Deri n\u00eb vitin 2016, m\u00ebsimdh\u00ebn\u00ebsit kan\u00eb pasur t\u00eb drejt\u00eb t\u00eb aplikojn\u00eb p\u00ebr nj\u00eb pozit\u00eb t\u00eb lir\u00eb n\u00eb shkoll\u00ebn ku ata kan\u00eb zgjedhur. Pas reform\u00ebs, ka vet\u00ebm pozicione t\u00eb lira, nd\u00ebrkaq emri i shkoll\u00ebs nuk figuron m\u00eb n\u00eb formularin e aplikimit.<\/span><\/p>\n<p><a href=\"https:\/\/sbunker.net\/c-rsquo-mesime-bllogje-tematike\/91435\/perspektivat-e-mesimdhenesve-pas-reformes-se-rekrutimit-ne-prishtine\/O,B,%20Zyrtar%20i%20Burimeve%20Njerezore,%20\"><span style=\"font-weight: 400;\">Arsyetimi prapa reform\u00ebs<\/span><\/a><span style=\"font-weight: 400;\"> ishte se kjo e fundit potencialisht do t\u00eb zbuste hendekun mes shkollave me performanc\u00eb \u201ct\u00eb mir\u00eb\u201d dhe \u201ct\u00eb keqe\u201d. Reforma nuk ka nxitur nevoj\u00ebn p\u00ebr t\u00eb ndryshuar asnj\u00eb ligj ekzistues n\u00eb Kosov\u00eb, duke pasur parasysh organizimin e korniz\u00ebs ligjore n\u00eb p\u00ebrgjith\u00ebsi n\u00eb raport me arsimin si dhe kompetencat t\u00eb cilat i posedojn\u00eb komunat e Kosov\u00ebs. Prishtina \u00ebsht\u00eb i vetmi qytet n\u00eb Kosov\u00eb q\u00eb zbatoi nj\u00eb reform\u00eb t\u00eb till\u00eb, duke pasur parasysh m\u00ebnyr\u00ebn e organizimit t\u00eb korniz\u00ebs ligjore n\u00eb Kosov\u00eb n\u00eb lidhje me arsimin dhe kompetencat q\u00eb posedojn\u00eb komunat n\u00eb lidhje me k\u00ebt\u00eb t\u00eb fundit.<\/span><\/p>\n<p><a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=2770\"><span style=\"font-weight: 400;\">Ligji p\u00ebr arsimin fillor dhe t\u00eb mes\u00ebm<\/span><\/a><span style=\"font-weight: 400;\"> n\u00eb Kosov\u00eb, i cili ka t\u00eb b\u00ebj\u00eb edhe me personelin dhe stafin, cek se rekrutimin e kuadrit profesional (m\u00ebsimdh\u00ebn\u00ebsve) e b\u00ebn komuna. Megjithat\u00eb, menj\u00ebher\u00eb pas reform\u00ebs, u ngrit\u00ebn z\u00ebrat e pak\u00ebnaq\u00ebsis\u00eb n\u00eb mesin e m\u00ebsuesve t\u00eb Prishtin\u00ebs. Mungesa e liris\u00eb s\u00eb zgjedhjes duket se ka prekur m\u00ebsimdh\u00ebn\u00ebsit n\u00eb disa m\u00ebnyra, si p.sh. pak\u00ebnaq\u00ebsia me vendndodhjen e shkollave, v\u00ebshtir\u00ebsit\u00eb infrastrukturore dhe degradimi profesional.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Si ka ndryshuar profesioni i m\u00ebsuesit n\u00eb dy dekadat e fundit n\u00eb Kosov\u00eb, dhe si e perceptojn\u00eb vet\u00eb m\u00ebsimdh\u00ebn\u00ebsit profesionin e tyre si agjent\u00eb social\u00eb? \u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb theksohet se profesioni i m\u00ebsuesit n\u00eb Kosov\u00eb \u00ebsht\u00eb konsideruar si linj\u00eb \u201cfisnike\u201d e pun\u00ebs, marr\u00eb parasysh v\u00ebshtir\u00ebsit\u00eb n\u00ebp\u00ebr t\u00eb cilat ka kaluar sistemi arsimor:\u00a0 q\u00eb nga mohimi i s\u00eb drejt\u00ebs p\u00ebr t&#8217;u