Mir\u00ebpo, n\u00eb disa aspekte, qeveria Kurti 2 e degradoi universitetin dhe rrezikon ta sjell\u00eb at\u00eb n\u00eb nj\u00eb gjendje m\u00eb t\u00eb keqe se m\u00eb par\u00eb. V\u00ebrehen tri politika m\u00eb kryesore t\u00eb qeveris\u00eb aktuale deri m\u00eb sot n\u00eb universitet. Heqja e tarifave t\u00eb studimeve qysh n\u00eb fillim t\u00eb mandatit t\u00eb k\u00ebsaj qeverie; ulja e pagave t\u00eb m\u00ebsimdh\u00ebn\u00ebsve universitar\u00eb dhe mospagesa e mbinormave q\u00eb po vazhdon si praktik\u00eb tash e kat\u00ebr muaj; dhe nj\u00eb p\u00ebrkrahje e pap\u00ebrshtatshme qeveritare e k\u00ebrkimit shkencor, duke l\u00ebn\u00eb krejt pas dore p\u00ebrkrahjen e k\u00ebrkimit shkencor drejtp\u00ebrdrejt n\u00eb universitet.<\/p>\n<p><strong>Heqja e tarifave t\u00eb studimit<\/strong><\/p>\n<p>S\u00eb pari<em>,\u00a0<\/em>me heqjen e tarifave t\u00eb studimeve, universitetit iu tkurr edhe ajo pak autonomi financiare q\u00eb e siguronte n\u00eb saj\u00eb t\u00eb t\u00eb hyrave nga pagesat e student\u00ebve. Nuk ka vend p\u00ebr pretendime se shkollimi publik duhet t\u00eb jet\u00eb falas. Politika e shkollimit falas \u00ebsht\u00eb false. Shkollim falas nuk ka (si\u00e7 nuk ka asnj\u00eb sh\u00ebrbim tjet\u00ebr publik kaq kompleks); p\u00ebr t\u00eb paguan dikush. N\u00eb t\u00eb v\u00ebrtet\u00eb, arsimimi i lart\u00eb falas vet\u00ebm e d\u00ebmton universitetin, duke e d\u00ebmtuar pavar\u00ebsin\u00eb e pak\u00ebt financiare q\u00eb rrjedh prej pagesave t\u00eb student\u00ebve.<\/p>\n<p>Kjo n\u00eb asnj\u00eb m\u00ebnyr\u00eb nuk do t\u00eb thot\u00eb se student\u00ebve nuk duhet t\u2019u ofrohet mb\u00ebshtetje financiare nga shteti ose nga burimet e tjera. Student\u00ebve t\u00eb varf\u00ebr dhe t\u00eb shk\u00eblqyesh\u00ebm mund t\u2019u ofrohen bursa shtet\u00ebrore ose mb\u00ebshtetje nga organizatat, korporatat dhe bizneset. Pra, bursa q\u00eb do t\u00eb ishin t\u00eb mjaftueshme p\u00ebr pages\u00ebn e tarifave t\u00eb studimeve dhe p\u00ebr shpenzimet e tjera. T\u00eb ul\u00ebsh tarifat ose t\u2019i heq\u00ebsh krejt ato, n\u00eb nj\u00eb kontekst ekonomik e arsimor n\u00eb t\u00eb cil\u00ebn gjendet Kosova, \u00ebsht\u00eb politik\u00eb populiste, q\u00eb nenvler\u00ebson pasojat e d\u00ebmshme t\u00eb politikave t\u00eb tilla n\u00eb arsimin e lart\u00eb.<\/p>\n<p>Nj\u00eb politik\u00eb e till\u00eb e ka shtr\u00ebnguar universitetin t\u00eb kursej\u00eb buxhetin duke hequr ose ulur shpenzimet aty ku ka m\u00eb s\u00eb tep\u00ebrmi nevoj\u00eb. N\u00eb k\u00ebt\u00eb drejtim, Universiteti i Prishtin\u00ebs (UP) tash e disa vite n\u00eb praktik\u00eb ka pamund\u00ebsuar pagesat e m\u00ebsimdh\u00ebn\u00ebsve p\u00ebr mentorim t\u00eb temave t\u00eb diplom\u00ebs dhe t\u00eb kandidat\u00ebve t\u00eb programeve master. Me rregulloret p\u00ebrkat\u00ebse, pagesat p\u00ebr mentorim jan\u00eb b\u00ebr\u00eb praktikisht t\u00eb pamundshme t\u00eb realizohen. Kjo ka ulur interesimin e m\u00ebsimdh\u00ebn\u00ebsve p\u00ebr pun\u00eb mentorimi dhe rrezikon ta dob\u00ebsoj\u00eb cil\u00ebsin\u00eb e mentorimit.