Kjo jo vet\u00ebm p\u00ebr\u00a0faktin q\u00eb kjo rritje e aft\u00ebsis\u00eb luftarake t\u00eb Serbis\u00eb ndodhi p\u00ebrkund\u00ebr faktit q\u00eb ajo p\u00ebrb\u00ebn k\u00ebrc\u00ebnim t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb siguris\u00eb, por edhe p\u00ebr shkak t\u00eb intensifikimit t\u00eb af\u00ebrsis\u00eb s\u00eb saj me Rusin\u00eb duke paralajm\u00ebruar k\u00ebshtu tendencat e nd\u00ebrsjella p\u00ebr t\u00eb p\u00ebrdorur ndikimin e tyre de-stabilizues n\u00eb d\u00ebm t\u00eb shteteve t\u00eb tjera t\u00eb rajonit.<\/p>\n<p>E d\u00ebshmi p\u00ebr tendenc\u00ebn e shtimit t\u00eb influenc\u00ebs de-stabilizuese ruse n\u00eb rajon p\u00ebrmes elementeve t\u00eb hapura shtet\u00ebrore apo ato n\u00eb form\u00eb t\u00eb kamufluar nuk jan\u00eb t\u00eb pakta.\u00a0P\u00ebr t\u00eb rikujtuar, rasti m\u00eb eklatant ishte ai kur Policia e Malit t\u00eb Zi arrestoi disa individ t\u00eb dyshuar si pjes\u00ebtar\u00eb t\u00eb sh\u00ebrbimit inteligjent rus dhe atij serb p\u00ebr planifikim t\u00eb atentatit ndaj kryeministrit t\u00eb k\u00ebtij vendi. Sipas Policis\u00eb malazeze me ket\u00eb atentat synohej sabotimi i an\u00ebtar\u00ebsimit t\u00eb k\u00ebtij shteti t\u00eb vog\u00ebl fqinj n\u00eb NATO. Arrestime dhe d\u00ebbime t\u00eb individ\u00ebve t\u00eb dyshuar si pjes\u00ebtar\u00eb t\u00eb sh\u00ebrbimeve inteligjente ruse pati edhe n\u00eb Kosov\u00eb nd\u00ebrkoh\u00eb q\u00eb ka koh\u00eb q\u00eb pjes\u00ebtar\u00eb t\u00eb sh\u00ebrbimeve inteligjente, p\u00ebr t\u00eb cil\u00ebt ka indicje t\u00eb bazuar se veprojn\u00eb t\u00eb papenguara sidomos n\u00eb pjes\u00ebn veriore t\u00eb Kosov\u00ebs. Nd\u00ebrkoh\u00eb q\u00eb brenda Bosnj\u00ebs dhe Hercegovin\u00ebs, Republika Serbe vazhdon t\u00eb veproj\u00eb hapur si vasale e Rusis\u00eb dhe Serbis\u00eb sidomos n\u00eb periudh\u00ebn e fundit.<\/p>\n<p>Me fjal\u00eb t\u00eb tjera, intensifikimi i bashk\u00ebpunimit ushtarak n\u00eb mes Rusis\u00eb dhe Serbis\u00eb paraqet nj\u00eb hap mbrapa sa i p\u00ebrket bashk\u00ebpunimit konstruktiv rajonal dhe t\u00eb ardhmes s\u00eb rajonit. P\u00ebr\u00a0m\u00eb tep\u00ebr, karakteri de-stabilizues i k\u00ebtij bashk\u00ebpunimi pritet t\u00eb manifestohet nd\u00ebr t\u00eb tjera n\u00eb:\u00a0nxitje t\u00eb rivalitetit n\u00eb mes shteteve t\u00eb cilat synojn\u00eb lidership n\u00eb rajon (k\u00ebtu n\u00eb radh\u00eb t\u00eb par\u00eb vlen t\u00eb p\u00ebrmendet intensifikimi i rivalitetit mes Serbis\u00eb dhe Kroacis\u00eb); n\u00eb intensifikim t\u00eb tendencave p\u00ebr t\u00eb p\u00ebrdorur elementet de-stabilizuese serbe me q\u00ebllim t\u00eb mbajtjes peng t\u00eb vendeve t\u00eb rajonit karshi p\u00ebrpjekjeve t\u00eb tyre p\u00ebr integrime veri-atlantike; n\u00eb p\u00ebrdorim nga ana e Serbis\u00eb e kapaciteteve de-stabilizuese si shkop dhe karrot\u00eb p\u00ebr t\u00eb arritur objektivat e saja integruese n\u00eb BE; si dhe n\u00eb instanc\u00ebn m\u00eb t\u00eb fundit ngritja e kapaciteteve luftarake t\u00eb Serbis\u00eb\u00a0p\u00ebrb\u00ebn po ashtu edhe k\u00ebrc\u00ebnim t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr integritetin territorial t\u00eb vendeve fqinje\u00a0t\u00eb Serbis\u00eb si Bosnja e Hercegovina, Kosova dhe Mali i Zi.