P\u00ebrderisa BE-ja dhe SHBA-ja po p\u00ebrpiqen t\u2019i bindin serb\u00ebt e Bosnj\u00ebs q\u00eb t\u2019i japin fund bllokad\u00ebs s\u00eb autoriteteve qeveritare, Moska dhe Pekini po k\u00ebrkojn\u00eb p\u00ebrfundimin e hersh\u00ebm t\u00eb administrat\u00ebs nd\u00ebrkomb\u00ebtare, e cila \u00ebsht\u00eb e veshur me pushtete t\u00eb ve\u00e7anta. Kushtet p\u00ebr t\u2019i dh\u00ebn\u00eb fund pun\u00ebs s\u00eb saj nuk jan\u00eb p\u00ebrmbushur, por Rusia dhe Kina k\u00ebmb\u00ebngulin q\u00eb mbik\u00ebqyrja e jashtme nuk \u00ebsht\u00eb m\u00eb e nevojshme ngase vendi \u00ebsht\u00eb mjaftuesh\u00ebm stabil.<\/p>\n<p>Moska dhe Pekini b\u00ebr\u00eb t\u00eb ditur se nuk do t\u00eb pranojn\u00eb administratorin e ri nd\u00ebrkomb\u00ebtar n\u00eb BeH. Sidoqoft\u00eb, \u00ebsht\u00eb e paqart\u00eb se a e kan\u00eb nd\u00ebr mend t\u00eb bllokojn\u00eb apo jo operacionin e forcave t\u00eb EUFOR-it n\u00eb K\u00ebshillin e Sigurimit t\u00eb KB-s\u00eb. Nd\u00ebrkoh\u00eb, \u2018aleanca ruse-kineze\u2019 n\u00eb rajonin e pas-konflikteve nuk ka prospekte t\u00eb qarta. Ndryshe nga Moska, Pekini nuk kund\u00ebrshton zgjerimin e NATO-s dhe BE-s\u00eb. Interesat e tij lidhen m\u00eb shum\u00eb me projektet ekonomike. P\u00ebr m\u00eb tep\u00ebr, Kina vazhdon ta heq\u00eb Rusin\u00eb nga lista e partner\u00ebve t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb vendeve t\u00eb Ballkanit.<\/p>\n<p>Vendimi i Mosk\u00ebs dhe Pekinit p\u00ebr t\u00eb refuzuar bashk\u00ebpunimin me P\u00ebrfaq\u00ebsuesin e Lart\u00eb (administratorin nd\u00ebrkomb\u00ebtar) p\u00ebr Bosnj\u00eb-Hercegovin\u00ebn, Christian Schmidt, i cili nisi mandatin m\u00eb 1 gusht, \u00ebsht\u00eb hapi i par\u00eb publik i k\u00ebtij lloji n\u00eb gjith\u00eb periudh\u00ebn 25-vje\u00e7are t\u00eb pasluft\u00ebs n\u00eb Ballkan. Rusia dhe Kina u pajtuan q\u00eb ta p\u00ebrkrahin kandidatur\u00ebn e Schmidtit vet\u00ebm n\u00eb shk\u00ebmbim t\u00eb mbylljes s\u00eb hershme t\u00eb Zyr\u00ebs s\u00eb P\u00ebrfaq\u00ebsuesit t\u00eb Lart\u00eb (OHR) q\u00eb n\u00eb vitin 2022. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb ata k\u00ebrkuan q\u00eb administratorit nd\u00ebrkomb\u00ebtar t\u2019i hiqen pushtetet e ve\u00e7anta, t\u00eb cilat i mund\u00ebsojn\u00eb t\u00eb marr\u00eb vendime detyruese dhe t\u00eb shkarkoj\u00eb zyrtar\u00eb e gjykat\u00ebs pa t\u00eb drejt\u00eb apeli. Nd\u00ebrkoh\u00eb, partner\u00ebt evropian\u00eb besojn\u00eb se \u00ebsht\u00eb shum\u00eb her\u00ebt q\u00eb t\u00eb mbyllet OHR-ja, meq\u00eb vendi ka d\u00ebshtuar t\u2019i p\u00ebrmbush\u00eb kushtet e njohura si plani 5+2.