Megjithat\u00eb, BE-ja vazhdon t\u00eb pretendoj\u00eb sikur ende po e luan loj\u00ebn e vjet\u00ebr, teksa shtetet an\u00ebtare, nj\u00ebkoh\u00ebsisht, propozojn\u00eb ndryshimin e rregullave.<\/p>\n<p class=\" translation-block\">Teksa Komisioni Europian mban narrativ\u00ebn e tij \u201c28 deri m\u00eb 2028\u201d, duke l\u00ebn\u00eb t\u00eb kuptohet se BE-ja mund t\u00eb zgjerohet nga 27 n\u00eb 28 an\u00ebtar\u00eb dhe duke i ofruar Malit t\u00eb Zi nj\u00eb horizont t\u00eb mundsh\u00ebm t\u00eb an\u00ebtar\u00ebsimit deri m\u00eb 2028, dy dokumente t\u00eb publikuara s\u00eb fundmi \u2013 nj\u00eb <em>non-paper <\/em>nga pes\u00eb shtete an\u00ebtare t\u00eb BE-s\u00eb dhe nj\u00eb let\u00ebr nga kancelari gjerman, Friedrich Merz \u2013 tregojn\u00eb nj\u00eb realitetit t\u00ebr\u00ebsisht tjet\u00ebr.<\/p>\n<p>Kjo ngre pyetjen n\u00ebse procesi i zgjerimit t\u00eb BE-s\u00eb po e humb q\u00ebllimin e tij fillestar si rrug\u00eb drejt an\u00ebtar\u00ebsimit t\u00eb plot\u00eb, me shtetet an\u00ebtare t\u00eb BE-s\u00eb q\u00eb p\u00ebrher\u00eb e m\u00eb shum\u00eb po p\u00ebrpiqen ta z\u00ebvend\u00ebsojn\u00eb at\u00eb me forma t\u00eb reja t\u00eb integrimit t\u00eb pjessh\u00ebm pa ofruar nj\u00eb rrug\u00eb t\u00eb qart\u00eb dhe t\u00eb besueshme drejt an\u00ebtar\u00ebsimit n\u00eb BE.<\/p>\n<p class=\" translation-block\"><strong>Nj\u00eb <em>non-paper<\/em> propozon integrim gradual n\u00eb tregun e p\u00ebrbashk\u00ebt t\u00eb BE-s\u00eb<\/strong><\/p>\n<p class=\" translation-block\">Nj\u00eb <a href=\"https:\/\/europeanwesternbalkans.com\/2026\/05\/20\/five-eu-members-propose-gradual-accession-of-the-western-balkans-to-single-market\/\" target=\"_self\"><em>non-paper<\/em><\/a> i qarkulluar nga pes\u00eb shtete an\u00ebtare t\u00eb BE-s\u00eb (Austria, \u00c7ekia, Italia, Sllovakia dhe Sllovenia) propozon integrim gradual dhe sipas merit\u00ebs n\u00eb tregun e p\u00ebrbashk\u00ebt p\u00ebr t\u00eb gjitha shtetet kandidate p\u00ebr BE, pa trajtim preferencial p\u00ebr Ukrain\u00ebn.<\/p>\n<p>Ky non-paper propozon integrim gradual sektorial n\u00ebp\u00ebrmjet qasjes hap pas hapi n\u00eb tregun e energjis\u00eb, tregun e p\u00ebrbashk\u00ebt digjital dhe mobilitetin e t\u00eb rinjve, n\u00eb k\u00ebmbim t\u00eb kritereve reformuese.<\/p>\n<p>N\u00eb nivelin teknik, k\u00ebto jan\u00eb p\u00ebrfitime dometh\u00ebn\u00ebse: qasja m\u00eb e madhe n\u00eb treg, kostoja m\u00eb e ul\u00ebt e energjis\u00eb dhe mobiliteti m\u00eb i mir\u00eb do t\u00eb sillnin p\u00ebrfitime konkrete p\u00ebr bizneset dhe t\u00eb rinjt\u00eb q\u00eb sot.<\/p>\n<p class=\" translation-block\">Megjithat\u00eb, ky <em>non-paper<\/em> nuk e trajton pyetjen kryesore n\u00ebse ky proces do t\u00eb \u00e7onte drejt an\u00ebtar\u00ebsimit t\u00eb plot\u00eb n\u00eb BE. Integrimi sektorial ka kuptim vet\u00ebm n\u00ebse sh\u00ebrben si rrug\u00eb drejt an\u00ebtar\u00ebsimit, e jo si z\u00ebvend\u00ebsim i tij.