Similar narratives already appear in most of the Western Balkan countries where anti-EU actors are framing migration as a danger to social stability and promote unfounded claims of \u201cmigrant invasions.\u201d This is reframing the<a href=\"https:\/\/www.reuters.com\/world\/europe\/least-three-migrants-drown-river-between-serbia-bosnia-2024-08-22\/?utm_source=chatgpt.com\">\u00a0actual<\/a>\u00a0official\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/serbia-eus-frontex-agency-sign-new-border-control-agreement-2024-06-25\/?utm_source=chatgpt.com\">news<\/a>\u00a0and data from media outlets that reflect the ongoing\u00a0<a href=\"https:\/\/apnews.com\/article\/serbia-migrants-killed-crash-injured-dd27634499259217fe5c6d8412e80329\">migrant flow<\/a>\u00a0in\u00a0<a href=\"https:\/\/www.rferl.org\/a\/china-migrants-balkans-serbia-croatia-xi-immigration-\/33587468.html?utm_source=chatgpt.com\">Europe<\/a>. These two laws have no legal or policy connection, however they are facing two different narratives from positioning sides, making them the center around which disinformation campaigns and speculations are expected to occur, especially those that turn complex reforms into emotional \u201cculture war\u201d messages. Disinformation may claim that the laws \u201cchange national identity,\u201d \u201cdestroy traditional values,\u201d or introduce ideas that the laws do not contain at all. The goal of these narratives is to create fear, anger and confusion, often by exaggerating or inventing implications of the laws. These narratives are directly harming the EU negotiations and accession process of the country.<\/p>\n<p>Political actors, sensationalist media, religious groups, influencers and anonymous online pages are expected to amplify such claims, while external actors could exploit the situation for regional political gain. \u0422he ruling party creates the impression that both laws are part of one agenda on gender issues while several groups including Pro-Life and Family are pressuring the President not to sign the laws. This debate also unfolds as Albania works to open five EU negotiation clusters, making accurate information especially important. A growing mix of Serbian and Croatian nationalist narratives including calls for a \u201c<a href=\"https:\/\/obican.info\/prof-dr-sc-mile-lasic-teritorijalna-suverenost-hrvata-u-bih-je-europska-vrijednost\/\">third entity<\/a>,\u201d claims about the \u201c<a href=\"https:\/\/rtv-hb.com\/vijesti-bosna-i-hercegovina\/snovi-o-gradanskoj-drzavi-rasprseni-temelj-bih-su-konstitutivni-narodi\">collapse of civic Bosnia<\/a>\u201d and distortions of the European Commission\u2019s report are already spreading across media and social networks. These messages, often promoted by politically controlled outlets and regional actors, present fabricated threats and exaggerated ethnic dangers. When combined with long-standing Serbian and Russian narratives about \u201creturning to the original Dayton,\u201d they work together to question the legitimacy of the state, undermine trust in its institutions and convince citizens that coexistence is impossible.<\/p>\n<p>The harm of these narratives is not abstract, it directly affects the country\u2019s democratic fabric and its European future. By pushing people to fear each other, these campaigns weaken public trust, polarize communities and make it harder for institutions to function. They distract citizens from real problems like corruption, economic stagnation and accountability, while empowering political actors who rely on division to stay in power. Most dangerously, they try to create the impression that Bosnia and Herzegovina is too fragile or too divided for EU membership. As the newly elected Serb List mayors prepare to take their oath and assume office, the question is whether they will take oath under the coat of arms of the Republic of Kosovo, therefore recognizing the legitimacy of the institutions of Kosovo. Political, media and foreign actors are likely to push misleading narratives that portray the process as either an attack on the Serb community or a political concession. Some Serbian-language outlets may claim that Kosovo is \u201cblocking Serb representation,\u201d or that the Serbian state is \u201cgiving up sovereignty.