shkolluar n\u00eb gjuh\u00ebn shqipe gjat\u00eb viteve t\u00eb 60-ta, deri te sistemi paralel i viteve t\u00eb 90-ta dhe s\u00eb fundi epoka e pasluft\u00ebs, ku nd\u00ebrtimi i sistemit arsimor nga Kosova dhe komuniteti nd\u00ebrkomb\u00ebtar e ka rip\u00ebrcaktuar s\u00ebrish profesionin e m\u00ebsuesit duke futur nocionet e <\/span><i><span style=\"font-weight: 400;\">efektivitetit<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">llogaridh\u00ebnies<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">mjeteve t\u00eb ndryshme t\u00eb kontrollit shtet\u00ebror<\/span><\/i><span style=\"font-weight: 400;\"> mbi m\u00ebsuesit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky \u00ebsht\u00eb nj\u00eb studim kualitativ p\u00ebrmes s\u00eb cilit jan\u00eb intervistuar dhjet\u00eb m\u00ebsimdh\u00ebn\u00ebs t\u00eb pes\u00eb shkollave n\u00eb Komun\u00ebn e Prishtin\u00ebs. Hulumtimi \u00ebsht\u00eb organizuar rreth pes\u00eb pyetjeve k\u00ebrkimore t\u00eb renditura si m\u00eb posht\u00eb: <\/span><b>Si ndikoi reforma n\u00eb rekrutimin e m\u00ebsuesve n\u00eb kushtet profesionale t\u00eb m\u00ebsuesve? Cili \u00ebsht\u00eb efekti i reform\u00ebs n\u00eb lidhje me cenueshm\u00ebrin\u00eb (<\/b><b><i>vulnerability) <\/i><\/b><b>profesionale dhe izolimin profesional\/gjeografik? Si jan\u00eb ndikuar grat\u00eb m\u00ebsuese nga reforma? Cilat jan\u00eb k\u00ebndv\u00ebshtrimet e m\u00ebsuesve p\u00ebr reform\u00ebn? Cilat jan\u00eb strategjit\u00eb e m\u00ebsuesve ndaj reform\u00ebs?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb studimet e m\u00ebparshme q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me p\u00ebrkufizimin e profesionalizmit t\u00eb m\u00ebsuesit\/es si dhe hulumtimet q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me efektet e reformave te m\u00ebsuesit\/es dhe profesioni i m\u00ebsuesit\/es v\u00ebrehet se reforma e cila ka transformuar m\u00ebnyr\u00ebn e rekrutimit t\u00eb m\u00ebsimdh\u00ebn\u00ebsve n\u00eb Prishtin\u00eb ka ndikuar n\u00eb nj\u00eb aspekt t\u00eb r\u00ebnd\u00ebsish\u00ebm q\u00eb \u00ebsht\u00eb e theksuar n\u00eb k\u00ebto definicione: at\u00eb t\u00eb <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.3402\/nstep.v1.28464\"><span style=\"font-weight: 400;\">autonomis\u00eb<\/span><\/a><span style=\"font-weight: 400;\"> s\u00eb m\u00ebdimdh\u00ebn\u00ebsve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Privimi i liris\u00eb p\u00ebr t\u00eb zgjedhur vendin e pun\u00ebs i ka b\u00ebr\u00eb m\u00ebsuesit t\u00eb ndihen t\u00eb pasigurt\u00eb, t\u00eb l\u00ebn\u00eb pas dore dhe t\u00eb pambrojtur. P\u00ebr m\u00eb tep\u00ebr, reforma ka b\u00ebr\u00eb q\u00eb m\u00ebsuesit t\u00eb ndihen t\u00eb denigruar profesionalisht. P\u00ebrdorimi i koncepteve analitike si: <\/span><a