An\u00ebtar\u00ebsimi i vendeve t\u00eb rajonit n\u00eb Bashkim Europian \u2013 pas nj\u00eb kohe t\u00eb gjat\u00eb &#8211; p\u00ebr her\u00eb t\u00eb par\u00eb po vihet n\u00eb korniza koncize kohore. Ndryshimi i qasjes ndaj zgjerimit mund t\u00eb kuptohet si l\u00ebvizje gjeostategjike: kund\u00ebrp\u00ebrgjigjje ndaj frik\u00ebs s\u00eb shtrirjes s\u00eb ndikimit rus por edhe si nj\u00eb investim strategjik p\u00ebr sigurin\u00eb dhe prosperitetin n\u00eb Europ\u00eb. Gjithsesi, ky momentum paraqet nj\u00eb mund\u00ebsi historike p\u00ebr rajonin, e k\u00ebtu nuk p\u00ebrjashtohet as Kosova.<\/p>\n<p>P\u00ebrafrimi i Ballkanit me BE-n\u00eb do t\u00eb jet\u00eb nj\u00eb nga prioritetet kryesore institucionale p\u00ebr vitin 2018. Kjo ide pritet t\u00eb materializohet p\u00ebrmes Strategjis\u00eb s\u00eb Komisionit p\u00ebr Ballkanin Per\u00ebndimor e cila do t\u00eb publikohet gjat\u00eb k\u00ebsaj jave. Ky dokument pritet t\u00eb sh\u00ebrbej\u00eb si udh\u00ebrr\u00ebfyes p\u00ebr an\u00ebtar\u00ebsimin e Ballkanit n\u00eb BE deri n\u00eb vitin 2025, dhe paraqet qartazi etapat n\u00ebp\u00ebr t\u00eb cilat secili vend do t\u00eb duhej t\u00eb tregonte rezultate n\u00eb\u00a0 p\u00ebrmbushjen e kritereve p\u00ebr an\u00ebtar\u00ebsim. Parashikimet tregojn\u00eb se vendet q\u00eb do t\u00eb ken\u00eb prioritet, ose jan\u00eb duke udh\u00ebhequr n\u00eb k\u00ebt\u00eb proces jan\u00eb Mali i Zi dhe Serbia, t\u00eb cilat pritet q\u00eb t\u00eb b\u00ebhen pjes\u00eb e BE-s\u00eb deri n\u00eb vitin 2025. Kurse vendet e tjera t\u00eb mbetura si Kosova, Shqip\u00ebria, Bosnja dhe Hercegovina, dhe Maqedonia n\u00eb po k\u00ebt\u00eb vit \u2013 sipas m\u00ebnyr\u00ebs s\u00eb kornizuar nga BE &#8211; do t\u00eb ken\u00eb avancuar n\u00eb rrug\u00ebtimin e tyre drejt BE-s\u00eb. Megjithat\u00eb, shtrohet pyetja se n\u00eb \u00e7far\u00eb niveli t\u00eb integrimit do t\u2019i gjej\u00eb 2025-ta k\u00ebto vende? P\u00ebrderisa p\u00ebr vendet tjera BE paraqet kritere t\u00eb qarta se ku BE-ja pret rezultate konkrete, duke filluar nga reforma n\u00eb drejt\u00ebsi p\u00ebr Shqip\u00ebrin\u00eb, zgjidhja e \u00e7\u00ebshtjes s\u00eb emrit p\u00ebr Maqedonin\u00eb, avancimi i Bosnj\u00ebs n\u00eb raportim dhe plot\u00ebsim t\u00eb pyet\u00ebsor\u00ebve p\u00ebr progresin e b\u00ebr\u00eb, Kosova nuk shihet p\u00ebrtej dialogut me Serbin\u00eb \u2013 e cila shihet si kriter i p\u00ebrbashk\u00ebt p\u00ebr t\u00eb hapur rrug\u00ebn e integrimit p\u00ebr t\u00eb dyja vendet, si dhe implementimin t\u00eb Marr\u00ebveshtjes p\u00ebr Stabilizim dhe Asociim p\u00ebr t\u00eb cilin duhen af\u00ebrsisht dhjet\u00eb vite p\u00ebr ta implementuar. Me shpejt\u00ebsin\u00eb e avancimit t\u00eb Kosov\u00ebs n\u00eb k\u00ebt\u00eb proces sigurisht se do t\u00eb nevojitet m\u00eb tep\u00ebr koh\u00eb.