Ky soj legalizimi ose fshirje e d\u00ebmit p\u00ebr shkak t\u00eb koh\u00ebs s\u00eb kaluar q\u00eb prej kryerjes s\u00eb tij njihet si e drejt\u00eb e parashkrimit t\u00eb d\u00ebmit. Koncepti i parashkrimit t\u00eb d\u00ebmit shpreh at\u00eb q\u00eb nuk e shprehin, por e n\u00ebnkuptojn\u00eb, ata q\u00eb mbrojn\u00eb imponimin e standardit gjuh\u00ebsor t\u00eb formalizuar n\u00eb Kongresin e Drejtshkrimit t\u00eb vitit 1972. Kremtimi jubilar i 50-vjetorit t\u00eb k\u00ebtij Kongresi natyrisht q\u00eb do ta zmadhoj\u00eb p\u00ebrmas\u00ebn e iluzionit se standardi i Tiran\u00ebs i \u201972-shit, tashm\u00eb \u00ebsht\u00eb nj\u00eb fakt i kryer dhe pavar\u00ebsisht mang\u00ebsive, imponimit, cungimit, an\u00ebsive, ve\u00e7imit q\u00eb mbart nuk mund t\u00eb rishikohet dhe as t\u00eb \u201ccenohet\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00cbsht\u00eb e nj\u00ebjta mend\u00ebsi me zaptimin e nj\u00eb prone a toke q\u00eb arrihet t\u00eb p\u00ebrvet\u00ebsohet dhe t\u00eb legalizohet pasi t\u00eb ket\u00eb kalu koh\u00eb e mjaftueshme dhe me kushtin thelb\u00ebsor q\u00eb ky zaptim t\u00eb mos jet\u00eb sfidu a v\u00ebn\u00eb n\u00eb diskutim nga dikush tjet\u00ebr. Mir\u00ebpo, parashkrimi i d\u00ebmit n\u00eb rastin e gjuh\u00ebs shqipe \u00ebsht\u00eb iluzion, sepse kushti thelb\u00ebsor p\u00ebr parashkrimin, pra q\u00eb t\u00eb mos ket\u00eb pas\u00eb sfidues, nuk ekziston. Jan\u00eb miliona shqiptar\u00eb q\u00eb p\u00ebr 50 vite e kan\u00eb sfidu dhe vazhdojn\u00eb ta sfidojn\u00eb, duke mos e pranu standardin n\u00eb komunikimin e p\u00ebrhersh\u00ebm e t\u00eb vazhduesh\u00ebm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Shkalla e mospranimit p\u00ebr m\u00eb tej shkon duke u shtu, sidomos me zbehjen e monopolit t\u00eb librit dhe letr\u00ebs n\u00eb komunikimin me shkrim. Pavar\u00ebsisht se arsimi zyrtar dhe publik e vazhdon ndikimin n\u00eb m\u00ebsimin e standardit t\u00eb shkruar, zgjerimi i hap\u00ebsirave t\u00eb komunikimit b\u00ebn q\u00eb komunikimi n\u00eb distanc\u00eb dhe jasht\u00eb standardit t\u00eb tejkaloj\u00eb shum\u00ebfish mas\u00ebn e kufizuar t\u00eb komunikimit sipas standardit n\u00eb ambientin shkollor. Madje, edhe brenda ambientit shkollor n\u00eb hap\u00ebsirat e shtrirjes s\u00eb gegnishtes, ve\u00e7an\u00ebrisht n\u00eb Kosov\u00eb, Maqedoni dhe Veriun e Shqip\u00ebris\u00eb, kodi i komunikimit \u00ebsht\u00eb i dyfisht\u00eb. Nx\u00ebn\u00ebsit me nj\u00ebri-tjetrin komunikojn\u00eb n\u00eb gegnisht dhe vet\u00ebm kur u duhet t\u00eb pyeten p\u00ebr m\u00ebsimin u jepet mund\u00ebsia t\u00eb tentojn\u00eb komunikimin n\u00eb standard.