Nd\u00ebrkoh\u00eb q\u00eb nj\u00ebra \u00ebsht\u00eb liri prej kufizimeve, tjetra n\u00eb em\u00ebr t\u00eb liris\u00eb edhe krijon kufizime.<\/p>\n<p>Pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye, Berlin ishte skeptik ndaj projekteve politike q\u00eb v\u00ebn\u00eb theksin te liria P\u00cbR T\u00cb.<\/p>\n<p>Sepse kur liria P\u00cbR T\u00eb artikulohet arbitrarisht si vullnet i nj\u00eb kategorie kolektive \u00a0psh. nj\u00eb kombi, feje apo klase shoq\u00ebrore \u00eb ajo shpesh di t\u00eb jet\u00eb shp\u00ebrfill\u00ebse, p\u00ebrjashtuese apo edhe shtyp\u00ebse ndaj lirive t\u00eb atyre q\u00eb ndodhen jasht\u00eb k\u00ebtij grupi.<\/p>\n<p>Edhe Millosheviqi e arsyetonte agjend\u00ebn e tij serbo-madhe si \u00eblirimtare, si artikulim i vullnetit historik t\u00eb popullit serb p\u00ebr liri, ndon\u00ebse prej k\u00ebtij ushtrimi t\u00eb liris\u00eb u masakruan popujt fqinj.<\/p>\n<p>Ne shqiptar\u00ebt e Kosov\u00ebs deri para disa vitesh kolektivisht mendonim p\u00ebr lirin\u00eb kryesisht n\u00eb p\u00ebrkufizimin e par\u00eb t\u00eb Berlinit \u00a0pra si liri negative.<\/p>\n<p>E dinim shum\u00eb qart\u00eb vet\u00ebm se prej kujt d\u00ebshironim t\u00eb \u00ebliroheshim si kolektiv, sepse lirin\u00eb e kishim t\u00eb kufizuar prej Serbis\u00eb n\u00eb baz\u00eb t\u00eb p\u00ebrkat\u00ebsis\u00eb son\u00eb komb\u00ebtare.<\/p>\n<p>Por duke qen\u00eb t\u00eb konsumuar nga p\u00ebrpjekjet p\u00ebr \u00eblirim (akoma t\u00eb pap\u00ebrfunduar) \u00eb e cila nd\u00ebrkoh\u00eb krijoi realitete t\u00eb reja, si forcimin e identitetit kosovar \u00eb ne nuk ia sqaruam mir\u00eb vetes se \u00ebfar\u00eb duam t\u00eb b\u00ebjm\u00eb me lirin\u00eb e synuar, p\u00ebrtej pasjes s\u00eb t\u00eb drejt\u00ebs p\u00ebr t\u00eb jetuar t\u00eb lir\u00eb nga Serbia.<\/p>\n<p>Pra, nuk i shoshit\u00ebm sa duhet brenda nesh dallimet n\u00eb vlera dhe ide, apo aspektet e \u00ebliris\u00eb pozitive\u00eb, q\u00eb e p\u00ebrcaktojn\u00eb at\u00eb autoritetin (rendin politik) i cili, sipas Berlin, u tregon njer\u00ebzve \u00ebse \u00ebfar\u00eb mund t\u00eb jen\u00eb dhe t\u00eb b\u00ebjn\u00eb\u00eb n\u00eb k\u00ebt\u00eb hap\u00ebsir\u00eb q\u00eb e ndajm\u00eb me nj\u00ebri-tjetrin.<\/p>\n<p>Nuk i pat\u00ebm as rrethanat e p\u00ebrshtatshme nd\u00ebrkomb\u00ebtare, as koh\u00ebn e mjaftueshme, dhe as kultur\u00ebn e konsoliduar demokratike p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb pun\u00eb me konsensus.<\/p>\n<p>Natyra e shtetit u p\u00ebrcaktua me ngut dhe n\u00ebn udh\u00ebzimin e demokracive per\u00ebndimore.