N\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb, niveli i emancipimit kulturor t\u00eb nj\u00eb shoq\u00ebrie gjithher\u00eb \u00ebsht\u00eb prezantuar edhe p\u00ebrmes arkitektur\u00ebs s\u00eb objekteve publike. N\u00eb vitet e fundit n\u00eb Kosov\u00eb jan\u00eb projektuar, nd\u00ebrtuar dhe rinovuar shum\u00eb objekte publike. Por, \u00e7\u00ebshtja \u00ebsht\u00eb se sa \u00ebsht\u00eb shfryt\u00ebzuar arkitektura nga institucionet publike t\u00eb vendit p\u00ebr t\u00eb prezantuar sh\u00ebrbimet e saj para qytetar\u00ebve apo kjo gj\u00eb nuk \u00ebsht\u00eb menduar fare?<\/p>\n<p>Institucionet publike t\u00eb Kosov\u00ebs kan\u00eb tentuar q\u00eb p\u00ebrmes konkurseve t\u00eb arkitektur\u00ebs t\u00eb ideojn\u00eb objekte publike p\u00ebr t\u2019i p\u00ebrmbushur nevojat e tyre. Sidoqoft\u00eb, \u00ebsht\u00eb d\u00ebshmuar se n\u00eb t\u00eb shumt\u00ebn e rasteve p\u00ebr objekte publike jan\u00eb p\u00ebrzgjedhur projekte pa vlera dhe kualitet autentik dhe inovativ arkitektonik, projekte k\u00ebto p\u00ebrmes t\u00eb cilave nuk \u00ebsht\u00eb arritur t\u00eb krijohet nj\u00eb identitet i mir\u00ebfillt\u00eb arkitektonik. N\u00eb k\u00ebt\u00eb shkrim, do t\u00eb p\u00ebrpiqem t\u00eb analizoj praktikat kosovare t\u00eb organizimit t\u00eb konkurseve t\u00eb arkitektur\u00ebs p\u00ebr objekte publike, duke trajtuar edhe praktika t\u00eb suksesshme nd\u00ebrkomb\u00ebtare. N\u00eb t\u00eb njejt\u00ebn koh\u00eb, duke ofruar zgjidhje se si t\u00eb shfryt\u00ebzohen mund\u00ebsit\u00eb q\u00eb ofron arkitektura, do t\u00eb prezantoj metodologjit\u00eb e d\u00ebshmuara t\u00eb konkurseve nd\u00ebrkomb\u00ebtare t\u00eb arkitektur\u00ebs p\u00ebr t\u00eb prodhuar projekte t\u00eb suksesshme arkitektonike p\u00ebr objektet publike n\u00eb vendin ton\u00eb.<\/p>\n<p><strong>A \u00ebsht\u00eb trajtuar kualiteti arkitektonik dhe faktor\u00ebt tjer\u00eb t\u00eb ve\u00e7ant\u00eb gjat\u00eb projektimit t\u00eb objekteve publike?<\/strong><\/p>\n<p>Bazuar n\u00eb praktik\u00ebn nd\u00ebrkomb\u00ebtare t\u00eb konkurseve t\u00eb arkitektur\u00ebs, organizimi i k\u00ebtyre konkurseve mb\u00ebshtetet n\u00eb k\u00ebto q\u00ebllime fundamentale: n\u00eb\u00a0<strong>q\u00ebllimin e edukimit\u00a0<\/strong>(edukimin e student\u00ebve dhe sfidimin e \u2018dijes konvencionale\u2019); n\u00eb<strong>\u00a0q\u00ebllimin politik<\/strong>\u00a0(rritjen e mb\u00ebshtetjes, afirmimin e projektit, udh\u00ebheqjen e politik\u00ebs arkitekturore, bashk\u00ebrendimin e interesave t\u00eb fushave t\u00eb ndryshme), n\u00eb\u00a0<strong>q\u00ebllimin kulturor<\/strong>\u00a0(krijimin e nj\u00eb dialogu p\u00ebr dizajnin, duke kontribuar n\u00eb dimensionet kulturore t\u00eb mjedisit t\u00eb nd\u00ebrtuar, n\u00eb zgjerimin e kufijve t\u00eb dizajnit) dhe n\u00eb<strong>\u00a0q\u00ebllimin ekonomik<\/strong>\u00a0(rritjen e konkurrenc\u00ebs, arritjen e dep\u00ebrtueshm\u00ebris\u00eb n\u00eb kompetenca ose sigurimin e kualitetit p\u00ebrmes vler\u00ebsimit t\u00eb juris\u00eb).