Fatkeq\u00ebsisht sikur mos t\u00eb mjaftonte sasia e madhe e parave e paguar tashm\u00eb nga qytetar\u00ebt p\u00ebr ta nd\u00ebrtuar k\u00ebt\u00eb rrug\u00eb, v\u00ebnia n\u00eb jet\u00eb e pages\u00ebs p\u00ebr p\u00ebrdorimin e k\u00ebsaj rruge faktikisht p\u00ebrb\u00ebn nj\u00eb tatim t\u00eb kat\u00ebrfisht\u00eb p\u00ebr mir\u00ebmbajtjen e k\u00ebsaj rruge. Ne paguajm\u00eb tashm\u00eb dy her\u00eb p\u00ebr mir\u00ebmbajtjen e k\u00ebsaj rruge n\u00ebp\u00ebrmjet taks\u00ebs s\u00eb makinave dhe taks\u00ebs s\u00eb qarkullimit tek karburantet, mir\u00ebpo prej sot e tutje do paguajm\u00eb \u00e7do her\u00eb q\u00eb kjo rrug\u00eb p\u00ebrdoret si dhe p\u00ebr ato fitime t\u00eb munguara t\u00eb kompanis\u00eb koncensionare. Pra shqiptar\u00ebt e kan\u00eb paguar shum\u00ebfish nd\u00ebrtimin e k\u00ebsaj rruge dhe do e paguajn\u00eb shum\u00ebfish mir\u00ebmbajtjen e saj q\u00eb do t\u00eb thot\u00eb abuzim me nd\u00ebrtimin e abuzim me mir\u00ebmbajtjen.<\/p>\n<p>Personalisht un\u00eb jam kund\u00ebr k\u00ebsaj takse p\u00ebr arsye patriotike, kjo rrug\u00eb jo m\u00eb kot \u00ebsht\u00eb quajtur rrug\u00eb e kombit, sepse nuk \u00ebsht\u00eb nd\u00ebrtuar me ndonj\u00eb iluzion se do e justifikoj\u00eb veten ekonomikisht, por me bindjen se duhet p\u00ebr dimensionin gjeopolitik e interesat tona komb\u00ebtare. Kjo \u00ebsht\u00eb arsyeja perse shqiptar\u00ebt kan\u00eb qen\u00eb t\u00eb gatsh\u00ebm t\u00eb paguajn\u00eb taks\u00ebn Majko p\u00ebr nd\u00ebrtimin e k\u00ebsaj rruge nd\u00ebrkoh\u00eb q\u00eb ato para nuk u p\u00ebrkthyen n\u00eb asnj\u00eb kilomet\u00ebr rrug\u00eb nga qeveria e asokohshme socialiste. Po ashtu shqiptar\u00ebt g\u00eblltit\u00ebn edhe abuzimet e b\u00ebra nga qeveria e PD-s\u00eb me k\u00ebt\u00eb rrug\u00eb, me proceset gjyq\u00ebsore t\u00eb l\u00ebna n\u00eb mes apo me kredit\u00eb komerciale t\u00eb r\u00ebnda t\u00eb marra q\u00eb ende paguhen nga buxheti edhe sot. Po ashtu kap\u00ebrdin\u00eb edhe pap\u00ebrgjegjshm\u00ebrin\u00eb e hapjes se ngutshme p\u00ebr q\u00ebllime elektorale t\u00eb tunelit t\u00eb par\u00eb t\u00eb Thirr\u00ebs q\u00eb mandej u shemb dhe solli nj\u00eb d\u00ebm tjet\u00ebr prej 30 milion\u00eb eurosh p\u00ebr t\u00eb cil\u00ebn askush nuk u vu para p\u00ebrgjegj\u00ebsis\u00eb. Shqiptar\u00ebt p\u00ebr hir t\u00eb dometh\u00ebnies s\u00eb rrug\u00ebs hesht\u00ebn p\u00ebr urat e paguara por q\u00eb ende ngelen t\u00eb pand\u00ebrtuara t\u00eb k\u00ebsaj rruge q\u00eb I kan\u00eb marr\u00eb jet\u00ebn dhjet\u00ebra qytetar\u00ebve.