<\/p>\n<p>Shteti i modelit liberal-demokratik dhe qytetar, me Kushtetut\u00eb dhe ligje progresive t\u00eb denja p\u00ebr shtetet m\u00eb t\u00eb p\u00ebrparuara europiane \u00eb dhe me zbatim pervers t\u00eb shoq\u00ebris\u00eb son\u00eb parapolitike dhe informale \u00eb nuk \u00ebsht\u00eb produkt i past\u00ebr i proceseve organike t\u00eb shoq\u00ebris\u00eb.<\/p>\n<p>Ky model i avancuar i shtetit n\u00eb mas\u00eb mjaft t\u00eb madhe \u00ebsht\u00eb nj\u00eb rast\u00ebsi e rrethanave, e patronazhit t\u00eb demokracive t\u00eb p\u00ebrparuara mbi shtetin ton\u00eb, t\u00eb cilin elitat tona megjithat\u00eb b\u00ebn\u00eb mir\u00eb q\u00eb e miratuan (p\u00ebr k\u00ebt\u00eb m\u00eb von\u00eb).<\/p>\n<p>Por natyra e \u00ebinxhinieruar\u00eb nga lart b\u00ebn q\u00eb ky rend politik akoma t\u00eb mos jet\u00eb ngjizur mir\u00eb n\u00eb tabanin kulturor e identitar t\u00eb shoq\u00ebris\u00eb, dhe t\u00eb shihet n\u00eb shum\u00eb mjedise si \u00ebi huaj\u00eb. Mes asaj q\u00eb shkruhet n\u00eb ligje dhe vlerave q\u00eb sundojn\u00eb n\u00eb shoq\u00ebri ekziston nj\u00eb shp\u00ebrputhje shpeshher\u00eb e thell\u00eb.<\/p>\n<p>Kjo p\u00ebr shkak se n\u00eb shum\u00eb aspekte, ligjet i kemi shum\u00eb m\u00eb liberale (t\u00eb p\u00ebrqendruara n\u00eb t\u00eb drejta dhe liri individuale) sesa shoq\u00ebrin\u00eb (q\u00eb gjallon mbi vlera komunitare konservatore \u00eb qofshin ato fisnore, komb\u00ebtare apo fetare).<\/p>\n<p>Dhe tani q\u00eb beteja jon\u00eb kolektive p\u00ebr liri (negative) prej Serbis\u00eb po bie gjithmon\u00eb e m\u00eb shum\u00eb n\u00eb plan t\u00eb dyt\u00eb \u00eb dhe q\u00eb po p\u00ebrballemi me vones\u00eb me nj\u00ebri-tjetrin n\u00eb hap\u00ebsir\u00ebn demokratike \u00eb shum\u00ebkush po e drejton gishtin te kjo shp\u00ebrputhje n\u00eb mes t\u00eb rendit politik dhe vlerave n\u00eb shoq\u00ebri. Kjo po b\u00ebhet me synimin p\u00ebr ta kontestuar vet\u00eb thelbin dhe natyr\u00ebn e shtetit, p\u00ebr ta delegjitimuar at\u00eb, si dhe p\u00ebr ta shitur n\u00eb pazar politik vizionin e tyre si alternativ\u00eb.<\/p>\n<p>Nacionalist\u00ebt ndihen t\u00eb tradhtuar sepse kishin menduar se me \u00eblirimin prej Serbis\u00eb, Kosova natyrsh\u00ebm do t\u00eb mund t\u00eb shkrihej n\u00eb rajon t\u00eb Shqip\u00ebris\u00eb. Prandaj edhe e kan\u00eb problematike vet\u00eb ekzistenc\u00ebn e Kosov\u00ebs si shtet dhe rend juridik.<\/p>\n<p>Ata flasin n\u00eb em\u00ebr t\u00eb vullnetit t\u00eb kombit, si agjent\u00eb t\u00eb vet\u00ebshpallur t\u00eb tij, duke i shp\u00ebrfillur paqart\u00ebsit\u00eb e shumic\u00ebs s\u00eb shqiptar\u00ebve (k\u00ebndej e andej kufirit) rreth natyr\u00ebs dhe kompleksiteteve t\u00eb k\u00ebtij bashkimi; duke i shp\u00ebrfillur shqet\u00ebsimet e pakicave q\u00eb i urrejn\u00eb (hapur apo fshehur), apo edhe t\u00eb sponsor\u00ebve t\u00eb pavar\u00ebsis\u00eb q\u00eb shihen si aktor\u00eb me synime djall\u00ebzore.