{"id":9974,"date":"2024-11-12T14:55:31","date_gmt":"2024-11-12T12:55:31","guid":{"rendered":"https:\/\/sbunker.org\/?p=9974"},"modified":"2025-09-24T17:37:08","modified_gmt":"2025-09-24T15:37:08","slug":"ngecja-katervjecare-e-qeverise-kurti-ne-politiken-e-jashtme","status":"publish","type":"post","link":"https:\/\/sbunker.org\/en\/analize\/ngecja-katervjecare-e-qeverise-kurti-ne-politiken-e-jashtme\/","title":{"rendered":"Four Years of Kosovo\u2019s Stalled Foreign Policy Under Kurti Government"},"content":{"rendered":"<p class=\" translation-block\">The Kurti government's <a href=\"https:\/\/balkaninsight.com\/2022\/03\/23\/kosovos-undiplomatic-diplomacy-is-getting-country-nowhere\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">first year<\/span><\/a><span style=\"font-weight: 400\"> marked a rocky beginning in foreign policy, and the situation deteriorated further in the <\/span><a href=\"https:\/\/sbunker.org\/en\/analize\/qeveria-e-kurtit-po-i-zbeh-shpresat-per-nje-politike-te-jashtme-te-mirefillte\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">second year<\/span><\/a><span style=\"font-weight: 400\">, underscoring the urgent need for recalibration. By the <\/span><a href=\"https:\/\/sbunker.org\/en\/analize\/ngerci-i-politikes-se-jashtme-te-kosoves-viti-i-trete-i-qeverise-kurti\/\" target=\"_self\"><span style=\"font-weight: 400\">third year<\/span><\/a><span style=\"font-weight: 400\">, the situation was worsened by an unqualified foreign minister and inexperienced lobbyists tasked with representing Kosovo\u2019s interests abroad.<\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Under the Kurti government, undiplomatic behavior has been the <\/span><i><span style=\"font-weight: 400\">modus operandi. <\/span><\/i><span style=\"font-weight: 400\"> Despite being the first government to complete a full four-year mandate, it has failed to secure any new state recognitions or memberships in prominent international organizations, making it both the longest-serving Kosovo government and the only one to achieve no progress in this domain.<\/p>\n<p><span style=\"font-weight: 400;\">For the fourth consecutive year, the Kurti government has failed to deliver on almost all foreign policy fronts, showcasing a lack of knowledge and strategy, leaving the country in a very precarious position and isolated more than ever.<\/span><\/p>\n<p><b>Cases of cronyism: Contracting inexperienced friends as lobbyists<\/b><\/p>\n<p><span style=\"font-weight: 400;\">To improve Kosovo\u2019s relations with key allies, such as the U.S. and EU member states, the Kurti government has contracted several lobbyists. However, concerns have risen about the selection process and qualifications of these lobbyists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One notable case involves Gani Jakupi, who was <\/span><a href=\"https:\/\/www.periskopi.com\/ekskluzive-donika-gervalla-dhe-ambasadori-agron-bajrami-angazhojne-keshilltar-me-rroge-7-500-euro-ne-muaj\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">awarded a contract<\/span><\/a><span style=\"font-weight: 400;\"> for 90,000 euros over one year. The manner in which Jakupi was contracted suggests that the process was not open and competitive.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosovo\u2019s Foreign Ministry announced the call for consultants for public and cultural diplomacy on June 13, 2023. Just six days later, on June 19, Foreign Minister Gervalla-Schwarz delegated the responsibility to the Kosovo Embassy in Brussels to contract Jakupi, who signed the agreement the following day. The swift time frame with which this process was concluded suggests that Jakupi may have been pre-selected before the formal process began.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an attempt to defend herself, Minister Gervalla-Schwarz has made <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=puzKY4TOU2s&amp;ab_channel=KosovaPress\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">misleading claims<\/span><\/a><span style=\"font-weight: 400;\"> about the contract, suggesting that Jakupi\u2019s role includes securing new recognitions for Kosovo, a responsibility not mentioned in the contract. The contract emphasizes that Jakupi's work would focus on the Benelux countries and France, nations that have already recognized Kosovo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, she falsely stated that the payment was project-based rather than a salary. However, the contract indicates that Jakupi received the income as an \u201cexternal consultant.\u201d A recent document published by <\/span><a href=\"https:\/\/www.gazetaexpress.com\/gazeta-express-siguron-dosjen-sekrete-te-punes-se-gani-jakupit-ke-e-takoi-e-si-iu-paguan-ekstra-udhetimet-e-hotelet\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Gazeta Express<\/span><\/a><span style=\"font-weight: 400;\"> suggests that Jakupi\u2019s other expenses such as travel, food and accommodation were covered as an additional cost.