\u201d At the same time, Russian-aligned channels are expected to amplify warnings of \u201cimminent tensions\u201d or \u201cWestern interference\u201d to create confusion and fear. These narratives will aim to question the legality of the oath, create doubts about institutional legitimacy and portray Kosovo as entering a new political crisis regardless of the facts.<\/p>\n<p>The harm of these disinformation campaigns goes far beyond online noise. Such narratives are designed to deepen mistrust between communities, make ethnic Serb citizens feel threatened and push Kosovar Albanians to believe the state is being undermined thus feeding polarization on both sides.\u00a0<a href=\"https:\/\/sbunker.org\/sr\/disinfo\/incidenti-ne-leposaviq-nje-tjeter-prove-e-luftes-hibride-te-serbise-kunder-kosoves\/\">Warnings about violence<\/a>, administrative \u201cpurges,\u201d or property seizures can create real fear and discourage people from engaging with local institutions. Some posts spread false or\u00a0<a href=\"https:\/\/www.raskrinkavanje.me\/analiza\/koga-brani-100-miliona-turaka-knezevic-citirao-izmisljenu-izjavu-erdogana\/\">exaggerated claims<\/a>\u00a0about the size and intentions of migrant communities, framing them as a\u00a0<a href=\"https:\/\/znetwork.org\/znetarticle\/the-return-of-the-turk-identity-memory-and-the-politics-of-fear-in-montenegro\/\">danger to public safety<\/a>, local businesses, and cultural cohesion and using these narratives to stir fear, influence public opinion, and gain political leverage. In reality, official data show far lower numbers than those circulated online, and no evidence supports claims of targeted demographic manipulation or criminal behavior by migrants.<\/p>\n<p>While some politicians and media outlets have amplified these narratives, authorities have clarified the facts and emphasized that migrant residents are entitled to safety and protection. Such misinformation should be understood in context, as similar\u00a0<a href=\"https:\/\/www.uni-hildesheim.de\/migramedia\/wp-content\/uploads\/2025\/01\/Anti-immigrant-rhetoric-Bendrat-Anna-UMCS.pdf\">anti-migrant narratives<\/a>\u00a0are often exploited by populist actors across the region to mobilize public sentiment. Despite the distortions, government and diplomatic interventions have aimed to preserve public order, protect residents, and prevent further escalation of ethnic tensions. In response to rising tensions, the Government of Montenegro temporarily\u00a0<a href=\"https:\/\/europeanwesternbalkans.com\/2025\/10\/27\/montenegro-introduces-visas-for-turkish-citizens\/\">suspended the visa-free regime<\/a>\u00a0for Turkish citizens, citing public safety concerns. According to official statements, the measure is temporary and aims to strengthen mechanisms for monitoring the entry and stay of foreign nationals. The suspension followed a\u00a0<a href=\"https:\/\/balkaninsight.com\/2025\/10\/29\/anti-turkish-protesters-rally-in-montenegro-after-stabbing-incident\/\">stabbing incident<\/a>\u00a0in Podgorica and related unrest, including protests and property damage, and was communicated alongside assurances that Turkish residents\u2019 rights and safety would be protected.