{"id":12440,"date":"2025-02-08T19:21:49","date_gmt":"2025-02-08T17:21:49","guid":{"rendered":"https:\/\/sbunker.org\/?p=12440"},"modified":"2025-02-08T19:21:49","modified_gmt":"2025-02-08T17:21:49","slug":"premtimet-ekonomike-te-partive-kryesore-te-kosoves","status":"publish","type":"post","link":"https:\/\/sbunker.org\/sr\/analize\/premtimet-ekonomike-te-partive-kryesore-te-kosoves\/","title":{"rendered":"Premtimet ekonomike t\u00eb partive kryesore t\u00eb Kosov\u00ebs"},"content":{"rendered":"<p data-pm-slice=\"1 1 []\">Plani ekonomik i nj\u00eb partie politike do t\u00eb duhej t\u00eb ishte qen\u00ebsor n\u00eb ofert\u00ebn zgjedhore, sidomos para zgjedhjeve parlamentare t\u00eb 9 shkurtit n\u00eb Kosov\u00eb.<\/p>\n<p>Kat\u00ebr subjektet kryesore politike, L\u00ebvizja Vet\u00ebvendosje (LVV), Partia Demokratike e Kosov\u00ebs (PDK), Lidhja Demokratike e Kosov\u00ebs (LDK), dhe Aleanca p\u00ebr Ardhm\u00ebrim\u00ebn e Kosov\u00ebs (AAK), kan\u00eb publikuar programet e tyre, duke p\u00ebrfshir\u00eb edhe pjes\u00ebn ekonomike.<\/p>\n<h3><strong>Programi i LVV-s\u00eb p\u00ebr Ekonomin\u00eb<\/strong><\/h3>\n<p><a href=\"https:\/\/www.vetevendosje.org\/wp-content\/uploads\/2025\/01\/Programi-2025-2029-FINAL-2-1.pdf\">Zotimet e L\u00ebvizjes Vet\u00ebvendosje<\/a> jan\u00eb t\u00eb ngjashme me ato t\u00eb vitit 2021, duke p\u00ebrfshir\u00eb Bank\u00ebn Zhvillimore dhe nj\u00eb ekonomi t\u00eb orientuar drejt prodhimit. LVV premton 1 miliard euro p\u00ebr nxitjen e prodhimit, por kjo \u00e7\u00ebshtje trajtohet n\u00eb vet\u00ebm tre paragrafe t\u00eb programit, ku p\u00ebrshkruhet garancia e shtetit p\u00ebr investitor\u00ebt dhe theksohet r\u00ebnd\u00ebsia e prodhimit.<\/p>\n<p>Programi trajton sip\u00ebrfaq\u00ebsisht edhe fusha si inovacioni, valuta dixhitale e Kosov\u00ebs dhe mb\u00ebshtetja p\u00ebr sektorin e IT, por pa nj\u00eb vizion t\u00eb qart\u00eb sesi do t\u00eb zhvillohen k\u00ebto fusha komplekse.<\/p>\n<p>Nj\u00eb nga zotimet e realizuara nga qeveria aktuale ka qen\u00eb rritja e pag\u00ebs minimale nga 130-170 euro p\u00ebr ata mbi 35 vje\u00e7, n\u00eb 350 euro. LVV premton nj\u00eb rritje t\u00eb pag\u00ebs minimale n\u00eb 500 euro, por pa dh\u00ebn\u00eb detaje mbi realizimin e saj dhe pa dialog me K\u00ebshillin Ekonomik Social, kur \u00ebsht\u00eb e qart\u00eb se ky ndryshim ndikon drejt\u00ebp\u00ebrdrejt\u00eb tek bizneset private, t\u00eb cilat nuk jan\u00eb homogjene n\u00eb qarkullim.<\/p>\n<p>Nj\u00eb problem tjet\u00ebr i pun\u00ebtor\u00ebve \u00ebsht\u00eb cil\u00ebsia e kushteve t\u00eb pun\u00ebs, p\u00ebr t\u00eb cilat kompetenca ka Inspektorati i Pun\u00ebs. LVV premton rritjen e numrit t\u00eb inspektor\u00ebve n\u00eb 200 deri m\u00eb 2029 (nga 63 aktualisht), ndon\u00ebse <a href=\"https:\/\/www.gazetaexpress.com\/kurti-nuk-mbajtipremtimin-kyc-rreth-te-drejtave-te-punetoreve-numri-i-inspektoreve-te-punes-nuk-u-pesefishua\/\">zotimi p\u00ebr t\u00eb pes\u00ebfishuar numrin e inspektor\u00ebve<\/a> ishte b\u00ebr\u00eb edhe n\u00eb vitin 2021.