<\/p>\n<p>Sipas Institutit Amerikan t\u00eb Arkitekt\u00ebve (AIA), p\u00ebrpar\u00ebsit\u00eb e metodologjis\u00eb s\u00eb konkurseve t\u00eb arkitektur\u00ebs p\u00ebr organizuesit e tyre, nd\u00ebrlidhen me gjenerimin e nj\u00eb game t\u00eb gj\u00ebr\u00eb t\u00eb ideve t\u00eb reja t\u00eb qasjeve n\u00eb projektim, me fuqizimin e kredibilitetit t\u00eb organizatorit t\u00eb konkursit t\u00eb arkitektur\u00ebs, me zbulimin e talent\u00ebve t\u00eb rinj, t\u00eb cil\u00ebt nuk do t\u00eb mund t\u00eb zbuloheshin p\u00ebrmes nj\u00eb procesi tradicional t\u00eb projektimit, me t\u00ebrheqjen e v\u00ebmendjes s\u00eb medias dhe t\u00eb publikut t\u00eb p\u00ebrgjithsh\u00ebm lidhur me nevojat e adresuara, me zgjerimin e diskursit publik lidhur me projektimin arkitektonik, gjithashtu lidhur me projektin specifik arkitektonik.<\/p>\n<p>Nd\u00ebrsa, sipas Institutit Mbret\u00ebror t\u00eb Arkitekt\u00ebve Britanik\u00eb (RIBA) konkurset jan\u00eb nj\u00eb model jasht\u00ebzakonisht i suksessh\u00ebm i prokurimit, q\u00eb ndihmon n\u00eb prioritetizimin e projektimit t\u00eb mir\u00eb dhe sjelljen e kualitetit m\u00eb t\u00eb lart\u00eb t\u00eb t\u00eb menduarit p\u00ebr projektin e klientit.<\/p>\n<p>Praktika kosovare e konkurseve t\u00eb projektimit (ku \u00e7udit\u00ebrisht p\u00ebrfshihet edhe kriteri i \u00e7mimit t\u00eb ofertuar, q\u00eb nuk \u00ebsht\u00eb praktik\u00eb nd\u00ebrkomb\u00ebtare e konkurseve t\u00eb projektimit) dhe e tender\u00ebve p\u00ebr sh\u00ebbime t\u00eb projektimit (bazuar n\u00eb kriterin e \u00e7mimit m\u00eb t\u00eb lir\u00eb t\u00eb ofertuar), praktik\u00eb kjo q\u00eb e kan\u00eb zbatuar institucionet e Kosov\u00ebs, ka d\u00ebshmuar se n\u00eb t\u00eb shumt\u00ebn e rasteve rezultati ka qen\u00eb ky: prodhim i objekteve t\u00eb dob\u00ebta publike, posa\u00e7\u00ebrisht p\u00ebr nga aspekti i kualitetit arkitektonik. Disa nga d\u00ebshmit\u00eb m\u00eb flagrante q\u00eb e mb\u00ebshtesin k\u00ebt\u00eb konstatim jan\u00eb: projekti i parealizuar i Teatrit t\u00eb Oper\u00ebs dhe Baletit, projekti i objektit t\u00eb Fakultetit t\u00eb Edukimit, projekti i renovimit t\u00eb objektit t\u00eb Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme, objektit t\u00eb Ministris\u00eb s\u00eb Tregtis\u00eb dhe Industris\u00eb, objektit qeveritar (ish-Rilindja), projekti i renovimit t\u00eb fasadave t\u00eb Fakultetit Filozofik, projekti i objektit t\u00eb ri t\u00eb Fakultetit t\u00eb Bujq\u00ebsis\u00eb, por edhe projektet uniforme t\u00eb shkollave n\u00ebp\u00ebr gjith\u00eb territorin e vendit, si dhe shum\u00eb projekte t\u00eb objekteve tjera publike, projekte k\u00ebto q\u00eb kan\u00eb rezultuar me objekte pa koncept dhe pa identitet autentik arkitektonik.