Kjo kritik\u00eb po rritet p\u00ebr shkak t\u00eb d\u00ebshtimeve t\u00eb BE-s\u00eb p\u00ebr t\u2019i mbajtur premtimet e dh\u00ebna p\u00ebr rajonin. Nj\u00eb pjes\u00eb e kritik\u00ebs bazohet n\u00eb d\u00ebshtimin e BE-s\u00eb p\u00ebr t\u00eb p\u00ebrmbushur premtimin e liberalizimit t\u00eb vizave p\u00ebr qytetar\u00ebt e Kosov\u00ebs. Gjasht\u00eb shtetet e Ballkanit Per\u00ebndimor kan\u00eb nj\u00eb popullsi prej rreth 17.9 milion\u00eb banor\u00ebsh. Tash e m\u00eb se nj\u00eb dekad\u00eb, 16.1 milion\u00eb njer\u00ebz q\u00eb jetojn\u00eb n\u00eb k\u00ebt\u00eb rajon mund t\u00eb udh\u00ebtojn\u00eb lirsh\u00ebm n\u00eb BE, por rreth 1.8 milion kosovar\u00eb vazhdojn\u00eb t\u00eb mbeten t\u00eb izoluar. P\u00ebr t&#8217;i v\u00ebn\u00eb gj\u00ebrat n\u00eb perspektiv\u00eb, kjo do t\u00eb thot\u00eb q\u00eb 90% e popullsis\u00eb s\u00eb gjasht\u00eb vendeve t\u00eb Ballkanit Per\u00ebndimor g\u00ebzojn\u00eb regjim pa viza me BE, nd\u00ebrsa 10% mbeten t\u00eb izoluara. Ky izolim ka rritur duksh\u00ebm mosbesimin e qytetar\u00ebve t\u00eb Kosov\u00ebs p\u00ebr BE-n\u00eb. Sidoqoft\u00eb, nj\u00eb kritik\u00eb e till\u00eb mbase nuk \u00ebsht\u00eb e p\u00ebrqendruar si\u00e7 duhet, sepse Komisioni Evropian tashm\u00eb ka dh\u00ebn\u00eb rezultat duke rekomanduar liberalizimin e vizave n\u00eb 2016 dhe n\u00eb vitin 2018 duke\u00a0<a href=\"https:\/\/ec.europa.eu\/home-affairs\/news\/visa-liberalisation-commission-confirms-kosovo-fulfils-all-required-benchmarks_en\" target=\"_blank\" rel=\"noopener\">konfirmuar<\/a>\u00a0plot\u00ebsimin e t\u00eb gjitha kritereve t\u00eb k\u00ebrkuara nga ana e Kosov\u00ebs.<\/p>\n<p>Edhe pse Komisioni Evropian ka b\u00ebr\u00eb pun\u00ebn e vet, kjo nuk njihet n\u00eb kuad\u00ebr t\u00eb kritikave q\u00eb burojn\u00eb nga vendi yn\u00eb ndaj BE-s\u00eb p\u00ebr k\u00ebt\u00eb tem\u00eb. BE-ja p\u00ebrdoret si term gjith\u00ebp\u00ebrfshir\u00ebs p\u00ebr kritik\u00ebn nga rajoni, duke e shp\u00ebrfillur kompleksitetin e dinamikave t\u00eb Unionit. Kjo qasje krijon nj\u00eb perceptim brenda publikut p\u00ebr ekzistenc\u00ebn e uniformitetit dhe kohezionit n\u00eb BE sa i p\u00ebrket m\u00ebnyr\u00ebs si e shohin dhe ju qasen rajonit, gj\u00eb q\u00eb nuk p\u00ebrkon me t\u00eb v\u00ebrtet\u00ebn dhe realitetin. Por, mbase mungesa e nj\u00eb qart\u00ebsie t\u00eb till\u00eb nga ana e qeverive \u00ebsht\u00eb e q\u00ebllimshme ose\/dhe pasqyron nj\u00eb problem m\u00eb t\u00eb thell\u00eb me shkall\u00ebn e mir\u00ebkuptimit n\u00eb Ballkanin Per\u00ebndimor p\u00ebr at\u00eb se \u00e7far\u00eb llogaritet si BE dhe si ajo operon, ose s\u00eb paku nj\u00eb munges\u00eb vler\u00ebsimi p\u00ebr t\u00eb.