<\/p>\n<p>N\u00eb praktik\u00eb, kjo paqart\u00ebsi u sh\u00ebrben shteteve an\u00ebtare t\u00eb BE-s\u00eb. Integrimi sektorial u lejon atyre t\u00eb japin sinjale t\u00eb angazhimit pa u p\u00ebrballur me zgjedhje t\u00eb v\u00ebshtira politike. An\u00ebtar\u00ebsimi i plot\u00eb n\u00ebnkupton pranimin e an\u00ebtar\u00ebve t\u00eb rinj n\u00eb institucionet e BE-s\u00eb, ndarjen e fuqis\u00eb s\u00eb vot\u00ebs dhe absorbimin e kostove t\u00eb konsiderueshme financiare dhe politike. Integrimi sektorial i shmang k\u00ebto zotime, duke krijuar paraqitjen e veprimit pa ndonj\u00eb obligim real.<\/p>\n<p>N\u00eb Ballkanin Per\u00ebndimor, hapat e p\u00ebrkohsh\u00ebm pa afate t\u00eb qarta p\u00ebr an\u00ebtar\u00ebsim shpesh jan\u00eb shnd\u00ebrruar n\u00eb objektiva p\u00ebrfundimtare. Pa afate konkrete, integrimi gradual ose i pjessh\u00ebm rrezikon t\u00eb kthehet n\u00eb z\u00ebvend\u00ebsim t\u00eb p\u00ebrhersh\u00ebm p\u00ebr zgjerimin, duke e formalizuar n\u00eb m\u00ebnyr\u00eb efektive status quo-n\u00eb.<\/p>\n<p class=\" translation-block\"><strong>Kancelari Merz propozon \u201c<em>an\u00ebtar\u00ebsim t\u00eb asociuar<\/em>\u201d p\u00ebr Ukrain\u00ebn dhe \u201c<em>status t\u00eb v\u00ebzhguesit<\/em>\u201d p\u00ebr Ballkanin Per\u00ebndimor dhe Moldavin\u00eb<\/strong><\/p>\n<p class=\" translation-block\"><a href=\"https:\/\/www.reuters.com\/world\/europe\/germanys-merz-pitches-associate-eu-membership-ukraine-2026-05-21\/\" target=\"_self\">Letra<\/a> e dyt\u00eb nga kancelari gjerman Friedrich Merz paraqet vizionin e tij p\u00ebr zgjerimin, duke propozuar \u201c<em>an\u00ebtar\u00ebsim t\u00eb asociuar<\/em>\u201d p\u00ebr Ukrain\u00ebn dhe status t\u00eb v\u00ebzhguesit p\u00ebr vendet e Ballkanit Per\u00ebndimor dhe Moldavin\u00eb.<\/p>\n<p>Ky propozim n\u00eb radh\u00eb t\u00eb par\u00eb niset nga konsideratat gjeopolitike dhe \u00ebsht\u00eb kund\u00ebr qasjes t\u00eb bazuar n\u00eb merita, q\u00eb \u00ebsht\u00eb promovuar nga BE-ja.<\/p>\n<p>Berlini tani po e pranon at\u00eb q\u00eb prej koh\u00ebsh \u00ebsht\u00eb n\u00ebnkuptuar n\u00eb Bruksel: an\u00ebtar\u00ebsimi i plot\u00eb i Ukrain\u00ebs nuk \u00ebsht\u00eb realist. Shkalla e integrimit, p\u00ebrfshir\u00eb nj\u00eb sektor t\u00eb madh bujq\u00ebsor, mij\u00ebra p\u00ebrshtatje ligjore, si dhe rind\u00ebrtimin pas luft\u00ebs, e b\u00ebn an\u00ebtar\u00ebsimin t\u00eb pamundur n\u00eb planin afatshkurt\u00ebr.<\/p>\n<p class=\" translation-block\">Propozimi p\u00ebr \u201c<em>an\u00ebtar\u00ebsim t\u00eb asociuar<\/em>\u201d p\u00ebr Ukrain\u00ebn sinjalizon rreshtim me Per\u00ebndimin dhe i jep siguri Kievit, tekse shmang kufizimet institucionale t\u00eb vet\u00eb BE-s\u00eb. Ai ofron dukshm\u00ebri dhe ndikim, por pa t\u00eb drejt\u00eb t\u00eb vot\u00ebs apo autoritet formal vendimmarr\u00ebs. Ukraina do ta fitonte nj\u00eb ul\u00ebse n\u00eb institucionet e BE-s\u00eb, por pa pesh\u00eb politike reale. Vet\u00eb presidenti Zelensky, n\u00eb <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraines-zelenskiy-says-proposal-associate-eu-membership-unfair-2026-05-23\/\" target=\"_self\">nj\u00eb let\u00ebr p\u00ebr udh\u00ebheq\u00ebsit e BE-s\u00eb<\/a>, e ka b\u00ebr\u00eb t\u00eb qart\u00eb se kjo nuk mjafton dhe e ka quajtur propozimin t\u00eb padrejt\u00eb, duke argumentuar se ai do ta linte Ukrain\u00ebn n\u00eb nj\u00eb pozit\u00eb ku do t\u00eb ishte e pranishme, por s\u2019do t\u00eb kishte z\u00eb.