<\/p>\n<p>Ndon\u00ebse u pajtua me k\u00ebt\u00eb plan n\u00eb vitin 2008, diplomacia ruse tash beson se frazat sikur \u2018fuqizimi i sundimit t\u00eb ligjit\u2019 dhe \u2018vler\u00ebsimi pozitiv i situat\u00ebs n\u00eb BeH\u2019 jan\u00eb shum\u00eb t\u00eb mjegullta dhe jan\u00eb \u2018abuzuar\u2019 nga vendet e Per\u00ebndimit. Moska beson se Zyra e P\u00ebrfaq\u00ebsuesit t\u00eb Lart\u00eb po shfryt\u00ebzohet p\u00ebr t\u00eb kryer misione t\u00eb cilat nuk kan\u00eb lidhje me Marr\u00ebveshjen e Paqes s\u00eb Dejtonit (1995). Rusia nuk \u00ebsht\u00eb e k\u00ebnaqur me parull\u00ebn e promovuar \u201cm\u00eb pak Dejton, m\u00eb shum\u00eb Bruksel,\u2019 apo me list\u00ebn e prioriteteve q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me aplikimin p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Moska pretendon se nj\u00eb pjes\u00eb e \u2018prioriteteve\u2019 q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me dy nj\u00ebsit\u00eb territoriale t\u00eb vendit (Republika Srpska dhe Federata e BeH) jan\u00eb n\u00eb kund\u00ebrshtim me Marr\u00ebveshjen e Dejtonit.<\/p>\n<p><strong>Rezolut\u00eb pa p\u00ebrkrahje<\/strong><\/p>\n<p>Nj\u00eb p\u00ebrpjekje e Rusis\u00eb dhe Kin\u00ebs p\u00ebr ta shtyr\u00eb K\u00ebshillin e Sigurimit q\u00eb t\u00eb kthej\u00eb mbrapsht administrat\u00ebn nd\u00ebrkomb\u00ebtare n\u00eb BeH d\u00ebshtoi k\u00ebt\u00eb ver\u00eb sepse rezoluta e tyre e p\u00ebrbashk\u00ebt nuk u p\u00ebrkrah. Megjithat\u00eb, Moska dhe Pekini kan\u00eb fuqi ndikimi n\u00eb procesin e paqes si n\u00eb KS ashtu dhe drejtp\u00ebrdrejt n\u00eb rajon.<\/p>\n<p>Moska gjithnj\u00eb nuk \u00ebsht\u00eb pajtuar me partner\u00ebt e saj per\u00ebndimor\u00eb p\u00ebr k\u00ebrc\u00ebnimet n\u00eb Bosjn\u00eb dhe interpretimet e Marr\u00ebveshjes s\u00eb Dejtonit. Kurse Pekini deri m\u00eb tash nuk ka qen\u00eb i p\u00ebrfshir\u00eb n\u00eb mosmarr\u00ebveshjet e paqeruajtjes n\u00eb at\u00eb vend. P\u00ebrderisa Rusia ka k\u00ebrkuar mbylljen e Zyr\u00ebs s\u00eb P\u00ebrfaq\u00ebsuesit t\u00eb Lart\u00eb p\u00ebr gati nj\u00eb dekad\u00eb, Kina ka parap\u00eblqyer t\u00eb p\u00ebrmbahet nga v\u00ebrejtjet kritike n\u00eb at\u00eb drejtim. Tash, toni i deklaratave kineze ka ndryshuar. Sipas ambasadorit kinez n\u00eb KB, em\u00ebrimi i Christian Schmidtit q\u00eb anashkaloi K\u00ebshillin e Sigurimit \u201cmund t\u00eb ket\u00eb pasoja negative.