Mir\u00ebpo, anashkalimi dhe moskoordinimi me aleat\u00ebt kryesor\u00eb t\u00eb Kosov\u00ebs, p\u00ebrmes veprimeve t\u00eb nj\u00ebanshme t\u00eb qeveris\u00eb gjat\u00eb kriz\u00ebs s\u00eb fundit n\u00eb veri t\u00eb vendit, shkon kund\u00ebr frym\u00ebs dhe logjik\u00ebs s\u00eb k\u00ebtyre dokumenteve.<\/p>\n<p>\u00c7\u00ebshtjet q\u00eb qeveria ka problematizuar n\u00eb veri \u2013 prej targave, dokumenteve personale e s\u00eb fundmi bojkotimit t\u00eb zgjedhjeve nga qytetar\u00ebt me p\u00ebrkat\u00ebsi serbe \u2013 vazhdimisht ka tentuar t\u2019i zgjidh\u00eb pa sukses p\u00ebrmes veprimeve policore, duke injoruar edhe rekomandimet, edhe bashk\u00ebrendimin me partner\u00ebt ky\u00e7\u00eb. Kjo qasje, p\u00ebrve\u00e7q\u00eb ka \u00e7uar n\u00eb tensionim me shtetet mike, ka sjell\u00eb nj\u00eb frym\u00eb ku besohet q\u00eb bashk\u00ebpunimi dhe koordinimi nuk jan\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe Kosova thjesht po ushtron pushtetin e saj shtet\u00ebror.<\/p>\n<p>Kjo detyrimisht ka \u00e7uar te largimi nga praktika e deritanishme e shtetit t\u00eb Kosov\u00ebs, q\u00eb ka mbajtur raport t\u00eb ngusht\u00eb k\u00ebshillues e koordinues me ShBA-n\u00eb, aleatin m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb Kosov\u00ebs. Veprimet e Qeveris\u00eb Kurti karshi dialogut Kosov\u00eb-Serbi dhe komunitetit serb n\u00eb veri t\u00eb vendit jan\u00eb trumpetuar si ushtrim i zakonsh\u00ebm i mbrojtjes s\u00eb sovranitetit dhe integritetit territorial, veprime t\u00eb cilat arrit\u00ebn pik\u00ebn kulmore me kriz\u00ebn aktuale politike dhe konfrontimin n\u00eb veri t\u00eb vendit. N\u00eb an\u00ebn tjet\u00ebr, fryma e krijuar q\u00eb e sheh bashk\u00ebrendimin dhe koordinimin me aleat\u00ebt si \u00e7\u00ebshtje terciare shkon kund\u00ebr logjik\u00ebs s\u00eb dokumenteve strategjike.<\/p>\n<p><strong>Programi i Qeveris\u00eb<\/strong><\/p>\n<p>Prema\u00a0<a href=\"https:\/\/masht.rks-gov.net\/wp-content\/uploads\/2022\/06\/Programi-i-Qeverise-se-Kosoves-2021-2025.pdf\">Programit t\u00eb Qeveris\u00eb (2021-25)<\/a>, nj\u00eb prej shtyllave t\u00eb veprimtaris\u00eb s\u00eb Kosov\u00ebs n\u00eb ndjekjen dhe realizimin e interesave shtet\u00ebror\u00eb \u00ebsht\u00eb \u201c<em>bashk\u00ebpunimi i ngusht\u00eb me ShBA-n\u00eb dhe partneriteti me aleat\u00ebt n\u00eb BE, NATO dhe m\u00eb gjer\u00eb<\/em>\u201d. Tutje, n\u00eb Planin e Qeveris\u00eb, thuhet se prioritet i politik\u00ebs s\u00eb jashtme \u00ebsht\u00eb forcimi i subjektiviteti nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs. P\u00ebr ta arritur k\u00ebt\u00eb, bashk\u00ebpunimi Kosov\u00eb-ShBA shishet si fondamental. Programi shpreh se do t\u00eb synohet \u201c<em>zgjerimi i partneritetit me ShBA-n\u00eb n\u00eb aspekte t\u00eb ndryshme,\u00a0<\/em>[dhe]\u00a0<em>krahas partneritetit politik do t\u00eb thellohet bashk\u00ebpunimi n\u00eb rrafshin e siguris\u00eb, zhvillimit ekonomik, arsimit dhe diplomacis\u00eb publike<\/em>\u201d.