<\/p>\n<p>N\u00eb k\u00ebto dhe n\u00eb rastet tjera, \u00ebsht\u00eb d\u00ebshmuar se ka dominuar qasja teknike e projektimit, ku projekti i \u00ebsht\u00eb besuar studiove q\u00eb m\u00eb shum\u00eb shquhen me ekspertiz\u00eb inxhinierike t\u00eb strukturave dhe t\u00eb infrastruktur\u00ebs teknike, sesa me ekspertiz\u00eb t\u00eb mir\u00ebfillt\u00eb t\u00eb projektimit arkitektonik. \u201cInxhinier\u00ebt tentojn\u00eb t\u00eb preokupohen m\u00eb shum\u00eb me aspektin fizik t\u00eb gj\u00ebrave dhe raportin mes tyre, p\u00ebrderisa Arktitekt\u00ebt jan\u00eb m\u00eb shum\u00eb t\u00eb preokupuar drejtp\u00ebrdrejt\u00eb me raportin njer\u00ebzor (human) me gj\u00ebrat fizike\u201d shkruan Matthew Frederucik n\u00eb nj\u00eb lib\u00ebr t\u00eb botuar nga universiteti amerikan Massachusetts Institute of Technology (MIT). Nga praktika e projektimit t\u00eb objekteve publike n\u00eb Kosov\u00eb deri m\u00eb tani mund t\u00eb v\u00ebrehet fakti se ka dominuar qasja inxhinierike (fokusimi tek aspekti teknik dhe fizik i gj\u00ebrave dhe raporti mes tyre), nd\u00ebrsa \u00ebsht\u00eb anashkaluar skajshm\u00ebrisht trajtimi i raportit njer\u00ebzor me objektin, p\u00ebrkat\u00ebsisht ka munguar trajtimi i kualitetit arkitektonik t\u00eb objekteve, q\u00eb shum\u00eb kritik\u00eb t\u00eb mir\u00ebnjohur t\u00eb arkitektur\u00ebs e definojn\u00eb brenda konceptit t\u00eb kualitetit t\u00eb funksionit dhe vler\u00ebs utilitare t\u00eb objektit, kualitetit t\u00eb bukuris\u00eb s\u00eb objektit, kualitetit teknik dhe kualitetit ekonomik.<\/p>\n<p>S\u00eb fundmi, autor\u00eb t\u00eb ndrysh\u00ebm evropian\u00eb, p\u00ebr objekte publike qeveritare specifikojn\u00eb edhe disa faktor\u00eb tjer\u00eb t\u00eb ve\u00e7ant\u00eb dhe esencial\u00eb, q\u00eb duhet t\u00eb respektohen gjat\u00eb projektimit t\u00eb k\u00ebtyre objekteve, q\u00eb p\u00ebrfshijn\u00eb trajtimin e k\u00ebtyre \u00e7\u00ebshtjeve t\u00eb r\u00ebnd\u00ebsishme:<\/p>\n<p>Si e shfryt\u00ebzon qeveria arkitektur\u00ebn p\u00ebr t\u00eb prezantuar vetveten?; Si i shfryt\u00ebzon ajo objektet p\u00ebr t\u00eb prezantuar sh\u00ebrbimet e saj para qytetar\u00ebve?; A duhet ky prezentim arkitektonik t\u00eb jet\u00eb dominues, neutral ose i vet\u00ebdruajtur, kok\u00eblart\u00eb, i rezervuar, perceptues ose miq\u00ebsor, i inspiruar n\u00eb vet\u00ebbesim ose i p\u00ebrkohsh\u00ebm, kalimtar apo jet\u00ebshkurt\u00ebr?; \u00c7far\u00eb