P\u00ebr arritjen e k\u00ebtij q\u00ebllimi zhvillimor, Ministria e Arsimit, Shkenc\u00ebs, Teknologjis\u00eb dhe Informacionit (MASHTI) ka hartuar nj\u00eb strategji sektoriale: <a href=\"https:\/\/masht.rks-gov.net\/alldocuments\/strategjia-e-arsimit-2022-2026\/\" target=\"_blank\" rel=\"noopener\">Strategjin\u00eb e Arsimit 2022-2026<\/a>.<\/p>\n<p>Nga viti 2021, L\u00ebvizja Vet\u00ebvendosje udh\u00ebheq me MASHTI-n. Fokusi kryesor i partis\u00eb n\u00eb pushtet ka qen\u00eb kryesisht arsimi i lart\u00eb publik pa pages\u00eb dhe nd\u00ebrtimi i \u00e7erdheve, nd\u00ebrkaq nuk \u00ebsht\u00eb sh\u00ebnuar ndonj\u00eb p\u00ebrmir\u00ebsim i gjendjes s\u00eb p\u00ebrgjithshme n\u00eb arsim.<\/p>\n<p>P\u00ebrkundrazi, Kosova ka p\u00ebsuar <a href=\"https:\/\/kallxo.com\/lajm\/kosova-me-rezultate-te-uleta-ne-testin-pisa-nagavci-arsyeton-statistikat\/\" target=\"_blank\" rel=\"noopener\">r\u00ebnie<\/a> n\u00eb testin PISA 2022, krahasuar me rezultatet e vitit 2018. P\u00ebrve\u00e7 k\u00ebsaj, \u00e7\u00ebshtje q\u00eb ka ngjallur mjaft debat ka qen\u00eb <a href=\"https:\/\/kallxo.com\/lajm\/nga-sot-nis-aplikimi-per-subvencionimin-e-teksteve-shkollore-dhe-materialeve-mesimore-per-vitin-shkollor-2025-2026\/\" target=\"_blank\" rel=\"noopener\">subvencionimi<\/a> i teksteve shkollore, proces q\u00eb ka shkaktuar <a href=\"https:\/\/youtube.com\/shorts\/fa1DsY3TJaw?si=tiIT8rBqC9r7Wnb7\" target=\"_blank\" rel=\"noopener\">paqart\u00ebsi<\/a> e vonesa n\u00eb fillimin e procesit m\u00ebsimor.<\/p>\n<p>Arsimi \u00ebsht\u00eb sektor q\u00eb duhet trajtuar me prioritet, sepse ndikon n\u00eb t\u00eb ardhmen e shoq\u00ebris\u00eb, prandaj programet e partive politike jan\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe duhet t\u00eb shihen me sy kritik.<\/p>\n<p>K\u00ebto jan\u00eb programet zgjedhore p\u00ebr arsimin t\u00eb tri partive kryesore n\u00eb vend:<\/p>\n<p><strong>L\u00ebvizja Vet\u00ebvendosje (LVV): Program q\u00eb nuk trajton thelbin e problemit<\/strong><\/p>\n<p>Edhe n\u00eb <a href=\"https:\/\/www.vetevendosje.org\/zotimet-siguri-dhe-begati.pdf\" target=\"_blank\" rel=\"noopener\">programin<\/a> e ri, LVV-ja i kushton r\u00ebnd\u00ebsi edukimit t\u00eb hersh\u00ebm, duke synuar rritjen e numrit t\u00eb f\u00ebmij\u00ebve n\u00eb edukimin e hersh\u00ebm, n\u00ebp\u00ebrmjet p\u00ebrfshirjes s\u00eb tyre n\u00eb \u00e7erdhe.<\/p>\n<p>P\u00ebr arsimin parauniversitar, p\u00ebrve\u00e7 t\u00eb tjerash, LVV-ja parasheh vazhdimin e programit t\u00eb licensimit t\u00eb m\u00ebsimdh\u00ebn\u00ebsve, hapjen e pes\u00eb gjimnazeve t\u00eb specializuara, m\u00ebsimin gjith\u00ebditor n\u00eb gjith\u00eb vendin, digjitalizimin e shkollave, si dhe rishikimin dhe rivler\u00ebsimin e t\u00eb gjitha teksteve shkollore, kurse p\u00ebr disa l\u00ebnd\u00eb edhe p\u00ebrkthimin dhe digjitalizimin e materialeve shkollore.