{"id":7230,"date":"2024-08-16T12:24:32","date_gmt":"2024-08-16T11:24:32","guid":{"rendered":"https:\/\/sbunker.org\/?p=7230"},"modified":"2024-08-16T13:03:40","modified_gmt":"2024-08-16T12:03:40","slug":"a-ia-vlejne-gjithe-keto-telashe-per-te-vozitur-ne-uren-e-ibrit","status":"publish","type":"post","link":"https:\/\/sbunker.org\/en\/opinion\/a-ia-vlejne-gjithe-keto-telashe-per-te-vozitur-ne-uren-e-ibrit\/","title":{"rendered":"Is Driving Across the Iber Bridge worth this much trouble?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">With less than six months until national elections, the Kosovo government embarked on a mission to begin opening the Iber Bridge for car traffic, by <\/span><a href=\"https:\/\/x.com\/KoSSevnews\/status\/1822325096641389001\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">painting and testing<\/span><\/a><span style=\"font-weight: 400;\"> the bridge for load-bearing capabilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Bridge, which is open for pedestrian traffic, has long stood as a symbol of division, separating the predominantly Serb population in the north from the majority Albanian community in the south.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The decision to open the Bridge to car traffic was made unilaterally and without any prior coordination, prompting strong backlash from the local community, Western countries, as well as members of civil society and the opposition in Kosovo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosovo\u2019s government has entered a strange state where it appears to be at war with every partner it has on this issue.<\/span><\/p>\n<p class=\" translation-block\">The mayor of South Mitrovica and PDK candidate for prime minister, Bedri Hamza, <\/span><a href=\"https:\/\/www.gazetaexpress.com\/hamza-ura-e-ibrit-duhet-te-hapet-albin-kurti-nuk-po-e-hap-po-e-cementon-prezencen-e-nato-s-aty\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> that now is not the time to open the Bridge, remarking that it makes no sense \u201cto burn every bridge we have to open one.\u201d Hamza is currently on an official visit to Washington D.C., where he is meeting with U.S. government officials and think tanks.<\/p>\n<p><span style=\"font-weight: 400;\">Additionally, the American Chamber of Commerce in Kosovo <\/span><a href=\"https:\/\/www.amchamksv.org\/acwkcrwa\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has said it is concerned<\/span><\/a><span style=\"font-weight: 400;\"> that the unilateral actions of the government will alienate partners and impede economic growth.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The U.S. Embassy in Kosovo has warned that opening the Bridge to car traffic at this moment <\/span><a href=\"https:\/\/x.com\/USEmbPristina\/status\/1823374482347614445\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">will endanger American soldiers<\/span><\/a><span style=\"font-weight: 400;\">, and the European Union is considering <\/span><a href=\"https:\/\/x.com\/BesnikVe\/status\/1821509605148574184\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">imposing<\/span><\/a><span style=\"font-weight: 400;\"> additional sanctions against Kosovo.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">KFOR and EULEX have <\/span><a href=\"https:\/\/www.kosovo-online.com\/vesti\/politika\/pojacano-prisustvo-kfora-na-ibarskom-mostu-12-8-2024\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">increased<\/span><\/a><span style=\"font-weight: 400;\"> their presence and brought additional armored vehicles onto the bridge. KFOR <\/span><a href=\"https:\/\/www.barrons.com\/news\/nato-warns-kosovo-over-moves-to-open-bridge-in-divided-city-abd49fd7\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has made it clear<\/span><\/a><span style=\"font-weight: 400;\"> that it will not be moving its permanent presence off the bridge.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Serb community has been <\/span><a href=\"https:\/\/www.kosovo-online.com\/en\/news\/politics\/protest-serbs-north-mitrovica-us-bridge-symbol-survival-7-8-2024\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">adamant<\/span><\/a><span style=\"font-weight: 400;\"> that it does not want the bridge to be open for car traffic. They feel threatened and intimidated by the Kurti government <\/span><a href=\"https:\/\/www.barrons.com\/news\/kosovo-police-raid-serb-post-offices-in-troubled-north-f7afb426\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">that has initiated <\/span><\/a><span style=\"font-weight: 400;\">several police actions under the pretext of enforcing the rule of law and ignoring the needs of the local community.\u00a0\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/x.com\/AStranica\/status\/1823320340535103876\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Over 400 women<\/span><\/a><span style=\"font-weight: 400;\"> from the north signed a petition and asked to meet the Commander of KFOR to share their fears about the bridge re-opening to car traffic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the Kosovo government has <\/span><a href=\"https:\/\/kossev.info\/the-time-for-establishing-the-asm-is-now\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">refused<\/span><\/a><span style=\"font-weight: 400;\"> to implement the Association\/Community of Serb-Majority Municipalities (ASM), an agreement ratified by the Kosovo parliament and mandated by the Constitutional Court for enforcement.