{"id":9313,"date":"2024-10-31T12:07:07","date_gmt":"2024-10-31T10:07:07","guid":{"rendered":"https:\/\/sbunker.org\/?p=9313"},"modified":"2024-10-31T12:08:08","modified_gmt":"2024-10-31T10:08:08","slug":"kosova-heq-regjimin-e-vizave-per-qytetaret-boshnjake-a-do-te-veproje-njesoj-edhe-bosnja","status":"publish","type":"post","link":"https:\/\/sbunker.org\/en\/opinion\/kosova-heq-regjimin-e-vizave-per-qytetaret-boshnjake-a-do-te-veproje-njesoj-edhe-bosnja\/","title":{"rendered":"Kosovo abolishes visa regime for Bosnian citizens: Will Bosnia reciprocate?"},"content":{"rendered":"<p class=\" translation-block\">At this year\u2019s Berlin Summit, which took place in Berlin in October, Prime Minister Albin Kurti <\/span><a href=\"https:\/\/x.com\/albinkurti\/status\/1850162900780159376\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> he would abolish the visa regime for the citizens of Bosnia and Herzegovina (BiH), permitting them to enter Kosovo visa-free.<\/p>\n<p class=\" translation-block\">Despite the  <\/span><a href=\"https:\/\/www.euractiv.com\/section\/enlargement\/news\/western-balkans-to-agree-free-movement-between-themselves\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Western Balkans\u2019 Agreement on Freedom of Movement<\/span><\/a><span style=\"font-weight: 400\"> with ID Cards, signed in 2022, BiH has refused to implement the agreement. BiH has blocked visa-free access for Kosovo citizens since its independence, while Kosovo has done the same since 2014, until Kurti\u2019s recent decision to unilaterally abolish the visa regime.<\/p>\n<p><span style=\"font-weight: 400;\">Prime Minister Kurti\u2019s decision can be seen as a progressive step toward allowing citizens to travel freely and fostering regional stability in the Western Balkans, potentially encouraging BiH to reciprocate. However, this could also be seen as a strategic maneuver by Kurti who might apply pressure on the EU to push Bosnia toward compliance.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, Kurti\u2019s unilateral decision to abolish the visa regime with BiH can be interpreted as a sign of good gesture and a diplomatic effort aimed at enhancing bilateral relations with Germany.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Recently, Kurti <\/span><a href=\"https:\/\/sbunker.org\/en\/opinion\/veprimet-e-qeverise-se-kosoves-rrezikojne-izolimin-cenojne-tregtine-rajonale-dhe-rendojne-qytetaret\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">clashed<\/span><\/a><span style=\"font-weight: 400;\"> with Germany\u2019s Special Envoy for the Western Balkans, Manuel Sarrazin, who warned that the Berlin Process and CEFTA could proceed without Kosovo if the government doesn\u2019t alter its stance on the import ban on Serbian products. Ultimately, Kosovo partially lifted the ban and was invited to join the Berlin Summit.\u00a0<\/span><\/p>\n<p class=\" translation-block\">The Kosovo Government has been <\/span><a href=\"https:\/\/sbunker.org\/en\/analize\/ngerci-i-politikes-se-jashtme-te-kosoves-viti-i-trete-i-qeverise-kurti\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">isolated from allies<\/span><\/a><span style=\"font-weight: 400\"> due to the government\u2019s several unilateral decisions in the north of the country which has severely damaged relations with key allies.<\/p>\n<p><b>Lost Years of Unnecessary Barriers<\/b><\/p>\n<p><span style=\"font-weight: 400;\">For years, Bosniaks and Kosovars have faced daunting obstacles when attempting to visit family across borders due to restrictive visa policies and complex bureaucratic procedures.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The costly and time-consuming process has made travel nearly impossible for many, as applications often require approval from multiple foreign ministries and must be submitted through embassies in neighboring countries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These challenges have particularly affected families with strong ties on both sides, forcing them to endure prolonged and uncertain waits simply to reunite with loved ones.<\/span><\/p>\n<p class=\" translation-block\">According to <\/span><a href=\"https:\/\/prishtinainsight.com\/kosovo-to-grant-visa-free-movement-for-bosnia-citizens-from-january-2025\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Prishtina Insight<\/span><\/a><span style=\"font-weight: 400\">, visas for Kosovars to visit BiH are \u201cissued in exceptional cases and require the approval of the country\u2019s Ministry of Foreign Affairs, and applications must be submitted in regional countries\u2019 embassies.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">Spelling out BiH\u2019s treatment of Kosovars is no difficult task, but it is nearly inexplicable why Kurti and his supporters would call such a decision a \u201c<\/span><a href=\"https:\/\/www.botasot.info\/politika-lajme\/2244760\/kurti-ka-vepruar-mire-komentohet-vendimi-i-kryeministrit-per-lejimin-e-levizjes-se-lire-per-qytetaret-e-bosnjes\/?ads_test=1729384117\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">success<\/span><\/a><span style=\"font-weight: 400;\">\u201d for Kosovo, despite BiH\u2019s unmoved policy towards the regional neighbor.\u00a0\u00a0<\/span><\/p>\n<p><b>Putting the Ball in Someone Else\u2019s Court\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Kurti\u2019s unilateral decision to lift visa requirements for citizens of BiH comes despite his awareness that, due to the obstructions posed by Dodik and Vucic, BiH is unlikely to reciprocate anytime soon.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This decision serves two purposes: First, it acts as a gesture of goodwill, and second, it puts pressure on BiH to respond in kind while also compelling the EU to address the issue.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While Kurti understands that BiH cannot reciprocate in the near term, his choice remains legitimate. If BiH fails to reciprocate, it will highlight the EU\u2019s inability to make progress in the Berlin Process.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In doing so, Kurti reveals the EU's limited influence over the internal divisions within BiH and underscores the necessity for a more concrete regional strategy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unmistakably, a response from either the EU or BiH appears unlikely. However, through actions like Kosovo\u2019s partial lifting of imports of Serbian goods and the abolishment of visa requirements for BiH citizens, Kurti signals that the next move must come from the other side.\u00a0\u00a0<\/span><\/p>\n<p><b>What Comes Next?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In response to Kurti\u2019s abolition of visas for Bosnian citizens, the President of Republika Srpska, Milorad Dodik, <\/span><a href=\"https:\/\/balkaninsight.com\/2024\/10\/14\/kosovo-to-abolish-visas-for-bosnian-citizens-from-2025\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reiterated<\/span><\/a><span style=\"font-weight: 400;\"> reiterated BiH\u2019s non-recognition of Kosovo, aiming to justify blocking the visa-free regime for Kosovo citizens.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Germany\u2019s Special Envoy for the Western Balkans, Manuel Sarrazin, who previously clashed with Kurti, has now turned to warn Dodik, <\/span><a href=\"https:\/\/euronews.al\/en\/we-dont-recognize-kosovo-dodik-threatens-kurti\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">stating that as long<\/span><\/a><span style=\"font-weight: 400;\"> as he blocks entry for Kosovo citizens, he should expect nothing in return.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Abolishing visas for Kosovo citizens could catalyze improved relations between Kosovo and BiH, increasing visitor flows and creating opportunities for cultural and economic cooperation. This could, in turn, build momentum for progress on the political front.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For that to happen, it requires proactive EU and German involvement. It is up to the EU\u2014and Germany in particular\u2014to take decisive action and generate real momentum toward fostering regional stability in a region that aspires to join the EU.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kurti has made his move.