dometh\u00ebnie dhe \u00e7far\u00eb metafora do t\u00eb lejohen q\u00eb objekti t\u00eb shpreh k\u00ebto karakteristika t\u00eb ndryshme?; Si do t\u00eb nd\u00ebrlidhet objekti me hap\u00ebsir\u00ebn publike?; A do t\u00eb kontribuoj\u00eb n\u00eb determinimin, aranzhimin dhe karakterin e hap\u00ebsir\u00ebs publike?; A shpreh objekti publik nj\u00eb k\u00ebndv\u00ebshtrim t\u00eb caktuar t\u00eb kultur\u00ebs apo t\u00eb shoq\u00ebris\u00eb?; A krijon objekti nj\u00eb prezentim se si shoq\u00ebria funksionon ose se si duhet t\u00eb funksionoj\u00eb?; A ka objekti kualitet t\u00eb mjaftuesh\u00ebm poetik ose a \u00ebsht\u00eb mjaftuesh\u00ebm inovativ p\u00ebr t\u00eb sh\u00ebrbyer si nj\u00eb shembull i mir\u00eb?<\/p>\n<p>K\u00ebto jan\u00eb \u00e7\u00ebshtje jasht\u00ebzakonisht t\u00eb r\u00ebnd\u00ebsishme q\u00eb do t\u00eb duhej t\u00eb p\u00ebrfshiheshin brenda detyrave projektuese, p\u00ebrkat\u00ebsisht t\u00eb programeve t\u00eb konkurseve t\u00eb arkitektur\u00ebs edhe n\u00eb vendin ton\u00eb. Jam i bindur se po t\u00eb respektoheshin k\u00ebto parime t\u00eb projektimit arkitektonik, q\u00eb do t\u00eb ishin nj\u00eb orientim strategjik i organizatorit t\u00eb konkursit p\u00ebr t\u00eb inkurajimin e projekte kreative dhe t\u00eb konceptuara mir\u00eb, rezultati do t\u00eb ishte ky:\u00a0<strong>prodhim i objekteve t\u00eb suksesshme publike.<\/strong><\/p>\n<p>N\u00eb kuad\u00ebr t\u00eb praktikave t\u00eb mira nd\u00ebrkomb\u00ebtare t\u00eb konkurseve t\u00eb arkitektur\u00ebs p\u00ebr objekte publike \u00ebsht\u00eb me interes t\u00eb p\u00ebrmendet rasti i konkursit nd\u00ebrkomb\u00ebtar p\u00ebr p\u00ebr kompleksin e ri t\u00eb nd\u00ebrtesave qeveritare n\u00eb Budapest, i organizuar n\u00eb vitin 2007 nga Qeveria e Hungaris\u00eb. N\u00eb saje t\u00eb trajtimit t\u00eb aspektit ekologjik n\u00eb projektin e ekipit hungarez dhe japonez, t\u00eb udh\u00ebhequr nga P\u00e9ter Janesch and Kengo Kuma, n\u00eb nj\u00eb konkurrenc\u00eb prej 37 studiove prestigjioze nd\u00ebrkomb\u00ebtare dhe vendore t\u00eb arkitektur\u00ebs, juria e vler\u00ebsimit q\u00eb p\u00ebrb\u00ebhej nga arkitekt\u00eb t\u00eb mir\u00ebnjohur bot\u00ebror\u00eb, t\u00eb kalibrit t\u00eb Daniel Libeskind, nga Hans Stimman (ish-arkitekt i Qytetit t\u00eb Berlinit) dhe nga Josep A.Acebillo Mar\u00edn (arkitekti aktual i Qytetit t\u00eb Barcelon\u00ebs) kishte vendosur n\u00eb m\u00ebnyr\u00eb unanime n\u00eb favour t\u00eb projektit \u201ct\u00eb gjelb\u00ebr\u201d hungarez-japonez. Fasada e dizajnuar n\u00eb frym\u00ebn e parkut t\u00eb gjelb\u00ebr t\u00eb tipit t\u00eb fasad\u00ebs Jean Nouvel t\u00eb muzeut n\u00eb Quai Branly, projektimi i kulmeve t\u00eb gjelb\u00ebrta, pastaj aplikimi i