Referuar shifrave, rrjeti i kamerave t\u00eb v\u00ebzhgimit n\u00eb Kosov\u00eb \u00ebsht\u00eb n\u00eb total 3 mij\u00eb e 359. Prej tyre 873 i takojn\u00eb \u201cDahuas\u201d kurse 2 mij\u00eb e 942 jan\u00eb \u201cHiKvision\u201d.<\/p>\n<p class=\" translation-block\">Ky shp\u00ebrthim teknologjik, ka ngritur shqet\u00ebsime p\u00ebr sigurin\u00eb e qytetar\u00ebve p\u00ebr shkak t\u00eb rrezikut q\u00eb t\u00eb&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/zakdoffman\/2019\/08\/03\/update-now-warning-as-eavesdropping-risk-hits-millions-of-chinese-made-cameras\/?sh=4754de2e6bf2\" target=\"_blank\" rel=\"noopener\">dh\u00ebnat e tyre<\/a>, t\u00eb bien n\u00eb duart e pal\u00ebve q\u00eb kan\u00eb&nbsp;<a href=\"https:\/\/thehill.com\/opinion\/cybersecurity\/532583-for-chinese-firms-theft-of-your-data-is-now-a-legal-requirement\/\" target=\"_blank\" rel=\"noopener\">q\u00ebllime destruktive<\/a>.<\/p>\n<p><span style=\"font-size: 17px;\">Veprimet e nd\u00ebrmarra nga autoritetet e Kosov\u00ebs, pas sugjerimeve dhe k\u00ebrkesave t\u00eb aleat\u00ebve per\u00ebndimor\u00eb kryesisht ShBA-s\u00eb, p\u00ebr t\u2019i shmangur pajisjet kineze, deri m\u00eb tani kan\u00eb rezultuar t\u00eb pamjaftueshme. Kamerat kineze jan\u00eb t\u00eb instaluara n\u00eb pjes\u00eb t\u00eb ndryshme t\u00eb Kosov\u00ebs.<\/span><\/p>\n<p class=\" translation-block\">Kushdo q\u00eb kalon af\u00ebr objektit kryesor t\u00eb qeveris\u00eb n\u00eb sheshin kryesor t\u00eb Prishtin\u00ebs dhe kur futet brenda tij v\u00ebzhgohet&nbsp;<a href=\"https:\/\/sbunker.net\/dragoi-i-rizgjuar-bllogje-tematike\/91083\/shqyrtimi-i-rruges-se-mendafshte-digjitale-te-kines-ne-ballkanin-perendimor\/\" target=\"_blank\" rel=\"noopener\">nga kamerat q\u00eb jan\u00eb prodhim kinez<\/a>. \u201c<a href=\"https:\/\/www.dahuasecurity.com\/?us=en\" target=\"_blank\" rel=\"noopener\">Dahua<\/a>\u201d dhe \u201c<a href=\"https:\/\/www.hikvision.com\/en\/\" target=\"_blank\" rel=\"noopener\">HikVision<\/a>\u201d jan\u00eb kompanit\u00eb t\u00eb cilat mbik\u00ebqyrin objektin e qeveris\u00eb por edhe t\u00eb institucioneve tjera. T\u00eb dy k\u00ebto kompani jan\u00eb n\u00eb&nbsp;<a href=\"https:\/\/www.businessinsider.com\/blacklisted-surveillance-hikvision-dahua-huawei-security-isc-2020-3\" target=\"_blank\" rel=\"noopener\">list\u00ebn e zez\u00eb t\u00eb SHBA-s\u00eb.<\/a><\/p>\n<p><span style=\"font-size: 17px;\"><strong>Kamerat kineze brenda institucioneve\u00a0<\/strong><\/span><\/p>\n<p><span style=\"font-size: 17px;\">Ministria e Administrat\u00ebs Publike q\u00eb tani \u00ebsht\u00eb integruar n\u00eb Ministrin\u00eb e Pun\u00ebve t\u00eb Brendshme m\u00eb 20 n\u00ebntor 2019 kishte n\u00ebnshkruar kontrat\u00eb me grupin e operator\u00ebve ekonomik\u00eb \u201cEnteri ShPK dhe \u201cArtech\u201d N.Sh, p\u00ebr mir\u00ebmbajtjen e pajisjeve t\u00eb siguris\u00eb dhe kamerave. Mb\u00ebshtetur n\u00eb dosjen e tenderit, e cila i \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb dispozicion \u201cSbunkerit\u201d mbi baz\u00ebn e k\u00ebrkes\u00ebs p\u00ebr qasje n\u00eb dokumente zyrtare, kamera t\u00eb tilla jan\u00eb vendosur n\u00eb objektin kryesor t\u00eb qeveris\u00eb, objektin Rilindja, Ministrin\u00eb e Pun\u00ebve t\u00eb jashtme, Ministrin\u00eb e Zhvillimit Rajonal, Ministrin\u00eb e Pun\u00ebs dhe Mir\u00ebqenies Sociale, Ministrin\u00eb e Kultur\u00ebs, Rinis\u00eb dhe Sportit si dhe Ministrin\u00eb e Pun\u00ebve t\u00eb Brendshme.