<\/p>\n<p>Argumenti naiv i p\u00ebrdorur nga qeveria p\u00ebr t\u00eb justifikuar k\u00ebt\u00eb koncesion \u00ebsht\u00eb q\u00eb k\u00ebtu b\u00ebhet fjal\u00eb p\u00ebr t\u00eb zgjedhur midis dy lloj pagesash ose m\u00ebnyr\u00ebs s\u00eb pages\u00ebs s\u00eb mir\u00ebmbajtjes s\u00eb rrug\u00ebs nga t\u00eb gjith\u00eb ne ose nga vet\u00ebm p\u00ebrdoruesit. N\u00eb pamje t\u00eb par\u00eb kjo duket si nj\u00eb zgjedhje parimore, n\u00ebse qeveria bashk\u00eb me vendosjen e pages\u00ebs p\u00ebr rrug\u00ebn, do t\u00eb ulte tatimet q\u00eb iu merren qytetar\u00ebve p\u00ebr qarkullimin, mir\u00ebpo nuk po propozohet kjo gj\u00eb.\u00a0 Po ashtu nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb se Shqip\u00ebria \u00ebsht\u00eb I vetmi vend ku qytetar\u00ebt nuk paguajn\u00eb p\u00ebr rrug\u00ebn se faktikisht shtetasit e Shqip\u00ebris\u00eb e paguajn\u00eb goxha r\u00ebnd\u00eb mir\u00ebmbajtjen e rrug\u00ebs , vet\u00ebm se ato para q\u00eb paguajn\u00eb nuk shkojn\u00eb p\u00ebr rrug\u00ebt por p\u00ebr sektor\u00eb t\u00eb tjer\u00eb t\u00eb qeveris\u00eb. \u00a0Deri tani Shqip\u00ebria ka pasur nj\u00eb qasje t\u00eb ngjashme me vende t\u00eb ndryshme t\u00eb Evrop\u00ebs si Austria, Republika \u00c7eke, Sllovakia, Zvicra etj ku qytetar\u00ebt\u00a0 paguajn\u00eb\u00a0 shuma t\u00eb caktuara fikse n\u00eb form\u00ebn e vinjetave me afate, pavar\u00ebsisht n\u00ebse i p\u00ebrdorin apo jo autostradat. Po ashtu ka vende si Finlanda, Estonia, Ukraina, Qipro dhe Estonia ku nuk paguhen aspak tolle p\u00ebr rrug\u00ebt. Megjithat\u00eb n\u00ebse k\u00ebrkohet q\u00eb autostrad\u00ebn ta paguajn\u00eb p\u00ebrdoruesit, at\u00ebher\u00eb duhet q\u00eb mos-p\u00ebrdoruesit e rrug\u00ebs t\u00eb mos paguajn\u00eb m\u00eb p\u00ebr qarkullimin.<\/p>\n<p>Nj\u00eb pjese e mir\u00eb e qytetar\u00ebve me t\u00eb drejt\u00eb jan\u00eb t\u00eb indinjuar p\u00ebr p\u00ebrmas\u00ebn e tarif\u00ebs s\u00eb rrug\u00ebs e cila \u00ebsht\u00eb m\u00eb e larta n\u00eb rajon . Mir\u00ebpo edhe k\u00ebtu ka nj\u00eb pandershm\u00ebri t\u00eb madhe sepse llogaritja e pages\u00ebs p\u00ebr kilomet\u00ebr linear dhe krahasimi me vendet e tjera b\u00ebhet duke llogaritur 110\u00a0 kilometrat Milot-Morin\u00eb. Faktikisht n\u00eb k\u00ebt\u00eb