<\/p>\n<p>Konservator\u00ebt fetar\u00eb jan\u00eb t\u00eb indinjuar me shekularitetin e shtetit liberal dhe me prioritetin q\u00eb ai u jep lirive e t\u00eb drejtave individuale. N\u00eb munges\u00eb t\u00eb Serbis\u00eb e kishin p\u00ebrfytyruar k\u00ebt\u00eb vend t\u00eb rregulluar disi si nj\u00eb vend t\u00eb Lindjes s\u00eb Mesme, e jo si nj\u00eb vend tamam evropian ku ligji, ta z\u00ebm\u00eb, i mbron nj\u00ebsoj edhe t\u00eb drejtat e ushtrimit t\u00eb fes\u00eb, edhe ato t\u00eb grave apo t\u00eb komunitetit LGBTI.<\/p>\n<p>Socialist\u00ebt, si\u00eb edhe e artikuloi s\u00eb fundmi Visar Ymeri n\u00eb nj\u00eb p\u00ebrkujtimin nostalgjik p\u00ebr Kushtetut\u00ebn e Ka\u00ebanikut, jan\u00eb t\u00eb indinjuar me hap\u00ebsir\u00ebn qendrore q\u00eb Kushtetuta jon\u00eb e sotme ia jep tregut t\u00eb lir\u00eb.<\/p>\n<p>Ka edhe soj hibrid q\u00eb \u00ebsht\u00eb edhe nacionalist, edhe socialist e edhe fetar, p\u00ebr t\u00eb cil\u00ebt ky shtet \u00ebsht\u00eb ferri vet\u00eb!<\/p>\n<p>Si rezultat i k\u00ebtyre pak\u00ebnaq\u00ebsive me vlerat q\u00eb jan\u00eb v\u00ebn\u00eb n\u00eb themel t\u00eb Republik\u00ebs, elementet m\u00eb radikale t\u00eb k\u00ebtyre rrymave ideologjike po e p\u00ebrjetojn\u00eb k\u00ebt\u00eb shtet si nj\u00ebfar\u00eb rrethane pushtimi (pushtetar\u00ebt tan\u00eb quhen me terma t\u00eb luft\u00ebs si \u00ebkuisling\u00eb dhe \u00ebkolaboracionist\u00eb\u00eb), nd\u00ebrkoh\u00eb q\u00eb shum\u00eb t\u00eb tjer\u00eb e duan k\u00ebt\u00eb Republik\u00eb si me gjysm\u00eb zemre dhe me turp.<\/p>\n<p>Shteti \u00ebsht\u00eb prap\u00eb hyqymeti, dhe gjuha politike \u00ebsht\u00eb s\u00ebrish \u00eblirimtare.<\/p>\n<p>Pik\u00ebrisht duke folur n\u00eb em\u00ebr t\u00eb liris\u00eb, ideologu kryesor i rrym\u00ebs kund\u00ebr Republik\u00ebs s\u00eb 17 shkurtit, Albin Kurti, th\u00ebrret jo vet\u00ebm p\u00ebr p\u00ebrmbysje t\u00eb qeveris\u00eb dhe t\u00eb elit\u00ebs politike kleptokratike \u00eb nj\u00eb k\u00ebrkes\u00eb ku ai e gjen mb\u00ebshtetjen e shumic\u00ebs \u00eb por edhe p\u00ebr shpalljen e nj\u00eb Republike t\u00eb Tret\u00eb (pas t\u00eb par\u00ebs t\u00eb Rugov\u00ebs, dhe t\u00eb dyt\u00ebs s\u00eb Tha\u00e7it, edhe Kurti e do veten n\u00eb histori me nj\u00eb Republik\u00eb me vul\u00eb t\u00eb tij\u00ebn!).