Q\u00eb nga p\u00ebrfundimi i luft\u00ebs, k\u00ebto duket t\u00eb jen\u00eb majaja p\u00ebr projekte, trajnime e raporte t\u00eb panum\u00ebrta, aq mbizot\u00ebruese saq\u00eb inflacioni i tyre duket i pashmangsh\u00ebm.<\/p>\n<p>Duket se n\u00eb ligj\u00ebrimin publik \u00ebsht\u00eb konsoliduar kuptim legalist i \u201cdrejtave t\u00eb njeriut\u201d, q\u00eb p\u00ebrfushet shpesh si sh\u00ebnjues i zbraz\u00ebt dhe operacionalizohet brenda debatit publik n\u00eb format kryesisht teknik, t\u00eb fetishizuar madje. P\u00ebrdorimi i till\u00eb i t\u00eb \u201cdrejtave t\u00eb njeriut\u201d mund t\u00eb grumbullohet brenda nj\u00eb manuali me formula e ekuacione, indekse, ilustrime statistikore, metoda p\u00ebr matje \u201cpulsi\u201d, \u201cprogresi\u201d etj., e q\u00eb p\u00ebr nga that\u00ebsia mund t\u2019i ngjasoj\u00eb nj\u00eb udh\u00ebzuesi aritmetike. Nj\u00eb konceptim dhe operacionalizim i till\u00eb i t\u00eb \u2018drejtave t\u00eb njeriut\u2019 rrezikon mbylljen e diskutimeve dhe debatit ende pa u hapur.<\/p>\n<p>Si\u00e7 ndodh r\u00ebndom, disa koncepte konsolidohen si t\u00eb paprekshme, sh\u00ebrbehen n\u00eb formate formulaike dhe ngulfaten brenda nj\u00eb logjike p\u00ebrs\u00ebrit\u00ebse, sip\u00ebrfaq\u00ebsore. Dhe nd\u00ebrlikimi, ndryshe nga si mendohet zakonisht dhe ndryshe nga kuptimi mjek\u00ebsor, k\u00ebtu \u00ebsht\u00eb i domosdosh\u00ebm.<\/p>\n<p>\u00cbsht\u00eb pik\u00ebrisht konceptimi antropocentrik i t\u00eb drejtave t\u00eb njeriut q\u00eb ishte kritikuar nga filozofja Hana Arend (Hannah Arendt) n\u00eb librin e saj\u00a0<em>Origjinat e Totalitarianizmit<\/em>\u00a0(The Origins of Totalitarianism), si konceptim ahistorik i njeriut t\u00eb zhveshur nga t\u00eb gjitha atributet e tij p\u00ebrve\u00e7, si\u00e7 thot\u00eb Arendi, nga fakti i t\u00eb qen\u00ebt thjesht njeri.<\/p>\n<p>Njeriu i zhveshur \u00ebsht\u00eb njeriu pa histori, pa bashk\u00ebsi politike, pa t\u00eb drejta civile e politike, i reduktuar vet\u00ebm n\u00eb njeri, i mish\u00ebruar m\u00eb s\u00eb qarti n\u00eb figur\u00ebn e refugjatit, si\u00e7 e kemi par\u00eb p\u00ebrgjat\u00eb t\u00ebr\u00eb shekullit t\u00eb nj\u00ebzet\u00eb dhe po e shohim edhe n\u00eb shekullin aktual. Refugjati \u00ebsht\u00eb sh\u00ebmb\u00eblltyra e njeriut t\u00eb pa shtet, i njeriut t\u00eb p\u00ebrjashtuar nga njer\u00ebzimi pavar\u00ebsisht diskursit ton\u00eb humanitar. Dhe kjo \u00ebsht\u00eb katastrofa e v\u00ebrtet\u00eb sipas Arendit, humbja e bashk\u00ebsis\u00eb politike e cila do t\u00eb mund t\u2019i garantonte t\u00eb drejtat e njeriut.<\/p>\n<p>Deklarata e t\u00eb Drejtave t\u00eb Njeriut, ashtu sikurse edhe num\u00ebrimi i t\u00eb drejtave t\u00eb njeriut p\u00ebrbrenda instrumenteve legale shtet\u00ebrore (p.sh.