<\/p>\n<p>P\u00ebr arsimin universitar, LVV-ja planifikon mb\u00ebshtetjen e programeve t\u00eb k\u00ebrkimit shkencor t\u00eb universiteteve publike, t\u00eb cilat do t\u00eb profilizohen, dhe buxhetimin bazuar n\u00eb performanc\u00eb. Gjithashtu, LVV-ja parasheh nd\u00ebrtimin e nj\u00eb konvikti t\u00eb ri dhe tri sallave t\u00eb reja p\u00ebr Bibliotek\u00ebn Universitare brenda Qendr\u00ebs s\u00eb Student\u00ebve t\u00eb Universitetit t\u00eb Prishtin\u00ebs.<\/p>\n<p>LVV-ja, edhe n\u00eb programin e ri, e p\u00ebrmend si arritje lirimin nga pagesa p\u00ebr studime n\u00eb universitete publike. Po ashtu, premton vazhdimin e programit t\u00eb bursave, me t\u00eb cilin mb\u00ebshteten t\u00eb gjith\u00eb student\u00ebt n\u00eb nevoj\u00eb, t\u00eb cil\u00ebt kryejn\u00eb studimet larg lokacionit ku jetojn\u00eb dhe zgjerimin e mb\u00ebshtetjes me bursa edhe p\u00ebr student\u00ebt n\u00eb arsimin e lart\u00eb jopublik. Duhet p\u00ebrmendur se nj\u00eb nga <a href=\"https:\/\/kallxo.com\/lajm\/hapet-aplikimi-per-shtesat-prej-100-euro-per-studentet-dhe-bursen-e-mobilitetit-murati-tregon-kriteret\/\" target=\"_blank\" rel=\"noopener\">vendimet<\/a> e fundit t\u00eb LVV-s\u00eb, n\u00eb prag t\u00eb zgjedhjeve lokale, ka qen\u00eb ndarja e shtes\u00ebs s\u00eb nj\u00ebhershme prej 100 eurove p\u00ebr student\u00eb.<\/p>\n<p>Premtimet e LVV-s\u00eb jan\u00eb n\u00eb linj\u00eb me Strategjin\u00eb dhe Planin Komb\u00ebtar p\u00ebr Zhvillim 2030, por shumica e k\u00ebtyre premtimeve do t\u00eb duhej t\u00eb realizoheshin q\u00eb n\u00eb mandatin e par\u00eb. Fokusi kryesor i LVV-s\u00eb do t\u00eb duhej t\u00eb ishte te rritja e p\u00ebrgjithshme e cil\u00ebsis\u00eb n\u00eb arsim, e jo te \u00e7\u00ebshtje m\u00eb an\u00ebsore, ta z\u00ebm\u00eb, si lirimi i student\u00ebve nga pagesa p\u00ebr arsimin e lart\u00eb.<\/p>\n<p>P\u00ebrgjith\u00ebsisht, programi i LVV-s\u00eb p\u00ebr arsimin karakterizohet nga thjesht\u00ebsimi i problematikave n\u00eb k\u00ebt\u00eb sektor dhe mungesa e vizionit dhe guximit p\u00ebr t\u00eb nd\u00ebrmarr\u00eb vendime m\u00eb p\u00ebrmbajtjesore dhe jopopuliste.<\/p>\n<p><strong>Partia Demokratike e Kosov\u00ebs (PDK): Qasje e p\u00ebrgjithshme p\u00ebr probleme konkrete<\/strong><\/p>\n<p>P\u00ebr arsimin parafillor, n\u00eb <a href=\"https:\/\/bedrihamza.info\/programizgjedhor\" target=\"_blank\" rel=\"noopener\">programin<\/a> e ri, PDK-ja parasheh program komb\u00ebtar p\u00ebr zhvillimin n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme, me rritjen e numrit t\u00eb f\u00ebmij\u00ebve n\u00eb institucione parafillore dhe kapaciteteve t\u00eb \u00e7erdheve, investime n\u00eb infrastruktur\u00eb, resurse njer\u00ebzore dhe programe edukative, si dhe mb\u00ebshtetje financiare p\u00ebr regjistrimin e f\u00ebmij\u00ebve n\u00eb \u00e7erdhe jopublike.