<\/span><\/p>\n<p class=\" translation-block\">Dosja p\u00ebrshkruan edhe specifikat e kamerave. Kamerat \u201c<a href=\"https:\/\/us.dahuasecurity.com\/product\/2mp-ir-3-6-mm-starlight-hdcvi-bullet\/\" target=\"_blank\" rel=\"noopener\">Starlight HDCVI<\/a>\u201d- Dahua paraqet nj\u00eb imazh me cil\u00ebsi t\u00eb lart\u00eb me detaje t\u00eb pasura edhe n\u00eb kushte ekstreme me drit\u00eb t\u00eb ul\u00ebt.<\/p>\n<p><span style=\"font-size: 17px;\">\u201cPerformanca e saj superiore e imazhit dhe ve\u00e7oria e drit\u00ebs s\u00eb yjeve e b\u00ebjn\u00eb kamer\u00ebn nj\u00eb zgjedhje ideale p\u00ebr biznese dhe projekte t\u00eb p\u00ebrmasave t\u00eb mesme dhe t\u00eb m\u00ebdha ku nevojiten si mbik\u00ebqyrje shum\u00eb e besueshme, ashtu edhe fleksibilitet nd\u00ebrtimi\u201d, \u00ebsht\u00eb p\u00ebrshkrimi q\u00eb u b\u00ebhet k\u00ebtyre kamerave.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">Zbulimi i fytyr\u00ebs [facial recognition system] \u00ebsht\u00eb nj\u00eb teknologji tipike q\u00eb p\u00ebrdoret n\u00eb k\u00ebto kamera, e t\u00eb cilat jan\u00eb pjes\u00eb e kontrat\u00ebs.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">P\u00ebrfundimi i kontrat\u00ebs parashihet m\u00eb 19 n\u00ebntor 2022.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">Por, sipas asaj q\u00eb kan\u00eb th\u00ebn\u00eb zyrtar\u00ebt e qeveris\u00eb, implementimi i saj \u00ebsht\u00eb pezulluar pas ngritjes s\u00eb shqet\u00ebsimeve se kamerat q\u00eb i takojn\u00eb prodhuesit \u201cDahua\u201d p\u00ebrb\u00ebjn\u00eb k\u00ebrc\u00ebnim p\u00ebr sigurin\u00eb e institucioneve dhe qytetar\u00ebve.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">\u201cB\u00ebhet fjal\u00eb p\u00ebr kontrata t\u00eb n\u00ebnshkruara nga qeverit\u00eb e kaluara. Ne jemi duke i trajtuar ato sikurse dhe aspektin e siguris\u00eb s\u00eb produkteve q\u00eb ato ofrojn\u00eb. Nd\u00ebrkoh\u00eb kemi ndalur instalimin e m\u00ebtejm\u00eb t\u00eb k\u00ebtyre pajisjeve nga k\u00ebto kontrata n\u00eb objektet qeveritare\u201d, ka th\u00ebn\u00eb z\u00ebdh\u00ebn\u00ebsi i qeveris\u00eb, P\u00ebrparim Kryeziu. Sipas tij, aktualisht MPB-ja \u00ebsht\u00eb n\u00eb proces t\u00eb hartimit t\u00eb rregullores q\u00eb nd\u00ebr t\u00eb tjera p\u00ebrcakton m\u00eb detajisht kriteret p\u00ebr kontrata t\u00eb ardhshme p\u00ebr furnizim me pajisje t\u00eb ngjashme. N\u00eb MPB kan\u00eb konfirmuar se jan\u00eb duke punuar q\u00eb ky lloj i kamerave t\u00eb mos instalohet n\u00ebp\u00ebr institucione.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">\u201cSa i p\u00ebrket trajtimit t\u00eb k\u00ebsaj \u00e7\u00ebshtjeje, \u00ebsht\u00eb duke u punuar n\u00eb k\u00ebt\u00eb drejtim nga organet kompetente t\u00eb siguris\u00eb q\u00eb t\u00eb mos instalohen me produktet e k\u00ebtyre dy brendeve n\u00eb institucionet qendrore qeveritare\u201d, kan\u00eb th\u00ebn\u00eb nga kjo ministri. Sipas tyre, n\u00eb shum\u00eb institucione qendrore dhe lokale jan\u00eb t\u00eb vendosura k\u00ebto dy lloje t\u00eb kamerave.