Vajza ishte larguar nga personeli i shkoll\u00ebs dhe pas vler\u00ebsimit nga ekipi i Komun\u00ebs, sipas procedurave legale, e nj\u00ebjta \u00ebsht\u00eb referuar q\u00eb t\u2019i ndjek\u00eb m\u00ebsimet n\u00eb Qendr\u00ebn Burimore \u201cP\u00ebrparimi\u201d, (<a href=\"https:\/\/wma4vip.files.wordpress.com\/2014\/02\/xhavit_peje-1.pdf\" target=\"_blank\" rel=\"noopener\">qendra<\/a>\u00a0k\u00ebto q\u00eb kan\u00eb p\u00ebr q\u00ebllim organizimin e programeve shkollore p\u00ebr f\u00ebmij\u00ebt me d\u00ebmtime t\u00eb r\u00ebnda), duke u siguruar se n\u00eb fund t\u00eb vitit do t\u00eb b\u00ebhet nj\u00eb rivler\u00ebsim nga ky institucion p\u00ebr rikthimin e saj potencial n\u00eb shkoll\u00eb t\u00eb rregullt.<\/p>\n<p>Ndon\u00ebse nj\u00eb her\u00eb nx\u00ebn\u00ebsja \u00ebsht\u00eb larguar nga shkolla, pak dit\u00eb me von\u00eb, p\u00ebrkat\u00ebsisht pas inspektimit t\u00eb zyrtar\u00ebve t\u00eb Ministris\u00eb s\u00eb Arsimit, n\u00eb koordinim edhe me shkoll\u00ebn n\u00eb fjal\u00eb dhe prindin, \u00ebsht\u00eb vendosur q\u00eb nx\u00ebn\u00ebsja t\u00eb rikthehet dhe ta vijoj\u00eb m\u00ebsimin n\u00eb shkoll\u00ebn Elena Gjika.<\/p>\n<p>N\u00eb Kosov\u00eb jan\u00eb t\u00eb pakta t\u00eb dh\u00ebnat e sakta mbi gjendjen dhe numrin e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuar. Ende nuk ka vler\u00ebsime t\u00eb rregullta, sistematike, periodike dhe profesionale t\u00eb k\u00ebsaj kategorie.<\/p>\n<p>Vet\u00ebm nj\u00eb num\u00ebr i vog\u00ebl i f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuar jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb procesin arsimor. Sipas nj\u00eb vler\u00ebsimi t\u00eb realizuar nga UNICEF-i, nga 43.000 f\u00ebmij\u00eb me aft\u00ebsi t\u00eb kufizuar, vet\u00ebm 5,300 e tyre vijojn\u00eb m\u00ebsimin n\u00eb shkolla publike t\u00eb rregullta\u00a0<a href=\"https:\/\/www.koha.net\/arberi\/175963\/unicef-i-vlereson-se-38-mije-femije-me-aftesi-te-kufizuara-ne-kosove-nuk-vijojne-shkollimin\/\" target=\"_blank\" rel=\"noopener\">in Kosovo<\/a>, nd\u00ebrkaq rreth 38 mij\u00eb t\u00eb tjer\u00eb kan\u00eb mbetur jasht\u00eb sistemit arsimor. Shumica e k\u00ebtyre f\u00ebmij\u00ebve jan\u00eb pjes\u00eb e klasave t\u00eb rregullta, megjithat\u00eb duhet theksuar se sakt\u00ebsia e k\u00ebtyre t\u00eb dh\u00ebnave \u00ebsht\u00eb komplekse p\u00ebr faktin se akoma nuk jan\u00eb vler\u00ebsuar nga ekipet vler\u00ebsuese profesionale n\u00eb komuna t\u00eb gjith\u00eb nx\u00ebn\u00ebsit me nevoja t\u00eb ve\u00e7anta q\u00eb jan\u00eb n\u00eb\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/353038765_Ndikimi_i_pandemise_COVID-19_ne_arsim_dhe_mireqenie_Implikime_praktike_dhe_mesime_per_te_ardhmen\" target=\"_blank\" rel=\"noopener\">klasat e rregullta<\/a>.