<\/p>\n<p>Sipas dokumentit, synimi i politik\u00ebs s\u00eb jashtme t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs \u00ebsht\u00eb t\u00eb forcoj\u00eb subjektivitetin e saj nd\u00ebrkomb\u00ebtar dhe q\u00eb, p\u00ebr t\u00eb arritur k\u00ebt\u00eb synim, Republika e Kosov\u00ebs n\u00ebn qeverisjen e Kurtit do t\u00eb jet\u00eb \u2018<em>e parashikueshme dhe e guximshme, si dhe bashk\u00ebpunuese me aleat\u00ebt e miqt\u00eb tan\u00eb \u2013 ShBA-n\u00eb dhe vendet e BE-s\u00eb<\/em>.\u2019 Edhe n\u00eb raportin me Serbin\u00eb dokumenti i jep vend qendror partneritetit me ShBA-n\u00eb dhe shtetet mike europiane, Mir\u00ebpo, sjellja e Qeveris\u00eb s\u00eb Kosov\u00ebs, q\u00eb ka \u00e7uar n\u00eb konfrontim t\u00eb drejtp\u00ebrdrejt\u00eb me t\u00eb gjith\u00eb partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb, shkon kund\u00ebr frym\u00ebs dhe logjik\u00ebs s\u00eb Programit t\u00eb Qeveris\u00eb.<\/p>\n<p><strong>Strategjia e Siguris\u00eb<\/strong><\/p>\n<p>Nj\u00eb dokument tjet\u00ebr shtet\u00ebror shum\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr identifikimin e interesave vital\u00eb t\u00eb vendit \u00ebsht\u00eb\u00a0<a href=\"https:\/\/konsultimet.rks-gov.net\/viewConsult.php?ConsultationID=41353\">Strategjia e Siguris\u00eb e Kosov\u00ebs<\/a>, e cila v\u00eb n\u00eb pah k\u00ebrc\u00ebnimet me t\u00eb cilat p\u00ebrballet, si dhe vlerat e orientimin e Kosov\u00ebs. Dokumenti i jep rol qendror \u201c<em>fuqizimit dhe thellimit t\u00eb marr\u00ebdh\u00ebnieve dhe partneritetit me ShBA-n\u00eb.<\/em>\u201d N\u00eb kontekst t\u00eb k\u00ebrc\u00ebnimeve dhe rreziqeve ndaj Republik\u00ebs s\u00eb Kosov\u00ebs, sfid\u00eb kryesore \u00ebsht\u00eb pretendimi territorial i Serbis\u00eb dhe instrumentalizimi i komunitetit serb n\u00eb veri t\u00eb vendit. Kjo, sipas dokumentit, ndodh si pasoj\u00eb e integrimit jo t\u00eb plot\u00eb t\u00eb qytetar\u00ebve t\u00eb k\u00ebsaj pjese, q\u00eb shfryt\u00ebzohet nga Serbia p\u00ebr realizimin e q\u00ebllimeve t\u00eb saj n\u00eb Kosov\u00eb.