<\/p>\n<p>Nj\u00eb element i marr\u00ebdh\u00ebnieve t\u00eb sh\u00ebndosha mes Ballkanit Per\u00ebndimor dhe BE-s\u00eb duhet t\u00eb jet\u00eb nj\u00eb p\u00ebrkufizim m\u00eb i mir\u00eb nga ana e qeverive dhe shoq\u00ebris\u00eb civile, dhe sidomos nga ana e mediave, p\u00ebr duke p\u00ebrcaktuar se \u00e7far\u00eb p\u00ebrb\u00ebn BE- konkretisht kur p\u00ebr\u00e7ohen \u2018premtimet dhe p\u00ebrkushtimet e BE-s\u00eb\u201d te qytetar\u00ebt. Ky qart\u00ebsim \u00ebsht\u00eb po aq i r\u00ebnd\u00ebsish\u00ebm p\u00ebr qytetar\u00ebt e rajonit sa \u00ebsht\u00eb p\u00ebr besueshm\u00ebrin\u00eb e institucioneve t\u00eb BE-s\u00eb. Sidoqoft\u00eb, sikur n\u00eb rastin e liberalizimit t\u00eb vizave p\u00ebr Kosov\u00ebn, nj\u00eb pjes\u00eb e \u00e7\u00ebshtjes s\u00eb besueshm\u00ebrin\u00eb p\u00ebrfshin at\u00eb se si minimi i BE-s\u00eb nga Shtetet An\u00ebtare dob\u00ebson fuqin\u00eb vepruese dhe aktor\u00ebsin\u00eb e BE-s\u00eb, gj\u00eb q\u00eb n\u00eb praktik\u00eb barazohet me Komisionin Evropian, s\u00eb paku n\u00eb Ballkanin Per\u00ebndimor. Brenda korniz\u00ebs s\u00eb d\u00ebshtimeve n\u00eb procesin e liberalizimit t\u00eb vizave, ajo \u00e7far\u00eb Franca dhe Holanda me q\u00ebndrimet e tyre, po komunikojn\u00eb, nd\u00ebr t\u00eb tjera, p\u00ebr qytetar\u00ebt e Kosov\u00ebs \u00ebsht\u00eb se nuk i besojn\u00eb pun\u00ebs s\u00eb Komisionit Evropian, e pse pra duhet ta shoh\u00eb nj\u00eb qytetar i Kosov\u00ebs Komisionin ndryshe? Riorganizimi i politik\u00ebs s\u00eb kusht\u00ebzimit \u00ebsht\u00eb \u00e7\u00ebshtje thelb\u00ebsore, por gjithashtu Shtetet An\u00ebtare q\u00eb jan\u00eb t\u00eb p\u00ebrkushtuara ta p\u00ebrforcojn\u00eb sundimin e ligjit n\u00eb rajon do t\u00eb dilnin m\u00eb t\u00eb k\u00ebnaqura duke e mb\u00ebshtetur plot\u00ebsisht Komisionin, n\u00eb vend se t\u00eb krijohen p\u00ebr\u00e7arje dhe hutime n\u00eb procese.<\/p>\n<p>Aspekti i tret\u00eb i argumentit t\u00eb k\u00ebtij artikulli, si\u00e7 sugjerohet n\u00eb titull, \u00ebsht\u00eb se n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb rishqyrtohet kritika e rajonit p\u00ebr BE-n\u00eb, \u00ebsht\u00eb po ashtu e r\u00ebnd\u00ebsishme t\u00eb kihen parasysh rr\u00ebfimet (narrativat) q\u00eb kan\u00eb trajt\u00ebsuar kritik\u00ebn q\u00eb buron n\u00eb rajon.