\u201d<\/p>\n<p>Pretendimi i dy fuqive me ndikim \u2013 si Rusia dhe Kina \u2013 se p\u00ebrfaq\u00ebsuesi i ngarkuar me mbik\u00ebqyrjen e zbatimit t\u00eb marr\u00ebveshjes s\u00eb paqes pas konfliktit m\u00eb t\u00eb p\u00ebrgjaksh\u00ebm n\u00eb Evrop\u00eb n\u00eb dekadat e fundit \u00ebsht\u00eb p\u00ebr\u00e7apje diplomatike q\u00eb ka p\u00ebr synim diskreditimin e p\u00ebrpjekjeve t\u00eb Uashingtonit si arkitekt i paqes s\u00eb Dejtonit. \u00cbsht\u00eb shum\u00eb e qart\u00eb q\u00eb Bosnja \u00ebsht\u00eb vend me influenc\u00eb ky\u00e7e t\u00eb SHBA-s\u00eb dhe BE-s\u00eb, ku t\u00eb dyja jan\u00eb kontribuuese t\u00eb m\u00ebdha t\u00eb marr\u00ebveshjes dhe rind\u00ebrtimit t\u00eb paqes. Kontribuuesit kryesor\u00eb financiar\u00eb jan\u00eb BE, SHBA-ja dhe Japonia, t\u00eb cilat kan\u00eb ofruar ndihm\u00eb me vler\u00eb prej 6 miliard\u00eb eurosh p\u00ebrgjat\u00eb 20 vjet\u00ebve. N\u00eb an\u00ebn tjet\u00ebr, \u00ebsht\u00eb i panjohur kontributi ruso-kinez n\u00eb aspektin e ndihm\u00ebs financiare pas luft\u00ebs.<\/p>\n<p><strong>Duke ndihmuar Dodikun, separatistin?<\/strong><\/p>\n<p>Schmidti nuk \u00ebsht\u00eb njohur nga tre lojtar\u00eb: p\u00ebrve\u00e7 Kin\u00ebs dhe Rusis\u00eb, ai nuk \u00ebsht\u00eb njohur as nga lideri serb i Bosnj\u00ebs, Milorad Dodik, i cili g\u00ebzon p\u00ebrkrahjen e Kremlinit dhe rregullisht shpall plane p\u00ebr pavar\u00ebsin\u00eb e Republika Srpskas (nj\u00eb prej dy nj\u00ebsive territoriale t\u00eb BeH), edhe pse Marr\u00ebveshja e Dejtonit dhe kushtetuta e vendit nuk parashohin ndarjen. Serb\u00ebt e Bosnj\u00ebs jan\u00eb kritik\u00ebt m\u00eb t\u00eb shpesht\u00eb t\u00eb vendimeve t\u00eb P\u00ebrfaq\u00ebsuesit t\u00eb Lart\u00eb, t\u00eb cilat hyjn\u00eb n\u00eb fuqi menj\u00ebher\u00eb dhe nuk mund t\u00eb apelohen. Q\u00eb prej themelimit t\u00eb saj, Zyra e P\u00ebrfaq\u00ebsuesit t\u00eb Lart\u00eb ka pushuar nga puna 140 zyrtar\u00eb, p\u00ebrfshir\u00eb gjykat\u00ebs, ministra, sh\u00ebrbyes civil\u00eb dhe deputet\u00eb. Me raste, k\u00ebto pushime, t\u00eb cilat kan\u00eb ndodhur kryesisht n\u00eb vitet 1990 dhe n\u00eb film t\u00eb viteve 2000, jan\u00eb shoq\u00ebruar me ngrirjen e llogarive t\u00eb tyre bankare.<\/p>\n<p>N\u00eb muajt e fundit, Dodiku ka njoftuar se do t\u00eb nd\u00ebrpres\u00eb pjes\u00ebmarrjen e serb\u00ebve n\u00eb institucionet e nivelit shtet\u00ebror dhe filloi p\u00ebrgatitjet p\u00ebr t\u2019u t\u00ebrhequr nga nj\u00eb s\u00ebr\u00eb marr\u00ebveshjesh t\u00eb arritura pas luft\u00ebs civile, p\u00ebrfshir\u00eb at\u00eb p\u00ebr ushtrin\u00eb e bashkuar dhe sh\u00ebrbimet e inteligjenc\u00ebs. Ai ka k\u00ebrc\u00ebnuar me shfuqizimin e 140 ligjeve t\u00eb mbivendosura nga administrate nd\u00ebrkomb\u00ebtare n\u00eb territorin e Republika Srpskas dhe me p\u00ebrjashtimin e gjykat\u00ebsve dhe prokuror\u00ebve boshnjak\u00eb.