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Po jasht\u00eb standardit zhvillohet krejt komunikimi mes nx\u00ebn\u00ebsve n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb hap\u00ebsir\u00ebs shqipfol\u00ebse, jo vet\u00ebm n\u00eb ambientet e shkoll\u00ebs, por edhe n\u00eb rrug\u00eb, n\u00eb kafe, n\u00eb sht\u00ebpi, n\u00eb media sociale, n\u00eb telefon dhe komunikimet me z\u00eb p\u00ebrmes internetit, si mesenxher, whatsapp, etj. Miliona shqiptar\u00eb anemban\u00eb trojeve shqiptare si edhe anek\u00ebnd bot\u00ebs ku banojn\u00eb, e njohin standardin pasivisht, meq\u00eb mund t\u00eb kuptojn\u00eb tekstet e shkruara, por nuk e p\u00ebrdorin ose nuk u duhet ta p\u00ebrdorin. Megjithat\u00eb, e nj\u00ebjta vlen edhe p\u00ebr format e lira t\u00eb p\u00ebrdorimit t\u00eb shqipes, t\u00eb cilat kuptohen nga cilido shqiptar pavar\u00ebsisht trajt\u00ebs dialektore n\u00eb t\u00eb cil\u00ebn shkruhen ose fliten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye, n\u00ebse deri von\u00eb pjesa m\u00eb e madhe e komunikimit p\u00ebrmes shkrimit b\u00ebhej ose prirej t\u00eb b\u00ebhej n\u00eb standard, tani edhe nj\u00eb pjes\u00eb e mir\u00eb e k\u00ebtij komunikimi po zhvillohet jasht\u00eb standardit. Ky zvog\u00eblim i hises s\u00eb komunikimit shkrimor n\u00eb standard ka ardh\u00eb s\u00eb pari si pasoj\u00eb e masivizimit t\u00eb komunikimit p\u00ebrmes internetit dhe shkrimit p\u00ebrmes telefonit, por edhe p\u00ebr shkak t\u00eb kufizimit t\u00eb mund\u00ebsive t\u00eb shkrimit n\u00eb vet\u00eb tekstet shkollore. Tashm\u00eb nx\u00ebn\u00ebsi shkruan gjithnj\u00eb e m\u00eb pak dhe zgjedh gjithnj\u00eb e m\u00eb shum\u00eb, p\u00ebrmes pyetjeve q\u00eb si p\u00ebrgjigje nuk k\u00ebrkojn\u00eb nj\u00eb formulim t\u00eb shkruar, por thjesht mbushjen e nj\u00eb kutize me nj\u00eb \u201cx\u201d, \u201ctick\u201d, \u201cpo\u201d, \u201cjo\u201d, etj.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">K\u00ebsisoj, ajo q\u00eb paraqitej si \u201cgjuh\u00eb e nj\u00ebsuar\u201d ose m\u00eb sakt\u00eb standardi zyrtar, ka m\u00eb pak p\u00ebrdorim sesa e folmja e Kosov\u00ebs p\u00ebr shembull, e m\u00eb pak gjithashtu sesa varianti i gegnishtes veriper\u00ebndimore, duke p\u00ebrfshi hap\u00ebsir\u00ebn nga Lezha n\u00eb Pej\u00eb, dhe po ashtu m\u00eb pak se sa varianti i gegnishtes verilindore, nga Mati n\u00eb Kumanov\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebr m\u00eb shum\u00eb, asnj\u00ebher\u00eb nuk u sakt\u00ebsua se mbi cil\u00ebn b\u00ebrtham\u00eb t\u00eb tosk\u00ebrishtes mb\u00ebshtetej standardi. N\u00ebse procesi i standardizimit deri n\u00eb