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">\u201cPor prokurimi dhe vendosja e tyre ka ndodhur n\u00eb koh\u00ebn kur produktet e k\u00ebtyre dy brendeve nuk kan\u00eb qen\u00eb n\u00eb list\u00ebn e zez\u00eb t\u00eb sanksionuar nga Qeveria e SHBA-s\u00eb. Kontratat e lidhura p\u00ebr blerjen e tyre jan\u00eb si rrjedhoj\u00eb e procedurave t\u00eb prokurimit t\u00eb zhvilluara nga MAP-i, tani MPB\u201d, kan\u00eb deklaruar nga MPB. T\u00eb pyetur rreth siguris\u00eb s\u00eb kamerave, ata kan\u00eb sqaruar se monitorimi b\u00ebhet vet\u00ebm nga personat e autorizuar. \u201cSistemi kamerave t\u00eb instaluara n\u00eb objekte Qeveritare jan\u00eb sisteme v\u00ebzhgimi\u00a0 t\u00eb ky\u00e7ura n\u00eb rrjet t\u00eb mbyllur duke mos pasur qasje n\u00eb internet dhe monitorimi i tyre b\u00ebhet vet\u00ebm nga personeli i autorizuar -DOSPK-policia\u00a0 n\u00eb dhom\u00ebn e monitorimit\u201d, kan\u00eb deklaruar nga MPB-ja. Ata kan\u00eb shtuar se jan\u00eb duke punuar p\u00ebr ta rregulluar infrastruktur\u00ebn ligjore p\u00ebr sh\u00ebrbimin- furnizim dhe montim me kamera p\u00ebr institucionet shtet\u00ebrore.<\/span><\/p>\n<p class=\" translation-block\">N\u00eb an\u00ebn tjet\u00ebr, kompanit\u00eb q\u00eb kan\u00eb furnizuar institucionet me&nbsp;<a href=\"https:\/\/thediplomat.com\/2021\/04\/chinas-digital-silk-road-and-the-global-digital-order\/\" target=\"_blank\" rel=\"noopener\">kamera t\u00eb tilla<\/a>&nbsp;nuk jan\u00eb deklaruar lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n<div class=\"text-iamge\"><span style=\"font-size: 17px;\"><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2022\/September\/28\/auto_pexels-burst-3741031664365943.jpg\" alt=\"Image\" \/><\/span><\/div>\n<p class=\" translation-block\"><a href=\"https:\/\/www.sharefoundation.info\/en\/huawei-knows-everything-about-cameras-in-belgrade-and-they-are-glad-to-share\/\" target=\"_blank\" rel=\"noopener\">Kamerat e tilla p\u00ebrdoren<\/a>&nbsp;n\u00eb shum\u00eb qytete t\u00eb bot\u00ebs dhe konsiderohen thelb\u00ebsore p\u00ebr parandalimin e krimit, si dhe rrjet\u00ebzimin e mjediseve urbane p\u00ebrmes nd\u00ebrtimit t\u00eb \u201c<a href=\"https:\/\/www.ft.com\/stream\/7fc92be7-ca46-476b-943f-61a4c4ecb26f\" target=\"_blank\" rel=\"noopener\">qyteteve t\u00eb men\u00e7ura<\/a>\u201d. S\u00eb fundmi, Hua\u00ebei ka instaluar n\u00eb&nbsp;<a href=\"https:\/\/sbunker.net\/dragoi-i-rizgjuar-bllogje-tematike\/90676\/serbia-i-ka-shtruar-kines-tapetin-e-kuq-ndash-por-me-cfare-kosto\/\" target=\"_blank\" rel=\"noopener\">60 vende kryesore t\u00eb Beogradit<\/a>&nbsp;gati 1000 kamera HD t\u00eb cilat p\u00ebrdorin programe kompjuterike t\u00eb njohjes s\u00eb fytyrave dhe targave t\u00eb makin\u00ebs por gjithashtu sisteme t\u00eb menaxhimit t\u00eb videove. Gjithashtu jan\u00eb b\u00ebr\u00eb plane s\u00eb bashku me Hua\u00ebei-n p\u00ebr nj\u00eb qend\u00ebr t\u00eb dh\u00ebnash n\u00eb qytetin e Kragujevcit.