As the country moves closer to the final stages of negotiations, competing narratives are expected to portray Montenegro either as evidence that EU enlargement\u00a0remains\u00a0credible or as an example of external political influence shaping domestic reforms.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">With the peak summer tourist season now underway, Montenegro is also likely to experience a familiar pattern of seasonal information manipulation targeting its tourism sector. Previous years have demonstrated that isolated incidents involving prices, border crossings, public services, environmental conditions or security are frequently exaggerated or misrepresented to discourage visitors, particularly from neighboring Serbia. Recent\u00a0<\/span><a href=\"https:\/\/www.raskrinkavanje.me\/analiza\/sezonske-dezinformacije-kako-se-od-cijene-parkinga-napravi-upozorenje-za-turiste\/\"><span data-contrast=\"none\">misleading reporting\u00a0surrounding parking charges at Tivat Airport<\/span><\/a><span data-contrast=\"auto\">\u00a0illustrates how\u00a0narrowly applicable local decisions can quickly be transformed into sensational claims portraying Montenegro as excessively expensive or hostile towards tourists. Similar narratives may continue throughout July, contributing to broader political messaging concerning governance, bilateral relations and economic decline.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The ongoing exchange of entry bans between Belgrade and Podgorica is likely to keep producing narratives that distort the facts. Each new ban will\u00a0probably be\u00a0framed as \u201cboth sides doing the same thing,\u201d making it look as if Serbia and Montenegro are equally at fault and equally wronged.\u00a0This framing obscures\u00a0an important difference\u00a0between the cases. Montenegro\u2019s ban concerned a\u00a0<\/span><a href=\"https:\/\/vreme.com\/en\/vesti\/dragan-j-vucicevic-crna-gora-informer-urednik\/\"><span data-contrast=\"none\">Serbian tabloid editor<\/span><\/a><span data-contrast=\"auto\">\u00a0after public statements described as hate speech (a criminal offence in\u00a0Montenegro). Serbia\u2019s response, however, has affected Montenegrin media figures including\u00a0<\/span><a href=\"https:\/\/safejournalists.net\/alert\/safejournalists-entry-bans-on-montenegrin-journalists-must-be-immediately-revoked\/\"><span data-contrast=\"none\">reputable TV journalists<\/span><\/a><span data-contrast=\"auto\">\u00a0and\u00a0<\/span><a href=\"https:\/\/balkaninsight.com\/2026\/07\/06\/birn-montenegro-executive-director-barred-from-entering-serbia\/bi\/\"><span data-contrast=\"none\">investigative journalists<\/span><\/a><span data-contrast=\"auto\">\u00a0reporting\u00a0on corruption. Presenting these as equivalent serves one purpose \u2014 to make pressure on media freedom look mutual and therefore less serious, instead of judging each case on what actually happened.<\/span><\/p>\n<p><a href=\"https:\/\/europeanwesternbalkans.com\/2026\/07\/07\/montenegros-governing-majority-and-opposition-agree-on-constitutional-and-judicial-reforms\/\"><span data-contrast=\"none\">The agreement<\/span><\/a><span data-contrast=\"auto\">\u00a0between government and opposition on constitutional changes and oversight is likely to face two competing narratives. One will claim\u00a0it\u2019s\u00a0a backroom deal between political elites rather than a real reform. The other will claim the\u00a0whole process\u00a0is being dictated from outside, by the EU or other foreign actors. These two stories point in opposite directions, but they aim at the same result: making the\u00a0<\/span><a href=\"https:\/\/www.hraction.org\/2026\/07\/07\/hra-welcomes-the-launch-of-constitutional-amendments-and-the-agreement-between-the-government-and-the-opposition\/\"><span data-contrast=\"none\">constitutional amendments process<\/span><\/a><span data-contrast=\"auto\">\u00a0including\u00a0eventual referendum look illegitimate before it even happens, so that whatever the outcome, it can be dismissed as not credible.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As preparations continue for\u00a0<\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20260612IPR45326\/enlargement-meps-assess-the-progress-of-five-western-balkans-countries\"><span data-contrast=\"none\">further accession reforms<\/span><\/a><span data-contrast=\"auto\">, questions surrounding\u00a0institutional\u00a0independence,\u00a0<\/span><a href=\"https:\/\/europeanwesternbalkans.com\/2026\/06\/17\/european-parliament-adopts-reports-on-five-western-balkan-countries\/\"><span data-contrast=\"none\">media freedom and democratic governance<\/span><\/a><span data-contrast=\"auto\">\u00a0are also likely to remain present in public debate. Continued international attention to democratic standards, media freedom, electoral\u00a0conditions\u00a0and the rule of law may generate competing narratives portraying European criticism either as legitimate democratic oversight or as politically motivated interference directed against Serbian sovereignty. A recurring pattern in pro-government Serbian media is to personalize such criticism by targeting named European political figures, such as Tonino Picula or Marta Kos; when no individual target is available, the framing often shifts toward broader \u201chostile\u201d entities, institutions or states portrayed as acting against Serbia.
