<a href=\"https:\/\/kryeministri.rks-gov.net\/wp-content\/uploads\/docs\/Strategjia_Kombetare_per_Zhvillim_2016-2021_Shqip.pdf\" target=\"_blank\" rel=\"noopener\">2016-2021<\/a>\u00a0dhe Planin Strategjik p\u00ebr Arsim n\u00eb Kosov\u00eb (PSAK)\u00a0<a href=\"https:\/\/kryeministri.rks-gov.net\/wp-content\/uploads\/docs\/PLANI_STRATEGJIK_I_ARSIMIT_NE_KOSOVE.pdf\" target=\"_blank\" rel=\"noopener\">2017-2021<\/a>. Megjithat\u00eb, p\u00ebrkund\u00ebr p\u00ebrfshirjes s\u00eb edukimit parashkollor n\u00eb politikat zhvillimore, investimet n\u00eb zhvillimin e k\u00ebtij niveli vazhdojn\u00eb t\u00eb mbesin mjaft t\u00eb kufizuara.<\/p>\n<p>Dit\u00eb m\u00eb par\u00eb, Ministria e Arsimit ka b\u00ebr\u00eb t\u00eb ditur se Projektligji p\u00ebr Edukimin n\u00eb F\u00ebmij\u00ebrin\u00eb e Hershme \u00ebsht\u00eb n\u00eb diskutim publik. Me k\u00ebt\u00eb ligj, edukimi parafillor do jet\u00eb i obliguesh\u00ebm nga viti shkollor 2023-24. Ky projektligji synon t\u00eb rregulloj\u00eb ofrimin e edukimit cil\u00ebsor n\u00eb t\u00eb gjitha format e organizimit e t\u00eb edukimit n\u00eb\u00a0<a href=\"https:\/\/konsultimet.rks-gov.net\/viewConsult.php?ConsultationID=41334\" target=\"_blank\" rel=\"noopener\">f\u00ebmij\u00ebrin\u00eb e hershme<\/a>\u00a0p\u00ebr t\u00eb gjith\u00eb f\u00ebmij\u00ebt prej lindjes deri n\u00eb mosh\u00ebn 6-vje\u00e7are.<\/p>\n<p>P\u00ebr r\u00ebnd\u00ebsin\u00eb e k\u00ebsaj \u00ebsht\u00eb deklaruar edhe vet\u00eb\u00a0<a href=\"https:\/\/kidsofkosova.net\/nagavci-prioritet-yni-edukimi-ne-femijerine-e-hershme-ne-vecanti-femijet-e-zonave-rurale\/\" target=\"_blank\" rel=\"noopener\">ministrja Nagavci<\/a>, e cila ka theksuar se prioritet i Qeveris\u00eb s\u00eb Kosov\u00ebs \u00ebsht\u00eb edukimi n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme, ku synohet p\u00ebrfshirja n\u00eb edukim cil\u00ebsor p\u00ebr \u00e7do f\u00ebmij\u00eb si nj\u00eb e drejt\u00eb e garantuar, pa dallim gjinie, etnie, prejardhje apo besimi fetar.<\/p>\n<p>Investimi n\u00eb edukim t\u00eb hersh\u00ebm k\u00ebrkon veprime t\u00eb menj\u00ebhershme. \u00cbsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme q\u00eb investimet e Qeveris\u00eb s\u00eb Kosov\u00ebs t\u00eb orientohen drejt edukimit t\u00eb hersh\u00ebm.