<\/p>\n<p>Nd\u00ebrkoh\u00eb,\u00a0n\u00ebse e v\u00ebshtrojm\u00eb nga perspektiva jon\u00eb vendore, marr\u00ebveshja n\u00eb fjal\u00eb karakterin m\u00eb t\u00eb madh k\u00ebrc\u00ebnues e ka sidomos karshi Kosov\u00ebs.\u00a0Nj\u00eb p\u00ebrfundim i till\u00eb mund t\u00eb nxirret duke filluar nga deklarata e kryeministrit serb i cili pas n\u00ebnshkrimit t\u00eb k\u00ebsaj marr\u00ebveshje u shpreh se \u201cne\u00a0nuk do ta sulmojm\u00eb ask\u00ebnd apo t\u00eb marrim ndonj\u00eb gj\u00eb q\u00eb i takon ndokujt tjet\u00ebr, por synimi \u00ebsht\u00eb t\u00eb p\u00ebrgatitemi ta mbrojm\u00eb lirin\u00eb dhe sovranitetin ton\u00eb\u201d. E kur dihet q\u00eb me Kushtetut\u00eb t\u00eb Serbis\u00eb, Kosova edhe m\u00eb tutje llogaritet si pjes\u00eb e\u00a0 territorit t\u00eb saj, \u00e7far\u00ebdo reference e till\u00eb nga ana e lidershipit serb p\u00ebr mbrojtje t\u00eb integritetit territorial p\u00ebrb\u00ebn k\u00ebrc\u00ebnim t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr sovranitetin territorial t\u00eb Kosov\u00ebs.<\/p>\n<p>Krahas k\u00ebsaj, edhe tendencat e Serbis\u00eb p\u00ebr marrjen e kontrollit t\u00eb hap\u00ebsir\u00ebs ajrore, sado jo reale q\u00eb mund t\u00eb shihen, jan\u00eb n\u00eb frym\u00ebn e armatosjes s\u00eb fundit sidomos me mjete t\u00eb aviacionit ushtarak. Mir\u00ebpo ajo \u00e7ka b\u00ebri p\u00ebrshtypje n\u00eb rastin e Kosov\u00ebs \u00ebsht\u00eb se ndryshe nga vende e tjera t\u00eb Ballkanit Per\u00ebndimor si Kroacia e cila me automatiz\u00ebm ju kund\u00ebrp\u00ebrgjigj k\u00ebsaj gare armatimi duke n\u00ebnshkruar marr\u00ebveshje t\u00eb ngjashme p\u00ebr blerje t\u00eb armatimit, p\u00ebr \u00e7udi, \u00a0autoritetet kosovare deri m\u00eb sot fare pak u prononcuan karshi k\u00ebtyre zhvillimeve.<\/p>\n<p>Mbase, me k\u00ebt\u00eb heshtje Qeveria e Kosov\u00ebs synon t\u2019i shmanget ekspozimit t\u00eb d\u00ebshtimeve t\u00eb saj n\u00eb raport me transformimin t\u00eb Forc\u00ebn e Siguris\u00eb s\u00eb Kosov\u00ebs (FSK) n\u00eb forc\u00eb mbrojt\u00ebse, si dhe p\u00ebr t\u00eb filluar nd\u00ebrtimin e saj n\u00eb proporcion me nevojat e brendshme dhe kapacitetet ekzistuese. Pra, mbase\u00a0Qeveria\u00a0si duket synon t\u00eb mbaj\u00eb n\u00eb heshtje jo-gatishm\u00ebrin\u00eb p\u00ebr t\u00eb nd\u00ebrruar praktikat e deritanishme serviluese karshi faktorit nd\u00ebrkomb\u00ebtar i cil\u00ebt insiston se \u00e7far\u00ebdo transformimi duhet t\u00eb b\u00ebhet vet\u00ebm p\u00ebrmes ndryshimeve kushtetuese, skenar ky v\u00ebshtir\u00eb i realizuesh\u00ebm p\u00ebr shkak se p\u00ebr kalimin e tij k\u00ebrkohet shumica e dyfisht\u00eb e deputet\u00ebve, respektivisht 2\/3 e votave t\u00eb minoriteteve.