distanc\u00eb vet\u00ebm 60 kilometrat e nd\u00ebrtuara nga Bechtel &amp; Enka nga Rr\u00ebsheni deri n\u00eb kthes\u00ebn e Kolshit af\u00ebr Kalimashit jan\u00eb kilometra autostrad\u00eb, pjesa tjet\u00ebr \u00ebsht\u00eb rrug\u00eb q\u00eb nuk meriton t\u00eb quhet autostrad\u00eb. Pra faktikisht tarifa i bie t\u00eb jet\u00eb 8.4 euro p\u00ebr 100 kilometra autostrad\u00eb, q\u00eb jo vet\u00ebm e rendit si m\u00eb t\u00eb lart\u00ebn n\u00eb rajon, por e b\u00ebn tarif\u00eb t\u00eb ngjashme me tollet e rrug\u00ebve q\u00eb paguhen n\u00eb Spanj\u00eb e Itali.<\/p>\n<p>Konkretisht kjo tarif\u00eb rrugore nuk po shton ve\u00e7 nj\u00eb bar\u00eb t\u00eb re qytetar\u00ebve por dy kosto nj\u00ebher\u00ebsh duke shkaktuar nj\u00eb kosto t\u00eb kat\u00ebrfisht\u00eb p\u00ebr mir\u00ebmbajtjen e rrug\u00ebve. \u00a0Po shton pages\u00ebn p\u00ebr kalimin e rrug\u00ebs por edhe pages\u00ebn p\u00ebr fitimin e munguar q\u00eb do paguhet gjith\u00ebsesi nga taksapaguesit. Deri sot qytetar\u00ebt paguajn\u00eb dyfish p\u00ebr mir\u00ebmbajtjen e rrug\u00ebve pasi paguajn\u00eb n\u00eb form\u00ebn e taks\u00ebs s\u00eb regjistrimit t\u00eb automjeteve (q\u00eb faktikisht \u00ebsht\u00eb me lart\u00eb se ajo e vendeve fqinje ) si dhe paguajn\u00eb si taks\u00eb mbi qarkullim n\u00ebp\u00ebrmjet karburantit. Qytetar\u00ebt paguajn\u00eb sot jo vet\u00ebm 32.4 lek\u00eb p\u00ebr lit\u00ebr karburant por edhe d\u00ebmin\u00a0 ekonomik t\u00eb t\u00ebrthort\u00eb q\u00eb shkaktohet prej kostos q\u00eb karburanti i shtrenjt\u00eb shton n\u00eb \u00e7mimin e prodhimeve apo sh\u00ebrbimeve n\u00eb Shqip\u00ebri. S\u00eb bashku k\u00ebto dy taksa fusin n\u00eb buxhetin e shtetit diku tek 150-160 milion\u00eb euro p\u00ebr mir\u00ebmbajtjen e rrug\u00ebve nd\u00ebrkoh\u00eb q\u00eb faktikisht n\u00eb vitin 2016 buxheti i shtetit kishte dedikuar p\u00ebr mir\u00ebmbajtjen e rrug\u00ebve vet\u00ebm 22 milon\u00eb euro pra m\u00eb pak se 1\/7 e totalit q\u00eb mbledh p\u00ebr k\u00ebt\u00eb q\u00ebllim. Kjo do t\u00eb thot\u00eb q\u00eb qytetar\u00ebt jo vet\u00ebm q\u00eb tashm\u00eb i paguajn\u00eb ato 5-6 milion\u00eb euro t\u00eb parashikuara se duhen p\u00ebr ta mir\u00ebmbajtur autostrad\u00ebn por paguan mjaftuesh\u00ebm para q\u00eb brenda tre kat\u00ebr vitesh t\u00eb p\u00ebrfundohen edhe urat e ngelura n\u00eb pjes\u00ebn e Kuk\u00ebsit. Pagesa e tret\u00eb \u00ebsht\u00eb e p\u00ebrdoruesit t\u00eb rrug\u00ebs nd\u00ebrsa pagesa e kat\u00ebrt \u00ebsht\u00eb ajo q\u00eb qytetar\u00ebt do paguajn\u00eb p\u00ebr t\u00eb kompensuar fitimet e parashikuara p\u00ebr kompanin\u00eb koncensionare.