<\/p>\n<p>Universiteti duhet t\u00eb k\u00ebrkoj\u00eb pages\u00eb nga student\u00ebt p\u00ebr sh\u00ebrbimin q\u00eb ua jep, n\u00ebse do q\u00eb v\u00ebrtet t\u00eb ofroj\u00eb sh\u00ebrbim cil\u00ebsor. Tjet\u00ebr gj\u00eb \u00ebsht\u00eb pastaj se ku i marrin student\u00ebt parat\u00eb p\u00ebr t\u00eb paguar. Nj\u00eb qeveri v\u00ebrtet miq\u00ebsore ndaj student\u00ebve do t\u2019u gjente parat\u00eb atyre t\u00eb paguajn\u00eb p\u00ebr studime universitare, pa d\u00ebmtuar vet\u00eb universitetin, duke pak\u00ebsuar a hequr t\u00eb ardhurat nga tarifat e studimit. Nj\u00eb qeveri q\u00eb e d\u00ebmton vet\u00eb universitetin ku arsimohen student\u00ebt nuk \u00ebsht\u00eb miq\u00ebsore ndaj tyre, pasi i trajton ata si vegla p\u00ebr t\u00eb arritur n\u00eb pushtet dhe p\u00ebr ta forcuar pushtetin.<\/p>\n<p>Deri m\u00eb tani, qeveria ka ofruar bursa p\u00ebr student\u00ebt e shkencave natyrore, t\u00eb matematik\u00ebs, t\u00eb inxhiniers\u00eb dhe t\u00eb teknologjis\u00eb (STEM). Kjo \u00ebsht\u00eb nj\u00eb p\u00ebrkrahje e mir\u00ebpritur n\u00eb k\u00ebto fusha, por q\u00eb nuk p\u00ebrkthehet n\u00eb kurrfar\u00eb ndihme financiare p\u00ebr universitetin. Plus q\u00eb, l\u00ebnia anash e student\u00ebve t\u00eb drejtimeve t\u00eb tjera \u00ebsht\u00eb e d\u00ebmshme p\u00ebr zhvillimin e studimeve n\u00eb shkenca shoq\u00ebrore e humane, n\u00eb arte dhe n\u00eb drejt\u00ebsi. Bursat q\u00eb privilegjojn\u00eb studimet STEM rrezikojn\u00eb q\u00eb universiteti t\u00eb orientohet pas k\u00ebrkesave t\u00eb tregut, duke l\u00ebn\u00eb pas dore rolin e\u00a0<a href=\"https:\/\/sbunker.net\/teh\/91404\/te-mbrohet-universiteti-nga-tirania-e-tregut\/\">zhvillimit t\u00eb mendimit, edukimit t\u00eb qytetarit dhe emancipimit<\/a>\u00a0q\u00eb duhet ta ket\u00eb universiteti.<\/p>\n<p><strong>Ulja e pagave t\u00eb m\u00ebsimdh\u00ebn\u00ebsve<\/strong><\/p>\n<p>S\u00eb dyti, me uljen e pagave t\u00eb m\u00ebsimdh\u00ebn\u00ebsve universitar\u00eb dhe mospages\u00ebn e mbinormave tash e kat\u00ebr muaj, m\u00ebsimdh\u00ebn\u00ebsit jan\u00eb varf\u00ebruar, nd\u00ebrsa m\u00ebsimdh\u00ebnia universitare rrezikon t\u00eb degradohet n\u00eb profesion m\u00eb pak t\u00eb d\u00ebshiruar p\u00ebr m\u00ebsimdh\u00ebn\u00ebsit ekzistues dhe shum\u00eb m\u00eb pak t\u00eb aspiruar p\u00ebr m\u00ebsimdh\u00ebn\u00ebsit potencial\u00eb. Kjo politik\u00eb, sidomos n\u00eb rrethana t\u00eb shtrenjtimit, inflacionit dhe ngritjes s\u00eb pagave p\u00ebr pothuajse t\u00eb gjitha postet qeveritare, ka p\u00ebr\u00e7uar nj\u00eb mesazh jomiq\u00ebsor, p\u00ebr t\u00eb mos th\u00ebn\u00eb armiq\u00ebsor, n\u00eb mesin e punonj\u00ebsve t\u00eb arsimit t\u00eb lart\u00eb.