N\u00eb konferenc\u00ebn nd\u00ebrkomb\u00ebtare p\u00ebr \u00e7\u00ebshtje t\u00eb siguris\u00eb, organizuar nga Qendra Kosovare p\u00ebr Studime t\u00eb Siguris\u00eb jav\u00ebn e kaluar n\u00eb Prishtin\u00eb (me tem\u00ebn \u201cNATO dhe Ballkani Per\u00ebndimor: Rajoni p\u00ebrball\u00eb sfidave bashk\u00ebkohore t\u00eb siguris\u00eb\u201d), p\u00ebr her\u00eb t\u00eb par\u00eb p\u00ebrfaq\u00ebsues t\u00eb institucioneve shtet\u00ebrore t\u00eb Kosov\u00ebs dhe zyrtar\u00eb t\u00eb nivelit t\u00eb lart\u00eb t\u00eb NATO-s kishin rastin t\u00eb diskutojn\u00eb hapur p\u00ebr \u00e7\u00ebshtje me interes t\u00eb siguris\u00eb p\u00ebr vendin dhe rajonin e Ballkanit.<\/p>\n<p>Sikurse dihet, NATO vazhdon t\u00eb mbaj\u00eb q\u00ebndrim neutral n\u00eb raport me institucionet e Kosov\u00ebs \u2013 si pasoj\u00eb e mosnjohjes s\u00eb shtetit t\u00eb Kosov\u00ebs nga kat\u00ebr vende an\u00ebtare t\u00eb NATO-s \u2013 dhe nuk duket n\u00eb horizont se do t\u00eb ket\u00eb marr\u00ebdh\u00ebnie kontraktuale nd\u00ebrmjet Kosov\u00ebs dhe NATO-s. Kjo nuk n\u00ebnkupton q\u00eb Kosova duhet vet\u00ebm t\u00eb pres\u00eb derisa t\u2019i jepet programi i Partneritetit p\u00ebr Paqe nga ana e NATO-s p\u00ebr arsye se edhe platforma t\u00eb tilla, si konferenca e jav\u00ebs s\u00eb kaluar mund t\u00eb ndihmojn\u00eb p\u00ebrfaq\u00ebsuesit e institucioneve kosovare p\u00ebr zgjerimin e bashk\u00ebpunimit, ndon\u00ebse t\u00eb kufizuar, me NATO-n.<\/p>\n<p>Bashk\u00ebpunimi Kosov\u00eb-NATO n\u00eb form\u00ebn e nd\u00ebrveprimit t\u00eb fuqizuar q\u00eb ka nisur n\u00eb vitin 2017 pas shk\u00ebmbimit t\u00eb letrave t\u00eb ish-kryeministrit t\u00eb Kosov\u00ebs, Isa Mustafa me Sekretarin e P\u00ebrgjithsh\u00ebm t\u00eb NATO-s, Jens Stoltenberg, do t\u00eb duhej t\u00eb shfryt\u00ebzohet nga institucionet e vendit p\u00ebr thellimin e bashk\u00ebpunimit t\u00eb Kosov\u00ebs me NATO-n p\u00ebrtej bashk\u00ebpunimit tashm\u00eb 18-vje\u00e7ar me forcat paqeruajt\u00ebse t\u00eb KFOR-it n\u00eb Kosov\u00eb. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, fushat e bashk\u00ebpunimit p\u00ebrmes k\u00ebtij nd\u00ebrveprimi t\u00eb fuqizuar duhet t\u2019i sh\u00ebrbejn\u00eb Kosov\u00ebs p\u00ebr t\u00eb hapur rrug\u00ebn drejt vendosjes s\u00eb marr\u00ebdh\u00ebnieve kontraktuale dhe politike me NATO-n.<\/p>\n<p>Sidoqoft\u00eb, hapja e marr\u00ebdh\u00ebnieve kontraktuale Kosov\u00eb-NATO nuk pritet t\u00eb ndodh\u00eb s\u00eb shpejti p\u00ebr shkak t\u00eb vendimmarrjes mbi baz\u00ebn e konsensusit n\u00eb kuad\u00ebr t\u00eb organeve vendimmarr\u00ebse n\u00eb NATO. Krahas k\u00ebsaj, nj\u00eb nga z\u00ebrat m\u00eb t\u00eb fuqish\u00ebm brenda NATO-s kund\u00ebr Kosov\u00ebs vazhdon t\u00eb jet\u00eb Spanja e cila kund\u00ebrshton \u00e7far\u00ebdo avancimi t\u00eb raporteve politike t\u00eb Kosov\u00ebs me NATO-n. Rrjedhimisht, ngritja e paraleleve nd\u00ebrmjet dh\u00ebnies s\u00eb Marr\u00ebveshjes s\u00eb Stabilizim Asociimit nga Bashkimi Evropian p\u00ebr Kosov\u00ebn me mund\u00ebsin\u00eb e hyrjes s\u00eb Kosov\u00ebs n\u00eb programin e Partneritetit p\u00ebr Paqe t\u00eb NATO-s nuk duket reale, s\u00eb paku jo n\u00eb periudh\u00ebn e tanishme.