<\/p>\n<p>Studimi mbi t\u00eb cilin \u00ebsht\u00eb bazuar koncensioni analizon periudh\u00ebn 2014-15 kur l\u00ebviz\u00ebn rreth 5000 automjete n\u00eb dit\u00eb dhe parashikon q\u00eb pas vendosjes s\u00eb tarif\u00ebs s\u00eb rrug\u00ebs ka p\u00ebr t\u00eb pasur nj\u00eb r\u00ebnie t\u00eb leht\u00eb dhe diferenca e shkaktuar nga kjo r\u00ebnie sipas kontrat\u00ebs paguhet nga buxheti i shtetit. N\u00ebse ajo shtohet p\u00ebrtej parashikimit, at\u00ebher\u00eb fitimet do ndahen p\u00ebrgjysm\u00eb mes shtetit dhe kompanis\u00eb mir\u00ebpo gjasat q\u00eb kjo gj\u00eb t\u00eb ndodhi jan\u00eb shum\u00eb t\u00eb vogla. Deri n\u00eb fund t\u00eb koncesionit , kompania ka t\u00eb garantuara 400 milion\u00eb euro t\u00eb ardhura q\u00eb n\u00ebse nuk I merr nga trafiku do i marr\u00eb nga buxheti. Vet\u00eb fakti q\u00eb kompania nuk ka asnj\u00eb risk n\u00eb k\u00ebt\u00eb biznes dhe i ka t\u00eb ardhurat t\u00eb garantuara nga shteti l\u00eb t\u00eb kuptohet se \u00e7far\u00eb lloj marr\u00ebveshje abuzive \u00ebsht\u00eb kjo dhe d\u00ebshmon se nuk kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb sip\u00ebrmarrje t\u00eb mir\u00ebfillt\u00eb private. Logjika e Partneritetit Privat Publik t\u00eb shum\u00eb-p\u00ebrmendur ka n\u00eb thelb t\u00eb saj\u00ebn iden\u00eb q\u00eb sh\u00ebrbime publike jo vet\u00ebm q\u00eb sigurojn\u00eb investime private por edhe p\u00ebrfitojn\u00eb\u00a0 filozofis\u00eb s\u00eb efikasitetit dhe konkurrenc\u00ebs t\u00eb sektorit privat. Mir\u00ebpo n\u00eb k\u00ebt\u00eb rast duke qen\u00eb se rruga \u00ebsht\u00eb nd\u00ebrtuar nga buxheti shtet\u00ebror ne s\u2019kemi asgj\u00eb q\u00eb t\u00eb b\u00ebj me liberalizmin, pra asnj\u00eb nga t\u00eb mirat e sektorit privat pasi nuk ka as konkurrenc\u00eb as risk e as investim. Nejse ky dimension etik \u00ebsht\u00eb nj\u00eb problem tjet\u00ebr m\u00eb vete i k\u00ebtij koncensioni, dhe shkon p\u00ebrtej q\u00ebllimit t\u00eb k\u00ebtij artikulli i cili synon t\u00eb merret m\u00eb shum\u00eb koston e kat\u00ebrt q\u00eb kjo rrug\u00eb do t\u00eb sjell\u00eb p\u00ebr xhepat e qytetar\u00ebve.