<\/p>\n<p class=\" translation-block\">Ashtu si kompanit\u00eb e tjera t\u00eb teknologjis\u00eb kineze t\u00eb profilit t\u00eb lart\u00eb,&nbsp;<a href=\"https:\/\/www.slobodnaevropa.org\/a\/kineske-kompanije-crna-lista-sad\/30254541.html\" target=\"_blank\" rel=\"noopener\">\u201cHikvision\u201d<\/a>&nbsp;\u00ebsht\u00eb p\u00ebrballur me nj\u00eb kontroll t\u00eb rrept\u00eb vitet e fundit.<\/p>\n<p class=\" translation-block\">Kjo kompani ishte futur n\u00eb list\u00ebn e zez\u00eb t\u00eb SHBA-s\u00eb&nbsp;<a href=\"https:\/\/carnegieendowment.org\/2022\/05\/06\/u.s.-sanctions-on-hikvision-would-dangerously-escalate-china-tech-tensions-pub-87089\" target=\"_blank\" rel=\"noopener\">n\u00eb vitin 2019<\/a>&nbsp;s\u00eb bashku me shtat\u00eb gjigant\u00eb t\u00eb tjer\u00eb t\u00eb teknologjis\u00eb kineze, duke ua kufizuar tregtin\u00eb me kompanit\u00eb amerikane.<\/p>\n<p><span style=\"font-size: 17px;\">Shqet\u00ebsimet kryesore n\u00eb Uashington dhe vendet tjera kan\u00eb t\u00eb b\u00ebjn\u00eb me sigurin\u00eb e dob\u00ebt kibernetike dhe t\u00eb dh\u00ebnat e siguris\u00eb q\u00eb ofron ky prodhues; statusi si nd\u00ebrmarrje shtet\u00ebrore kineze, ndryshe e njohur si kampion komb\u00ebtar n\u00eb marrjen e subvencioneve, ka pjes\u00ebmarrje t\u00eb madhe n\u00eb mbik\u00ebqyrjen masive kineze; si dhe u shet pajisje regjimeve represive.<\/span><\/p>\n<p><span style=\"font-size: 17px;\"><strong>Ekspozimi i karakteristikave biometrike<\/strong><\/span><\/p>\n<p class=\" translation-block\"><a href=\"https:\/\/aip.rks-gov.net\/\" target=\"_blank\" rel=\"noopener\">Agjencia p\u00ebr Informim dhe Privat\u00ebsi (AIP)<\/a>&nbsp;\u00ebsht\u00eb institucion i pavarur, p\u00ebrgjegj\u00ebs p\u00ebr mbik\u00ebqyrjen e zbatimit t\u00eb Ligjit p\u00ebr Mbrojtjen e t\u00eb Dh\u00ebnave Personale. Kjo agjenci ka trajtuar edhe aspektet e siguris\u00eb s\u00eb kamerave t\u00eb vendosura n\u00ebp\u00ebr institucione. P\u00ebrmes nj\u00eb p\u00ebrgjigjeje me shkrim lidhur me hulumtimin AIP kan\u00eb th\u00ebn\u00eb se gjat\u00eb kryerjes s\u00eb inspektimeve deri tash nuk \u00ebsht\u00eb v\u00ebrejtur ndonj\u00eb \u00e7\u00ebshtje shqet\u00ebsuese sa i p\u00ebrket sistemit t\u00eb v\u00ebzhgimit me kamera n\u00eb institucione. \u201cAto kryesisht k\u00ebrkojn\u00eb k\u00ebshilla nga AIP se si t\u00eb rregullojn\u00eb mbik\u00ebqyrjen nga ky sistem ve\u00e7an\u00ebrisht p\u00ebr kriteret dhe masat q\u00eb duhet t\u00eb p\u00ebrmbushen p\u00ebr p\u00ebrpunimin e t\u00eb dh\u00ebnave personale p\u00ebrmes instalimit t\u00eb sistemit t\u00eb v\u00ebzhgimit me kamer\u00eb\u201d, thon\u00eb nga kjo agjenci.<\/p>\n<p><span style=\"font-size: 17px;\">Kamerat \u201cDahua\u201d dhe HikVision\u201d, q\u00eb kan\u00eb teknologji t\u00eb identifikimit t\u00eb fytyr\u00ebs dhe teknologji tjera t\u00eb bazuara n\u00eb inteligjenc\u00ebn financiare, sipas AIP-ut, jan\u00eb trajtuar n\u00eb takimet koordinuese mes institucioneve.