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the U.S., the Kurti government signed two hefty contracts with two newly established firms, without any prior lobbying contracts registered under the U.S. Department of Justice\u2019s Foreign Agents Registration Act (FARA).<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">The companies in question are <\/span><i><span style=\"font-weight: 400\">Aferdita Rakipi Communications <\/span><\/i><span style=\"font-weight: 400\">and <\/span><i><span style=\"font-weight: 400\">Ambal<\/span><\/i><span style=\"font-weight: 400\">, the latter represented by Avni Mustafaj. According to the contracts, each company received 147,000 euros for a period of one year for their work. At first, the government tried to keep these <\/span><a href=\"https:\/\/kallxo.com\/gjate\/kontrata-sekrete-ne-kosove-publike-ne-amerike\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">contracts hidden from the public<\/span><\/a><span style=\"font-weight: 400\">,<\/span> but they were made public by FARA in the U.S.<\/p>\n<p><span style=\"font-weight: 400;\">Neither of these companies have websites, and it is unclear how many staff members they employ. Additionally, they have no prior lobbying experience, making it difficult to justify such substantial contracts with these one-man show \u201ccompanies.\u201d However, one common factor is that both have <\/span><a href=\"https:\/\/insajderi.org\/ministria-ne-hetime-akuza-per-shuarje-te-keshillit-shqiptaro-amerikan-dy-miqte-e-qeverise-kurti-qe-po-kushtojne-me-shume-se-147-mije-euro\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">close ties<\/span><\/a><span style=\"font-weight: 400;\"> to the Kurti government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although these firms are contracted for lobbying activities in the U.S., a recent report by <\/span><a href=\"https:\/\/www.evropaelire.org\/a\/dreka-udhetime-takime-kosova-lobim-shba\/33061166.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Radio Free Europe<\/span><\/a><span style=\"font-weight: 400;\"> indicates that in the first six months, most of their expenses were for flight tickets and were incurred in Kosovo. This raises serious questions about the efficacy and legitimacy of their work, as well as the potential misuse of public funds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Kurti government, already lacking in the foreign policy domain, has further exacerbated this challenge by hiring inexperienced lobbyists. This approach risks undermining diplomatic success, as demonstrated by the unprecedented strain in Kosovo's relations with its allies.<\/span><\/p>\n<p><b>Relations with key allies reach a nadir<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Beyond the ongoing challenge of non-recognizers, Kosovo is now dealing with a sharp deterioration in relations with its key allies, threatening its diplomatic standing and long-term stability.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosovo remains the only country in the Western Balkans to not receive EU candidate status and the only country in the region to be under sanctions by the EU.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the other side of the Atlantic, Kosovo\u2019s bilateral relations with its key ally, the U.S., is at the lowest point ever. The U.S. administration has raised concerns about the <\/span><a href=\"https:\/\/xk.usembassy.gov\/ambassador-hoveniers-press-roundtable\/#:~:text=KlanKosovaTVInthe,Kosovoasapartnereither.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">quality of its partnership<\/span><\/a><span style=\"font-weight: 400;\"> with the Kosovo government, a situation that was previously unheard of in Kosovo.<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Prime Minister Kurti has undermined fundamental diplomatic principles by openly <\/span><a href=\"https:\/\/www.rferl.org\/a\/kosovo-serbia-kurti-eu-bias-lajcak\/32597916.html\" target=\"_self\"><span style=\"font-weight: 400\">labeling<\/span><\/a><span style=\"font-weight: 400\"> EU Special Representative Miroslav Lajcak as biased by siding with Serbia and <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2023\/may\/30\/kosovo-fascist-mobs-guided-by-serbia-causing-violence-says-countrys-pm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">characterizing<\/span><\/a><span style=\"font-weight: 400\"> U.S. Secretary of State Antony Blinken as naive.<\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, there are allegations that the Kurti government has used various proxies to spread disinformation in order to attack the character of international diplomats. For instance,  one unreliable journalist <\/span><a href=\"https:\/\/www.zeriamerikes.com\/a\/7599795.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">published an article<\/span><\/a><span style=\"font-weight: 400;\"> falsely claiming that the former U.S. special envoy, Gabriel Escobar, was dismissed from his position.