href=\"https:\/\/www.researchgate.net\/publication\/223369274_A_sociocultural_approach_to_understanding_teacher_identity_agency_and_professional_vulnerability_in_a_context_of_secondary_school_reform\"><span style=\"font-weight: 400;\">cenueshm\u00ebria<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.researchgate.net\/publication\/308784296_Power_Intersectionality_and_the_Politics_of_Belonging\"><span style=\"font-weight: 400;\">p\u00ebrkat\u00ebsia<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">belonging)<\/span><\/i><span style=\"font-weight: 400;\"> si dhe <\/span><a href=\"https:\/\/www.easa.org.au\/keep-connected-keep-well\"><span style=\"font-weight: 400;\">izolimi profesional<\/span><\/a><span style=\"font-weight: 400;\"> dhe gjeografik ka hapur shtigje q\u00eb t\u00eb kuptohen mendimet dhe opinionet e m\u00ebsuesve. Gjat\u00eb intervistave t\u00eb realizuara me ta t\u00eb gjith\u00eb m\u00ebsuesit besonin se ishin n\u00eb nj\u00eb gjendje t\u00eb pasiguris\u00eb. Kurse sa i p\u00ebrket p\u00ebrvoj\u00ebs s\u00eb tyre n\u00eb shkoll\u00eb t\u00eb gjith\u00eb shpreh\u00ebn mendime t\u00eb ngjashme, disa prej tyre identike, si n\u00eb aspektin personal ashtu edhe n\u00eb at\u00eb profesional. Ata besojn\u00eb se nuk mund t\u00eb p\u00ebrparojn\u00eb si m\u00ebsues p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb nx\u00ebn\u00ebsve dhe se shkollat \u200b\u200bishin n\u00eb zona rurale\/periferike. Gjithashtu, ata ndihen jo adekuat dhe mendimet e tyre rreth kompetencave t\u00eb tyre si m\u00ebsues kishe nd\u00ebrruar, pra n\u00eb nj\u00ebr\u00ebn an\u00eb nuk ishin rehat me vendin e tyre t\u00eb pun\u00ebs, si dhe besonin q\u00eb nuk mund t\u00eb jen\u00eb m\u00ebsues t\u00eb mir\u00eb si\u00e7 aspironin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kjo do t\u00eb thot\u00eb se reforma ka ndikuar drejtp\u00ebrdrejt n\u00eb kushtet e tyre profesionale dhe n\u00eb m\u00ebnyr\u00eb latente n\u00eb perceptimin e tyre p\u00ebr profesionin. M\u00ebsuesit nuk kan\u00eb arritur t\u00eb krijojn\u00eb ndjenj\u00ebn e p\u00ebrkat\u00ebsis\u00eb duke pasur parasysh mentalitetet e ndryshme t\u00eb komunitetit (sipas tyre), p\u00ebr m\u00eb tep\u00ebr, ata ndjehen t\u00eb izoluar gjeografikisht p\u00ebr shkak t\u00eb vendndodhjes s\u00eb shkollave dhe t\u00eb izoluar profesionalisht sepse shkollat \u200b\u200bnuk u ofrojn\u00eb sfida dhe perspektiv\u00eb t\u00eb mjaftueshme p\u00ebr t\u2019u ngritur si m\u00ebsues. P\u00ebr m\u00eb tep\u00ebr, reforma sipas tyre i la t\u00eb neglizhuar nga Komuna e Prishtin\u00ebs, duke u konsideruar t\u00eb pafuqish\u00ebm dhe t\u00eb p\u00ebrjashtuar nga vendimmarrja. M\u00ebnyra e vetme p\u00ebr t&#8217;i rezistuar reform\u00ebs u b\u00eb transferi nga nj\u00eb shkoll\u00eb n\u00eb tjetr\u00ebn.