<\/span><\/p>\n<p><span style=\"font-size: 17px;\">P\u00ebrfaq\u00ebsuesit e AIP-s\u00eb kan\u00eb dh\u00ebn\u00eb informacionet e duhura rreth kritereve, masave legjislative dhe administrative q\u00eb duhet t\u00eb plot\u00ebsohen lidhur me p\u00ebrpunimin e t\u00eb dh\u00ebnave personale p\u00ebrmes sistemit t\u00eb v\u00ebzhgimit me kamer\u00eb. Konstatimi q\u00eb ka dal\u00eb prej k\u00ebtyre takimeve, sipas AIP-ut, \u00ebsht\u00eb se, p\u00ebrdorimi i pajisjeve q\u00eb mund\u00ebsojn\u00eb identifikimin e personave p\u00ebrmes karakteristikave biometrike (tipareve t\u00eb fytyr\u00ebs) n\u00eb parim \u00ebsht\u00eb i ndaluar dhe jo proporcional me q\u00ebllimin e vendosjes p\u00ebr nj\u00eb p\u00ebrpunim, \u201cpasi kjo konsiderohet p\u00ebrpunim i karakteristikave biometrike ku ligji ka p\u00ebrcaktuar masat, kriteret se kur nj\u00eb p\u00ebrpunim biometrik i t\u00eb dh\u00ebnave personale mund t\u00eb b\u00ebhet, p\u00ebr cilat q\u00ebllime dhe n\u00eb baz\u00eb t\u00eb t\u00eb cilave kritere lejohet nj\u00eb p\u00ebrpunim i till\u00eb\u201d.<\/span><\/p>\n<p class=\" translation-block\"><a href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=18616\" target=\"_blank\" rel=\"noopener\">Ligji p\u00ebr Mbrojtjen e t\u00eb Dh\u00ebnave Personale<\/a>&nbsp;p\u00ebrcakton se personat n\u00eb sektorin publik dhe privat mund t\u00eb instalojn\u00eb sistemet e v\u00ebzhgimit me kamer\u00eb p\u00ebr v\u00ebzhgimin e nd\u00ebrtesave t\u00eb tyre n\u00ebse konsiderohet e nevojshme p\u00ebr sigurin\u00eb e njer\u00ebzve dhe sigurimin e pasuris\u00eb. \u201cN\u00eb k\u00ebt\u00eb kuptim institucionet publike p\u00ebrfshir\u00eb edhe shkollat mund t\u00eb vendosin sistemin e v\u00ebzhgimit me kamer\u00eb kur kjo k\u00ebrkohet p\u00ebr q\u00ebllim t\u00eb siguris\u00eb s\u00eb njer\u00ebzve dhe sigurimin e pasuris\u00eb s\u00eb tyre q\u00eb ata posedojn\u00eb\u201d, thon\u00eb nga AIP.<\/p>\n<p><span style=\"font-size: 17px;\"><strong>Mungesa e kontrollit<\/strong><\/span><\/p>\n<p class=\" translation-block\">N\u00eb kuad\u00ebr t\u00eb qeveris\u00eb funksionojn\u00eb edhe mekanizma t\u00eb tjer\u00eb q\u00eb mbik\u00ebqyrin mallrat e importuara. N\u00eb Ministrin\u00eb e Industris\u00eb, Nd\u00ebrmarr\u00ebsis\u00eb dhe Tregtis\u00eb \u00ebsht\u00eb&nbsp;<a href=\"https:\/\/mint.rks-gov.net\/page.aspx?id=1,41\" target=\"_blank\" rel=\"noopener\">Departamenti p\u00ebr Kontrollin e Tregtis\u00eb me Mallra Strategjike<\/a>, q\u00eb si fush\u00ebveprim ka kontrollin e&nbsp; eksportit, importit, transitit, mallrat ushtarake, teknologjit\u00eb dhe sh\u00ebrbimet e nd\u00ebrlidhura p\u00ebr sigurimin e interesave komb\u00ebtare t\u00eb Kosov\u00ebs. P\u00ebr p\u00ebrmbushjen e detyrimeve ligjore, ky departament k\u00ebrkon informacione nga institucionet tjera shtet\u00ebrore, p\u00ebrfshir\u00eb edhe informacione t\u00eb klasifikuara, n\u00eb funksion t\u00eb ushtrimit t\u00eb kontrollit t\u00eb tregtis\u00eb me mallra strategjike. Ata kan\u00eb th\u00ebn\u00eb se nuk kontrollojn\u00eb importin apo eksportin e kamerave, p\u00ebrderisa nuk hyjn\u00eb n\u00eb list\u00ebn e mallrave me p\u00ebrdorim t\u00eb dyfisht\u00eb apo atyre t\u00eb mallrave ushtarake, konform