<\/p>\n<p>Edhe pse secili f\u00ebmij\u00eb me aft\u00ebsi t\u00eb kufizuar \u00ebsht\u00eb i ndrysh\u00ebm dhe \u00e7do familje \u00ebsht\u00eb unike, ka disa shqet\u00ebsime t\u00eb p\u00ebrbashk\u00ebta q\u00eb lidhin prind\u00ebrit. K\u00ebto p\u00ebrfshijn\u00eb marrjen e kujdesit t\u00eb duhur dhe promovimin e pranimit n\u00eb familjen e gjer\u00eb, shkoll\u00ebn dhe komunitetin n\u00eb p\u00ebrgjith\u00ebsi. Nj\u00eb prej shqet\u00ebsimeve t\u00eb tjera \u00ebsht\u00eb edhe mungesa e asistent\u00ebve n\u00eb shkolla, q\u00eb mb\u00ebshtesin f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuar. Aktualisht, n\u00eb Kosov\u00eb, nga ana e institucioneve shtet\u00ebrore, jan\u00eb t\u00eb pun\u00ebsuar\u00a0<a href=\"https:\/\/www.gazetametro.net\/91-asistente-te-punesuar-ne-kosove-per-femijet-me-nevoja-te-vecanta\/\" target=\"_blank\" rel=\"noopener\">100<\/a>\u00a0asistent\u00eb. Ky num\u00ebr \u00ebsht\u00eb i pap\u00ebrfillsh\u00ebm kur marrim n\u00eb konsiderat\u00eb nevojat e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuar.<\/p>\n<p>Me sfida t\u00eb k\u00ebsaj natyre nuk ballafaqohen vet\u00ebm f\u00ebmij\u00ebt. Konsiderohet se n\u00eb Kosov\u00eb jetojn\u00eb mbi\u00a0<a href=\"https:\/\/www.aa.com.tr\/sq\/ballkani\/kosov%C3%AB-2022-ta-shpallet-vit-i-personave-me-aft%C3%ABsi-t%C3%AB-kufizuara\/2437604\" target=\"_blank\" rel=\"noopener\">200 mij\u00eb<\/a>\u00a0persona me aft\u00ebsi t\u00eb kufizuar nga t\u00eb gjitha grup-moshat, apo rreth 10% e popullsis\u00eb s\u00eb p\u00ebrgjithshme. P\u00ebr shkak t\u00eb barrierave t\u00eb llojllojshme q\u00eb hasin n\u00eb jet\u00ebn e p\u00ebrditshme, k\u00ebta persona p\u00ebrballen me v\u00ebshtir\u00ebsi dhe kufizime serioze q\u00eb t\u00eb p\u00ebrfshihen n\u00eb jet\u00ebn shoq\u00ebrore, politike, ekonomike dhe kulturore n\u00eb vend, pa e cenuar dinjitetin e tyre.<\/p>\n<p>Personat me aft\u00ebsi t\u00eb kufizuar nuk kan\u00eb qasje t\u00eb barabart\u00eb n\u00eb arsim, pun\u00ebsim, sh\u00ebndet\u00ebsi, sh\u00ebrbime sociale dhe as p\u00ebrfaq\u00ebsim e mb\u00ebshtetje adekuate juridike.\u00a0<a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/kosovo-report-2021_en\" target=\"_blank\" rel=\"noopener\">Raporti<\/a>\u00a0i Progresit i Komisionit Evropian p\u00ebr 2021, evidenton se personat me aft\u00ebsi t\u00eb kufizuar i n\u00ebnshtrohen diskriminimit dhe munges\u00ebs s\u00eb kujdesit institucional, duke filluar nga mospasja e kujdesit t\u00eb duhur mjek\u00ebsor, mungesa e infrastruktur\u00ebs adekuate, fizike etj. Qasja e kufizuar n\u00eb nd\u00ebrtesat publike, shkollat, objektet sh\u00ebndet\u00ebsore dhe transportit publik jan\u00eb vet\u00ebm disa nga problemet, pavar\u00ebsisht nga ekzistenca e udh\u00ebzimeve p\u00ebrkat\u00ebse administrative.