paneleve solare dhe i energjis\u00eb gjeotermale, si dhe nj\u00eb dyzin\u00eb e oborreve t\u00eb brendshme (36 oborre), t\u00eb inspiruara nga strukturat urbane t\u00eb shekullit 19 t\u00eb distriktit Ter\u00e9zv\u00e1ros, do t\u00eb sigurojn\u00eb vende pune me drit\u00eb natyrore n\u00eb k\u00ebt\u00eb kompleks qeveritar. E gjith\u00eb kjo qasje sipas inxhinier\u00ebve do t\u00eb p\u00ebrkthehet n\u00eb kursime t\u00eb m\u00ebdha t\u00eb shpenzimeve t\u00eb mir\u00ebmbajtjes dhe n\u00eb nj\u00eb kompleks objektesh t\u00eb q\u00ebndruesh\u00ebm. Pra, ky \u00ebsht\u00eb rezultati i nj\u00eb konkursi nd\u00ebrkomb\u00ebtar t\u00eb organizuar mir\u00eb.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, n\u00eb Kosov\u00eb qasja e projektimit t\u00eb objekteve publike qeveritare \u00ebsht\u00eb krejt\u00ebsisht e ndryshme. Qeveria e Kosov\u00ebs p\u00ebr ridestinimin e ish-objektit t\u00eb pallatit t\u00eb medias \u201cRilindja\u201d n\u00eb objekt publik qeveritar, duke e shikuar k\u00ebt\u00eb proces t\u00eb ridestinimit t\u00eb objektit vet\u00ebm si \u00e7\u00ebshtje thell\u00ebsisht teknike e jo konceptuale arkitektonike, p\u00ebrzgjedh nj\u00eb projekt i cili nuk ka asgj\u00eb inovative, autentike, e as \u201ct\u00eb gjelb\u00ebr\u201d e t\u00eb q\u00ebndrueshme p\u00ebr nga aspekti i kualitetit arkitektonik. Madje nuk e ruan as identitetin arkitektonik modernist t\u00eb ish-pallatit t\u00eb \u201cRilindjes\u201d, por e mvesh at\u00eb me petkun e nj\u00eb fasade t\u00eb zbeht\u00eb t\u00eb \u201calucobondizuar\u201d, t\u00eb projektuar si t\u00eb ishte fasad\u00eb e ndonj\u00eb objekti bankar apo komercial. N\u00eb k\u00ebt\u00eb rast vie n\u00eb pah mungesa e ofrimit t\u00eb mund\u00ebsis\u00eb p\u00ebr zhvillimin e konkurrenc\u00ebs s\u00eb mir\u00ebfillt\u00eb t\u00eb ideve n\u00eb projektimin arkitektonik t\u00eb objekteve publike n\u00eb Kosov\u00eb, q\u00eb do t\u00eb mund t\u00eb ndodhte me organizimin e nj\u00eb konkursi t\u00eb mir\u00ebfillt\u00eb arkitektonik, q\u00eb do t\u00eb prodhonte objekte kualitative, inovative, q\u00eb do t\u00eb krijonin nj\u00eb identitet autentik dhe bashk\u00ebkohor arkitektonik. Kjo qasje e pa menduar mir\u00eb e qeveris\u00eb n\u00eb trajtimin e projektimit t\u00eb objekteve qeveritare ka sjellur deri tek ky rezultat: jan\u00eb projektuar dhe nd\u00ebrtuar objekte publike shtet\u00ebrore pa identitet dhe koncept t\u00eb v\u00ebrtet\u00eb arkitektonik, q\u00eb nuk paraqesin ndonj\u00eb reprezentim dinjitoz t\u00eb qeveris\u00eb dhe kultur\u00ebs institucionale t\u00eb nj\u00eb shteti demokratik. Pra, qart\u00ebisht \u00ebsht\u00eb e dukshme q\u00eb qeveria dhe institucionet tjera publike t\u00eb Kosov\u00ebs nuk e kan\u00eb shfryt\u00ebzuar fare mund\u00ebsin\u00eb q\u00eb jep arkitektura p\u00ebr prezantimin e vlerave institucionale dhe shoq\u00ebrore t\u00eb nj\u00eb vendi q\u00eb aspiron zhvillimin dhe integrimet evropiane dhe euroatlantike.