<\/p>\n<p>N\u00eb frym\u00ebn e asaj q\u00eb shprehet n\u00eb Strategjin\u00eb e Siguris\u00eb dhe analiz\u00ebs faktike t\u00eb gjendjes, veprimet e qeveris\u00eb n\u00eb vitet e fundit nuk kan\u00eb pasur ndonj\u00eb efekt drejt integrimit t\u00eb serb\u00ebve t\u00eb veriut \u2013 p\u00ebrkundrazi, ato kan\u00eb prodhuar efektin e kund\u00ebrt duke kontribuar n\u00eb nxjerrjen e veriut dhe popullsis\u00eb s\u00eb k\u00ebsaj pjese nga kontrolli shtet\u00ebror dhe pjes\u00ebmarrja n\u00eb institucionet shtet\u00ebrore.<\/p>\n<p>Nj\u00eb fjali tjet\u00ebr interesante n\u00eb Strategji thot\u00eb shprehimisht se: \u201c<em>Rusia dhe shtetet e tjera autoritare, t\u00eb cilat marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare i shohin si raporte transaksionale nd\u00ebrmjet pal\u00ebve, synojn\u00eb destabilizimin e bot\u00ebs demokratike, p\u00ebrmes p\u00ebr\u00e7arjes s\u00eb aleancave per\u00ebndimore<\/em>.\u201d Sipas leximit tim t\u00eb pozicionit t\u00eb L\u00ebvizjes Vet\u00ebvendosje, kjo shpreh edhe nj\u00eb kund\u00ebrth\u00ebnie tjet\u00ebr t\u00eb partis\u00eb n\u00eb pushtet, pasi p\u00ebr ironi ajo vazhdimisht ka l\u00ebn\u00eb t\u00eb kuptohet q\u00eb marr\u00ebdh\u00ebniet mes shteteve n\u00eb p\u00ebrgjith\u00ebsi jan\u00eb t\u00eb bazuara vet\u00ebm n\u00eb interesa e jo n\u00eb miq\u00ebsi e vlera.<\/p>\n<p>P\u00ebrkund\u00ebr q\u00eb Strategjia bashk\u00ebpunimin dhe aleanc\u00ebn me ShBA-n\u00eb dhe shtetet e tjera per\u00ebndimore i sheh si vendimtare p\u00ebr arritjen e interesave strategjik\u00eb t\u00eb Kosov\u00ebs, si kurr\u00eb m\u00eb par\u00eb bashk\u00ebpunimi dhe marr\u00ebdh\u00ebniet me partner\u00ebt jan\u00eb n\u00eb pik\u00ebn m\u00eb t\u00eb ul\u00ebt.<\/p>\n<p><strong>Strategjia e Mbrojtjes<\/strong><\/p>\n<p><a href=\"https:\/\/konsultimet.rks-gov.net\/viewConsult.php?ConsultationID=41785\">Strategjia e Mbrojtjes e Republik\u00ebs s\u00eb Kosov\u00ebs<\/a>, e aprovuar rishtazi, u jep t\u00eb nj\u00ebjt\u00ebn r\u00ebnd\u00ebsi bashk\u00ebpunimit me vendet mike dhe prezenc\u00ebs ushtarake t\u00eb NATO-s n\u00eb Kosov\u00eb. Strategjia e Mbrojtjes thekson q\u00eb n\u00eb mesin e kat\u00ebr interesave vital\u00eb shtet\u00ebror\u00eb t\u00eb Kosov\u00ebs \u00ebsht\u00eb \u201c<em>q\u00ebndrueshm\u00ebria rajonale dhe an\u00ebtar\u00ebsimi n\u00eb organizatat nd\u00ebrkomb\u00ebtare<\/em>\u201d. N\u00eb kontekstin e politikave t\u00eb mbrojtjes s\u00eb Kosov\u00ebs, ky interes n\u00ebnkupton an\u00ebtar\u00ebsimin n\u00eb strukturat euro-atlantike t\u00eb siguris\u00eb, dhe \u00ebsht\u00eb e pamundur t\u00eb realizohet pa bashk\u00ebpunimin dhe mb\u00ebshtetjen e ShBA-s\u00eb. Sipas Strategjis\u00eb, partneriteti strategjik me ShBA-n\u00eb \u00ebsht\u00eb \u201c<em>garantues i interesave jetik\u00eb t\u00eb vendit<\/em>\u201d, dhe roli i ShBA-s\u00eb \u00ebsht\u00eb \u201c<em>ve\u00e7an\u00ebrisht i madh n\u00eb leht\u00ebsimin e integrimit n\u00eb NATO, n\u00eb nismat rajonale dhe n\u00eb zhvillimin e sektorit t\u00eb mbrojtjes dhe sidomos t\u00eb FSK-s\u00eb<\/em>\u201d.