<\/p>\n<p>Raporti v\u00eb n\u00eb dukje gjithashtu se pasojat ekonomike dhe sociale t\u00eb pandemis\u00eb COVID-19 kan\u00eb prekur k\u00ebt\u00eb kategori t\u00eb ndjeshme shoq\u00ebrore dhe se kuptuesh\u00ebm v\u00ebshtir\u00ebsit\u00eb jan\u00eb rritur duksh\u00ebm gjat\u00eb k\u00ebsaj periudhe. \u00a0Po ashtu, sipas nj\u00eb hulumtimi t\u00eb kryer nga\u00a0<a href=\"https:\/\/childhub.org\/sites\/default\/files\/library\/attachments\/hulumtimi_final_covid-19_592381.pdf\" target=\"_blank\" rel=\"noopener\">Handikos<\/a>, personat me aft\u00ebsi t\u00eb kufizuar jan\u00eb ballafaquar me barriera t\u00eb cilat i kan\u00eb penguar ata t\u00eb ken\u00eb qasje n\u00eb kujdes dhe n\u00eb informatat bazike p\u00ebr ta reduktuar rrezikun p\u00ebrgjat\u00eb pandemis\u00eb COVID-19, gj\u00eb e cila si rrjedhoj\u00eb ka ndikuar edhe mir\u00ebqenien mendore. N\u00eb nj\u00eb hulumtim q\u00eb ka pasur p\u00ebr q\u00ebllim hulumtimin e \u2018\u2019ndikimit t\u00eb pandemis\u00eb COVID-19 n\u00eb\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/353038765_Ndikimi_i_pandemise_COVID-19_ne_arsim_dhe_mireqenie_Implikime_praktike_dhe_mesime_per_te_ardhmen\" target=\"_blank\" rel=\"noopener\">edukimin e nx\u00ebn\u00ebsve<\/a>\u00a0me aft\u00ebsi t\u00eb kufizuar n\u00eb arsimin para universitar\u2019\u2019 ka rezultuar se periudha e pandemis\u00eb, izolimi n\u00eb sht\u00ebpi, mungesa e shoq\u00ebrizimit, ndryshimi i rutin\u00ebs ditore dhe mungesa e sh\u00ebrbimeve, kan\u00eb ndikuar n\u00eb m\u00ebnyr\u00eb negative n\u00eb gjendjen emocionale t\u00eb f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuar, duke kontribuar n\u00eb ngarkes\u00eb dhe stres t\u00eb prind\u00ebrve.<\/p>\n<p>N\u00eb nivelin e ul\u00ebt gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb p\u00ebrfitimeve kan\u00eb ndikuar faktor\u00eb t\u00eb shumt\u00eb, q\u00eb nga proceset m\u00ebsimore n\u00eb shkoll\u00eb e deri te m\u00ebsimi n\u00eb distanc\u00eb apo online gjat\u00eb pandemis\u00eb COVID-19.<\/p>\n<p>Zyra p\u00ebr Qeverisje t\u00eb Mir\u00eb n\u00eb kuad\u00ebr t\u00eb Zyr\u00ebs s\u00eb Kryeministrit t\u00eb Kosov\u00ebs, ka\u00a0<a href=\"https:\/\/www.aa.com.tr\/sq\/ballkani\/kosov%C3%AB-2022-ta-shpallet-vit-i-personave-me-aft%C3%ABsi-t%C3%AB-kufizuara\/2437604\" target=\"_blank\" rel=\"noopener\">shpallur vitin 2022<\/a>\u00a0si \u201cvit i personave me aft\u00ebsi t\u00eb