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb gj\u00eb e r\u00ebnd\u00ebsishme q\u00eb duhet theksuar duke pasur parasysh kontekstin kosovar n\u00eb raport me m\u00ebsuesit, si dhe historin\u00eb e sistemit arsimor t\u00eb pasluft\u00ebs, \u00ebsht\u00eb se procesi i t\u00eb b\u00ebrit m\u00ebsues \u00ebsht\u00eb transformuar plot\u00ebsisht. Ka pasur nj\u00eb ndryshim n\u00eb diskursin publik n\u00eb lidhje me at\u00eb se \u00e7far\u00eb do t\u00eb thot\u00eb t\u00eb jesh m\u00ebsues n\u00eb Kosov\u00eb para dhe pas luft\u00ebs. Diskursi i paraluft\u00ebs karakterizon m\u00ebsuesin si profesionist <\/span><b>fisnik<\/b><span style=\"font-weight: 400;\"> p\u00ebr shkak rezistenc\u00ebs dhe trazirave, nd\u00ebrkaq diskursi i pasluft\u00ebs sheh m\u00ebsimdh\u00ebn\u00ebsit si <\/span><b>jo kredibil<\/b><span style=\"font-weight: 400;\"> dhe jo t\u00eb kualifikuar p\u00ebr shkak uljes s\u00eb cil\u00ebsis\u00eb s\u00eb arsimit. Kjo ka v\u00ebn\u00eb m\u00ebsimdh\u00ebn\u00ebsit n\u00eb nj\u00eb pozicion ku duhet ta d\u00ebshmojn\u00eb vazhdimisht veten si t\u00eb denj\u00eb. N\u00eb k\u00ebt\u00eb p\u00ebrpjekje t\u00eb m\u00ebsuesve p\u00ebr t&#8217;u rikthyer si profesionist\u00eb, nj\u00eb reform\u00eb e till\u00eb mund t\u00eb shihet si nj\u00eb &#8220;sulm&#8221; ndaj nj\u00ebrit prej komponent\u00ebve q\u00eb p\u00ebrb\u00ebn profesionalizmin e m\u00ebsuesit, e i cili \u00ebsht\u00eb vet-rregullimi. Fakti q\u00eb u imponohet nj\u00eb reform\u00eb q\u00eb jo vet\u00ebm i l\u00eb jasht\u00eb vendimmarrjes, por edhe t\u00eb pafuqish\u00ebm n\u00eb zgjedhjen e nj\u00eb vendi pune, mund t\u00eb t\u00eb kuptohet si p\u00ebrpjekje p\u00ebr kontroll t\u00eb shtuar nga shteti, krahas kontrollit q\u00eb tanim\u00eb ekziston.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Studimet e m\u00ebparshme p\u00ebr m\u00ebnyr\u00ebn se si reformat ndikojn\u00eb te m\u00ebsimdh\u00ebn\u00ebsit dhe n\u00eb profesionalizmin e tyre p\u00ebrmendin nj\u00eb gj\u00eb: q\u00eb qeverit\u00eb nd\u00ebrmarrin reforma p\u00ebr t\u00eb rritur standardet e m\u00ebsimdh\u00ebnies. Megjithat\u00eb, bazuar n\u00eb k\u00ebt\u00eb studim mund t\u00eb shohim se nj\u00eb reform\u00eb e till\u00eb ka prodhuar nj\u00eb realitet t\u00eb komplikuar, ku m\u00ebsuesit jan\u00eb t\u00eb detyruar t\u00eb ndryshojn\u00eb praktikat e tyre pedagogjike p\u00ebr t&#8217;iu p\u00ebrshtatur klasave me m\u00eb pak nx\u00ebn\u00ebs, gj\u00eb q\u00eb p\u00ebrfundimisht i shtyn t\u00eb punojn\u00eb jasht\u00eb kurrikul\u00ebs, e cila \u00ebsht\u00eb e detyrueshme p\u00ebr t&#8217;u zbatuar brenda klas\u00ebs. Reforma ka ndryshuar disa komponent\u00eb t\u00eb profesionalizmit t\u00eb m\u00ebsuesve. Nga nj\u00ebra an\u00eb u ka dh\u00ebn\u00eb m\u00ebsuesve lirin\u00eb e autonomis\u00eb brenda klas\u00ebs, ku m\u00ebsuesit duhet t\u00eb gjykojn\u00eb se \u00e7far\u00eb \u00ebsht\u00eb e p\u00ebrshtatshme p\u00ebr nj\u00eb kontekst specifik n\u00eb klas\u00eb dhe t\u00eb marrin vendime t\u00eb shpejta, t\u00eb cilat jo gjithmon\u00eb p\u00ebrputhen me kurrikul\u00ebn.