<\/p>\n<p>Dikush do t\u00eb mund ta interpretonte k\u00ebt\u00eb kriz\u00eb dhe k\u00ebt\u00eb kontestim t\u00eb Republik\u00ebs s\u00eb 17 shkurtit si shenj\u00eb t\u00eb d\u00ebshtimit t\u00eb modelit liberal-demokratik apo edhe t\u00eb abortit t\u00eb shtetit. Kjo \u00ebsht\u00eb n\u00eb fakt gj\u00ebja n\u00eb t\u00eb cil\u00ebn me vite t\u00eb t\u00ebra po llogarit\u00eb dhe po investon L\u00ebvizja Vet\u00ebvendosje.<\/p>\n<p>Por, n\u00eb fakt, n\u00ebse nuk ndodh ndonj\u00eb shkundje e madhe tektonike n\u00eb rendin nd\u00ebrkomb\u00ebtar q\u00eb do t\u00eb provokoj\u00eb rishikim t\u00eb kufijve dhe dob\u00ebsim t\u00eb aleanc\u00ebs atlantike, gjasat m\u00eb t\u00eb m\u00ebdha jan\u00eb se zhvillimet e sotme jan\u00eb vet\u00eb rruga drejt fitores s\u00eb k\u00ebtij modeli dhe k\u00ebtij shteti.<\/p>\n<p>Republika e Kosov\u00ebs k\u00ebshtu do t\u00eb ekzistoj\u00eb p\u00ebrgjithmon\u00eb si entitet, pa marr\u00eb parasysh se \u00ebka vendosim t\u00ebi vem\u00eb sip\u00ebr si ombrell\u00eb mbishtet\u00ebrore.<\/p>\n<p>Ndoshta natyra e shtetit q\u00eb e krijuam nuk ishte organike dhe na u servua e gatshme, por gjeniu i sistemit liberal \u00ebsht\u00eb se ai t\u00eb pakt\u00ebn po e lejon debatin e munguar para themelimit t\u00eb shtetit q\u00eb t\u00eb ndodh\u00eb n\u00eb nd\u00ebrkoh\u00eb, dhe q\u00eb ne t\u00ebi sqarojm\u00eb n\u00eb aren\u00ebn demokratike dallimet, duke e pasur gjithsesi t\u00eb drejt\u00ebn edhe p\u00ebr ta v\u00ebn\u00eb n\u00eb pik\u00ebpyetje vet\u00eb thelbin e sistemin.<\/p>\n<p>Thelbi i sistemit liberal-demokratik \u00ebsht\u00eb q\u00eb t\u00eb lejoj\u00eb pluralizmin e vlerave (deri n\u00eb pik\u00ebn ku k\u00ebto vlera b\u00ebhen k\u00ebrc\u00ebnim p\u00ebr lirin\u00eb), sepse vet\u00ebm k\u00ebshtu arrihet me konsensus te nj\u00eb ekuilib\u00ebr i q\u00ebndruesh\u00ebm dhe te nj\u00eb bosht p\u00ebrbashkues n\u00eb mes t\u00eb njer\u00ebzve me pik\u00ebpamje t\u00eb ndryshme. Vet\u00ebm duke i p\u00ebrfillur dhe d\u00ebgjuar t\u00eb gjith\u00eb, shteti si entitet i p\u00ebrbashk\u00ebt i yni fiton legjitimitet dhe autoritet.<\/p>\n<p>A nuk \u00ebsht\u00eb kjo ajo q\u00eb e argumentojn\u00eb edhe Acemoglu e Robinson te \u00ebP\u00ebrse kombet d\u00ebshtojn\u00eb\u00eb, kur e nxjerrin natyr\u00ebn p\u00ebrfshir\u00ebse t\u00eb institucioneve si faktorin ky\u00eb historik p\u00ebr suksesin e shteteve\u00eb<\/p>\n<p>Dhe ky shtet, me gjith\u00eb t\u00eb metat e tij, sot n\u00eb parim i p\u00ebrfill\u00eb t\u00eb gjith\u00eb, teksa t\u00eb gjitha grupet e m\u00ebsip\u00ebrme ideologjike kan\u00eb liri dhe hap\u00ebsir\u00eb mediatike dhe politike p\u00ebr t\u00ebi shprehur q\u00ebndrimet; p\u00ebr t\u00eb mbledhur vota p\u00ebr t\u00eb ndryshuar ligje e kushtetut\u00eb mbi baz\u00ebn e pesh\u00ebs s\u00eb tyre t\u00eb p\u00ebrfaq\u00ebsimit, sado q\u00eb kontrolli i pushtetit mbi resurset i v\u00ebshtir\u00ebson gj\u00ebrat dhe e kufizon hap\u00ebsir\u00ebn demokratike.