<\/p>\n<p>Q\u00eb nga hyrja n\u00eb fuqi e\u00a0<a href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=68695\">ligjit t\u00eb ri t\u00eb pagave n\u00eb sektorin publik<\/a>\u00a0n\u00eb shkurt 2023,\u00a0<a href=\"https:\/\/sbunker.net\/op-ed\/91704\/si-ndikon-ligji-i-ri-i-pagave-ne-arsimin-e-larte\/\">m\u00ebsimdh\u00ebn\u00ebsit<\/a>\u00a0e universitetit kan\u00eb pranuar paga m\u00eb t\u00eb ul\u00ebta sipas ligjit n\u00eb fjal\u00eb, pa kompensimin shtes\u00eb q\u00eb u premtua p\u00ebr t\u00eb arritur shum\u00ebn e pag\u00ebs n\u00eb pajtim me kontrat\u00ebn q\u00eb m\u00ebsimdh\u00ebn\u00ebsit kan\u00eb n\u00ebnshkruar me universitetin. Gjithashtu, ata nuk jan\u00eb paguar fare p\u00ebr mbinorm\u00ebn e kat\u00ebr muajve t\u00eb shkuar, p\u00ebrkund\u00ebr kontratave t\u00eb mbinorm\u00ebs t\u00eb n\u00ebnshkruara n\u00eb fillim t\u00eb vitit akademik.<\/p>\n<p>P\u00ebr sqarim: mbinorma \u00ebsht\u00eb ngarkes\u00eb shtes\u00eb e asistent\u00ebve dhe profesor\u00ebve me m\u00ebsimdh\u00ebnie. Kjo praktik\u00eb e kursen buxhetin e universitetit, pasi n\u00eb vend se t\u00eb pun\u00ebsoj\u00eb m\u00ebsimdh\u00ebn\u00ebs t\u00eb rinj, q\u00eb i paguan me pag\u00eb t\u00eb plot\u00eb dhe t\u00eb rregullt, m\u00ebsimdh\u00ebn\u00ebsit ekzistues ngarkohen me m\u00eb shum\u00eb l\u00ebnd\u00eb dhe or\u00eb dhe paguhen m\u00eb pak sesa do t\u00eb paguheshin m\u00ebsimdh\u00ebn\u00ebsit e rinj. Sipas nj\u00eb p\u00ebrllogaritjeje, praktika e mbinorm\u00ebs kursen deri n\u00eb 11 milion\u00eb euro n\u00eb vit.<\/p>\n<p>Kjo praktik\u00eb e mbinorm\u00ebs p\u00ebrb\u00ebn eksploatim t\u00eb pun\u00ebtor\u00ebve t\u00eb arsimit t\u00eb lart\u00eb n\u00eb sektorin publik me q\u00ebllim t\u00eb konservatorizmit fiskal, duke qen\u00eb se universitetet pothuajse nuk kan\u00eb buxhet t\u00eb tyre. Ndikimi afatgjat\u00eb i k\u00ebsaj praktike eksploatuese \u00ebsht\u00eb negativ n\u00eb dy aspekte. Nga nj\u00ebra an\u00eb, duke e b\u00ebr\u00eb universitetin t\u00eb ket\u00eb nevoj\u00eb m\u00eb pak p\u00ebr rekrutim t\u00eb m\u00ebsimdh\u00ebn\u00ebsve t\u00eb rinj, e mbyll at\u00eb ndaj prurjeve t\u00eb reja. Nga ana tjet\u00ebr, duke shpenzuar koh\u00ebn dhe energjit\u00eb n\u00eb m\u00ebsimdh\u00ebnie n\u00eb vend se n\u00eb pun\u00eb k\u00ebrkimore, universiteti nuk do t\u00eb mund t\u00eb prodhoj\u00eb rezultate t\u00eb ndjeshme shkencore.