klasifikimeve dhe specifikave teknike t\u00eb p\u00ebrcaktuara. Sipas tyre, pajisjet t\u00eb cilat hyjn\u00eb n\u00eb k\u00ebto lista i n\u00ebnshtrohen procedurave t\u00eb licencimit. \u201cNe rastin konkret k\u00ebto kamera (\u201cDahua\u201d dhe \u201cHikVision\u201d) nuk i n\u00ebnshtrohen procedurave t\u00eb licencimit nga ana e Departamentit\u201d, thon\u00eb ata. \u201cKosova nuk ka ndalesa p\u00ebr k\u00ebto mallra, n\u00ebse referoheni n\u00eb vendimin e dat\u00ebs 23.02.2021 lidhur me zbatimin e sanksioneve ekonomike nd\u00ebrkomb\u00ebtare ndaj etniteteve dhe personave fizik\u00eb q\u00eb p\u00ebrcaktohen&nbsp; sipas listave t\u00eb sanksioneve t\u00eb vendosura nga OKB-ja, BE-ja&nbsp; dhe SHBA-ja\u201d.<\/p>\n<p><span style=\"font-size: 17px;\">Sipas k\u00ebsaj ministrie, SHBA-ja kontrollon eksportet e teknologjis\u00eb s\u00eb ndjeshme, por jo importet. \u201cK\u00ebshtu q\u00eb kjo teknologji nuk do t\u00eb mbulohej nga AER n\u00ebse do t\u00eb importohej n\u00eb SHBA\u201d. Lidhur me sanksionet q\u00eb ShBA-t\u00eb kan\u00eb v\u00ebn\u00eb ndaj k\u00ebtyre prodhuesve t\u00eb kamerave, sipas interpretimit t\u00eb MINT-\u00ebs, ligji amerikan ka t\u00eb b\u00ebj\u00eb kryesisht me teknologjin\u00eb e ndjeshme q\u00eb p\u00ebrdoren kund\u00ebr interesave t\u00eb siguris\u00eb amerikane.<\/span><\/p>\n<p class=\" translation-block\">Por n\u00eb shum\u00eb raste, zyrtar\u00ebt amerikan\u00eb e kan\u00eb nd\u00ebrlidhur sigurin\u00eb komb\u00ebtare edhe me rajonin e Ballkanit Per\u00ebndimor n\u00eb p\u00ebrgjith\u00ebsi. Edhe mekanizmat e siguris\u00eb q\u00eb Kosova i ka ngritur q\u00eb prej shpalljes s\u00eb pavar\u00ebsis\u00eb jan\u00eb b\u00ebr\u00eb me&nbsp;<a href=\"https:\/\/www.state.gov\/u-s-relations-with-kosovo\/\" target=\"_blank\" rel=\"noopener\">kontributin dhe ndihm\u00ebn financiare t\u00eb ShBA-ve<\/a>.<\/p>\n<p class=\" translation-block\"><a href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=2674\" target=\"_blank\" rel=\"noopener\">Ligji p\u00ebr zbatimin e sanksioneve nd\u00ebrkomb\u00ebtare<\/a>&nbsp;p\u00ebrcakton masa edhe n\u00eb fush\u00ebn ekonomike, kur nj\u00eb produkt i caktuar p\u00ebrb\u00ebn k\u00ebrc\u00ebnim. Sanksionet ekonomike parashohin \u201ckufizime n\u00eb import, eksport, ri-eksport dhe transit, duke p\u00ebrfshir\u00eb nd\u00ebrmjet\u00ebsimin e mallrave p\u00ebr nevoja t\u00eb qytetar\u00ebve, artikuj me destinim t\u00eb dyfisht\u00eb, pajisje ushtarake, sh\u00ebrbime dhe teknologji, kufizime n\u00eb tregti me entitetet ndaj t\u00eb cilave zbatohen sanksionet nd\u00ebrkomb\u00ebtare\u201d.<\/p>\n<p><span style=\"font-size: 17px;\"><strong>Kamerat ilegale nga Serbia<\/strong><\/span><\/p>\n<p class=\" translation-block\">Duke shfryt\u00ebzuar partneritetin me Serbin\u00eb, nuk kan\u00eb munguar tentativat kineze p\u00ebr ta shtrir\u00eb ndikimin edhe n\u00eb Kosov\u00eb, ve\u00e7mas n\u00eb lokalitetet e populluara me shumic\u00eb serbe. Keshtu, fundvitin e kaluar \u00ebsht\u00eb&nbsp;<a href=\"https:\/\/www.rferl.org\/a\/serbia-embed-chinese-cameras-kosovo\/31645126.html\" target=\"_blank\" rel=\"noopener\">raportuar<\/a>&nbsp;se Beogradi p\u00ebrmes t\u00eb ashtuquajtur\u00ebs Zyr\u00eb p\u00ebr Kosov\u00ebn n\u00eb qeverin\u00eb e Serbis\u00eb dhe autoriteteve komunale paralele- t\u00eb cilat nuk i njeh Prishtina zyrtare, ka futur kamera kineze n\u00eb Kosov\u00eb.