<\/p>\n<p>P\u00ebrve\u00e7 vendimmarrjes me konsensus n\u00eb NATO dhe kund\u00ebrshtimit spanjoll, edhe pamund\u00ebsia e NATO-s p\u00ebr t\u00eb \u201ckusht\u00ebzuar\u201d Serbin\u00eb e v\u00ebshtir\u00ebson edhe m\u00eb tep\u00ebr vendosjen e marr\u00ebdh\u00ebnieve politike t\u00eb Kosov\u00ebs me NATO-n. Kjo p\u00ebr shkak se Serbia nuk ka p\u00ebr q\u00ebllim t\u00eb an\u00ebtar\u00ebsohet n\u00eb NATO dhe p\u00ebr dallim prej BE-s\u00eb ku Serbia mund t\u00eb kusht\u00ebzohet me leht\u00eb, strukturat e NATO-s nuk kan\u00eb ndonj\u00eb instrument p\u00ebrmes t\u00eb cilit do t\u00eb mund t\u00eb jen\u00eb m\u00eb fleksibile (si BE-ja) p\u00ebr t\u2019i mund\u00ebsuar Kosov\u00ebs vendosjen e marr\u00ebdh\u00ebnieve kontraktuale. Edhe pse duket se situata nuk \u00ebsht\u00eb optimiste sa i p\u00ebrket an\u00ebtar\u00ebsimit n\u00eb NATO, megjithat\u00eb institucionet e Kosov\u00ebs duhet t\u00eb bashk\u00ebpunojn\u00eb ngusht\u00eb me vendet an\u00ebtare t\u00eb k\u00ebsaj aleance q\u00eb kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs me q\u00ebllim shtyrjen p\u00ebrpara t\u00eb agjend\u00ebs s\u00eb pjes\u00ebmarrjes s\u00eb Kosov\u00ebs n\u00eb programet e ndryshme t\u00eb NATO-s p\u00ebr t\u2019i hapur rrug\u00eb integrimit t\u00eb Kosov\u00ebs n\u00eb NATO.<\/p>\n<p>Derisa nga NATO nuk pritet t\u00eb ndryshoj\u00eb q\u00ebndrimi sa i p\u00ebrket Forcave t\u00eb Armatosura t\u00eb Kosov\u00ebs (FAK), kjo nuk duhet t\u2019i \u201cfrik\u00ebsoj\u00eb\u201d institucionet e Kosov\u00ebs. P\u00ebrkundrazi, ato duhet t\u00eb fuqizojn\u00eb bashk\u00ebpunimin bilateral me vendet e NATO-s n\u00eb mb\u00ebshtetje t\u00eb nd\u00ebrtimit t\u00eb kapaciteteve mbrojt\u00ebse e ushtarake t\u00eb Kosov\u00ebs qoft\u00eb p\u00ebrmes ndryshimeve kushtetuese ose ndryshimit t\u00eb Ligjit aktual p\u00ebr Forc\u00ebn e Siguris\u00eb s\u00eb Kosov\u00ebs (FSK). N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, institucionet shtet\u00ebrore t\u00eb Kosov\u00ebs do t\u00eb duhej t\u00eb zhvillojn\u00eb konsultime edhe me komunitetet pakic\u00eb n\u00eb Kosov\u00eb, ve\u00e7an\u00ebrisht me komunitetin serb p\u00ebr t\u2019i njoftuar n\u00eb lidhje me r\u00ebnd\u00ebsin\u00eb e FAK-ut dhe integrimit tashm\u00eb t\u00eb qytetar\u00ebve t\u00eb komunitetit serb n\u00eb radh\u00ebt e FSK-s\u00eb.<\/p>\n<p>T\u00eb gjitha k\u00ebto \u00e7\u00ebshtje do t\u00eb duhej t\u00eb \u00e7onin drejt avancimit t\u00eb marr\u00ebdh\u00ebnieve t\u00eb Kosov\u00ebs me NATO-n. Kjo do t\u00eb mund t\u00eb arrihet vet\u00ebm n\u00ebse institucionet vendore arrijn\u00eb t\u2019i shterrin fushat e bashk\u00ebpunimit me NATO-n n\u00eb kuad\u00ebr t\u00eb nd\u00ebrveprimit t\u00eb fuqizuar, por edhe n\u00ebse NATO arrin t\u00eb tejkaloj\u00eb mospajtimet e brendshme n\u00eb lidhje me Kosov\u00ebn. P\u00ebr m\u00eb tep\u00ebr, vazhdimi i politik\u00ebs se \u201cNATO ka q\u00ebndrim neutral ndaj Kosov\u00ebs\u201d do t\u00eb mund t\u2019i hap\u00eb rrug\u00eb ndikimeve t\u00eb tjera n\u00eb vend, p\u00ebrfshir\u00eb ndikimit t\u00eb Rusis\u00eb e cila tashm\u00eb ka shtrir\u00eb ndikimin e saj n\u00eb rajonin e Ballkanit Per\u00ebndimor duke sfiduar vet\u00eb NATO-n dhe partner\u00ebt e saj p\u00ebrmes metodave t\u00eb ndryshme p\u00ebr t\u00eb penguar integrimin e vendeve t\u00eb rajonit n\u00eb NATO.<\/p>","protected":false},"excerpt":{"rendered":"<p>M\u00eb n\u00eb fund ka arritur t\u00eb \u201cthyhet\u201d bllokada q\u00eb ka mbizot\u00ebruar tash e disa vite n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrmjet Kosov\u00ebs dhe NATO-s.