<\/p>\n<p>P\u00ebr arsimin parauniversitar, PDK-ja planifikon nd\u00ebrtimin e shkollave t\u00eb reja dhe zgjerimin e atyre ekzistuese p\u00ebr m\u00ebsim gjith\u00ebditor, shqyrtimin e kurrikulave dhe teksteve shkollore, rritjen e siguris\u00eb n\u00eb shkolla dhe ofrimin e sh\u00ebrbimeve profesionale.<\/p>\n<p>Gjithashtu, PDK-ja parasheh avancimin e arsimit profesional, avancimin e kurrikul\u00ebs, si dhe p\u00ebrfshirjen e materialeve m\u00ebsimore digjitale n\u00eb shkolla.<\/p>\n<p>P\u00ebr arsimin e lart\u00eb, PDK-ja parasheh rritje t\u00eb financimit t\u00eb universiteteve p\u00ebr infrastruktur\u00eb dhe performanc\u00eb m\u00eb t\u00eb mir\u00eb, programe duale q\u00eb nd\u00ebrlidhin m\u00ebsimin akademik me praktik\u00ebn, krijimin e qendrave p\u00ebr k\u00ebrkim dhe zhvillim, zhvillim t\u00eb treguesve t\u00eb qart\u00eb t\u00eb performanc\u00ebs dhe p\u00ebr rritje t\u00eb cil\u00ebsis\u00eb dhe transparenc\u00ebs, nd\u00ebrkomb\u00ebtarizim t\u00eb arsimit t\u00eb lart\u00eb, fuqizim t\u00eb qendrave t\u00eb orientimit n\u00eb karrier\u00eb n\u00eb institucione t\u00eb arsimit t\u00eb lart\u00eb dhe fond t\u00eb bursave p\u00ebr studime brenda dhe jasht\u00eb vendit, me prioritet deg\u00ebt deficitare.<\/p>\n<p>N\u00eb p\u00ebrgjith\u00ebsi, programi i PDK-s\u00eb prek disa \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme p\u00ebr sistemin e arsimit n\u00eb vend, por qasja me t\u00eb cil\u00ebn adresohen k\u00ebto probleme konkrete \u00ebsht\u00eb mjaft e p\u00ebrgjithshme. Mungon nj\u00eb shpjegim i holl\u00ebsish\u00ebm i zgjidhjes s\u00eb k\u00ebtyre problemeve dhe masave q\u00eb duhet t\u00eb nd\u00ebrmerren. Edhe n\u00eb rastin e PDK-s\u00eb, v\u00ebrehet munges\u00eb guximi p\u00ebr vendime m\u00eb p\u00ebrmbajtjesore.<\/p>\n<p><strong>Lidhja Demokratike e Kosov\u00ebs (LDK): Program i cek\u00ebt, por i detajuar<\/strong><\/p>\n<p>In the latest <a href=\"https:\/\/lidhjademokratike.org\/wp-content\/uploads\/LDK_Programi_Zgjedhjet_Dhjetor_Digjitale.pdf\" target=\"_blank\" rel=\"noopener\">programin<\/a> e saj p\u00ebr zgjedhjet e 28 dhjetorit, LDK-ja planifikon implementimin e m\u00ebsimit gjith\u00ebditor n\u00eb t\u00ebr\u00eb Kosov\u00ebn, nd\u00ebrtimin e 80 \u00e7erdheve t\u00eb reja dhe rritjen e p\u00ebrfshirjes n\u00eb edukimin e hersh\u00ebm.