pengmarrjen e tij nga regjimi diktatorial n\u00eb Shqip\u00ebri mb\u00ebshtetej n\u00eb nj\u00eb laborator t\u00eb gjall\u00eb dhe t\u00eb hapur q\u00eb u njoh si <\/span><i><span style=\"font-weight: 400;\">elbasanishtja<\/span><\/i> <i><span style=\"font-weight: 400;\">letrare<\/span><\/i><span style=\"font-weight: 400;\">, me Kongresin e Drejtshkrimit t\u00eb vitit 1972 ai standard q\u00eb u vendos nuk e ka asnj\u00eb konkret\u00ebsi t\u00eb till\u00eb q\u00eb t\u00eb dihet se mb\u00ebshtetet n\u00eb nj\u00eb t\u00eb folme t\u00eb caktuar, e cila t\u00eb sh\u00ebrbej\u00eb si model i natyrsh\u00ebm dhe i gjall\u00eb gjuh\u00ebsor. Edhe vet\u00eb standardi mb\u00ebshtetet tek tosk\u00ebrishtja n\u00eb parim, por jo tek nj\u00eb tosk\u00ebrishte e gjall\u00eb dhe konkrete dhe p\u00ebr k\u00ebt\u00eb arsye ting\u00ebllon aq artificial jo vet\u00ebm p\u00ebr fol\u00ebsit e gegnishtes, por edhe p\u00ebr fol\u00ebsit e tosk\u00ebrishtes. Kjo \u00ebsht\u00eb arsyeja q\u00eb standardi i vitit 1972 ka ngel\u00eb i ngurt\u00ebsuar n\u00eb koh\u00eb dhe ka mbet\u00eb mbrapa edhe zhvillimit t\u00eb tosk\u00ebrishtes s\u00eb gjall\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebr shqiptarin jospecialist, standardi i sot\u00ebm shihet si shqipja q\u00eb flitet n\u00eb televizion. Pra, jo n\u00eb nj\u00eb vend t\u00eb caktuar, por n\u00eb nj\u00eb studio dhe p\u00ebrball\u00eb nj\u00eb kamere. Ky standard i televizionit \u00ebsht\u00eb p\u00ebrshtat\u00eb aq shum\u00eb me iden\u00eb e korrekt\u00ebsis\u00eb s\u00eb t\u00eb folurit n\u00eb nj\u00eb studio apo p\u00ebrball\u00eb nj\u00eb kamere, saq\u00eb p\u00ebr k\u00ebdo q\u00eb \u00ebsht\u00eb sadopak familjar me ambientin televiziv, i p\u00ebrket t\u00eb zakonshmes skena ku krejt komunikimi i stafit dhe i gazetar\u00ebve ose edhe t\u00eb ftuarve jasht\u00eb kamerave kryhet jo n\u00eb standard, dhe vet\u00ebm n\u00eb momentin q\u00eb jepet shenja e regjistrimit, kalohet n\u00eb standard. K\u00ebshtu <\/span><i><span style=\"font-weight: 400;\">elbasanishtja letrare<\/span><\/i><span style=\"font-weight: 400;\"> u z\u00ebvend\u00ebsua me <\/span><i><span style=\"font-weight: 400;\">televizionishten letrare<\/span><\/i><span style=\"font-weight: 400;\">. Problemi kryesor q\u00eb kjo ka \u00ebsht\u00eb se vet\u00eb televizioni tashm\u00eb po sfidohet nga interneti dhe mediat sociale. Ngurt\u00ebsimi i atij standardi n\u00eb vitin 1972 vet\u00ebm se e zvet\u00ebnon dhe e largon fol\u00ebsin dhe p\u00ebrdoruesin e shqipes prej tij. Edhe monopoli i kamer\u00ebs s\u00eb televizionit \u00ebsht\u00eb thyer nga komunikimi masiv p\u00ebrmes kamerave n\u00eb rrjetet