N\u00eb rastin e Kosov\u00ebs, ku af\u00ebrsisht nj\u00eb e treta e popullsis\u00eb jeton jasht\u00eb, vizat ndanin edhe familjet. Prandaj, ndoshta lajmi m\u00eb pozitiv i vitit p\u00ebr qytetar\u00ebt kosovar\u00eb erdhi pik\u00ebrisht n\u00eb dit\u00ebn e par\u00eb t\u00eb vitit, m\u00eb 1 janar 2024, kur hyri zyrtarisht n\u00eb fuqi liberalizimi i vizave p\u00ebr Kosov\u00ebn.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrkund\u00ebr frik\u00ebs s\u00eb disa vendeve an\u00ebtare t\u00eb BE-s\u00eb, liberalizimi i vizave as nuk rriti ndjesh\u00ebm migrimin e parregullt, as numrin e azilk\u00ebrkuesve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Liberalizimi ndikoi edhe n\u00eb njohjen e pasaport\u00ebs nga Spanja, Qiproja e Armenia. E m\u00eb pas u hap edhe mund\u00ebsia p\u00ebr heqje t\u00eb regjimit t\u00eb vizave me Izraelin, Emiratet Arabe, Tajvanin dhe Tajland\u00ebn. Viti 2024 ishte viti i pasaport\u00ebs kosovare, q\u00eb tashm\u00eb u b\u00eb m\u00eb e fuqishme sesa pasaportat e gjysm\u00ebs s\u00eb vendeve t\u00eb Kombeve t\u00eb Bashkuara.\u00a0<\/span><\/p>\n<p><b>Kriza e vazhdueshme n\u00eb komunat veriore<\/b><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb fillim t\u00eb vitit 2024, Serbia njohu zyrtarisht targat e Kosov\u00ebs dhe m\u00eb pastaj filloi faturimi i energjis\u00eb n\u00eb komunat veriore. Pastaj hyri n\u00eb fuqi Rregullorja e Bank\u00ebs Qendrore t\u00eb Kosov\u00ebs (BQK), q\u00eb de fakto ndalonte dinarin serb si mjet pagese (dinari do t\u00eb duhej t\u00eb konvertohej n\u00eb euro s\u00eb pari).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Institucionet kosovare mbyll\u00ebn edhe post\u00ebn lokale serbe dhe komunat paralele n\u00eb veri, duke shuar k\u00ebshtu edhe nj\u00eb pjes\u00eb t\u00eb institucioneve paralele serbe q\u00eb operonin n\u00eb disa komuna t\u00eb Kosov\u00ebs, e sidomos n\u00eb veri. Gjithashtu, peticioni p\u00ebr shpalljen e zgjedhjeve t\u00eb reja t\u00eb parakohshme p\u00ebr kat\u00ebr komunat veriore <\/span><a href=\"https:\/\/www.evropaelire.org\/a\/lista-serbe-terheqje-votim-veri-\/32896289.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">d\u00ebshtoi<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">K\u00ebto vendime u prit\u00ebn me protesta nga serb\u00ebt lokal\u00eb n\u00eb veri dhe acaruan situat\u00ebn. K\u00ebto aksione u kritikuan edhe nga komuniteti nd\u00ebrkomb\u00ebtar n\u00eb Kosov\u00eb si t\u00eb pakoordinuara.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Por, ngjarja m\u00eb e rrezikshme ndodhi m\u00eb 29 n\u00ebntor, kur nj\u00eb bomb\u00eb shp\u00ebrtheu dig\u00ebn e Kanalit Ib\u00ebr-Lepenc, n\u00eb Zubin Potok, nj\u00eb sulm ndaj infrastruktur\u00ebs kritike t\u00eb vendit. P\u00ebrve\u00e7 reduktimeve t\u00eb furnizimit me uj\u00eb n\u00eb zon\u00ebn e Mitrovic\u00ebs, Zve\u00e7anit dhe t\u00eb Prishtin\u00ebs, shp\u00ebrthimi rrezikoi seriozisht pajisjen me rrym\u00eb p\u00ebr termocentralet elektrike t\u00eb Kosov\u00ebs.\u00a0<\/span><\/p>\n<p><b>Aplikimi p\u00ebr an\u00ebtar\u00ebsim n\u00eb K\u00ebshillin e Europ\u00ebs (KiE)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Aplikimi i Kosov\u00ebs n\u00eb KiE m\u00eb 12 maj 2022 u duk fillimisht se do t\u00eb p\u00ebrfundonte suksessh\u00ebm. N\u00eb mars 2024, Komiteti i Asambles\u00eb s\u00eb P\u00ebrgjithshme t\u00eb KiE-s\u00eb e ftoi Kosov\u00ebn n\u00eb an\u00ebtar\u00ebsim, duke vendosur vot\u00ebn m\u00eb 17 prill 2024.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kjo vot\u00eb ishte nd\u00ebr <\/span><a href=\"https:\/\/sbunker.org\/sr\/analize\/cilat-jane-sinjalet-nga-votimi-ne-asamblene-parlamentare-te-keshillit-te-europes-per-kosoven\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">m\u00eb t\u00eb suksesshmet<\/span><\/a><span style=\"font-weight: 400;\"> e Kosov\u00ebs sa i p\u00ebrket an\u00ebtar\u00ebsimit n\u00eb nj\u00eb institucion nd\u00ebrkomb\u00ebtar, duke marr\u00eb p\u00ebrkrahje me 77% t\u00eb votave dhe p\u00ebrkrahje apo abstenim nga shum\u00eb deputet\u00eb nga shtete q\u00eb nuk e njohin Kosov\u00ebn, si: Greqia, Armenia, Ukraina, Rumania, Moldavia e Bosnj\u00eb-Hercegovina.