<\/p>\n<p>Qartazi hartuesit e k\u00ebsaj strategjie nuk kan\u00eb munges\u00eb ambicie. P\u00ebrve\u00e7 reformave n\u00eb funksion t\u00eb ngritjes s\u00eb nivelit t\u00eb demokracis\u00eb n\u00eb k\u00ebto vende, BE nuk ka hezituar q\u00eb fatin e an\u00ebtar\u00ebsimit t\u00eb rajonit ta lidh\u00eb s\u00ebrish me zgjidhjen e mosmarr\u00ebshjeve politike. Nj\u00eb gj\u00eb \u00ebsht\u00eb e qart\u00eb, BE synon q\u00eb mosmarr\u00ebveshjet n\u00eb mes t\u00eb vendeve t\u00eb Ballkanit t\u00eb zgjidhen para \u00e7do hapi p\u00ebr integrim n\u00eb BE, e k\u00ebtu lista kryesohet nga problemi n\u00eb mes t\u00eb Kosov\u00ebs dhe Serbis\u00eb. Edhe kjo \u00e7\u00ebshtje ka afat kohor, e sipas BE-s\u00eb viti 2019 do t\u00eb duhej t\u00eb ishte viti i arritjes s\u00eb nj\u00eb marr\u00ebveshje ligj\u00ebrisht t\u00eb detyrueshme p\u00ebr t\u00eb dyja shtetet. Pik\u00ebrisht k\u00ebtu elita politike n\u00eb Kosov\u00ebs duhet t\u00eb tregohet e qart\u00eb dhe e prer\u00eb n\u00eb raport me Serbin\u00eb dhe BE-n\u00eb. Kjo marr\u00ebveshje nuk mund t\u00eb ket\u00eb vend p\u00ebr ambiguitet, e hi\u00e7 \u00a0m\u00eb pak p\u00ebr di\u00e7ka m\u00eb pak se njohje. Deklaratat se njohja nga Serbia nuk \u00ebsht\u00eb e nevojshme jan\u00eb t\u00eb rrezikshme, dhe mund\u00ebsia p\u00ebr t\u00eb r\u00ebn\u00eb n\u00eb ndonj\u00eb kurth t\u00eb ngjash\u00ebm me marr\u00ebveshjen e fusnot\u00ebs do t\u00eb ket\u00eb pasoja strategjike p\u00ebr Kosov\u00ebn n\u00eb rrafshin nd\u00ebrkomb\u00ebtar. \u00a0Andaj, konsensusi politik n\u00eb dialog \u00ebsht\u00eb vendimtar, rikthimi n\u00eb Bruksel do t\u00eb duhej t\u00eb b\u00ebhet fuqish\u00ebm dhe i nj\u00ebz\u00ebsh\u00ebm \u2013 sepse kjo \u00ebsht\u00eb mund\u00ebsia e fundit p\u00ebr t\u00eb kthyer situat\u00ebn n\u00eb favor t\u00eb Kosov\u00ebs, dhe kjo do t\u00eb duhet t\u00eb vendoset mbi interesat personale e partiake. Gjithashtu, k\u00ebrkesat e Kosov\u00ebs n\u00eb raport me BE-n\u00eb do t\u00eb duhet t\u00eb rriten. N\u00ebse mbyllja e k\u00ebsaj \u00e7\u00ebshtje i siguron Serbis\u00eb an\u00ebtar\u00ebsim n\u00eb BE, do t\u00eb duhet t\u00eb k\u00ebrkohet q\u00eb Kosova t\u00eb ket\u00eb s\u00eb paku t\u00eb drejt\u00ebn p\u00ebr aplikim p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE deri n\u00eb vitin 2019, kurse viti 2025 ta gjej\u00eb Kosov\u00ebn me dat\u00eb konkrete p\u00ebr integrim n\u00eb BE. \u00cbsht\u00eb imperativ i koh\u00ebs q\u00eb BE t\u00eb garantoj\u00eb konsensus politik n\u00eb mes t\u00eb shteteve an\u00ebtare p\u00ebr zyrtarizim t\u00eb procesit t\u00eb integrimit p\u00ebr Kosov\u00ebn.