<\/p>\n<p class=\" translation-block\">Marr\u00ebveshja \u00ebsht\u00eb n\u00ebnshkruar m\u00eb 16 dhjetor 2021, p\u00ebr t\u00eb bler\u00eb teknologjin\u00eb Dahua me vler\u00eb prej 39 mij\u00eb euro n\u00ebp\u00ebrmjet kompanis\u00eb- \u201c<a href=\"https:\/\/search.bisnode.rs\/rs\/1261045\/neva-company-2020-doo\/?l=en-US\" target=\"_blank\" rel=\"noopener\">Neva Company 2020<\/a>\u201d, e cila \u00ebsht\u00eb n\u00eb regjistrin e bizneseve n\u00eb Serbi, me filial edhe n\u00eb Ranillug. Por nj\u00eb kompani e till\u00eb nuk figuron n\u00eb&nbsp;<a href=\"https:\/\/arbk.rks-gov.net\/\" target=\"_blank\" rel=\"noopener\">Agjencin\u00eb p\u00ebr Regjistrimin e Bizneseve n\u00eb Kosov\u00eb<\/a>. Zyrtar\u00eb t\u00eb kompanis\u00eb nuk kan\u00eb dh\u00ebn\u00eb sqarime n\u00eb pyetjet q\u00eb u jan\u00eb d\u00ebrguar.<\/p>\n<p class=\" translation-block\">Sipas dokumenteve t\u00eb publikuara, aty specifikohet blerja e 196 kamerave t\u00eb vogla v\u00ebzhgimi t\u00eb njohura si \u201ckamera plumbash\u201d, 30 hard disqe, 30 regjistrues DVR dhe 9000 metra kabllo.<br>\r\n<a href=\"https:\/\/dogana.rks-gov.net\/en\/\" target=\"_blank\" rel=\"noopener\">Dogana e Kosov\u00ebs<\/a>, deri n\u00eb momentin e publikimit t\u00eb k\u00ebtij artikulli, nuk ka ofruar p\u00ebrgjigje n\u00ebse k\u00ebto pajisje u jan\u00eb n\u00ebnshtruar kontrolleve dhe procedurave p\u00ebrkat\u00ebse kufitare.<\/p>\n<p><span style=\"font-size: 17px;\">Zyrtar\u00eb t\u00eb Komun\u00ebs p\u00ebr t\u00eb cil\u00ebn \u00ebsht\u00eb p\u00ebrmendur se jan\u00eb dedikuar k\u00ebto pajisje, dhe e cila punon me sistem t\u00eb Kosov\u00ebs, thon\u00eb se nuk jan\u00eb n\u00eb dijeni p\u00ebr vendosjen e tyre. P\u00ebrmes nj\u00eb p\u00ebrgjigje me shkrim, zyra p\u00ebr informim e Ranillugut ka th\u00ebn\u00eb se \u201cnuk i ka prokuruar k\u00ebto pajisje, nuk ka bashk\u00ebpunuar me ndonj\u00eb kompani q\u00eb ka t\u00eb b\u00ebj\u00eb me prokurimin e k\u00ebtyre pajisjeve dhe as nuk ka njohuri p\u00ebr prokurimin e k\u00ebtyre pajisjeve\u201d. M\u00eb tutje ata kan\u00eb shtuar se \u201ckomuna e Ranillugut nuk e ka n\u00eb regjistrin e saj t\u00eb biznesit kompanin\u00eb e p\u00ebrmendur \u2018Neva Company\u2019. Komuna e Ranillugut ka kamerat e veta v\u00ebzhguese, t\u00eb cilat nuk kan\u00eb teknologji p\u00ebr njohjen e fytyr\u00ebs dhe jan\u00eb n\u00eb p\u00ebrdorim prej kat\u00ebr vitesh\u201d.<\/span><\/p>\n<p class=\" translation-block\">Nd\u00ebrkaq m\u00eb 7 korrik, me urdh\u00ebr t\u00eb Gjykat\u00ebs Themelore t\u00eb Ferizajt, Policia e Kosov\u00ebs nd\u00ebrmori&nbsp;<a href=\"https:\/\/www.evropaelire.org\/a\/aksion-ne-shterpce-struktura-ilegale-serbe-\/31932683.html\" target=\"_blank\" rel=\"noopener\">aksion<\/a>&nbsp;p\u00ebr sekuestrimin e kamerave t\u00eb siguris\u00eb t\u00eb vendosura nga strukturat ilegale serbe n\u00eb Komun\u00ebn e Sht\u00ebrpc\u00ebs. Me k\u00ebt\u00eb rast, u konfiskuan dokumente e gj\u00ebsendeve q\u00eb jan\u00eb n\u00eb objektin e komun\u00ebs s\u00eb strukturave ilegale dhe n\u00eb tri lokacione t\u00eb tjera p\u00ebrfshir\u00eb rrug\u00eb publike, ku dyshohet se jan\u00eb t\u00eb vendosura pajisjet p\u00ebr monitorim t\u00eb kamerave t\u00eb siguris\u00eb.