<\/p>\n<p>Nj\u00eb zotim tjet\u00ebr \u00ebsht\u00eb <strong>SuperPuna<\/strong>, nj\u00eb iniciativ\u00eb ku shteti paguan p\u00ebr gjasht\u00eb muaj nj\u00eb pag\u00eb minimale p\u00ebr grat\u00eb e pun\u00ebsuara. Megjithat\u00eb, qeveria krenohet me nj\u00eb shkall\u00eb t\u00eb ul\u00ebt papun\u00ebsie n\u00eb Kosov\u00eb, n\u00eb nivelin 11%, ndon\u00ebse nuk ofron politika p\u00ebr p\u00ebrmir\u00ebsimin e kushteve t\u00eb pun\u00ebs.<\/p>\n<p>LVV nuk parasheh reforma t\u00eb thella fiskale, por premton futjen e fatur\u00ebs dixhitale biznes-biznes dhe mbledhjen e TVSH-s\u00eb brenda vendit, jo n\u00eb kufi. Taksa doganore p\u00ebr veturat do t\u00eb ulet me 10%.<\/p>\n<p>Programi i LVV-s\u00eb mbetet sip\u00ebrfaq\u00ebsor dhe nuk ofron zgjidhje p\u00ebr zhvillim ekonomik, p\u00ebrmir\u00ebsim t\u00eb mir\u00ebqenies sociale, apo reforma fiskale afatgjata.<\/p>\n<h3><strong>Programi i PDK-s\u00eb p\u00ebr Ekonomin\u00eb<\/strong><\/h3>\n<p>PDK-ja vendos ekonomin\u00eb <a href=\"https:\/\/media1-prd-eu1.onlinefiles.info\/4f68c284\/a0a080f4\/018b6a49\/d7a84628\/media\/document\/2010\/pdk-programi-zgjedhor-2025-final_436e3b50.pdf\">n\u00eb krye t\u00eb programit t\u00eb saj<\/a>, me nj\u00eb kombinim t\u00eb zhvillimit t\u00eb sektorit privat dhe politikave sociale. Edhe PDK-ja parashikon mbledhjen e TVSH-s\u00eb brenda vendit dhe mb\u00ebshtetjen e prodhimtaris\u00eb dhe eksporteve.<\/p>\n<p>Kandidati p\u00ebr kryeminist\u00ebr, Bedri Hamza, premton krijimin e Burs\u00ebs s\u00eb Kosov\u00ebs, investime n\u00eb infrastruktur\u00eb dhe trajnime p\u00ebr pun\u00ebtor\u00ebt. Nj\u00eb ve\u00e7anti e programit t\u00eb PDK-s\u00eb \u00ebsht\u00eb Fondi i Papun\u00ebsis\u00eb, i cili ofron mb\u00ebshtetje financiare dhe trajnime p\u00ebr ata q\u00eb humbin pun\u00ebn.<\/p>\n<p>P\u00ebr politikat fiskale, PDK-ja propozon p\u00ebrjashtim nga tatimi p\u00ebr pagat deri n\u00eb 400 euro, tatim prej 8% p\u00ebr pagat deri n\u00eb 800 euro, dhe 10% p\u00ebr t\u00eb hyrat mbi 1000 euro. Megjithat\u00eb, kjo mund t\u00eb krijoj\u00eb hap\u00ebsir\u00eb p\u00ebr ekonomi joformale, pasi pun\u00ebdh\u00ebn\u00ebsit dhe pun\u00ebmarr\u00ebsit mund t\u00eb bien dakord p\u00ebr kontrata n\u00ebn 400 euro p\u00ebr t\u2019iu shmangur tatimeve.<\/p>\n<p>PDK-ja propozon gjithashtu programin \u201cDil Prej Socialit\u201d, i cili synon q\u00eb qytetar\u00ebt q\u00eb marrin ndihma sociale t\u00eb ky\u00e7en n\u00eb tregun e pun\u00ebs p\u00ebrmes trajnimeve, mbulimit t\u00eb shpenzimeve t\u00eb udh\u00ebtimit dhe subvencioneve.<\/p>\n<p>Megjith\u00eb zotimet pozitive, plani i PDK-s\u00eb ka nevoj\u00eb p\u00ebr m\u00eb shum\u00eb detaje mbi implementimin e k\u00ebtyre politikave dhe ndikimin e tyre n\u00eb buxhetin e shtetit.