<\/p>\n<p>Nj\u00eb tjet\u00ebr synim i Kosov\u00ebs, sipas dokumentit, \u00ebsht\u00eb pjes\u00ebmarrja n\u00eb st\u00ebrvitjet e p\u00ebrbashk\u00ebta ushtarake me shtetet an\u00ebtare ose partnere t\u00eb NATO-s. Pjes\u00ebmarrja n\u00eb Defender Europe \u2013 2023 mund t\u00eb konsiderohet si organizim ky\u00e7 n\u00eb realizimin e k\u00ebtij synimi dhe p\u00ebrjashtimi i Kosov\u00ebs nga k\u00ebto st\u00ebrvitje e ka devijuar Kosov\u00ebn nga realizimi i synimeve t\u00eb saj. P\u00ebrmes largimit e prishjes s\u00eb marr\u00ebdh\u00ebnieve me aleat\u00ebt kryesor\u00eb, shtetit t\u00eb Kosov\u00ebs i jan\u00eb krijuar pengesa n\u00eb rrug\u00ebtimin e saj p\u00ebr an\u00ebtar\u00ebsim n\u00eb strukturat euro-atlantike.<\/p>\n<p>Tentimi p\u00ebr t\u2019i zgjidhur problemet n\u00eb veri vet\u00ebm p\u00ebrmes metodave policore \u00ebsht\u00eb indikator i improvizimit politik dhe munges\u00ebs s\u00eb dukshme t\u00eb nj\u00eb strategjie, koordinimi dhe\u00a0 vizioni t\u00eb p\u00ebrgjithsh\u00ebm politik, q\u00eb rezulton me devijim nga prioritetet komb\u00ebtare dhe interesat strategjik\u00eb t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs. P\u00ebrve\u00e7q\u00eb ushtrimi i pushtetit shtet\u00ebror t\u00eb Kosov\u00ebs n\u00eb veri t\u00eb vendit \u00ebsht\u00eb kufizuar, tensionet e krijuara me partner\u00eb nd\u00ebrkomb\u00ebtar\u00eb nga veprimet e nj\u00ebanshme, t\u00eb pamenduara e t\u00eb pakoordinuara t\u00eb kryeministrit, u kan\u00eb dh\u00ebn\u00eb mund\u00ebsi Serbis\u00eb dhe strukturave kriminale t\u00eb Vu\u00e7iqit t\u2019i kapitalizojn\u00eb ato, duke ia dal\u00eb t\u2019ia hedhin fajin Kosov\u00ebs. Ngjarjet e fundit n\u00eb veri kan\u00eb krijuar nj\u00eb problem t\u00eb siguris\u00eb n\u00eb Kosov\u00eb dhe ka rrezik t\u00eb krijojn\u00eb nj\u00eb kontekst t\u00eb ri n\u00eb favor t\u00eb vet\u00ebqeverisjes serbe, duke qen\u00eb se p\u00ebrfaq\u00ebsimi i serb\u00ebve n\u00eb sistemin aktual qenka i \u2018k\u00ebrc\u00ebnuesh\u00ebm\u2019 edhe n\u00eb nivelin e p\u00ebrfaq\u00ebsimit lokal e l\u00ebre m\u00eb n\u00eb realizimin e t\u00eb drejtave m\u00eb t\u00eb gjera politike.<\/p>\n<p>Qeveria e Kosov\u00ebs ka devijuar duksh\u00ebm nga prioritetet e shprehura n\u00eb dokumentet strategjike t\u00eb Kosov\u00ebs. Qeveria Kurti ka prodhuar nj\u00eb shp\u00ebrputhje deluzive, ku ajo \u00e7ka thuhet dhe shkruhet n\u00eb dokumentet shtet\u00ebrore nuk p\u00ebrputhet me veprimet n\u00eb terren.