<\/p>\n<p>Arsyeja formale pas zem\u00ebrimit t\u00eb Dodikut \u00ebsht\u00eb miratimi i nj\u00eb ligji, t\u00eb frym\u00ebzuar nga paraardh\u00ebsi i Schmidtit, Valentin Inzko, q\u00eb kriminalizon mohimin e gjenocidit dhe krimeve t\u00eb tjera t\u00eb luft\u00ebs. Ky ligj ka t\u00eb b\u00ebj\u00eb posa\u00e7\u00ebrisht me masakr\u00ebn e mysliman\u00ebve n\u00eb Srebrenic\u00eb m\u00eb 1995, t\u00eb cil\u00ebn Gjykata Nd\u00ebrkomb\u00ebtare e ka shpallur gjenocid m\u00eb 2007 (vet\u00eb Dodiku e quante \u201ct\u00eb diskutuesh\u00ebm\u201d faktin se \u00e7far\u00eb kishte ngjar\u00eb n\u00eb Srebrenic\u00eb mund t\u00eb quhej gjenocid, por me koh\u00eb ai braktisi at\u00eb pozicion dhe b\u00ebri thirrje p\u00ebr nj\u00eb hetim t\u00eb ri.<\/p>\n<p>P\u00ebr kund\u00ebrshtar\u00ebt politik\u00eb t\u00eb Dodikut n\u00eb kampin serb, thirrjet e tij separatiste p\u00ebrfaq\u00ebsojn\u00eb nj\u00eb rrug\u00eb drejt s\u00eb panjohur\u00ebs q\u00eb k\u00ebrc\u00ebnon paqen dhe stabilitetin. Megjithat\u00eb, Dodiku ndjehet mjaft i sigurt: n\u00eb fund t\u00eb fundit, p\u00ebrpjekjeve t\u00eb kahershme t\u00eb Mosk\u00ebs p\u00ebr ta margjinalizuar administrat\u00ebn nd\u00ebrkomb\u00ebtare tash i bashkohet \u201clojtarja num\u00ebr dy e bot\u00ebs,\u201d d.m.th. Kina.<\/p>\n<p><strong>Pa pjes\u00ebmarrje kineze<\/strong><\/p>\n<p>Republika Popullore e Kin\u00ebs ka rritur pranin\u00eb e saj n\u00eb Ballkan n\u00eb vitet e fundit p\u00ebrmes projekteve t\u00eb m\u00ebdha ekonomike dhe diplomacis\u00eb s\u00eb vaksinave, por influenca e saj mbi marr\u00ebveshjen e paqes n\u00eb vendin m\u00eb t\u00eb nd\u00ebrlikuar t\u00eb rajonit nuk ka qen\u00eb e dukshme deri m\u00eb tash. Kina nuk ka qen\u00eb e p\u00ebrfshir\u00eb n\u00eb hartimin e Marr\u00ebveshjes s\u00eb Dejtonit dhe nuk \u00ebsht\u00eb an\u00ebtare e K\u00ebshillit p\u00ebr Zbatimin e Paqes (t\u00eb cilin e braktisi m\u00eb 2000), q\u00eb p\u00ebrfshin 55 vende dhe organizata q\u00eb p\u00ebrkrahin procesin e paqes p\u00ebrmes financimit ose ofrimit t\u00eb trupave ushtarak\u00eb.<\/p>\n<p>Kina nuk ka marr\u00eb pjes\u00eb asnj\u00ebher\u00eb n\u00eb pun\u00ebn e Bordit Drejtues t\u00eb K\u00ebshillit p\u00ebr Zbatimin e Paqes, q\u00eb p\u00ebrve\u00e7 Rusis\u00eb p\u00ebrfshin vendet si Kanadaja, Franca, Gjermania, Italia, Japonia, MB-ja dhe SHBA-ja, si dhe vendin q\u00eb aktualisht udh\u00ebheq me Bashkimin Evropian, Komisionin Evropian dhe Organizat\u00ebn e Bashk\u00ebpunimit Islamik, t\u00eb p\u00ebrfaq\u00ebsuar nga Turqia. \u00cbsht\u00eb Bordi Drejtues ai q\u00eb diskuton t\u00eb gjitha \u00e7\u00ebshtjet madhore q\u00eb lidhjen me marr\u00ebveshjen e paqes dhe miraton P\u00ebrfaq\u00ebsuesin e Lart\u00eb (administratorin nd\u00ebrkomb\u00ebtar). Meq\u00eb ra fjala, Rusia qe i vetmi vend n\u00eb Bord q\u00eb nuk mb\u00ebshteti kandidatur\u00ebn e Schmidtit dhe vet\u00ebm Kina mbajti k\u00ebt\u00eb pozicion bashk\u00eb me t\u00eb n\u00eb KB.