sociale dhe aplikacionet e ndryshme p\u00ebrmes internetit. Por bashk\u00eb me k\u00ebt\u00eb monopol t\u00eb kamer\u00ebs televizive \u00ebsht\u00eb thyer edhe ngurrimi i t\u00eb folurit n\u00eb varietet jostandard p\u00ebrball\u00eb nj\u00eb kamere, pavar\u00ebsisht faktit q\u00eb n\u00eb domenin e vet t\u00eb ngusht\u00eb tashm\u00eb, televizioni vazhdon t\u00eb jet\u00eb forumi <\/span><i><span style=\"font-weight: 400;\">par excellence<\/span><\/i><span style=\"font-weight: 400;\"> i p\u00ebrmbajtjes n\u00eb standard.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrdoruesit e shqipes t\u00eb cil\u00ebt n\u00eb p\u00ebrditshm\u00ebrin\u00eb dhe p\u00ebrhershm\u00ebrin\u00eb e komunikimit e ndjejn\u00eb m\u00eb t\u00eb leht\u00eb t\u00eb p\u00ebrdorin shqipen e pakodifikuar, t\u00eb pamb\u00ebshtetur institucionalisht dhe t\u00eb pam\u00ebsuar zyrtarisht, sesa standardin e kodifikuar ngurt\u00ebsisht, t\u00eb mb\u00ebshtetur jasht\u00ebgjuh\u00ebsisht dhe t\u00eb m\u00ebsuar zyrtarisht, jan\u00eb tejet m\u00eb t\u00eb shumt\u00eb sesa p\u00ebrdoruesit e standardit. N\u00ebse standardi modelohet si nga kodifikuesit nga lart, ashtu edhe nga p\u00ebrdoruesit, at\u00ebher\u00eb kodifikimi ka ngel\u00eb n\u00eb vend, \u00ebsht\u00eb ngurt\u00ebsu, nd\u00ebrkoh\u00eb q\u00eb p\u00ebrdorimi \u00ebsht\u00eb i gjall\u00eb, gjithj\u00eb e m\u00eb intensiv dhe i ngjyruar me nuancat e koh\u00ebs, e cila nd\u00ebrsa kalon l\u00eb gjurm\u00ebt e veta n\u00eb gjuh\u00ebn e gjall\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Standardi nuk ka pse t\u00eb shmanget nga p\u00ebrdoruesit e gjuh\u00ebs dhe as nga zgjerimi dhe p\u00ebrdit\u00ebsimi. N\u00ebse standardi p\u00ebrafrohet me p\u00ebrdoruesit, at\u00ebher\u00eb edhe shkalla e p\u00ebrvet\u00ebsimit t\u00eb tij nga shqiptar\u00ebt zgjerohet. Vet\u00ebm p\u00ebrmes p\u00ebrshtatjes dhe p\u00ebrafrimit t\u00eb standardit me p\u00ebrdoruesit dhe me zgjerimin e baz\u00ebs dialektore n\u00eb p\u00ebrshtatje me leht\u00ebsit\u00eb e komunikimit n\u00eb shqip mes shqiptar\u00ebve nga secili cep dhe k\u00ebnd i shqiptaris\u00eb dhe diaspor\u00ebs mund t\u00eb p\u00ebrnaltohet standardi n\u00eb nivelin e koh\u00ebs dhe t\u00eb njer\u00ebzve q\u00eb i thon\u00eb buk\u00ebs <\/span><i><span style=\"font-weight: 400;\">buk\u00eb<\/span><\/i><span style=\"font-weight: 400;\"> e ujit <\/span><i><span style=\"font-weight: 400;\">uj\u00eb<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Imponimi jo vet\u00ebm q\u00eb nuk ka asnj\u00eb mund\u00ebsi t\u00eb parashkruhet, por ka ngel\u00eb vet\u00ebm n\u00eb let\u00ebr dhe nuk ka arrit\u00eb t\u00eb pranohet.
