N\u00eb vitet e para, p\u00ebrve\u00e7 integrimit euro-atlantik, nj\u00eb nd\u00ebr prioritetet ky\u00e7e kan\u00eb qen\u00eb an\u00ebtar\u00ebsimet n\u00eb organizata nd\u00ebrkomb\u00ebtare dhe njohjet nd\u00ebrkomb\u00ebtare, me fokus t\u00eb ve\u00e7ant\u00eb pes\u00eb vendet e BE-s\u00eb (Greqia, Qipro, Rumania, Sllovakia dhe Spanja). Pas vitit 2012, list\u00ebs s\u00eb prioriteteve iu shtua edhe dialogu me Serbin\u00eb, kur edhe filluan zyrtarisht bisedimet Kosov\u00eb-Serbi t\u00eb facilituara nga BE.<\/p>\n<p>Sh\u00ebrbimi i jasht\u00ebm, n\u00eb mas\u00eb t\u00eb madhe, ka qen\u00eb n\u00eb sh\u00ebrbim t\u00eb interesave t\u00eb ngushta t\u00eb qeverive p\u00ebrkat\u00ebse t\u00eb cilat kan\u00eb politizuar n\u00eb mas\u00eb t\u00eb madhe sh\u00ebrbimin e jasht\u00ebm diplomatik, me nepotiz\u00ebm e gradime t\u00eb p\u00ebrshpejtuara pa respektuar dispozitat ligjore. P\u00ebr pasoj\u00eb, kuota prej 50% p\u00ebr diplomat\u00eb t\u00eb karrier\u00ebs \u00ebsht\u00eb shkelur vazhdimisht. Mir\u00ebpo, edhe pse Kosova nuk ka pasur ndonj\u00eb strategji, an\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare dhe numri i njohjeve kan\u00eb ardhur si rezultat i p\u00ebrkrahjes nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Me ardhjen n\u00eb pushtet t\u00eb qeveris\u00eb s\u00eb re, \u00ebsht\u00eb krijuar nj\u00eb nevoj\u00eb e domosdoshme p\u00ebr t\u00eb draftuar nj\u00eb strategji t\u00eb detajuar p\u00ebr p\u00ebrfaq\u00ebsim m\u00eb t\u00eb denj\u00eb t\u00eb Kosov\u00ebs n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare. N\u00eb ve\u00e7anti, Kosova duhet t\u00eb thelloj koordinimin me shtetet mike, t\u00eb inicioj bashk\u00ebpunim me shtetet mosnjoh\u00ebse; t\u00eb forcoj unitetin shtet\u00ebror p\u00ebr dialogun Kosov\u00eb-Serbi dhe mbi t\u00eb gjitha, t\u00eb respektoj t\u00eb gjitha dispozitat ligjore n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb sigurohet respektimi i plot\u00eb i sovranitetit dhe integritetit t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n<p>Rishtazi, qeveria miratoi programin e saj qeveris\u00ebs me fokus n\u00eb shtat\u00eb shtylla kryesore. N\u00eb fush\u00ebn dedikuar politik\u00ebs s\u00eb jashtme thuhet se integrimi n\u00eb NATO dhe BE, dhe dialogu me Serbin\u00eb jan\u00eb nd\u00ebr prioritet ky\u00e7e t\u00eb qeveris\u00eb p\u00ebr kat\u00ebr vitet e ardhshme.