<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-thumbnail wp-image-700439 td-animation-stack-type0-2\" src=\"https:\/\/antidisinfo.net\/wp-content\/uploads\/2025\/04\/flag-square-5001-4-150x150.png\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" srcset=\"https:\/\/antidisinfo.net\/wp-content\/uploads\/2025\/04\/flag-square-5001-4-150x150.png 150w, https:\/\/antidisinfo.net\/wp-content\/uploads\/2025\/04\/flag-square-5001-4-300x300.png 300w, https:\/\/antidisinfo.net\/wp-content\/uploads\/2025\/04\/flag-square-5001-4.png 500w\" alt=\"\" width=\"150\" height=\"150\" \/>North Macedonia: Manipulations of the EU\u2019s progress report are anticipated to continue fueling disinformation and anti-EU narratives that seek to minimize its importance<br \/>\n<\/strong><\/p>\n<p>Monitoring of the information environment in North Macedonia indicates an increase of disinformation\u00a0<a href=\"https:\/\/vistinomer.mk\/eu-i-nato-ne-sakaat-da-ja-unishtat-s-makedonija\/\">claims<\/a>\u00a0that the EU\u2019s conditions outlined in the latest progress report are designed to \u201cdestroy the nation,\u201d misrepresenting standard reform requirements as an existential threat and using these points for political conditioning, pressure, and domestic political dynamics. While Prime Minister Hristijan Mickoski has publicly\u00a0<a href=\"https:\/\/denesen.mk\/mickoski-so-izveshtajot-na-ek-imame-realna-slika-za-sostojbite-gragjanite-ziveat-teshko-borbata-protiv-korupcijata-kluchna\/\">stated<\/a>\u00a0that North Macedonia has been unjustly kept \u201cin the EU waiting room,\u201d while at the same time statements from his political party\u00a0<a href=\"https:\/\/vistinomer.mk\/kontraspin-terminot-izveshtajche-e-spin-za-da-se-minimizira-shtetata-od-izveshtajot-na-eu\/\">downplayed the report<\/a>\u00a0by referring to it as a\u00a0<a href=\"https:\/\/vmro-dpmne.org.mk\/%d1%81%d0%be%d0%be%d0%bf%d1%88%d1%82%d0%b5%d0%bd%d0%b8%d1%98%d0%b0\/8732\">\u201ctiny report,\u201d<\/a>\u00a0a deminutive phrase in Macedonian used to minimize its significance.<\/p>\n<p><span data-contrast=\"none\">Two weeks later, Mckoski reiterated that the country remains committed to the EU path but argued that the\u00a0<a href=\"https:\/\/netpress.com.mk\/2025\/11\/27\/%d0%bc%d0%b8%d1%86%d0%ba%d0%be%d1%81%d0%ba%d0%b8-%d0%b8%d0%b4%d0%bd%d0%b8%d0%bd%d0%b0%d1%82%d0%b0-%d0%bd%d0%b0-%d0%bc%d0%b0%d0%ba%d0%b5%d0%b4%d0%be%d0%bd%d0%b8%d1%98%d0%b0-%d0%b5-%d0%b2%d0%be-%d0%b5\/\">EU applies double standards<\/a>. This longstanding narrative has persisted in the Macedonian disinformation landscape for years and is further amplified whenever repeated by high-level officials. Such distortions reinforce entrenched Eurosceptic and anti-Western messaging, portraying the EU and NATO as\u00a0<a href=\"https:\/\/vistinomer.mk\/kontraspin-nekolku-izvrtuvanja-na-vistinata-na-angelovski-za-eu-vo-samo-vistina\/\">threats to the country\u2019s sovereignty<\/a>. Misinterpretations did not stop there, as some actors went even further by fabricating claims that the report never contained. For example, the Municipality of Tetovo\u00a0<a href=\"https:\/\/vistinomer.mk\/kontraspin-evropskata-komisija-ne-ja-pofali-opshtina-tetovo-za-zhivotnata-sredina\/\">falsely announced<\/a>\u00a0that it had been positively evaluated by the European Commission for increasing green areas, improving air quality, and creating a healthier environment for citizens. But Tetovo is\u00a0<a href=\"https:\/\/portalb.mk\/kunderspin-komisioni-evropian-nuk-e-lavderoi-komunen-e-tetoves-per-mjedisin-sic-pretendon-komuna\/\">mentioned only once in the report<\/a>, solely in reference to the completion of the cadastre for air pollutants, with no praise or assessment of environmental policies. The government\u2019s\u00a0<a href=\"https:\/\/globalvoices.org\/2025\/11\/26\/serbian-parliament-enacts-special-law-enabling-controversial-trump-family-investment-in-belgrade\/\">adoption\u00a0<\/a>of a\u00a0<i>lex specialis<\/i>\u00a0enabling demolition of a protected cultural monument has already polarized the public, creating fertile ground for narratives that downplay or mock the building\u2019s cultural value, frame preservation efforts as obstacles to \u201cdevelopment,\u201d or depict civic activists as politically motivated agitators. These narratives will aim to weaken support for student and civil society groups, obscure rule-of-law concerns and reframe a heritage preservation issue into a manufactured political conflict.