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kjo eufori e shkaktuar nga ky momentum pozitiv stagnoi kur n\u00eb mbledhjen e ministrave u kusht\u00ebzua nga Italia, Franca dhe Gjermania <\/span><a href=\"https:\/\/www.euronews.com\/2024\/05\/09\/why-the-green-light-for-kosovo-joining-the-council-of-europe-is-likely-to-be-delayed\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">d\u00ebrgimi i draft-statutit<\/span><\/a><span style=\"font-weight: 400;\"> p\u00ebr Asociacionin\/Komunitetin p\u00ebr Komunat me Shumic\u00eb Serbe n\u00eb Kosov\u00eb n\u00eb Gjykat\u00ebn Kushtetuese. Shembull ky se si procesi i an\u00ebtar\u00ebsimit n\u00eb nj\u00eb institucion nd\u00ebrkomb\u00ebtar u kusht\u00ebzua me nj\u00eb proces t\u00eb brendsh\u00ebm.<\/span><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pas refuzimit t\u00eb Qeveris\u00eb p\u00ebr ta d\u00ebrguar draft-statutin n\u00eb Kushtetuese, ministrja G\u00ebrvalla d\u00ebrgoi nj\u00eb let\u00ebr, duke premtuar se Kosova do ta b\u00ebj\u00eb k\u00ebt\u00eb n\u00eb fund t\u00eb majit. Por, letra nuk doli t\u00eb jet\u00eb e mjaftueshme p\u00ebr t\u2019i bindur Franc\u00ebn, Gjermanin\u00eb e Italin\u00eb, q\u00eb kusht\u00ebzimi ishte p\u00ebrmbushur dhe aplikimi i Kosov\u00ebs tash p\u00ebr tash mbetet n\u00eb sirtar.\u00a0<\/span><\/p>\n<p><b>Regjistrimi i popullsis\u00eb\u00a0\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">M\u00eb 2024 p\u00ebrfundoi me sukses regjistrimi i par\u00eb i popullsis\u00eb qysh prej vitit 2011. Sipas tij, Kosova ka 1.602 milion banor\u00eb. Krahasuar me regjistrimin e kaluar, q\u00eb solli shifrat prej 1.739 milion banor\u00ebsh, vihet re nj\u00eb r\u00ebnie drastike e popullsis\u00eb. Regjistrimi i popullsis\u00eb tregoi gjithashtu nj\u00eb densitet m\u00eb t\u00eb madh n\u00eb zonat urbane, pra nj\u00eb rritje t\u00eb popullsis\u00eb n\u00eb n\u00ebnt\u00eb komunat e m\u00ebdha.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb gjetje tjet\u00ebr interesante \u00ebsht\u00eb rritja e numrit t\u00eb t\u00eb arsimuarve. P\u00ebr shembull, nga 75 mij\u00eb n\u00eb 2011, n\u00eb 169 mij\u00eb p\u00ebr personat me Ba\u00e7elor; me Master nga 8 mij\u00eb n\u00eb 42 mij\u00eb, nd\u00ebrsa me Doktorat\u00eb nga 1,136 n\u00eb 4,144.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">M\u00eb r\u00ebnd\u00ebsi t\u00eb ceket \u00ebsht\u00eb q\u00eb, p\u00ebr dallim prej regjistrimit t\u00eb vitit 2011, tash n\u00eb Kosov\u00eb, shumica me gradat Ba\u00e7elor dhe Master jan\u00eb gra. Nj\u00eb zhvillim tejet pozitiv p\u00ebr vendin.\u00a0<\/span><\/p>\n<p><b>P\u00ebrfundimi i mandatit t\u00eb plot\u00eb qeveritar<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Q\u00eb nga viti 2017, qeverit\u00eb e Kosov\u00ebs ishin tejet jet\u00ebshkurtra dhe t\u00eb cenueshme nga krizat. Vet\u00ebm brenda vitit kalendarik 2020, Kosova pati tri qeveri t\u00eb ndryshme. Por, Qeveria Kurti 2 \u00ebsht\u00eb qeveria e par\u00eb q\u00eb nga shpallja e pavar\u00ebsis\u00eb m\u00eb 2008 q\u00eb p\u00ebrfundon mandatin e plot\u00eb qeveris\u00ebs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mandatet e plota mund t\u00eb jen\u00eb praktik\u00eb pozitive p\u00ebr qeverit\u00eb, ngaq\u00eb japin m\u00eb shum\u00eb koh\u00eb p\u00ebr zbatimin e politikave, krijojn\u00eb q\u00ebndrueshm\u00ebri institucionale, p\u00ebrgjegj\u00ebsi m\u00eb t\u00eb madhe demokratike dhe nxisin reforma m\u00eb afatgjata.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb p\u00ebrfundim, viti 2024 d\u00ebshmoi p\u00ebrparime t\u00eb r\u00ebnd\u00ebsishme, si: liberalizimi i vizave, q\u00ebndrueshm\u00ebria politike, t\u00eb dh\u00ebnat e regjistrimit t\u00eb popullsis\u00eb, si rritja e nivelit t\u00eb arsimimit dhe fuqizimi i grave, gj\u00eb q\u00eb ofron shpres\u00eb p\u00ebr nj\u00eb t\u00eb ardhme m\u00eb t\u00eb barabart\u00eb.