<\/p>\n<p>Nj\u00eb eksploatim i till\u00eb e rrezikon cil\u00ebsin\u00eb e universitetit n\u00eb dy m\u00ebnyra. M\u00ebnyra\u00a0<strong>e par\u00eb<\/strong>\u00a0\u00ebsht\u00eb se e b\u00ebn k\u00ebt\u00eb sektor pun\u00ebsimi t\u00eb pad\u00ebshiruesh\u00ebm p\u00ebr shum\u00eb t\u00eb rinj e t\u00eb reja. Kush nga t\u00eb rinjt\u00eb do t\u00eb punonte asistent a profesor n\u00eb universitet p\u00ebr 752 a 1092 euro, p\u00ebr nj\u00eb profesion q\u00eb k\u00ebrkon s\u00eb paku pes\u00eb, ose mesatarisht shtat\u00eb a tet\u00eb vite studime pasdiplomike, kur tregu, n\u00eb sektorin publik dhe n\u00eb at\u00eb privat, ofron mund\u00ebsi pune me m\u00eb pak kualifikim dhe me paga edhe m\u00eb t\u00eb larta?! Ndoshta vet\u00ebm nj\u00eb num\u00ebr m\u00eb i kufizuar i t\u00eb rinjve: idealist\u00eb dhe ata q\u00eb nuk jan\u00eb gjetur mir\u00eb n\u00eb tregun e pun\u00ebs. Mir\u00ebpo, k\u00ebta jan\u00eb gjithnj\u00eb e m\u00eb t\u00eb pak\u00ebt n\u00eb kontekst t\u00eb hapjes s\u00eb tregut t\u00eb pun\u00ebs dhe shanseve p\u00ebr emigrim.<\/p>\n<p><strong>S\u00eb dyti<\/strong>, p\u00ebr shum\u00eb asistent\u00eb dhe profesor\u00eb q\u00eb kan\u00eb investuar n\u00eb p\u00ebrgatitje p\u00ebr profesionin e m\u00ebsimdh\u00ebn\u00ebsit dhe k\u00ebrkuesit shkencor, duke mos patur koh\u00eb a interesim t\u00eb mendojn\u00eb p\u00ebr burime alternative a p\u00ebr plane B, dhe q\u00eb \u00e7ojn\u00eb nj\u00eb m\u00ebnyr\u00eb jetese tipike p\u00ebr klas\u00ebn e mesme, paga baz\u00eb mund t\u00eb mos jet\u00eb e mjaftueshme. Prandaj, k\u00ebta do t\u00eb detyrohen t\u00eb punojn\u00eb p\u00ebr burime shtes\u00eb t\u00eb t\u00eb ardhurave, e ndoshta nj\u00eb pjes\u00eb e tyre edhe p\u00ebr ta braktisur profesionin e m\u00ebsimdh\u00ebnies n\u00eb universitet.<\/p>\n<p><strong>Mosp\u00ebkrahja e k\u00ebrkimit shkencor<\/strong><\/p>\n<p><strong>S\u00eb treti<\/strong>, p\u00ebrkrahja e pap\u00ebrshtatshme qeveritare e k\u00ebrkimit shkencor, duke l\u00ebn\u00eb pas dore p\u00ebrkrahjen e drejtp\u00ebrdrejt\u00eb n\u00eb universitet, ka riprodhuar modelin e qeverive t\u00eb m\u00ebparshme q\u00eb universitetin nuk e imagjinonin dot m\u00eb shum\u00eb se nj\u00eb shkoll\u00eb t\u00eb lart\u00eb q\u00eb kufizohet n\u00eb m\u00ebsimdh\u00ebnie.<\/p>\n<p>Qeveria nuk ka b\u00ebr\u00eb pothuajse asgj\u00eb n\u00eb drejtim t\u00eb mb\u00ebshtetjes s\u00eb k\u00ebrkimit shkencor, ndon\u00ebse ky ka qen\u00eb premtim i kryeministrit para dhe pas zgjdhjeve. Granti q\u00eb mb\u00ebshtet k\u00ebrkimet shkencore dhe q\u00eb administrohet nga Ministria e Arsimit, e Shkenc\u00ebs dhe e Teknologjis\u00eb \u00ebsht\u00eb i pap\u00ebrshtatsh\u00ebm. P\u00ebrmes k\u00ebtij granti nuk mund t\u00eb paguhet stafi m\u00ebsimdh\u00ebn\u00ebs n\u00eb marr\u00ebdh\u00ebnie t\u00eb rregullt pune me universitetin, as n\u00eb rast kur jan\u00eb udh\u00ebheq\u00ebs t\u00eb projektit fitues t\u00eb grantit. Kjo form\u00eb e mb\u00ebshtetjes v\u00ebshtir\u00eb se i motivon p\u00ebr t\u2019iu p\u00ebrkushtuar seriozisht projekteve k\u00ebrkimore.