<\/p>\n<p>P\u00ebr arsimin parauniversitar, LDK-ja premton digjitalizimin e shkollave dhe m\u00ebsimdh\u00ebnies, duke i pajisur me teknologji moderne, laborator\u00eb digjital\u00eb dhe internet t\u00eb shpejt\u00eb, si dhe zhvillimin profesional t\u00eb m\u00ebsimdh\u00ebn\u00ebsve n\u00ebp\u00ebrmjet programeve t\u00eb detyrueshme t\u00eb trajnimit dhe certifikimit. Gjithashtu, LDK-ja parasheh forcimin e arsimit profesional dhe dual bashk\u00eb me industrin\u00eb.<\/p>\n<p>P\u00ebr arsimin e lart\u00eb, LDK-ja synon krijimin e kushteve p\u00ebr hulumtim e partneritete nd\u00ebrkomb\u00ebtare, si dhe harmonizim t\u00eb procesit t\u00eb akreditimit me praktikat m\u00eb t\u00eb mira t\u00eb BE-s\u00eb. Kurse, si investimin m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr cil\u00ebsin\u00eb e m\u00ebsimit n\u00eb vend, LDK-ja e konsideron forcimin dhe reformimin e Fakultetit t\u00eb Edukimit.<\/p>\n<p>Ndon\u00ebse p\u00ebr disa masa LDK-ja ka ofruar nj\u00eb kosto buxhetore, n\u00eb program nuk shpjegohen holl\u00ebsi t\u00eb tjera p\u00ebr analiz\u00ebn e gjendjes aktuale dhe m\u00ebnyr\u00ebs se si do t\u00eb nd\u00ebrmerren k\u00ebto masa. P\u00ebr shembull, nuk sqarohet se si do t\u00eb ndodh\u00eb reformimi i Fakultetit t\u00eb Edukimit, marr\u00eb parasysh autonomin\u00eb institucionale q\u00eb e ka nj\u00eb universitet publik. Shto k\u00ebtu pyetjen q\u00eb shtrohet pashmangsh\u00ebm: a mjaftojn\u00eb vet\u00ebm n\u00ebnt\u00eb masa t\u00eb p\u00ebrgjithshme t\u00eb planifikuara p\u00ebr kat\u00ebr vjet mandat p\u00ebr p\u00ebrmir\u00ebsimin e gjendjes n\u00eb arsim?<\/p>\n<p><strong>\u00c7far\u00eb do t\u00eb duhej t\u00eb p\u00ebrmbanin programet p\u00ebr arsimin nga partit\u00eb politike?<\/strong><\/p>\n<p>P\u00ebr ta treguar vizionin e tyre t\u00eb plot\u00eb p\u00ebr arsimin n\u00eb kat\u00ebr vjet\u00ebt e ardhsh\u00ebm, anash premtimeve t\u00eb stolisura bukur, premtimeve populiste e t\u00eb paguximshme, partit\u00eb politike n\u00eb vend nuk ofrojn\u00eb ndonj\u00eb program p\u00ebrmbajtjesor, i cili i ofron vendit nj\u00eb p\u00ebrmir\u00ebsim t\u00eb domsdosh\u00ebm t\u00eb sektorit t\u00eb arsimit.<\/p>\n<p>M\u00eb konkretisht, partit\u00eb politike do t\u00eb duhej t\u2019i shqyrtonin k\u00ebto gjasht\u00eb \u00e7\u00ebshtje p\u00ebrmbajtjesore dhe t\u00eb tregonin me nj\u00eb analiz\u00eb e plan t\u00eb holl\u00ebsish\u00ebm se si do t\u2019i trajtojn\u00eb k\u00ebto \u00e7\u00ebshtje:<\/p>\n<blockquote><p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">1. Rivler\u00ebsimin dhe miratimin e teksteve t\u00eb reja shkollore p\u00ebr nx\u00ebn\u00ebsit n\u00eb nivelin parauniversitar; <\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">2. Hartimin e nj\u00eb projekti nacional p\u00ebr testimin profesional e pedagogjik t\u00eb m\u00ebsimdh\u00ebn\u00ebsve