<\/p>\n<p>E p\u00ebrpjekje t\u00eb tilla t\u00eb d\u00ebshtuara nga ana e Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr ndryshime kushtetuese b\u00ebhen q\u00eb tri vite radhazi. Mir\u00ebpo si\u00e7 edhe \u00ebsht\u00eb pritur, p\u00ebrfaq\u00ebsuesit e komunitetit serb n\u00eb Kuvendin e Kosov\u00ebs t\u00eb dirigjuar nga Beogradi zyrtar vazhdimisht kund\u00ebrshtuan k\u00ebto ndryshime duke e b\u00ebr\u00eb krejt\u00ebsisht t\u00eb pakuptimt\u00eb p\u00ebrpjekjet p\u00ebr ndryshime kushtetuese.<\/p>\n<p>Nd\u00ebrkoh\u00eb brengos\u00ebse mbetet fakti se megjith\u00ebse ligj\u00ebrisht Qeveria e Kosov\u00ebs dhe Kuvendi i Kosov\u00ebs i kan\u00eb duart plot\u00ebsisht t\u00eb hapura p\u00ebr t\u00eb i modifikuar ligjet q\u00eb nd\u00ebrlidhen me FSK duke i larguar k\u00ebshtu t\u00eb gjitha restrikcionet e tanishme q\u00eb pengojn\u00eb\u00a0 shnd\u00ebrrimin e k\u00ebsaj Force n\u00eb ushtri, nj\u00eb gj\u00eb e till\u00eb edhe m\u00eb tutje nuk \u00ebsht\u00eb duke ndodhur. Madje sikurse t\u00eb mos mjaftonte kjo,\u00a0p\u00ebrpjekje p\u00ebr fuqizimin t\u00eb aft\u00ebsive luftarake p\u00ebr te garantuar rendin dhe ligjin viteve t\u00eb fundit nuk pati as n\u00eb Polici. Kjo p\u00ebrkund\u00ebr faktit q\u00eb dihet se sa e pafuqishme Policia e Kosov\u00ebs u tregua n\u00eb vitin 2011 p\u00ebr t\u00eb shtrir\u00eb autoritetin e saj n\u00eb veri t\u00eb vendit. Nd\u00ebrsa, gjendja n\u00eb veri te vendit edhe m\u00eb tutje mbetet pothuajse e nj\u00ebjt\u00eb nd\u00ebrkoh\u00eb q\u00eb nevoja p\u00ebr vendosje t\u00eb autoriteti qendror shtet\u00ebror n\u00eb pjes\u00ebn veriore mbetet po aq e madhe. Nj\u00eb nevoj\u00eb e till\u00eb p\u00ebr reagim u paraqit sidomos pas vendosjes s\u00eb murit n\u00eb pjes\u00ebn veriore t\u00eb lumit Ib\u00ebr. Megjithat\u00eb p\u00ebrkund\u00ebr rezolut\u00ebs s\u00eb fundit t\u00eb Kuvendit t\u00eb Kosov\u00ebs ku k\u00ebrkohet heqja e k\u00ebtij muri n\u00ebse \u00ebsht\u00eb nevoja edhe me forc\u00eb, strukturat paralele atje jan\u00eb t\u00eb vet\u00ebdijshme p\u00ebr kapacitetet luftarake q\u00eb PK ka. Andaj, rreziku q\u00eb PK t\u00eb detyrohet t\u00eb t\u00ebrhiqet pa arritur synimet e saj \u00ebsht\u00eb e madhe q\u00eb nj\u00ebkoh\u00ebsisht n\u00ebnkupton q\u00eb edhe mund\u00ebsia e turp\u00ebrimit t\u00eb shtetit t\u00eb Kosov\u00ebs p\u00ebr her\u00eb t\u00eb dyt\u00eb \u00ebsht\u00eb po aq e madhe.