<\/p>\n<p>Planifikimi i qarkullimit dhe p\u00ebrllogaritja e fitimit t\u00eb garantuar n\u00eb kontrat\u00eb \u00ebsht\u00eb b\u00ebr\u00eb duke marr\u00eb t\u00eb mir\u00ebqen\u00eb se situat\u00eb infrastrukturore n\u00eb rajon do t\u00eb q\u00ebndroj\u00eb e pandryshuar dhe rrug\u00ebs s\u00eb kombit domosdoshm\u00ebrish do t\u2019i shtohet trafiku n\u00eb t\u00eb ardhmen.\u00a0 Planifikuesit kan\u00eb marr\u00eb t\u00eb mir\u00ebqen\u00eb se bashk\u00ebkombasit e Kosov\u00ebs dhe Maqedonis\u00eb nuk kan\u00eb rrug\u00eb tjet\u00ebr ku t\u00eb shkojn\u00eb, dhe dashur padashur do t\u00eb duhet ta p\u00ebrdorin rrug\u00ebn e kombit n\u00eb t\u00eb ardhmen. Mir\u00ebpo po t\u00eb analizohen projektet infrastrukturore t\u00eb rajonit shikohet qartazi se rruga e kombit shum\u00eb shpejt do t\u00eb konkurrohet nga rrug\u00ebtime t\u00eb tjera alternative se gjasat jan\u00eb shum\u00eb t\u00eb m\u00ebdha q\u00eb trafiku aktual n\u00eb rrug\u00ebn e kombit t\u00eb vij duke u zvog\u00ebluar dhe q\u00eb fitimi I munguar i garantuar dhe paguar nga buxheti I shtetit p\u00ebr koncensionarin, t\u00eb vij duke u shtuar duke p\u00ebrb\u00ebr\u00eb nj\u00eb barr\u00eb t\u00eb kat\u00ebrt p\u00ebr taksapaguesit.<\/p>\n<p>Kur flitet p\u00ebr p\u00ebrdoruesit e rrug\u00ebs nga Kosova sot, dihet se rrug\u00ebs s\u00eb kombit, porti i Durr\u00ebsit ka t\u00ebrhequr nj\u00eb pjes\u00eb t\u00eb mir\u00eb t\u00eb bizneseve t\u00eb Kosov\u00ebs. Mir\u00ebpo\u00a0 Mali i Zi \u00ebsht\u00eb duke nd\u00ebrtuar me financimin e bank\u00ebs kineze Exim, autostrad\u00ebn Tivar Boljare e cila do ta konkurroj\u00eb drejtp\u00ebrdrejt\u00eb autostrad\u00ebn dhe portin ton\u00eb. Ky projekt gjigand q\u00eb vitin q\u00eb vjen pret p\u00ebrurimin e pjes\u00ebs m\u00eb t\u00eb v\u00ebshtir\u00eb, \u00ebsht\u00eb pjes\u00eb e korridorit pan-evropian 11 q\u00eb do t\u00eb jet\u00eb 164 kilometra i gjat\u00eb dhe do t\u00eb ket\u00eb 50 tunele dhe 95 ura. Banor\u00ebt e rajonit t\u00eb Pej\u00ebs, ku jan\u00eb t\u00eb p\u00ebrqendruara bizneset kryesore t\u00eb Kosov\u00ebs, mund t\u00eb udh\u00ebtojn\u00eb deri n\u00eb Berane q\u00eb \u00ebsht\u00eb 79 km larg e mandej t\u00eb lidhen me k\u00ebt\u00eb autostrad\u00eb e t\u00eb udh\u00ebtojn\u00eb 127km t\u00eb tjera me shpejt\u00ebsi t\u00eb lart\u00eb p\u00ebr t\u00eb mb\u00ebrritur n\u00eb portin e Tivarit.\u00a0 Me gjasa ky itinerar do t\u00eb zgjas\u00eb dy or\u00eb e gjysm\u00eb nga kat\u00ebr or\u00eb q\u00eb duhen tani p\u00ebr t\u00eb mb\u00ebrritur n\u00eb Durr\u00ebs.