<\/p>\n<p>P\u00ebrderisa p\u00ebr nj\u00eb projekt tjet\u00ebr t\u00eb r\u00ebnd\u00ebsis\u00eb s\u00eb ve\u00e7ant\u00eb, si\u00e7 \u00ebsht\u00eb hap\u00ebsira publike e sheshit t\u00eb pavar\u00ebsis\u00eb, Komuna e Prishtin\u00ebs nuk kishte organizuar konkurs nd\u00ebrkomb\u00ebtar t\u00eb arkitektur\u00ebs, por nj\u00eb konkurs t\u00eb dob\u00ebt vendor, ku n\u00eb tentimin e tret\u00eb, pa asnj\u00eb konkurrenc\u00eb (me vet\u00ebm nj\u00eb projekt pjes\u00ebmarr\u00ebs n\u00eb konkursin e projektimit), kishte p\u00ebrzgjedhur projektin e nj\u00eb studioje vendore p\u00ebr sheshin kryesor t\u00eb Prishtin\u00ebs, sheshin e pavar\u00ebsis\u00eb, pik\u00ebrisht ky institucion publik vet\u00ebm disa vite m\u00eb von\u00eb bashk\u00eb me nj\u00eb kompani vendore nd\u00ebrtimi organizoi nj\u00eb konkurs nd\u00ebrkomb\u00ebtar t\u00eb arkitektur\u00ebs p\u00ebr nd\u00ebrtimin e nj\u00eb kompleksi t\u00eb madh shum\u00ebbanesor n\u00eb Prishtin\u00eb, konkurs q\u00eb ka rezultuar me projektin fitues t\u00eb studios s\u00eb arkitektit Daniel Libeskind. Mungojn\u00eb edhe informacionet p\u00ebr kushtet e nd\u00ebrtimit t\u00eb p\u00ebrcaktuara nga autoritetet p\u00ebrgjegj\u00ebse, mungon historiku i funksionimit t\u00eb IKSHP-s\u00eb, fotografit\u00eb e lokacionit, kufizimet n\u00eb buxhet, si dhe informacione tjera t\u00eb r\u00ebnd\u00ebsishme p\u00ebr projektuesit.<\/p>\n<p>Shpallet fitues i konkursit nj\u00eb projekt q\u00eb nuk parasheh as ashensor dhe as dalje evakuuese p\u00ebr hap\u00ebsir\u00ebn e laboratorit t\u00eb siguris\u00eb m\u00eb t\u00eb lart\u00eb \u2013 Laboratorin BSL3<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj qasje joprofesionale t\u00eb sponsorizuesit q\u00eb n\u00eb nisje t\u00eb k\u00ebtij konkursi t\u00eb projektimit, ky autoritet kontraktues gjat\u00eb procesit t\u00eb vler\u00ebsimit, dy her\u00eb radhazi b\u00ebn shkelje ligjore dhe profesionale, duke e shpallur dy her\u00eb fitues projektin e njejt\u00eb. Gjat\u00eb hulumtimit tim, e kam dokumentuar q\u00eb projekt n\u00eb fjal\u00eb nuk e respekton parimin baz\u00eb t\u00eb detyr\u00ebs projektuese &#8211; Arkitektur\u00ebn e objektit, q\u00eb sipas po k\u00ebsaj detyre projektuese duhet t\u00eb jet\u00eb n\u00eb harmoni arkitekturore me objektet dhe p\u00ebrmbajtjet n\u00eb lokacion. I nj\u00ebjti projekt nuk respekton as parimet bazike t\u00eb projektimit, q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me qasjen e personave me aft\u00ebsi t\u00eb ve\u00e7anta (projekti nuk parasheh