<\/p>\n<p>K\u00ebshtu, ndon\u00ebse hezitimi i Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr t\u00eb investuar n\u00eb infrastruktur\u00ebn e tanishme t\u00eb sektorit t\u00eb siguris\u00eb apo edhe p\u00ebr ta kompletuar infrastruktur\u00ebn e nevojshme ligjore p\u00ebr themelimin e sektorit mbrojt\u00ebs t\u00eb saj n\u00eb planin afat-shkurt\u00ebr, paraqet veprim me kosto m\u00eb t\u00eb ul\u00ebt buxhetore dhe implikime m\u00eb t\u00eb vogla politike, n\u00eb planin afatmes\u00ebm dhe afatgjat\u00eb nj\u00eb veprim i\u00a0 till\u00eb gjithsesi se p\u00ebrb\u00ebn nj\u00eb loj\u00eb tejet t\u00eb rrezikshme p\u00ebr t\u00eb ardhmen\u00a0e vendit. Andaj veprimet\u00a0 e tilla t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs, n\u00eb radh\u00eb t\u00eb par\u00eb po u pamund\u00ebsojn\u00eb institucioneve vendore q\u00eb m\u00eb n\u00eb fund t\u00eb arrijn\u00eb t\u00eb\u00a0 shtrijn\u00eb rendin dhe ligjin n\u00eb gjith\u00eb territorin e Kosov\u00ebs. Ato po ashtu po i pamund\u00ebsojn\u00eb Kosov\u00ebs q\u00eb sadopak t\u00eb jet\u00eb pjes\u00ebmarr\u00ebse n\u00eb zhvillimet e tanishme rajonale sa i p\u00ebrket sektorit t\u00eb mbrojtjes p\u00ebrfshir\u00eb k\u00ebtu edhe n\u00eb partneritete dhe orientime t\u00eb ndryshme strategjike, dhe pse jo, edhe n\u00eb gar\u00ebn e tanishme me armatim e cila \u00ebsht\u00eb duke ndodhur n\u00eb rajon.<\/p>\n<p>P\u00ebr fund, vlen t\u00eb theksohet se koh\u00ebve t\u00eb fundit jemi d\u00ebshmitar t\u00eb zhvillimeve dhe ri-formatimeve t\u00eb shumta t\u00eb ndodhura n\u00eb aren\u00ebn globale. Shum\u00eb nga k\u00ebto ndryshime rrezikojn\u00eb t\u00eb ken\u00eb impakt edhe n\u00eb Ballkanin Per\u00ebndimor, p\u00ebrfshir\u00eb k\u00ebtu edhe Kosov\u00ebn. K\u00ebtu vlen t\u00eb p\u00ebrmenden: ekspozimi tashm\u00eb i munges\u00ebs s\u00eb unitetit n\u00eb vendimmarrje tek shtetet an\u00ebtare t\u00eb NATO-s sa i p\u00ebrket \u00e7\u00ebshtjeve t\u00eb ndryshme (p\u00ebrfshir\u00eb Kosov\u00ebn, Ukrain\u00ebn, Rusin\u00eb, etj.); referendumi p\u00ebr daljen e Britanis\u00eb s\u00eb Madhe nga Bashkimi Evropian;\u00a0 fitorja e zgjedhjeve presidenciale n\u00eb SHBA nga kandidati Donald Trump; apo edhe rikthimi n\u00eb sken\u00eb politike t\u00eb shum\u00eb shteteve per\u00ebndimore\u00a0(t\u00eb cilat deri m\u00eb tani kan\u00eb qen\u00eb mb\u00ebshtet\u00ebse t\u00eb shtetit t\u00eb Kosov\u00ebs) i partive t\u00eb ekstremit t\u00eb djatht\u00eb t\u00eb cilat jo-domosdo n\u00eb t\u00eb kaluar\u00ebn kan\u00eb shprehur q\u00ebndrim mb\u00ebshtet\u00ebs karshi kauzave t\u00eb popullit t\u00eb Kosov\u00ebs.<\/p>\n<p>K\u00ebshtu, si p\u00ebrfundim i gjith\u00eb k\u00ebsaj, mund t\u00eb thuhet se l\u00ebrja n\u00eb plan t\u00eb dyt\u00eb e fuqizimit t\u00eb sektorit t\u00eb siguris\u00eb si dhe ngecja e Kosov\u00ebs n\u00eb mos-form\u00ebsimin e strukturave t\u00eb saj mbrojt\u00ebse duke l\u00ebn\u00eb mbrapa at\u00eb n\u00eb garat rajonale, paraqet rrezik real p\u00ebr t\u00eb ardhmen e shtetit t\u00eb Kosov\u00ebs.