<\/p>\n<p>Prandaj gjith\u00eb k\u00ebto konflikte politike q\u00eb po zhvillohen brenda k\u00ebsaj hap\u00ebsire institucionale, sado t\u00eb tensionuara t\u00eb duken me \u00ebaste, me kalimin e koh\u00ebs do t\u00eb b\u00ebhen pjes\u00eb e identitetit historik t\u00eb Republik\u00ebs, duke e akomoduar brenda saj jo vet\u00ebm shqiptaren (si bosht), por edhe pakicat e tjera etnike, fetare, e deri edhe ato seksuale.<\/p>\n<p>Modeli liberal-demokratik i shtetit do t\u00eb fitoj\u00eb n\u00eb afat t\u00eb gjat\u00eb sepse do t\u00eb filloj\u00eb t\u00eb \u00ebmohet liria p\u00ebr t\u00eb mos u pajtuar, dhe pranimi i tjetrit dhe t\u00eb ndryshmes, si vler\u00eb n\u00eb vet\u00ebvete, n\u00eb mos edhe si m\u00eb e r\u00ebnd\u00ebsishmja.<\/p>\n<p>Historia e shteteve liberal-demokratike \u00ebsht\u00eb p\u00ebrplot me raste kur ligjet themeltare t\u00eb p\u00ebrpiluara nga elitat ishin shum\u00eb p\u00ebrpara shoq\u00ebris\u00eb, duke qen\u00eb m\u00eb shum\u00eb aspiruese dhe madje duke i ndihmuar shoq\u00ebris\u00eb q\u00eb t\u00eb z\u00eb hapin.<\/p>\n<p>N\u00eb vitin 1788, nj\u00eb pronar skllev\u00ebrish me emrin Thomas Jefferson shkroi n\u00eb kushtetut\u00ebn e SHBA-ve se \u00ebt\u00eb gjith\u00eb njer\u00ebzit jan\u00eb t\u00eb krijuar t\u00eb barabart\u00eb\u00eb. Mund t\u00eb ket\u00eb qen\u00eb hipokrite prej an\u00ebs s\u00eb tij, por gati dy shekuj m\u00eb von\u00eb, mbi k\u00ebto fjal\u00eb Martin Luther King i priu l\u00ebvizjes p\u00ebr t\u00eb drejta civile t\u00eb afrikano-amerikan\u00ebve, e pak m\u00eb von\u00eb edhe Harvey Milk l\u00ebvizjes p\u00ebr t\u00eb drejtat e homoseksual\u00ebve.<\/p>\n<p>Por q\u00eb Kosova t\u00eb mund t\u00eb p\u00ebrjetoj\u00eb nj\u00eb evolucion politik dhe shoq\u00ebror drejt nj\u00eb shteti t\u00eb mir\u00ebfillt\u00eb dhe liberal-demokratik, duhet t\u00eb tejkalohen dy sfida, apo dy virus\u00eb q\u00eb po e han\u00eb shtetin dhe institucionet nga dy drejtime t\u00eb ndryshme.<\/p>\n<p>Sfida e par\u00eb \u00ebsht\u00eb synimi i L\u00ebvizjes Vet\u00ebvendosje p\u00ebr t\u00eb imponuar me dhun\u00eb dhe mosp\u00ebrfillje ndaj institucioneve nj\u00eb vizion p\u00ebr k\u00ebt\u00eb shtet i cili bie ndesh me vizionin e shumic\u00ebs (t\u00eb konfirmuar zgjedhje pas zgjedhjesh).<\/p>\n<p>Shtresat kritike n\u00eb shoq\u00ebri, p\u00ebrfshi edhe rrymat m\u00eb liberale n\u00eb VV, duhet t\u00eb \u00eblirohen p\u00ebrfundimisht nga shantazhi emocional dhe psikoza e Albin Kurtit.