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The non-implementation of the ASM was the primary reason why Kosovo Serbs collectively resigned from state institutions in 2022.\u00a0<\/span><\/p>\n<p class=\" translation-block\">Prime Minister Kurti has not made any attempt to engage with the community <\/span><a href=\"https:\/\/kdi-kosova.org\/en\/activities\/kushtet-dhe-konsensusi-albin-kurtit-per-dialogun-serbine\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">failing<\/span><\/a><span style=\"font-weight: 400\"> to deliver on his promise of initiating an internal dialogue with Kosovo Serbs, instead using the situation in the north as a political tool to fuel populism and bolster his reelection prospects.<\/p>\n<p><span style=\"font-weight: 400;\">Given the selective application of the rule of law, the claim that the Kosovo government is attempting to reopen the Iber Bridge for the common good and in adherence to the rule of law is simply not credible.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, despite the backlash, the Kosovo government insists on opening the Bridge. First Deputy Prime Minister, Besnik Bislimi, <\/span><a href=\"https:\/\/x.com\/BislimiBesnik\/status\/1823639583935906203\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">claimed<\/span><\/a><span style=\"font-weight: 400;\"> in a thread on X the Bridge issue had already been resolved in the Dialogue in 2016 and there was no reason to go back to it. Bislimi also claimed the government listened to the communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All of these claims are demonstrably false. The intention <\/span><a href=\"https:\/\/x.com\/MiroslavLajcak\/status\/1823816030931837275\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has always been to re-open the bridge;<\/span><\/a><span style=\"font-weight: 400;\"> however, several issues\u2013such as security, municipal border delineaation and coordination with the communities\u2014have to be resolved before reopening the Bridge to car traffic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Further, it is untrue that the government listened to people from any community. It held one public meeting last Thursday on the north side only, never fully answered anyone\u2019s questions and merely told people that security was under control and the bridge would be opened.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Conducting community consultations requires that the concerns of the people be heard and considered prior to making any decisions. In contrast, the Kosovo government made the decision to reopen the bridge first, only to follow up with a superficial public discussion days later.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.facebook.com\/share\/p\/DCiNHU52qVKaCULx\/?mibextid=WC7FNe\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">The police also arrested<\/span><\/a><span style=\"font-weight: 400;\"> two opposition political figures and community activists before the meeting even started. When one Albanian woman journalist asked what would happen if KFOR didn\u2019t agree with their decision, the minister of local administration, Elbert Krasniqi, told her not to threaten him with such a question.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosovo now faces a breaking point: Will the Kosovo government risk a confrontation with KFOR and the international community? And for the international community is this the red line that Kurti can\u2019t cross? If so, will they enact the kind of measures that will hurt Kosovars?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the U.S. Ambassador in Kosovo, Jeffrey Hovenier, there is not as much enthusiasm for assisting Kosovo to enter international institutions or work with it to continue its progress into the European Union. The German Ambassador, Jorn Rohde, <\/span><a href=\"https:\/\/rti.rtsh.al\/article\/closure-of-post-offices-in-the-north-rohde-warns-that-kosovo-s-eu-membership-application-risks-staying-in-the-inbox-\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> Kosovo risks having its membership application to the EU \u201cleft in the inbox.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the most pressing question is how much more the people of Kosovo are willing to tolerate? Kosovo <\/span><a href=\"https:\/\/apnews.com\/article\/kosovo-eu-us-council-of-europe-serbia-8d69d7450a59779e5ce672276e405938\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">missed the opportunity<\/span><\/a><span style=\"font-weight: 400;\"> to join the Council of Europe this year. There is a crackdown on media <\/span><a href=\"https:\/\/prishtinainsight.com\/kosovo-government-faces-backlash-over-media-licensing-draft-law\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">with the new law<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\"> that specifically goes against democratic standards. This government has not delivered much in infrastructure, education or healthcare reform and emigration continues to grow.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Is being able to drive a car across a bridge worth so much?