kufizuar\u201d. Q\u00ebllimi i k\u00ebsaj iniciative \u00ebsht\u00eb t\u00eb ofrohen garancit\u00eb e duhura institucionale q\u00eb t\u00eb gjith\u00eb personat e k\u00ebsaj kategorie, pavar\u00ebsisht gjinis\u00eb, rac\u00ebs, etnis\u00eb, besimit, mosh\u00ebs apo orientimit seksual, t\u2019i g\u00ebzojn\u00eb t\u00eb drejtat e tyre njer\u00ebzore, t\u00eb ken\u00eb mund\u00ebsi dhe qasje t\u00eb barabart\u00eb.\u00a0<a href=\"https:\/\/kryeministri.rks-gov.net\/wp-content\/uploads\/2022\/02\/Kalendari-i-aktiviteteve.pdf\" target=\"_blank\" rel=\"noopener\">Kalendari i aktiviteteve<\/a>\u00a0p\u00ebr vitin 2022 p\u00ebrmban nj\u00eb grumbull ambicioz aktivitetesh q\u00eb fokusohen n\u00eb sh\u00ebndet\u00ebsi, drejt\u00ebsi, siguri, edukim, arsimim, pun\u00ebsim, qasje, mir\u00ebqenie sociale, kultur\u00eb dhe sport.<\/p>\n<p>N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj nisme pritet t\u00eb zhvillohen shum\u00eb aktivitete dhe t\u00eb nd\u00ebrmerren hapa konkret\u00eb p\u00ebr ta p\u00ebrmir\u00ebsuar mir\u00ebqenien e personave m\u00eb aft\u00ebsi t\u00eb kufizuar. Ky zotim, nd\u00ebr t\u00eb tjerash, i obligon organet shtet\u00ebrore q\u00eb gjat\u00eb vitit 2022 ta plot\u00ebsojn\u00eb kuot\u00ebn p\u00ebr pun\u00ebsimin e personave me aft\u00ebsi t\u00eb kufizuar. N\u00eb fakt, kjo nuk \u00ebsht\u00eb iniciativa e par\u00eb dhe as e vetme q\u00eb nd\u00ebrmerret nga institucionet shtet\u00ebrore p\u00ebr p\u00ebrmir\u00ebsimin e jet\u00ebs t\u00eb k\u00ebsaj kategorie. Por, duhet t\u00eb theksohet s\u00eb shum\u00eb nga k\u00ebto zotime pompoze kan\u00eb mbetur vet\u00ebm n\u00eb nivel premtimesh, pa ndonj\u00eb efekt konkret dhe progres dometh\u00ebn\u00ebs, t\u00eb pakt\u00ebn deri m\u00eb sot.<\/p>\n<p>T\u00eb gjith\u00eb personat me aft\u00ebsi t\u00eb kufizuar kan\u00eb nevoj\u00eb p\u00ebr p\u00ebrkrahjen dhe mb\u00ebshtetjen e secilit prej nesh. Shoq\u00ebria dhe institucionet duhet ta b\u00ebjn\u00eb me t\u00eb mir\u00ebn p\u00ebr ofrimin e nj\u00eb mir\u00ebqenieje m\u00eb t\u00eb mir\u00eb p\u00ebr t\u00eb gjith\u00eb. Rasti i nx\u00ebn\u00ebses nga Prishtina na rikujton faktin e pamohuesh\u00ebm se nj\u00eb shoq\u00ebri gjith\u00ebp\u00ebrfshir\u00ebse padyshim se fuqizon secilin, andaj edhe \u00ebsht\u00eb jetike q\u00eb t\u00eb jemi t\u00eb hapur e p\u00ebrkrah\u00ebs p\u00ebr secilin person q\u00eb na rrethon.<\/p>\n<p>\u00cbsht\u00eb e papranueshme q\u00eb personat me aft\u00ebsi t\u00eb kufizuar ende trajtohen si persona t\u00eb rangut t\u00eb dyt\u00eb dhe, si rrjedhoj\u00eb, nuk u ofrohet kujdesi dhe mb\u00ebshtetja e duhur pothuajse nga asnj\u00eb nga organet p\u00ebrgjegj\u00ebse.