ashensor p\u00ebr n\u00eb hap\u00ebsir\u00ebn n\u00ebntok\u00ebsore 2 kat\u00ebshe t\u00eb laboratorit t\u00eb nivelit m\u00eb t\u00eb lart\u00eb t\u00eb siguris\u00eb \u2013 laboratorit BSL3). P\u00ebrve\u00e7 k\u00ebtyre dy shkeljeve flagrante profesionale dhe ligjore, n\u00eb projekt jan\u00eb evidentuar edhe shkelje t\u00eb Ligjit p\u00ebr Mbrojtje ndaj Zjarrit dhe legjislacionit dyt\u00ebsor t\u00eb k\u00ebsaj fushe, q\u00eb argumentohet me mos projektimin e daljeve evakuese dhe munges\u00ebn e qasjes n\u00eb shkall\u00ebt evakuese nga hap\u00ebsira n\u00ebntok\u00ebsore e Laboratorit BSL3. Mos t\u00eb harrohet n\u00eb k\u00ebt\u00eb drejtim, edhe fakti tjet\u00ebr q\u00eb projekti fitues kishte parapar\u00eb hyrjen n\u00eb garazhin e objektit nga e nj\u00ebjta rrug\u00eb q\u00eb sh\u00ebrben p\u00ebr hyrjen kryesore dhe p\u00ebr hyrjen n\u00eb objektin ekzistues t\u00eb IKSHP-s\u00eb (projekti nd\u00ebrthur 3 qasje, q\u00eb \u00ebsht\u00eb n\u00eb shp\u00ebrputhje me parimet projektuese t\u00eb komunikimit n\u00eb hap\u00ebsirat e objekteve publike dhe me parimet e siguris\u00eb).<\/p>\n<p>Megjith\u00eb k\u00ebto shkelje skandaloze, dy juri arkitekt\u00ebsh, nj\u00ebra me p\u00ebrmb\u00ebrje edhe t\u00eb nj\u00eb pjes\u00ebtareje t\u00eb personelit sh\u00ebndet\u00ebsor t\u00eb IKSHP-s\u00eb, nd\u00ebrsa juria tjet\u00ebr n\u00eb p\u00ebrb\u00ebrje edhe t\u00eb nj\u00eb profesori universitar t\u00eb makineris\u00eb, e shpall fitues projektin q\u00eb ka b\u00ebr\u00eb k\u00ebto shkelje flagrante. Dhe, ja \u00e7far\u00eb shkruan nj\u00ebri nga an\u00ebtar\u00ebt e juris\u00eb s\u00eb par\u00eb (arkitekt) p\u00ebr projektin q\u00eb ka b\u00ebr\u00eb shkeljet e p\u00ebrmendura m\u00eb lart\u00eb: \u201c\u00c7asja n\u00eb laborator jan\u00eb sipas ISO Standardit, funksioni i komunikimit relativisht pozitiv. \u00c7asja n\u00eb bodrum, garazh relativisht i studjuar dhe funksional\u201d si dhe \u201cZgjidhja urbane e analizuar dhe funksionale\u201d. P\u00ebrve\u00e7 gabimeve themelore gjuh\u00ebsore, q\u00eb ka b\u00ebr ky \u201cvler\u00ebsues\u201d, mund t\u00eb imagjinoni se sa mund t\u00eb jen\u00eb t\u00eb q\u00ebndrueshme k\u00ebto konstatime t\u00eb tij, n\u00ebse bazoheni n\u00eb qasjen e lartp\u00ebrmendur t\u00eb projektimit, q\u00eb ka aplikuar ky projekt.<\/p>\n<p>Nd\u00ebrsa, nj\u00eb koleg tjet\u00ebr i tij, po ashtu arkitekt, n\u00eb vler\u00ebsimin e tij favorizues p\u00ebr projektin fitues, madje shkruan edhe t\u00eb pav\u00ebrteta, duke theksuar se: \u201cBodrumi \u00ebsht\u00eb zgjidhur n\u00eb nj\u00eb etazh me \u00e7ka zvog\u00eblon koston e investimeve. P\u00ebrmbajtja \u00ebsht\u00eb n\u00eb p\u00ebrputhje me normat dhe kodet e nd\u00ebrtimit\u201d. Gjat\u00eb qasjes