<\/p>\n<p class=\" translation-block\">Nga ana tjet\u00ebr, letra ofron shum\u00eb pak p\u00ebr Ballkanin Per\u00ebndimor dhe Moldavin\u00eb, q\u00eb kan\u00eb pritur p\u00ebr vite t\u00eb t\u00ebra. N\u00eb vend t\u00eb an\u00ebtar\u00ebsimit, ato do t\u00eb vendoseshin n\u00eb nj\u00eb kategori t\u00eb \u201c<em>v\u00ebzhguesit<\/em>\u201d<em>, <\/em>nj\u00eb nivel i ri midis korridorit dhe der\u00ebs, t\u00eb pezulluara n\u00eb nj\u00eb purgator diplomatik.<\/p>\n<p>N\u00eb vend se ta p\u00ebrmir\u00ebsoj\u00eb procesin e zgjerimit, kjo qasje e riorganizon fqinj\u00ebsin\u00eb e BE-s\u00eb n\u00eb nj\u00eb periferi t\u00eb p\u00ebrhershme, pa rrug\u00eb t\u00eb qart\u00eb drejt an\u00ebtar\u00ebsimit. P\u00ebr vendet q\u00eb kan\u00eb kaluar m\u00eb shum\u00eb se nj\u00eb dekad\u00eb duke ndjekur reformat, duke bartur kosto t\u00eb m\u00ebdha n\u00eb politik\u00ebn e brendshme, si dhe duke ruajtur orientimin proeuropian p\u00ebrkund\u00ebr ndryshimit t\u00eb opinionit publik, mesazhi \u00ebsht\u00eb i ashp\u00ebr: rregullat mbesin n\u00eb fuqi derisa t\u00eb ndryshoj\u00eb gjeopolitika.<\/p>\n<p><strong>Nga politika e zgjerimit t\u00eb BE-s\u00eb te menaxhimi i problemeve t\u00eb BE-s\u00eb<\/strong><\/p>\n<p>N\u00eb shikim t\u00eb par\u00eb, t\u00eb dy propozimet duken inovative, por n\u00eb realitet ato pasqyrojn\u00eb nj\u00eb BE q\u00eb nuk e di m\u00eb se si t\u00eb menaxhoj\u00eb procesin e zgjerimit. N\u00eb vend se t\u00eb p\u00ebrballen drejtp\u00ebrs\u00ebdrejti me d\u00ebshtimin e vet politik, shtetet an\u00ebtare t\u00eb BE-s\u00eb po k\u00ebrkojn\u00eb m\u00ebnyra t\u00eb reja p\u00ebr ta mbuluar munges\u00ebn e zgjerimit t\u00eb mir\u00ebfillt\u00eb duke rishpikur dhoma t\u00eb reja t\u00eb pritjes.<\/p>\n<p>Zgjerimi i BE-s\u00eb ishte lavd\u00ebruar p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb si nj\u00eb nga mjetet m\u00eb t\u00eb suksesshme n\u00eb politik\u00ebn e jashtme t\u00eb BE-s\u00eb. Megjithat\u00eb, sot, ai nuk duket m\u00eb si proces largpam\u00ebs apo transformues, por p\u00ebrher\u00eb e m\u00eb shum\u00eb i ngjan nj\u00eb p\u00ebrpjekjeje p\u00ebr ta menaxhuar nj\u00eb problem e jo p\u00ebr ta ndjekur nj\u00eb politik\u00eb.<\/p>\n<p>K\u00ebto propozime nuk tregojn\u00eb se BE-ja po p\u00ebrgatitet p\u00ebr zgjerim. Ato nuk shihen si produkt i nj\u00eb blloku politik q\u00eb ka shpenzuar tri dekada duke p\u00ebrkufizuar zgjerimin si angazhim transformues.<\/p>\n<p>Kjo do ta dob\u00ebsoj\u00eb seriozisht besueshm\u00ebrin\u00eb e procesit t\u00eb zgjerimit t\u00eb BE-s\u00eb dhe asnj\u00eb kombinim pakosh sektoriale, ul\u00ebsesh t\u00eb v\u00ebzhguesve apo an\u00ebtar\u00ebsimeve t\u00eb asociuara nuk mund ta rregulloj\u00eb at\u00eb.
