P\u00ebrve\u00e7 k\u00ebsaj, qeveria duhet t\u00eb angazhohet n\u00eb krijimin e vendeve t\u00eb reja t\u00eb pun\u00ebs p\u00ebrmes projekteve publike dhe rritjen e barazis\u00eb s\u00eb p\u00ebrgjithshme n\u00eb rroga.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosova \u00ebsht\u00eb vend i p\u00ebrshtatsh\u00ebm p\u00ebr klas\u00ebn m\u00eb t\u00eb pasur t\u00eb shoq\u00ebris\u00eb, q\u00eb \u00ebsht\u00eb n\u00eb mas\u00eb t\u00eb madhe eksploatuese e taksave publike, por i v\u00ebshtir\u00eb p\u00ebr shumic\u00ebn d\u00ebrmuese t\u00eb popullat\u00ebs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tabela e m\u00ebposhtme tregon se af\u00ebr 60% e t\u00eb gjitha t\u00eb ardhurave nga vendet e pun\u00ebs n\u00eb Kosov\u00eb i shkojn\u00eb 20%-shit m\u00eb t\u00eb pasur t\u00eb popullat\u00ebs (shtylla e mesme).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nd\u00ebrsa t\u00eb ardhurat e k\u00ebsaj klase rriten, p\u00ebr gjysm\u00ebn m\u00eb t\u00eb varf\u00ebr t\u00eb shoq\u00ebris\u00eb (50%, shtylla e majt\u00eb) bien, nga 8.6% n\u00eb vitin 2007 n\u00eb 6.4% n\u00eb vitin 2015. Meq\u00eb taksa m\u00eb e r\u00ebnd\u00ebsishme \u00ebsht\u00eb TVSH-ja, kjo dmth. se shteti merr nga t\u00eb gjith\u00eb dhe financon klas\u00ebn e pasur. Pjesa tjet\u00ebr e k\u00ebtyre pun\u00ebve krijohen nga tregu ose financohen nga taksat publike nd\u00ebrkomb\u00ebtare (sektori i shoq\u00ebris\u00eb civile).\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prandaj, qeveria e re e Kosov\u00ebs duhet urgjentisht t\u00eb nd\u00ebrhyj\u00eb n\u00eb politikat e pun\u00ebs p\u00ebrmes nj\u00eb ligji q\u00eb \u00ebsht\u00eb sot interes primar publik p\u00ebr t\u00eb balancuar dallimet shoq\u00ebrore. Ky ligj, i p\u00ebrshtatur p\u00ebr kontekstin e Kosov\u00ebs, s\u00eb paku p\u00ebr nj\u00eb periudh\u00eb t\u00eb p\u00ebrkohshme do t\u00eb duhej t\u00eb instalonte s\u00eb pari formul\u00ebn: nj\u00eb person, nj\u00eb vend pune.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kjo politik\u00eb \u00ebsht\u00eb e nevojshme, sepse n\u00ebse vizitohen deklaratat e pasuris\u00eb s\u00eb zyrtar\u00ebve publik\u00eb, shpesh mund t\u00eb hasen burime t\u00eb shum\u00ebfishta t\u00eb t\u00eb hyrave p\u00ebr nj\u00eb person, si:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8211; Nga paga si deputet, nga biznesi privat (psh.universiteti), dhe nga pensioni i mosh\u00ebs i paguar p\u00ebrmes taksave publike.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8211; Nga paga n\u00eb burokraci, nga m\u00ebditjet publike (psh. duke qen\u00eb pjes\u00eb e nj\u00eb numri komisionesh burokratike), dhe biznesi privat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb kushtet e Kosov\u00ebs, koncentrimi i k\u00ebtill\u00eb i burimeve t\u00eb t\u00eb ardhurave gjer\u00ebsisht p\u00ebrb\u00ebn qasje t\u00eb past\u00ebr ekstraktuese nga ana e elit\u00ebs dhe klas\u00ebs m\u00eb t\u00eb pasur.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gjithashtu, pushteti politik p\u00ebrdoret p\u00ebr t\u00eb shp\u00ebrndar\u00eb k\u00ebto burime tek an\u00ebtar\u00ebt e familjes. N\u00eb vitin 2016, af\u00ebr 110 mij\u00eb persona m\u00eb shum\u00eb kan\u00eb b\u00ebr\u00eb kursime pensionale (dmth. kan\u00eb punuar) n\u00eb krahasim me vitin 2007 (204,008). Por, kjo rritje e pun\u00ebsimit, si\u00e7 u tregua m\u00eb lart\u00eb, nuk \u00ebsht\u00eb p\u00ebrkthyer n\u00eb forcim t\u00eb pozit\u00ebs relative t\u00eb gjysm\u00ebs s\u00eb shoq\u00ebris\u00eb, p\u00ebrkund\u00ebr se numri i t\u00eb pun\u00ebsuarve dhe shuma absolute e t\u00eb hyrave mund t\u00eb jet\u00eb ngritur.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Me politik\u00ebn nj\u00eb vend pune &#8211; nj\u00eb person, qeveria do t\u00eb ndikonte n\u00eb burimin kryesor t\u00eb t\u00eb ardhurave n\u00eb Kosov\u00eb duke i distribuuar ato m\u00eb gjer\u00ebsisht n\u00eb shoq\u00ebri dhe duke u dh\u00ebn\u00eb shans mij\u00ebra familjeve tjera.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, qeveria duhet angazhohet direkt n\u00eb krijimin e vendeve t\u00eb pun\u00ebs p\u00ebrmes projekteve publike duke gjurmuar mund\u00ebsit\u00eb e energjis\u00eb, minierave, pemtaris\u00eb dhe shitjes s\u00eb drurit si burime m\u00eb t\u00eb dukshme natyrore t\u00eb Kosov\u00ebs me prioritet pun\u00ebtor\u00ebt me m\u00eb pak aft\u00ebsi.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">S\u00eb treti, dallimet e m\u00ebdha sociale k\u00ebrkojn\u00eb politika aktive n\u00eb ngritjen e barazis\u00eb n\u00eb paga n\u00eb t\u00eb gjith\u00eb sektor\u00ebt, duke punuar n\u00eb an\u00ebn tjet\u00ebr n\u00eb rritjen e standardit mesatar.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ndon\u00ebse detajet e nj\u00eb politike t\u00eb k\u00ebtill\u00eb do t\u2019i p\u00ebrcaktonte deliberimi publik, \u00ebsht\u00eb e sigurt se niveli i t\u00eb ardhurave t\u00eb familjeve, dhe jo GDP-ja, \u00ebsht\u00eb indikatori krucial p\u00ebr kontekstin kosovar. \u00cbsht\u00eb e sigurt edhe se nj\u00eb qeveri e vendosur mund t\u00eb krijoj\u00eb k\u00ebshtu 100,000 vende t\u00eb reja pune brenda nj\u00eb mandati.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Distribuimi m\u00eb i mir\u00eb dhe rritja e p\u00ebrshpejtuar e pun\u00ebsimit do ta nisnin vendin drejt demokratizimit m\u00eb p\u00ebrmbajt\u00ebsor. Nd\u00ebrkoh\u00eb, nuk ka asnj\u00eb arsye p\u00ebrse pjesa e varf\u00ebr e shoq\u00ebris\u00eb duhet ta vuaj\u00eb e vetme moszhvillimin e vendit.