<\/p>\n<h3><strong>Programi i LDK-s\u00eb p\u00ebr Ekonomin\u00eb<\/strong><\/h3>\n<p>Plani i LDK-s\u00eb \u00ebsht\u00eb kryesisht i orientuar djathtas, duke synuar makrostabilitet financiar, mb\u00ebshtetje p\u00ebr bizneset dhe privatizime.<\/p>\n<p>Nj\u00eb nga objektivat kryesore \u00ebsht\u00eb rritja ekonomike prej 5% n\u00eb vit dhe nj\u00eb buxhet prej 5 miliard\u00eb euro brenda mandatit. Megjithat\u00eb, ky objektiv bazohet n\u00eb supozime t\u00eb rrezikshme, pasi ekonomia \u00ebsht\u00eb e ndikuar nga faktor\u00eb t\u00eb jasht\u00ebm si krizat globale.<\/p>\n<p>LDK-ja premton gjithashtu nj\u00eb koeficient pagash prej 150 eurosh p\u00ebr sektorin publik, <a href=\"https:\/\/www.gazetaexpress.com\/kurti-koeficienti-per-vitin-2025-mbetet-110-euro-rritet-koeficienti-per-njesi-0-5-njesi-nga-janari-e-0-5-tjera-nga-korriku\/\">nga 110 euro aktualisht,<\/a> por kjo rritje mund t\u00eb shtoj\u00eb presionin mbi buxhetin, duke kufizuar investimet kapitale.<\/p>\n<p>Programi p\u00ebrmban plane p\u00ebr investime n\u00eb rrug\u00eb, turiz\u00ebm dhe nj\u00eb spital me vler\u00eb prej 500 milion\u00eb eurosh. LDK-ja gjithashtu synon rritjen e numrit t\u00eb inspektor\u00ebve t\u00eb pun\u00ebs n\u00eb 200.<\/p>\n<p>P\u00ebr sa i p\u00ebrket reform\u00ebs fiskale, LDK-ja propozon Planin Fiskal 2.0, q\u00eb ofron leht\u00ebsira p\u00ebr bizneset prodhuese dhe eksportuese. TVSH-ja do t\u00eb mblidhet brenda vendit.<\/p>\n<p>Programi i LDK-s\u00eb p\u00ebrmban elemente pozitive, si partneriteti me sektorin privat, por disa pika si rritja e buxhetit dhe procesi i privatizimit jan\u00eb t\u00eb paqarta dhe mund t\u00eb krijojn\u00eb sfida financiare.<\/p>\n<h3><strong>Programi i AAK-s\u00eb p\u00ebr Ekonomin\u00eb<\/strong><\/h3>\n<p>Plani i AAK-s\u00eb mb\u00ebshtetet kryesisht n\u00eb zhvillimin e sektorit privat, duke parashikuar ulje taksash dhe thjeshtim t\u00eb sistemit tatimor. Megjithat\u00eb, ulja e taksave mund t\u00eb krijoj\u00eb presion mbi buxhetin dhe subvencionet.<\/p>\n<p>AAK-ja premton nj\u00eb rritje ekonomike prej 7% n\u00eb vit dhe t\u00eb hyra t\u00eb rritura p\u00ebr buxhetin. Pagat minimale do t\u00eb arrijn\u00eb n\u00eb 500 euro dhe ato mesatare n\u00eb 1000 euro, ndon\u00ebse kjo e fundit varet nga tregu dhe jo nga shteti.<\/p>\n<p>Po ashtu, AAK-ja synon rritje pagash p\u00ebr sektorin publik, p\u00ebr mjek\u00ebt, m\u00ebsuesit dhe infermier\u00ebt, deri n\u00eb 50%.<\/p>\n<p>Programi i AAK-s\u00eb \u00ebsht\u00eb ambicioz, por nuk jep politika t\u00eb qarta sesi do t\u00eb financohen k\u00ebto shpenzime dhe sesi do t\u00eb ndikojn\u00eb ato n\u00eb zhvillimin ekonomik.<\/p>\n<h3><strong>***<\/strong><\/h3>\n<p>Programet e partive p\u00ebrmbajn\u00eb p\u00ebrgjith\u00ebsisht plane me kosto t\u00eb larta p\u00ebr paga dhe investime kapitale, por nuk japin burime konkrete sesi do t\u00eb ndodh\u00eb rritja ekonomike. Faktori i jasht\u00ebm, q\u00eb ndikon drejtp\u00ebrdrejt n\u00eb ekonomin\u00eb komb\u00ebtare, p\u00ebrfshihet pak ose aspak.