<\/p>\n<p>N\u00eb vitin 2006, BE-ja propozoi ta shtoj\u00eb bashk\u00ebpunimin ekonomik n\u00eb Ballkanin Per\u00ebndimor, me \u00e7\u2019rast mediat n\u00eb at\u00eb koh\u00eb raportuan se nj\u00eb sugjerim i till\u00eb u prit me pak entuziaz\u00ebm n\u00eb rajon. Narrativa e BE-s\u00eb p\u00ebr k\u00ebt\u00eb sugjerim t\u00eb caktuar \u00ebsht\u00eb se rajoni duhet t\u00eb largohet nga nacionalizmi, t\u00eb angazhohet p\u00ebr nd\u00ebrtimin e mir\u00ebbesimit dhe t\u00eb shkoj\u00eb drejt bashk\u00ebpunimit m\u00eb t\u00eb af\u00ebrt ekonomik. Sidoqoft\u00eb, rajoni iu p\u00ebrgjigj k\u00ebtij sugjerimi me kritik\u00ebn se kjo p\u00ebrfaq\u00ebsonte nj\u00eb p\u00ebrpjekje p\u00ebr ta p\u00ebrt\u00ebritur ish-Jugosllavin\u00eb. Kjo narrativ\u00eb \u00ebsht\u00eb shum\u00eb e shpesht\u00eb n\u00eb kritikat e rajonit p\u00ebr BE-n\u00eb dhe nuk ka evoluar p\u00ebr m\u00eb se 20 vjet pas p\u00ebrfundimit t\u00eb luft\u00ebs.<\/p>\n<p>N\u00eb nj\u00eb artikull strategjik t\u00eb BE-s\u00eb nga viti 2006 t\u00eb quajtur \u201cBallkani Per\u00ebndimor n\u00eb rrug\u00ebn drejt BE-s\u00eb: konsolidimi i stabilitetit dhe rritja e prosperitetit\u201d, pika ky\u00e7e ishte promovimi i marr\u00ebdh\u00ebnieve m\u00eb t\u00eb af\u00ebrta ekonomike mes shteteve t\u00eb rajonit. Liria e l\u00ebvizjes se mallrave dhe njer\u00ebzve \u00ebsht\u00eb thelbi i vlerave dhe procesit t\u00eb integrimit t\u00eb BE-s\u00eb. Ky kontekst shpeshher\u00eb keqp\u00ebrdoret nga individ\u00ebt q\u00eb shfryt\u00ebzojn\u00eb konspiracionet p\u00ebr t\u2019i shpjeguar p\u00ebrpjekjet e fundit p\u00ebr t\u00eb ashtuquajturin Mini-Shengen, gj\u00eb q\u00eb n\u00eb nj\u00eb mas\u00eb t\u00eb madhe trup\u00ebzon konceptin e BE-s\u00eb nga viti 2006. \u00c7\u2019\u00ebsht\u00eb e habitshme p\u00ebr k\u00ebt\u00eb, edh 15 vjet m\u00eb von\u00eb, shumica e politikan\u00ebve n\u00eb rajon nuk ndihen rehat t\u00eb paraqesin nj\u00eb ide t\u00eb ngjashme (p\u00ebr integrim rajonal tregtar) si t\u00eb tyren, kryesisht p\u00ebr shkak t\u00eb kritikave t\u00eb m\u00ebdha.