n\u00eb projektin fitues (q\u00eb garantohet me Ligjin p\u00ebr Qasje n\u00eb dokumente publike) e kam par\u00eb se nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb bodrumi \u00ebsht\u00eb zgjidhur n\u00eb nj\u00eb etazh, por \u00ebsht\u00eb zgjidhur n\u00eb dy etazhe, ashtu si\u00e7 parashihet n\u00eb detyr\u00ebn projektuese. Edhe po t\u00eb projektohej bodrumi n\u00eb nj\u00eb etazh, kjo nuk do t\u00eb duhej t\u00eb paraqiste ndonj\u00eb argument p\u00ebr poentim maksimal t\u00eb projektit (p\u00ebrkundrazi), p\u00ebr arsye se me k\u00ebt\u00eb rast nuk do t\u00eb respektohej detyra projektuese.<\/p>\n<p>Jepet vler\u00ebsimi \u201cProjekti n\u00eb t\u00ebr\u00ebsi i plot\u00ebson k\u00ebrkesat sipas Detyr\u00ebs Projektuese\u201d \u2013 p\u00ebr nj\u00eb projekt q\u00eb nuk respekton konceptin arkitektonik t\u00eb p\u00ebrcaktuar me detyr\u00ebn projektuese<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb joprofesionale edhe an\u00ebtar\u00ebt e juris\u00eb s\u00eb dyt\u00eb gjat\u00eb vler\u00ebsimit e favorizojn\u00eb projektin n\u00eb fjal\u00eb, duke e arsyetuar poentimin e tyre maksimal p\u00ebr k\u00ebt\u00eb projekt n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb: \u201cZgjidhja funksionale \u2013 grupimi i hap\u00ebsirave n\u00eb p\u00ebrputhshm\u00ebri me k\u00ebrkesat sipas Detyr\u00ebs Projektuese\u201d vler\u00ebsim ky q\u00eb \u00e7udit\u00ebrisht p\u00ebrs\u00ebritet edhe n\u00eb vler\u00ebsimin e n\u00ebnkriterit t\u00eb dyt\u00eb p\u00ebr t\u00eb nj\u00ebjtin projekt \u201cProjekti n\u00eb t\u00ebr\u00ebsi i plot\u00ebson k\u00ebrkesat sipas Detyr\u00ebs Projektuese \/ grupimi i hap\u00ebsirave \/ ndarja e hap\u00ebsirave p\u00ebr arsye t\u00eb siguris\u00eb \/ komunikimi i past\u00ebr\u201d.<\/p>\n<p>\u00cbsht\u00eb e paimagjinueshme se si p\u00ebr nj\u00eb projekt q\u00eb nuk respekton konceptin arkitektonik t\u00eb p\u00ebrcaktuar me detyr\u00ebn projektuese, p\u00ebr nj\u00eb projekt q\u00eb nuk parasheh ashensor p\u00ebr qasje n\u00eb hap\u00ebsir\u00ebn e laboratorit t\u00eb siguris\u00eb m\u00eb t\u00eb lart\u00eb BSL3, p\u00ebr nj\u00eb projekt q\u00eb nuk parasheh dalje evakuuese nga hap\u00ebsira e k\u00ebtij laboratori t\u00eb siguris\u00eb m\u00eb t\u00eb lart\u00eb, p\u00ebr nj\u00eb projekt q\u00eb ka l\u00ebn\u00eb 2 ashensor\u00eb p\u00ebr qasje n\u00eb garazh, nd\u00ebrsa asnj\u00eb p\u00ebr laboratorin BSL3, p\u00ebr nj\u00eb projekt ku shkall\u00ebt evakuuese e nd\u00ebrpresin komunikimin e korridoreve t\u00eb laboratorit; dhe pik\u00ebrisht p\u00ebr k\u00ebt\u00eb projekt nga juria \u201cprofesionale\u201d thuhet se \u201cProjekti n\u00eb t\u00ebr\u00ebsi i plot\u00ebson k\u00ebrkesat sipas Detyr\u00ebs Projektuese\u201d!?