<\/p>\n<p>K\u00ebtu duhet patur parasysh q\u00eb nj\u00eb pjes\u00eb dometh\u00ebn\u00ebse e trafikut t\u00eb rrug\u00ebs s\u00eb kombit p\u00ebrb\u00ebhet nga emigrant\u00ebt e Kosov\u00ebs dhe Maqedonis\u00eb q\u00eb kthehen n\u00eb atdhe p\u00ebr pushime duke ardhur prej veriut t\u00eb Evrop\u00ebs n\u00eb Kroaci e Mal t\u00eb Zi e p\u00ebr t\u00eb kaluar m\u00eb tutje n\u00eb rrug\u00ebn e kombit. P\u00ebr k\u00ebta udh\u00ebtar \u00ebsht\u00eb m\u00eb e leverdishme dhe e shpejt\u00eb q\u00eb t\u00eb marrin k\u00ebt\u00eb autostrad\u00eb n\u00eb Tivar e t\u00eb vijojn\u00eb p\u00ebr verilindje t\u00eb Malit t\u00eb zi sesa t\u00eb vazhdojn\u00eb n\u00eb itinerarin Tivar-Ulqin-Muriqan-Morin\u00eb ku cil\u00ebsia e rrug\u00ebs dhe prania e dy kufijve do e b\u00ebjn\u00eb udh\u00ebtimin m\u00eb t\u00eb gjat\u00eb. \u00a0Autostrada p\u00ebr Pej\u00eb\u00a0 gjithashtu pritet q\u00eb t\u00eb mbaroj\u00eb vitin q\u00eb vjen duke e b\u00ebr\u00eb m\u00eb atraktiv k\u00ebt\u00eb alternativ\u00eb.\u00a0 Pra nd\u00ebrtimi i k\u00ebsaj autostrade mund t\u00eb nxis shum\u00eb q\u00eb t\u00eb evitojn\u00eb t\u00ebr\u00ebsisht hyrjen tranzit n\u00eb Shqip\u00ebri. Nga ana tjet\u00ebr ekziston edhe projekti i autostrad\u00ebs Nish-Merdare-Prishtin\u00eb q\u00eb do ket\u00eb efekt t\u00eb ngjash\u00ebm. Nd\u00ebrtimi I k\u00ebsaj rruge do t\u00eb bind shum\u00eb bashkatdhetar\u00eb tan\u00eb q\u00eb t\u00eb mos vijn\u00eb p\u00ebr pushime nga bregu i Adriatikut por\u00a0 t\u00eb shkojn\u00eb n\u00eb Kosov\u00eb n\u00ebp\u00ebrmjet Serbis\u00eb.<\/p>\n<p>Kur vjen puna p\u00ebr lidhjen mes Kosov\u00ebs dhe Malit t\u00eb Zi ekziston nj\u00eb tjet\u00ebr rrug\u00eb alternative q\u00eb \u00ebsht\u00eb n\u00eb nd\u00ebrtim e sip\u00ebr q\u00eb do rivalizoj\u00eb rrug\u00ebn e kombit. Dihet q\u00eb p\u00ebrve\u00e7 emigrant\u00ebve, jan\u00eb dhjet\u00ebra mij\u00ebra qytetar\u00eb t\u00eb Kosov\u00ebs shkojn\u00eb tradicionalisht n\u00eb bregdetin malazez kaluar n\u00ebp\u00ebrmjet rrug\u00ebs s\u00eb kombit. Republika e Shqip\u00ebris\u00eb e ka p\u00ebrfunduar tashm\u00eb vitin e kaluar rrug\u00ebn Shkod\u00ebr-Vermosh nd\u00ebrkoh\u00eb q\u00eb pritet p\u00ebrurimi i pik\u00ebs s\u00eb re kufitare t\u00eb Grabomit e cila do e b\u00ebj distanc\u00ebn Podgoric\u00eb-Cemi I Trieshit-Grabom-Plave 84 kilometra.