<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Escobar responded by stating that the rumors about his dismissal were circulated immediately after his <\/span><a href=\"https:\/\/sbunker.org\/en\/disinfo\/escobar-dezinformata-per-shkarkimin-tim-u-publikua-pasi-komunikova-me-qeverine-e-kosoves\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">communication with the Kosovo government<\/span><\/a><span style=\"font-weight: 400\"> regarding the end of his mandate and transition into a new role, implying that the information might have leaked from there.<\/p>\n<p><span style=\"font-weight: 400;\">This unethical and undiplomatic approach has increasingly isolated Prime Minister Kurti, leading world leaders to avoid meeting with him and resulting in a lack of bilateral meetings between Kosovo and Western countries.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-9987\" src=\"https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002.jpg\" alt=\"\" width=\"665\" height=\"470\" srcset=\"https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002.jpg 1163w, https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002-300x212.jpg 300w, https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002-1024x724.jpg 1024w, https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002-768x543.jpg 768w, https:\/\/sbunker.org\/wp-content\/uploads\/2024\/11\/Big_EYE_Illustration_Four-Years-Stalled-Foreign-Policy_002-18x12.jpg 18w\" sizes=\"auto, (max-width: 665px) 100vw, 665px\" \/><\/p>\n<p><b>No new state recognitions and memberships in international organizations<\/b><\/p>\n<p class=\" translation-block\">Over the past four years, Kosovo has not gained any new state recognitions. This does not seem to be a priority for Foreign Minister Donika Gervalla-Schwarz, who said that state recognitions are not a  <\/span><a href=\"https:\/\/telegrafi.com\/gervalla-pergjigjet-kritikave-te-opozites-njohjet-nuk-jane-njesi-matese-e-suksesit-te-politikes-se-jashtme-jemi-te-gatshem-per-zgjedhje\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">measure of foreign policy success.<\/span><\/a><span style=\"font-weight: 400\"><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, the Kurti government has failed to secure membership in any prominent international organizations. Notably, Kosovo did not join the Adriatic Charter, an association of Western Balkan countries and the U.S. aimed at supporting NATO integration. This is particularly significant as membership in the Adriatic Charter was a specific <\/span><a href=\"https:\/\/kryeministri.rks-gov.net\/en\/blog\/qeveria-miraton-programin-qeverises-per-vitet-2021-2025\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">promise made by this government<\/span><\/a><span style=\"font-weight: 400;\"> in 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not only did Kosovo fail to join any international organizations, but it also <\/span><a href=\"https:\/\/sbunker.org\/en\/opinion\/veprimet-e-qeverise-se-kosoves-rrezikojne-izolimin-cenojne-tregtine-rajonale-dhe-rendojne-qytetaret\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">risked expulsion<\/span><\/a><span style=\"font-weight: 400;\"> from the Central European Free Trade Agreement (CEFTA) and the Berlin Process for banning imports of goods from Serbia in June 2023, a violation of both CEFTA\u2019s guidelines and Kosovo\u2019s Stabilization and Association Agreement. The Kosovo government <\/span><a href=\"https:\/\/europeanwesternbalkans.com\/2024\/10\/08\/kosovo-lifts-import-ban-on-serbian-goods-at-merdare-border-crossing\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">partially lifted the ban<\/span><\/a><span style=\"font-weight: 400;\"> on Serbian goods on October 8, 2024, at one border crossing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nevertheless, despite the subpar level of leadership, Kosovo had a solid opportunity to become a member of the Council of Europe (CoE), a leading intergovernmental organization focused on promoting human rights, democracy and the rule of law in Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, France, Germany and Italy intervened and demanded in a joint letter that Kosovo implement its own constitutional court rulings by taking significant steps toward establishing the Association\/Community of Serb Municipalities (ASM). They <\/span><a href=\"https:\/\/telegrafi.com\/gjermania-franca-dhe-italia-pergjigjen-kurtit-pa-asociacion-nuk-ka-pranim-te-kosoves-ne-keshillin-e-evropes\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">highlighted<\/span><\/a><span style=\"font-weight: 400;\"> the submission of a draft statute for the ASM by the EU as a specific action that needed to be taken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the Kosovo government did not take this demand seriously. In a last-minute effort to convince Kosovo\u2019s allies to include Kosovo\u2019s bid in the General Assembly of the CoE on May 17, 2024, Gervalla-Schwarz <\/span><a