<\/p>\n<p>\u00cbsht\u00eb interesante q\u00eb Moska nuk ka mb\u00ebshtetur as edhe nj\u00eb deklarat\u00eb t\u00eb p\u00ebrbashk\u00ebt t\u00eb Bordit Drejtues n\u00eb vitet e fundit, pavar\u00ebsisht nga fakti se secila prej tyre ripohon sovranitetin dhe integritetin territorial t\u00eb BeH dhe d\u00ebnon retorik\u00ebn separatiste dhe nacionaliste. Shembulli m\u00eb i fundit \u00ebsht\u00eb refuzimi i Mosk\u00ebs q\u00eb t\u00eb p\u00ebrkrah\u00eb komunikat\u00ebn mbi detyrimin e p\u00ebrfaq\u00ebsuesve t\u00eb zgjedhur q\u00eb t\u00eb marrin pjes\u00eb n\u00eb t\u00eb gjitha organet qeveris\u00ebse.<\/p>\n<p><strong>Mandati i EUFOR-it, forcat evropiane<\/strong><\/p>\n<p>\u00cbsht\u00eb e qart\u00eb se goditja diplomatike q\u00eb p\u00ebsoi Schmidti nga Moska dhe Pekini q\u00eb n\u00eb fillim nuk do ta p\u00ebrmir\u00ebsoj\u00eb mund\u00ebsit\u00eb e zgjidhjes s\u00eb kriz\u00ebs akute politike. Mbetet t\u00eb shihet se \u00e7far\u00eb planesh kan\u00eb Moska dhe Pekini dhe sa e fort\u00eb do t\u00eb jet\u00eb \u201caleanca e kriz\u00ebs\u201d n\u00eb Ballkan. A jan\u00eb t\u00eb gatshme t\u00eb vazhdojn\u00eb konfrontimin e K\u00ebshillit t\u00eb Sigurimit dhe t\u00eb bllokojn\u00eb (n\u00eb n\u00ebntor a m\u00eb von\u00eb) zgjatjen e mandatit t\u00eb EUFOR-it evropian q\u00eb \u00ebsht\u00eb i p\u00ebrfshir\u00eb n\u00eb paqeruajtjen dhe deminimin e BeH?<\/p>\n<p>Nuk mund t\u00eb p\u00ebrjashtohet skenari, posa\u00e7\u00ebrisht duke ditur q\u00eb m\u00eb 2014 gjat\u00eb kriz\u00ebs rreth aneksimit t\u00eb Krimes\u00eb, Moska nuk mb\u00ebshteti zgjatjen e mandatit t\u00eb EUFOR-it, thua se p\u00ebr t\u2019u d\u00ebrguar sinjale kund\u00ebrshtar\u00ebve t\u00eb saj se nuk \u00ebsht\u00eb m\u00eb e sigurt n\u00ebse \u00ebsht\u00eb i nevojsh\u00ebm misioni i paqeruajtjes. Ndon\u00ebse nj\u00eb veto e mundshme n\u00eb K\u00ebshillin e Sigurimit nuk do t\u00eb shkaktonte vakum t\u00eb siguris\u00eb n\u00eb Bosnj\u00eb (BE-ja dhe NATO kan\u00eb pohuar vazhdimisht zotimet e tyre afatgjate ndaj vendit), nj\u00eb intensifikim i kriz\u00ebs s\u00eb brendshme n\u00eb vend do t\u00eb ishte i pashmangsh\u00ebm.<\/p>\n<p>EUFOR-i ka zbarkuar m\u00eb 2004 pas vendimit t\u00eb NATO-s q\u00eb t\u2019i jap\u00eb fund operacionit SFOR, i cili kishte nisur m\u00eb 1995. Operacioni evropian kryhet duke shfryt\u00ebzuar asetet dhe aft\u00ebsit\u00eb ushtarake t\u00eb NATO-s, nd\u00ebrsa fokusi i tij n\u00eb vitet e fundit \u00ebsht\u00eb zhvendosur n\u00eb trajnimin e Forcave t\u00eb Armatosura t\u00eb BeH. Ndon\u00ebse batalioni shum\u00ebkomb\u00ebsh p\u00ebr momentin p\u00ebrb\u00ebhet vet\u00ebm nga disa qindra ushtar\u00eb, EUFOR-i \u00ebsht\u00eb n\u00eb gjendje q\u00eb t\u00eb zbarkoj\u00eb shum\u00eb shpejt forcat rezerv\u00eb.