<\/p>\n<p>Ekziston edhe nj\u00eb rrug\u00eb tjet\u00ebr drejt BE-s\u00eb p\u00ebr Kosov\u00ebn e cila p\u00ebrmendet n\u00eb strategji e q\u00eb nuk nd\u00ebrlidhet me Serbin\u00eb. Implementimi i suksessh\u00ebm i MSA-s\u00eb do t\u00eb d\u00ebshmonte q\u00eb, megjithat\u00eb, Kosova e trajton an\u00ebtar\u00ebsimin n\u00eb BE p\u00ebrtej deklaratave p\u00ebr konsum politik. P\u00ebrve\u00e7 k\u00ebsaj, Kosova do t\u00eb duhet t\u00eb negocioj\u00eb dhe avokoj\u00eb p\u00ebr hapjen \u2013 qoft\u00eb edhe jo formale pa marr\u00ebveshje politike n\u00eb mes t\u00eb BE-s\u00eb dhe Kosov\u00ebs \u2013 t\u00eb kapitujve 23 dhe 24 p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE sa m\u00eb shpejt t\u00eb jet\u00eb e mundur. K\u00ebto jan\u00eb kapituj vendimtar\u00eb e q\u00eb ng\u00ebrthejn\u00eb shum\u00eb elemente politike, andaj zotimi p\u00ebr nisjen e proceseve reformuese n\u00eb k\u00ebt\u00eb drejtim do t\u00eb sh\u00ebrbente n\u00eb favor t\u00eb Kosov\u00ebs n\u00eb rrug\u00ebtimin drejt BE-s\u00eb. Implementimi i MSA-s\u00eb dhe reformave t\u00eb brendshme politike jan\u00eb procese t\u00eb brendshme q\u00eb k\u00ebrkojn\u00eb p\u00ebrkushtim serioz, mbi t\u00eb gjitha k\u00ebtu Serbia zor se mund t\u00eb pengoj\u00eb, por as t\u00eb faj\u00ebsohet p\u00ebr d\u00ebshtimet.<\/p>\n<p>Andaj, viti 2018 duhet t\u00eb shihet si vit vendimtar p\u00ebr Kosov\u00ebn, dhe Strategjia p\u00ebr Ballkanin Per\u00ebndimor \u00ebsht\u00eb vet\u00ebm fillimi. Ngjarje tjet\u00ebr q\u00eb do t\u00eb konsiderohet si \u201cndryshim loje\u201d n\u00eb raport me Ballkanin \u00ebsht\u00eb presidenca e Bullgaris\u00eb n\u00eb K\u00ebshill. Bullgaria ka v\u00ebn\u00eb prioritet Ballkanin, p\u00ebrfshir\u00eb k\u00ebtu zhvillimin ekonomik t\u00eb rajonit, mir\u00ebpo edhe qasjen e ashtuquajtur \u201creformuese\u201d, q\u00eb supozohet se duhet t\u00eb sjell\u00eb ndryshime n\u00eb qasjen e BE-s\u00eb n\u00eb raport me rajonin. Kosova, s\u00eb pari do t\u00eb duhet t\u2019i ket\u00eb t\u00eb qarta prioritetet dhe t\u00eb shfryt\u00ebzoj\u00eb k\u00ebt\u00eb momentum p\u00ebr futjen e saj n\u00eb agjend\u00eb n\u00eb Samitin e BE-s\u00eb me Ballkanin Per\u00ebndimor q\u00eb pritet t\u00eb mbahet n\u00eb Sofje t\u00eb Bullgaris\u00eb. N\u00eb an\u00ebn tjet\u00ebr, Procesi i Berlinit \u00ebsht\u00eb nj\u00eb platform\u00eb p\u00ebr t\u00eb cilin elita politike n\u00eb Kosov\u00eb s\u00eb pari do t\u00eb duhej t\u00eb ngris\u00eb vet\u00ebdijen e ta shoh\u00eb p\u00ebrtej projekteve me asfalt dhe rrug\u00eb. Ky proces do t\u00eb sh\u00ebrbej\u00eb si shtyll\u00eb mb\u00ebshtet\u00ebse e rrug\u00ebtimit t\u00eb rajonit n\u00eb BE. Andaj, Kosova nuk duhet t\u00eb mbaj\u00eb shpresat tek shtetet e tjera p\u00ebr t\u00eb marr\u00eb vizibilitet, por do t\u00eb duhet t\u00eb marr\u00eb pjes\u00eb n\u00eb m\u00ebnyr\u00eb aktive ashtu si\u00e7 do t\u00eb duhet t\u00eb marr\u00eb pjes\u00eb nj\u00eb shtet.<\/p>\n<p>Kosova e ka mund\u00ebsin\u00eb q\u00eb t\u00eb tregoj\u00eb seriozitet dhe p\u00ebrkushtim n\u00eb rrug\u00ebtimin e saj drejt BE-s\u00eb.