<\/p>\n<p><strong>Qeveria e re takon realitetin<\/strong><\/p>\n<p>N\u00eb tetor 2019, zgjedhjet parlamentare n\u00eb Kosov\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb i fitoi L\u00ebvizja Vet\u00ebvendosje, pasuar nga Lidhja Demokratike e Kosov\u00ebs. T\u00eb dy k\u00ebto parti u pajtuan p\u00ebr koalicion qeveris\u00ebs duke e b\u00ebr\u00eb k\u00ebt\u00eb nj\u00eb fitore opozitare. Nj\u00ebkoh\u00ebsisht, pritshm\u00ebrit\u00eb e qytetar\u00ebve u rrit\u00ebn duksh\u00ebm si pasoj\u00eb e nj\u00eb stagnimi dhjet\u00eb vje\u00e7ar. Mir\u00ebpo, ardhja n\u00eb pushtet e Vet\u00ebvendosjes u pasua me shum\u00eb sfida t\u00eb m\u00ebdha qysh n\u00eb dit\u00ebt e para t\u00eb qeverisjes. Nj\u00eb nd\u00ebr fushat q\u00eb vazhdon t\u00eb g\u00ebzoj v\u00ebmendje enorme \u00ebsht\u00eb politika e jashtme.<\/p>\n<p>Qysh n\u00eb dit\u00ebt e para t\u00eb qeverisjes, qeveria e re po p\u00ebrballet me presion t\u00eb jasht\u00ebzakonsh\u00ebm nd\u00ebrkomb\u00ebtar. E gjith\u00eb kjo si rezultat i tarifave doganore t\u00eb imponuara nga ish kryeministri Haradinaj, i cili e mori k\u00ebt\u00eb vendim si rezultat i kampanj\u00ebs agresive serbe p\u00ebr t\u00eb bindur shtetet q\u00eb kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs ta rekovojn\u00eb nj\u00eb vendim t\u00eb till\u00eb. Fushata serbe e d\u00ebmtoi seriozisht pozicionin e Kosov\u00ebs n\u00eb rrafshin nd\u00ebrkomb\u00ebtar. Deri m\u00eb tani, 15 shtete kan\u00eb t\u00ebrhequr njohjet e tyre.<\/p>\n<p>Tarifa ende vazhdon t\u00eb mbetet n\u00eb fuqi, mir\u00ebpo presioni politik nd\u00ebrkomb\u00ebtar ka marr\u00eb p\u00ebrmasa t\u00eb m\u00ebdha. Edhe pse kryeministri Kurti u zotua p\u00ebr largim t\u00eb pjessh\u00ebm t\u00eb tarifave doganore dhe p\u00ebr reciprocitet t\u00eb plot\u00eb me Serbin\u00eb, SHBA-t\u00eb nuk po pajtohem me nj\u00eb gj\u00eb t\u00eb till\u00eb dhe kan\u00eb deklaruar se tarifat duhet t\u00eb pezullohen n\u00eb t\u00ebr\u00ebsi pa kushte. Emisari amerikan p\u00ebr dialogun Kosov\u00eb-Serbi, Richard Grenell, Donald Trump Jr. dhe disa senator\u00eb amerikan jan\u00eb deklaruar publikisht se SHBA duhet t\u00eb rikonsideroj prezenc\u00ebn e trupave amerikane n\u00eb Kosov\u00eb. N\u00eb an\u00ebn tjet\u00ebr, q\u00eb nga shpallja e pavar\u00ebsis\u00eb, Kosova nuk ka pasur v\u00ebmendje amerikane, prandaj duhet t\u00eb p\u00ebrdoret ky momentum politik. Dhjet\u00eb vite dialog nuk kan\u00eb prodhuar nj\u00eb marr\u00ebveshje p\u00ebrfundimtare, q\u00eb shp\u00ebrfaq moskapacitetin e BE-s\u00eb p\u00ebr t\u00eb finalizuar nj\u00eb marr\u00ebveshje gjith\u00ebp\u00ebrfshir\u00ebse nd\u00ebrkomb\u00ebtare. P\u00ebrfshirja e SHBA-s\u00eb n\u00eb dialog i jep fuqi dialogut Kosov\u00eb-Serbi dhe rrit aspiratat p\u00ebr finalizimin e nj\u00eb marr\u00ebveshjeje p\u00ebrfundimtare.