<\/p>\n<p><strong>Impakti n\u00eb situat\u00ebn p\u00ebrreth Kosov\u00ebs<\/strong><\/p>\n<p>P\u00ebrve\u00e7 Bosnj\u00ebs, Moska dhe Pekini vazhdojn\u00eb t\u00eb ndikojn\u00eb n\u00eb situat\u00ebn p\u00ebrreth Kosov\u00ebs duke kund\u00ebrshtuar Per\u00ebndimin dhe duke kund\u00ebrshtuar integrimin e Kosov\u00ebs n\u00eb komunitetin global. N\u00eb nivelin diplomatik, Rusia dhe Kina jan\u00eb m\u00eb aktive sesa vendet e tjera n\u00eb mbrojtjen e integritetit territorial t\u00eb Serbis\u00eb dhe pengimin e p\u00ebrpjekjeve t\u00eb Kosov\u00ebs p\u00ebr t\u2019u b\u00ebr\u00eb shtet me t\u00eb drejtat e plota pas shpalljes s\u00eb pavar\u00ebsis\u00eb m\u00eb 2008. \u00cbsht\u00eb e qart\u00eb se an\u00ebtar\u00ebsimi n\u00eb KB \u00ebsht\u00eb i mundsh\u00ebm vet\u00ebm me p\u00eblqimin e Mosk\u00ebs dhe Pekinit. Nuk do t\u00eb jet\u00eb e leht\u00eb p\u00ebr autoritetet e Kosov\u00ebs q\u00eb ta arrijn\u00eb k\u00ebt\u00eb, pa marr\u00eb parasysh rezultatet e procesit t\u00eb normalizimit mes Beogradit dhe Prishtin\u00ebs, t\u00eb nisura m\u00eb 2011.<\/p>\n<p>Nj\u00eb zgjidhje e mundshme e marr\u00ebdh\u00ebnieve t\u00eb Serbis\u00eb me Kosov\u00ebn n\u00eb vitet e ardhshme nuk do t\u00eb n\u00ebnkuptonte p\u00ebrfundimin e konfrontimeve mes Mosk\u00ebs dhe Pekinit n\u00eb nj\u00eb an\u00eb dhe Uashingtonit dhe p\u00ebrkrah\u00ebsve t\u00eb tjer\u00eb t\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs n\u00eb an\u00ebn tjet\u00ebr.<\/p>\n<p>Ashtu si me Bosnj\u00ebn, Kina parap\u00eblqen nj\u00eb retorik\u00eb m\u00eb t\u00eb but\u00eb n\u00eb rastin e Kosov\u00ebs. Kjo \u00ebsht\u00eb e kund\u00ebrt me at\u00eb t\u00eb Mosk\u00ebs, e cila shpesh akuzon shqiptar\u00ebt e Kosov\u00ebs p\u00ebr provokime dhe angazhohet aktivisht n\u00eb diskreditimin e elit\u00ebs politike kosovare. Gjat\u00eb kriz\u00eb s\u00eb shtatorit n\u00eb marr\u00ebdh\u00ebniet Beograd-Prishtin\u00eb n\u00eb lidhje me targat e automjeteve, ambasadori rus n\u00eb Beograd, Alexander Botsan-Kharchenko, inspektoi nj\u00ebsit\u00eb ushtarake serbe q\u00eb ishin v\u00ebn\u00eb n\u00eb gatishm\u00ebri. Prania e tij si p\u00ebrfaq\u00ebsues i nj\u00eb fuqie nukleare pran\u00eb Kosov\u00ebs ka pasur p\u00ebr q\u00ebllim t\u2019i v\u00ebr\u00eb n\u00eb siklet kund\u00ebrshtar\u00ebt e Serbis\u00eb. Diplomat\u00ebt kinez\u00eb nuk marrin pjes\u00eb n\u00eb veprime t\u00eb tilla.