<\/p>\n<p>Viteve t\u00eb fundit universiteti u \u00ebsht\u00eb n\u00ebnshtruar ndryshimeve t\u00eb shumta p\u00ebrkitazi me kriteret e avancimit t\u00eb stafit m\u00ebsimdh\u00ebn\u00ebs n\u00eb thirje akademike, por k\u00ebt\u00eb proces e kan\u00eb p\u00ebrcjell\u00eb ndryshime t\u00eb shpeshta dhe pasiguri, \u00a0as ka pasur mb\u00ebshtetje t\u00eb duhur p\u00ebr plot\u00ebsimin e kritereve. P\u00ebr shembull, k\u00ebrkohen botime n\u00eb revista t\u00eb indeksuara n\u00eb platforma t\u00eb caktuara serioze, por nuk ofrohet mb\u00ebshtetje p\u00ebr k\u00ebrkime q\u00eb do t\u00eb ishin pik\u00ebnisje ose baz\u00eb e botimeve serioze.<\/p>\n<p>P\u00ebr vitin 2023 jan\u00eb ndar\u00eb\u00a0<a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=68589\">mbi 32 milion\u00eb euro p\u00ebr UP-n\u00eb<\/a>, pjesa m\u00eb e madhe e t\u00eb cilave \u00ebsht\u00eb p\u00ebr paga (mbi 21 milion\u00eb euro), p\u00ebr shpenzime kapitale (af\u00ebr 5.5 milion\u00eb), p\u00ebr mallra dhe sh\u00ebrbime (mbi 3 milion\u00eb), shpenzime komunale (mbi 1 milion) dhe subvencione e transfere (af\u00ebr 1.5 milion). Ligji i buxhetit i nuk e qart\u00ebson n\u00ebse nj\u00eb pjes\u00eb nga ky buxhet \u00ebsht\u00eb ndar\u00eb p\u00ebr k\u00ebrkim shkencor a botime. Sidoqoft\u00eb, ajo \u00e7far\u00eb shpenzohet p\u00ebr k\u00ebrkim shkencor (se p\u00ebr botime shkencore nuk shpenzohet fare) \u00ebsht\u00eb nj\u00eb shum\u00eb qesharake p\u00ebr nj\u00eb universitet me 14 nj\u00ebsi akademike (fakultete), me rreth\u00a0<a href=\"https:\/\/uni-pr.edu\/page.aspx?id=1,143\">158 programe studimore<\/a>\u00a0dhe mbi\u00a0<a href=\"https:\/\/ask.rks-gov.net\/media\/6850\/statistikat-e-arsimit-2021-2022.pdf\">900 m\u00ebsimdh\u00ebn\u00ebs n\u00eb marr\u00ebdh\u00ebnie t\u00eb rregullt pune<\/a>, plus mbi 400 t\u00eb tjer\u00eb t\u00eb angazhuar si\u00e7 \u00ebsht\u00eb UP-ja, pa p\u00ebrfshir\u00eb gjasht\u00eb universitetet publike m\u00eb t\u00eb vogla dhe institutet publike k\u00ebrkimore.<\/p>\n<p><strong>\u00c7far\u00eb politikash i duhen universitetit?<\/strong><\/p>\n<p>Qeveria e tanishme ka pasur m\u00eb tep\u00ebr politika negative ndaj universitetit: ngritje t\u00eb kritereve, forcim t\u00eb standardeve, kufizim t\u00eb pagave, ngarkes\u00eb me pun\u00eb shtes\u00eb, moskompensim p\u00ebr pun\u00ebn shtes\u00eb. N\u00eb shum\u00eb aspekte, politikat e tilla jo vet\u00ebm q\u00eb e kan\u00eb v\u00ebshtir\u00ebsuar pun\u00ebn p\u00ebr arritjen e standardeve, por gati sa e kan\u00eb pamund\u00ebsuar at\u00eb.<\/p>\n<p>Sa p\u00ebr ilustrim, kriteret p\u00ebr akreditimin e programeve jan\u00eb shtr\u00ebnguar, n\u00eb disa raste deri n\u00eb shp\u00ebrputhje me mund\u00ebsit\u00eb reale t\u00eb universitetit dhe m\u00ebsimdh\u00ebn\u00ebsve p\u00ebr plot\u00ebsimin e tyre. P\u00ebr pasoj\u00eb, n\u00eb UP \u00ebsht\u00eb ulur ndjesh\u00ebm numri i programeve t\u00eb doktorat\u00ebs.