t\u00eb nivelit parauniversitar;<\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">3. Fuqizimin e arsimit profesional si mekaniz\u00ebm p\u00ebr nd\u00ebrlidhjen mes programeve t\u00eb shkollimit dhe tregut t\u00eb pun\u00ebs; <\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">5. Rritjen e cil\u00ebsis\u00eb n\u00eb arsimin e lart\u00eb n\u00ebp\u00ebrmjet uljes s\u00eb numrit t\u00eb student\u00ebve n\u00eb programe t\u00eb mbipopulluara dhe rritjes s\u00eb numrit t\u00eb student\u00ebve n\u00eb programe inovative dhe profesionale;<\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">6. Rritja e ci\u00ebsis\u00eb s\u00eb arsimit t\u00eb lart\u00eb p\u00ebrmes forcimit t\u00eb mekanizmave t\u00eb akreditimit dhe profilizimit t\u00eb skajsh\u00ebm t\u00eb universiteteve t\u00eb tjera publike, t\u00eb cilat duhet t\u00eb ofrojn\u00eb vet\u00ebm programe t\u00eb studimit q\u00eb nuk ofrohen nga Universiteti i Prishtin\u00ebs.<\/span><\/p><\/blockquote>\n<p>Nx\u00ebn\u00ebsit dhe m\u00ebsimdh\u00ebn\u00ebsit duhet t\u00eb pajisen me tekste t\u00eb reja m\u00ebsimore, ngaq\u00eb tekstet me t\u00eb cilat punojn\u00eb aktualisht jan\u00eb vler\u00ebsuar me gabime dhe jodidaktike. M\u00eb tej, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb m\u00ebsimdh\u00ebn\u00ebsit t\u00eb p\u00ebrdit\u00ebsohen vazhdimisht me metodat bashk\u00ebkohore t\u00eb m\u00ebsimdh\u00ebnies.<\/p>\n<p>Gjithashtu, duhet t\u00eb sigurohet infrastruktura shkollore e p\u00ebrshtashme p\u00ebr m\u00ebsimdh\u00ebnie dhe m\u00ebsimnx\u00ebnie, ngaq\u00eb me tekste t\u00eb vjetra, infrastruktur\u00eb t\u00eb pap\u00ebrshtatshme, planprograme t\u00eb mbingarkuara, num\u00ebr t\u00eb madh t\u00eb nx\u00ebn\u00ebsve n\u00eb nj\u00eb klas\u00eb, e k\u00ebshtu me radh\u00eb, \u2013 \u201cngritja e cil\u00ebsis\u00eb s\u00eb arsimit\u201d mbetet vet\u00ebm nj\u00eb fars\u00eb dhe premtim elektoral.<\/p>\n<p>Arsimi \u00ebsht\u00eb sektor i ndjesh\u00ebm dhe i nj\u00eb r\u00ebnd\u00ebsie t\u00eb ve\u00e7ant\u00eb p\u00ebr t\u00eb ardhmen e vendit, prandaj nuk duhet t\u00eb jet\u00eb peng i kalkulimeve politike ditore, i blerjes s\u00eb paqes sociale, por duhet t\u00eb pasqyroj\u00eb vizionin e shoq\u00ebris\u00eb p\u00ebr nj\u00eb t\u00eb ardhme m\u00eb t\u00eb mir\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb frym\u00eb, do t\u00eb ishte i mir\u00ebseardhur nj\u00eb reflektim m\u00eb i thell\u00eb i partive politike lidhur sistemin arsimor n\u00eb vend.<\/p>","protected":false},"excerpt":{"rendered":"<p>Strategjia dhe Plani Komb\u00ebtar p\u00ebr Zhvillim 2030 e sheh arsimin e qassh\u00ebm dhe cil\u00ebsor si q\u00ebllimin e kat\u00ebrt zhvillimor p\u00ebr Kosov\u00ebn.