<\/p>\n<p><strong>Ekonomia triumfon<\/strong><\/p>\n<p>Af\u00ebrsia e vler\u00ebsimeve politike t\u00eb gjendjes rreth Bosnj\u00ebs dhe Kosov\u00ebs akoma nuk i b\u00ebn aleat\u00eb Mosk\u00ebn dhe Pekinin. N\u00eb an\u00ebn tjet\u00ebr, rritja e aktiviteteve t\u00eb Kin\u00ebs n\u00eb raport me \u00e7\u00ebshtjen e Bosnj\u00ebs n\u00eb K\u00ebshillin e Sigurimit ka treguar se ky vend po p\u00ebrpiqet t\u00eb mbaj\u00eb nj\u00eb q\u00ebndrim m\u00eb konfrontues karshi Per\u00ebndimit dhe n\u00eb k\u00ebt\u00eb kuptim mb\u00ebshtetet n\u00eb bashk\u00ebpunimin me Rusin\u00eb, e cila \u00ebsht\u00eb p\u00ebr shum\u00eb vite \u00ebsht\u00eb sjell\u00eb n\u00eb at\u00eb m\u00ebnyr\u00eb n\u00eb rajon. N\u00eb an\u00ebn tjet\u00ebr, Kina nuk provon t\u00eb ndikoj\u00eb n\u00eb marr\u00ebdh\u00ebniet nd\u00ebretnike n\u00eb rajon apo t\u00eb pengoj\u00eb proceset e integrimit n\u00eb asnj\u00eb m\u00ebnyr\u00eb q\u00eb vlen t\u00eb p\u00ebrmendet. P\u00ebrkundrazi, Moska \u00ebsht\u00eb duke manipuluar shum\u00eb hapur dallimet dhe frik\u00ebt e grupeve t\u00eb ndryshme komb\u00ebtare dhe \u00ebsht\u00eb duke shpalosur propagand\u00ebn kund\u00ebr NATO-s dhe BE-s\u00eb.<\/p>\n<p>Deri m\u00eb tash, interesat e Pekinit kan\u00eb qen\u00eb kryesisht t\u00eb lidhur me projektet ekonomike. P\u00ebrmes nism\u00ebs\u00a0<em>Nj\u00eb Rrip, Nj\u00eb Rrug\u00eb<\/em>, Kina ka zgjeruar partneritetin e saj me Bosnj\u00eb-Hercegovin\u00ebn, Malin e Zi, Maqedonin\u00eb e Veriut dhe Serbin\u00eb. Pekini \u00ebsht\u00eb i gatsh\u00ebm t\u00eb investoj\u00eb miliarda n\u00eb projekte t\u00eb infrastruktur\u00ebs, nd\u00ebrkaq Moska nuk ka mund\u00ebsi t\u00eb investoj\u00eb n\u00eb projekte aq t\u00eb m\u00ebdha. Dallimi n\u00eb r\u00ebnd\u00ebsin\u00eb ekonomike \u00ebsht\u00eb i duksh\u00ebm posa\u00e7\u00ebrisht n\u00eb Serbi, e cila \u00ebsht\u00eb partnere strategjike edhe e Rusis\u00eb edhe e Kin\u00ebs.<\/p>\n<p>Vlera e projekteve infrastrukturore serbo-kineze tashm\u00eb ka arritur vler\u00ebn e 15 miliard\u00eb eurove. N\u00eb marr\u00ebdh\u00ebniet e jashtme ekonomike t\u00eb Serbis\u00eb, Kina momentalisht radhitet e treta (pas Gjermanis\u00eb dhe Italis\u00eb) me tregti t\u00eb nd\u00ebrsjell\u00eb prej 3.7 miliard\u00eb dollar\u00ebsh. Rusia mban vendin e kat\u00ebrt (2.5 miliard\u00eb dollar\u00eb), pak p\u00ebrpara vendeve si Hungaria dhe Rumania. Vlera e investimeve ruse n\u00eb Serbi vler\u00ebsohet te jet\u00eb 3 miliard\u00eb dollar\u00eb.<\/p>\n<p>Rritja e aktiviteteve t\u00eb Rusis\u00eb dhe Kin\u00ebs n\u00eb Ballkan shpesh lidhet me largimin e v\u00ebmendjes s\u00eb SHBA-s\u00eb dhe BE-s\u00eb, si dhe me ngadal\u00ebsimin e integrimit evropian. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, paqart\u00ebsia e politikave t\u00eb Mosk\u00ebs dhe Pekinit do t\u00eb thot\u00eb se shum\u00eb ekspert\u00eb jan\u00eb t\u00eb shqet\u00ebsuar p\u00ebr p\u00ebrparimin e t\u00eb dy vendeve n\u00eb rajon.