href=\"https:\/\/nacionale.com\/politike\/gervalla-leter-kie-kosova-do-te-pergatise-nje-draft-tjeter-per-asociacionin\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">sent a letter<\/span><\/a><span style=\"font-weight: 400;\"> to the President of the General Assembly urging him to reconsider adding Kosovo to the agenda of the General Assembly, pledging that Kosovo would proceed with sending a draft statute to the Kosovo Constitutional Court for review by the end of May 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Upon learning that Kosovo did not make it to the agenda, Gervalla-Schwarz stated that the letter sent to the President of the General Assembly of the CoE had <\/span><a href=\"https:\/\/kallxo.com\/lajm\/gervalla-letra-e-ka-humbur-relevancen-disa-shtete-zgjodhen-ta-mbeshtesin-fushaten-e-serbise\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">lost its relevance<\/span><\/a><span style=\"font-weight: 400;\">. This demonstrates a lack of vision in foreign affairs.\u00a0<\/span><\/p>\n<p><b>Interfering in foreign elections\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Prime Minister Kurti has been consistently meddling in foreign elections. In Serbia, Kurti supported the mayoral candidacy of <\/span><a href=\"https:\/\/x.com\/kos_data\/status\/1797990080856105278\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ardita Sinani<\/span><\/a><span style=\"font-weight: 400;\">, who previously served as an advisor in his cabinet, for the Albanian-majority town of Presevo in Serbia, where she won the election.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, he interfered in recent parliamentary and presidential elections in North Macedonia, where he supported the coalition VLEN, the Alliance for Albanians led by Arben Taravari, who was <\/span><a href=\"https:\/\/kryeministri.rks-gov.net\/en\/blog\/prime-minister-kurti-hosted-the-chairman-of-the-alliance-for-albanians-arben-taravari-and-the-mp-from-the-ranks-of-this-entity-halil-snopce\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">hosted<\/span><\/a><span style=\"font-weight: 400;\"> nga kryeministri Kurti n\u00eb zyr\u00ebn e tij, si p\u00ebrpjekje p\u00ebr ta p\u00ebrkrahur fushat\u00ebn e tij elektorale.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This approach is problematic on four fronts. Firstly, endorsing a single political party, coalition or candidate overlooks fundamental principles of diplomatic principles and undermines the sovereignty of other nations. When Prime Minister Kurti calls to support a specific party, coalition or candidate, he does so in the capacity of Prime Minister, not just the leader of the Self-determination Party. This interference can seriously harm bilateral relations with those countries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Secondly, Kosovo is constitutionally defined as a multi-ethnic state rather than a nation-state. Therefore, by aligning with a specific ethnic group in neighboring countries, Kurti appears to disregard the foundational tenets of the Kosovo Constitution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thirdly, advising Albanian minorities in the Western Balkans on which candidate, party or coalition is better for them risks exacerbating polarization within Albanian communities who are not monolithic in their political preferences.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the past, Kurti has also called the Albanian community in the U.S. to <\/span><a href=\"https:\/\/www.facebook.com\/watch\/?v=1245703389147479\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">support Joe Biden\u2019s<\/span><\/a><span style=\"font-weight: 400;\"> candidacy in the presidential election. Recently, Kurti has <\/span><a href=\"https:\/\/x.com\/albinkurti\/status\/1798799755469795573\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">urged the Kosovo diaspora<\/span><\/a><span style=\"font-weight: 400;\"> in the EU to support the social democrats. This move is a strategic mistake, given the <\/span><a href=\"https:\/\/apnews.com\/article\/eu-election-right-migration-climate-polls-vote-0fbfcb7bd987008e802d70f759fa870b#:~:text=Attheendtherise,projectedtoreacharound15.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">significant gains<\/span><\/a><span style=\"font-weight: 400;\"> made by the right and far-right parties in the EU\u2019s latest elections and Donald Trump\u2019s victory in the U.S. presidential election.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This lack of vision in foreign policy demonstrates that Prime Minister Kurti sees the world in a binary manner and has not recognized the necessity of taking advantage of opportunities that provide a real window for potential progress, or establishing certain foundations with parties on the right before the impending changes in elections in Europe and the U.S.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Kurti government has shown a lack of knowledge, experience and professionalism needed to develop a coherent foreign policy strategy for Kosovo.