<\/p>\n<p>Kosova nuk mund ta vazhdoj\u00eb dialogun me Serbin\u00eb pa p\u00ebrkahjen e vendeve mike t\u00eb cilat kan\u00eb ndihmuar shpalljen e pavar\u00ebsis\u00eb dhe konsolidimin e institucioneve n\u00eb vazhdim\u00ebsi. Pa p\u00ebrkrahje nd\u00ebrkomb\u00ebtare Kosova ka nj\u00eb pozicion t\u00eb brisht\u00eb. Prandaj, Kosova duhet te fokusohet seriozisht n\u00eb revitalizimin e marr\u00ebdh\u00ebnieve me shtetet e QUINT-it. Gjithashtu, duhet t\u00eb b\u00ebhet e qart\u00eb se dialogu Kosov\u00eb-Serbi \u00ebsht\u00eb maksimalisht i r\u00ebnd\u00ebsish\u00ebm dhe se Kosova nuk \u00ebsht\u00eb duke diskutuar statusin e shtet\u00ebsis\u00eb s\u00eb saj, por normalizimin e marr\u00ebdh\u00ebnieve me Serbin\u00eb.<\/p>\n<p><strong>Fokusi i ri i politik\u00ebs s\u00eb jashtme<\/strong><\/p>\n<p>In the key\u00a0<strong>aspektin e brendsh\u00ebm<\/strong>, Kosova ka nevoj\u00eb urgjente q\u00eb t\u00eb kthej besimin e qytetar\u00ebve n\u00eb institucionin e Ministris\u00eb s\u00eb Jashtme dhe p\u00ebrfaq\u00ebsimin diplomatik. Kjo mund t\u00eb arrihet duke b\u00ebr\u00eb nj\u00eb inspektim t\u00eb gjer\u00eb p\u00ebr t\u00eb identifikuar sfidat dhe problemet. Nevojitet fokus n\u00eb gradim kualitativ n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb sigurohet zbatimi i<em>\u00a0Ligjit p\u00ebr Sh\u00ebrbimin e Jasht\u00ebm<\/em>\u00a0dhe kthimin e kredibilitetit t\u00eb institucionit.<\/p>\n<p>N\u00eb fund, por jo nga r\u00ebnd\u00ebsia, Kosova duhet t\u00eb ket\u00eb unitet dhe koordinim institucional. Politika e jashtme propozohet dhe zbatohet nga Qeveria e Kosov\u00ebs dhe mbik\u00ebqyret nga Kuvendi. Politika e jashtme \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi dhe kompetenc\u00eb e Qeveris\u00eb s\u00eb Kosov\u00ebs. Prandaj, \u00ebsht\u00eb vitale q\u00eb kushtetuta e vendit t\u00eb respektohet n\u00eb p\u00ebrpikm\u00ebri.<\/p>\n<p>In the key\u00a0<strong>aspektin e jasht\u00ebm<\/strong>, Kosova duhet t\u00eb gjej nj\u00eb alternativ\u00eb p\u00ebr stopimin fushat\u00ebs serbe p\u00ebr t\u00ebrheqjen e njohjeve t\u00eb Kosov\u00ebs. Edhe pse shtetet m\u00eb t\u00eb fuqishme per\u00ebndimore kan\u00eb njohur Kosov\u00ebn si shtet, nevoja p\u00ebr njohje t\u00eb reja nuk duhet t\u00eb neglizhohet p\u00ebrderisa Kosova mbetet jasht\u00eb OKB-s\u00eb. Tutje, duhet t\u00eb thelloj marr\u00ebdh\u00ebniet bilaterale me shtetet njoh\u00ebse dhe t\u00eb krijohen mund\u00ebsi p\u00ebr njohje t\u00eb reja, me theks t\u00eb ve\u00e7ant\u00eb pes\u00eb shtetet e BE-s\u00eb. Kosova duhet t\u00eb forcoj pozicionin e saj negociator t\u00eb udh\u00ebhequr nga Qeveria e Kosov\u00ebs.