<\/p>\n<p class=\" translation-block\">N\u00eb an\u00eb tjet\u00ebr, Serbia vazhdon ta nxis\u00eb zhvillimin teknologjik duke bashk\u00ebpunuar me kompanit\u00eb kineze, me gjith\u00eb presionin e Shteteve t\u00eb Bashkuara dhe Bashkimit Evropian. Partneriteti serbo-kinez zhvillohet n\u00eb kuad\u00ebr t\u00eb korniz\u00ebs q\u00eb njihet si&nbsp;<a href=\"https:\/\/www.csis.org\/analysis\/digital-silk-road-chinas-quest-wire-world-and-win-future\" target=\"_blank\" rel=\"noopener\">Rruga e M\u00ebndafsht\u00eb Digjitale<\/a>. Iniciativa kineze ka p\u00ebr synim forcimin e lidhjeve nd\u00ebrkomb\u00ebtare n\u00eb fush\u00ebn e telekomunikimeve, q\u00eb kryesisht bazohet n\u00eb nd\u00ebrtimin e kabllove optike nd\u00ebrkufitare si dhe p\u00ebrmir\u00ebsimeve e hap\u00ebsirave satelitore t\u00eb informacionit n\u00eb funksion t\u00eb zgjerimit dhe bashk\u00ebpunimet me vendet aleate. Ky ishte nj\u00eb hap i madh drejt rritjes s\u00eb siguris\u00eb, pasi Kosova merr p\u00ebrsip\u00ebr obligimet e veta shtet\u00ebrore n\u00eb k\u00ebt\u00eb fush\u00eb p\u00ebr t\u00eb qen\u00eb krah\u00eb partner\u00ebve strategjik\u00eb.<\/p>\n<p class=\" translation-block\">K\u00ebsisoj, n\u00eb Kosov\u00eb m\u00eb nuk ka p\u00ebrdorim t\u00eb pajisjeve 5G q\u00eb sigurohen nga shit\u00ebs t\u00eb pabesuesh\u00ebm. Autoriteti Rregullativ i Komunikimeve Elektronike dhe Postare (ARKEP) \u00ebsht\u00eb organi m\u00eb kompetent n\u00eb fush\u00ebn e komunikimeve elektronike. Agjencia e statistikave t\u00eb Kosov\u00ebs (ASK) \u00ebsht\u00eb institucioni q\u00eb publikon t\u00eb dh\u00ebnat p\u00ebr Importin dhe Eksportin e Kosov\u00ebs q\u00eb nga viti 2001, por si t\u00eb dh\u00ebna t\u00eb besueshme konsiderohen nga viti 2005. Publikimi p\u00ebr Tregtin\u00eb e Jashtme \u00ebsht\u00eb i bazuar n\u00eb t\u00eb dh\u00ebnat e Sh\u00ebrbimit Doganor t\u00eb Kosov\u00eb. N\u00eb&nbsp;<a href=\"https:\/\/ask.rks-gov.net\/media\/6433\/treg-e-jasht-tet-2021.pdf\" target=\"_blank\" rel=\"noopener\">raportin e fundit<\/a>&nbsp;t\u00eb publikuar m\u00eb 2021, v\u00ebrehet rritje e importeve nga Kina. Derisa n\u00eb tetor t\u00eb vitit 2020 vlera e importit nga Kina ishte 34.396 milion euro, n\u00eb periudh\u00ebn e nj\u00ebjt\u00eb t\u00eb vitit 2021, kjo vler\u00eb u ngrit n\u00eb 46 milion euro.<\/p>\n<div class=\"text-iamge\"><span style=\"font-size: 17px;\"><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2022\/September\/28\/auto_pexels-shane-aldendorff-1135452-2-1664366004.jpg\" alt=\"Image\" \/><\/span><\/div>\n<p><span style=\"font-size: 17px;\">\u201cEksportet e Kosov\u00ebs me vendet tjera arrit\u00ebn n\u00eb 25,6 milion euro, ose (35.3%). Nd\u00ebrsa importet e Kosov\u00ebs me vendet tjera arrit\u00ebn n\u00eb 162,3 milion euro, ose (37.9%).