<\/p>\n<p>Potenciali i kritik\u00ebs ndaj BE-s\u00eb nga Ballkani i Per\u00ebndimore mund t\u00eb p\u00ebrdoret m\u00eb mir\u00eb dhe m\u00eb konstruktivisht. Narrativat nga rajoni p\u00ebr kritik\u00ebn ndaj BE-s\u00eb pa dashje po e ushqejn\u00eb dhe forcojn\u00eb arsyetimin e s\u00eb djatht\u00ebs ekstreme p\u00ebr angazhimin n\u00eb Ballkanin Per\u00ebndimore, dhe po i armiq\u00ebson miqt\u00eb e rajonit. Nj\u00eb\u00a0<em>modus operandi<\/em>\u00a0m\u00eb i mir\u00eb p\u00ebr komunikim dhe angazhim kritik mes rajonit dhe BE-s\u00eb q\u00eb nuk do ta krijonte nj\u00eb ambient t\u00eb favorsh\u00ebm p\u00ebr shp\u00ebrfillje mund t\u00eb arrihet. Shoq\u00ebria civile n\u00eb ve\u00e7anti mund t\u00eb ndihmoj p\u00ebr trajt\u00ebsimin dhe eksportimin e narrativave t\u00eb qart\u00ebsis\u00eb dhe parashikueshm\u00ebris\u00eb. P\u00ebr organizatat joqeveritare n\u00eb Ballkanin Per\u00ebndimor, sidomos n\u00eb Kosov\u00eb dhe n\u00eb Serbi, do t\u00eb k\u00ebrkohej shmangia nga ngat\u00ebrrimi me diskurse etno-politike, meq\u00eb s\u2019p\u00ebrputhet me karakterin dhe natyr\u00ebn e shoq\u00ebris\u00eb civile. P\u00ebr shembull, n\u00eb Kosov\u00eb kjo \u00ebsht\u00eb mish\u00ebruar me narrativa t\u00eb nxitjes s\u00eb frik\u00ebs p\u00ebr mund\u00ebsin\u00eb e dh\u00ebnies s\u00eb kompetencave ekzekutive n\u00eb fushat e kultur\u00ebs, edukimit dhe sh\u00ebndet\u00ebsis\u00eb p\u00ebr asociacionin e komunave serbe. N\u00eb Serbi, m\u00eb duket se shoq\u00ebria civile kontribuon, ndoshta pa dashje, shum\u00eb m\u00eb tep\u00ebr sesa qeveria p\u00ebr ruajtjen e statuskuos\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p>Duke pas parasysh se aleancat q\u00eb bazohen n\u00eb korniza normative jan\u00eb gjithnj\u00eb e m\u00eb t\u00eb l\u00ebkundura, kalkulimet e disa lider\u00ebve politik\u00eb q\u00eb proceset e dizajnuara si loj\u00ebra politike t\u00eb\u00a0<em>fuqis\u00eb s\u00eb fort\u00eb<\/em>\u00a0do t\u00eb sjellin stabilitet m\u00eb t\u00eb madh jan\u00eb t\u00eb pavenda. Por, mund\u00ebsit\u00eb e tilla b\u00ebhen t\u00eb pashmangshme n\u00eb munges\u00eb t\u00eb besimit n\u00eb nj\u00eb akter si\u00e7 \u00ebsht\u00eb BE-ja, e cila ndonj\u00ebher\u00eb minohet nga vet\u00eb Shtetet An\u00ebtare. P\u00ebrpjekjet p\u00ebr t\u2019i normalizuar narrativat q\u00eb thon\u00eb se Ballkani Per\u00ebndimor \u00ebsht\u00eb i tep\u00ebrt p\u00ebr BE-n\u00eb ose anasjelltas mund t\u00eb adresohen me sukses vet\u00ebm duke e rishqyrtuar kritik\u00ebn ton\u00eb ndaj BE-s\u00eb. Nj\u00ebkoh\u00ebsisht, BE-ja duhet t\u00eb jet\u00eb m\u00eb proaktive dhe t\u2019i plot\u00ebsoj\u00eb p\u00ebrkushtimet ndaj qytetar\u00ebve t\u00eb Ballkanit Per\u00ebndimor.
