Ligji p\u00ebr Qeverin\u00eb ishte pjes\u00eb e strategjive legjislative, por asnj\u00ebher\u00eb nuk u aprovua n\u00eb Kuvend.<\/p>\n<p>Duke pasur parasysh q\u00eb ende nuk ka Ligj p\u00ebr Qeverin\u00eb, si dhe faktin q\u00eb Kushtetuta nuk e p\u00ebrcakton numrin e ministrive, vendimi p\u00ebr numrin e ministrive, si dhe p\u00ebrb\u00ebrjen e Qeveris\u00eb n\u00eb t\u00ebr\u00ebsi, mbetet n\u00eb kompetenc\u00ebn e Kryeministrit.<\/p>\n<p>Duke b\u00ebr\u00eb nj\u00eb analiz\u00eb t\u00eb t\u00eb gjitha Qeverive t\u00eb pasluft\u00ebs, v\u00ebrehet qart\u00eb se secila ve\u00e7 e ve\u00e7, shum\u00eb m\u00eb tep\u00ebr p\u00ebrfaq\u00ebsonte interesat e subjekteve politike q\u00eb formuan koalicione p\u00ebr krijimin e Qeveris\u00eb, sesa interesin e shtetit apo qytetar\u00ebve t\u00eb vendit.<\/p>\n<p>Me miratimin e Rregullores s\u00eb UNMIK-ut 2001-19, mbi deg\u00ebn ekzekutive t\u00eb Institucioneve t\u00eb P\u00ebrkohshme Vet\u00ebqeveris\u00ebse (IPVQ), Qeveria e Kosov\u00ebs kishte Kryeministrin dhe n\u00ebnt\u00eb ministri. Vite me radh\u00eb u sh\u00ebnua rritje n\u00eb kabinetet qeveritare.<\/p>\n<p>Qeveria 2004- 2007 ka p\u00ebrfunduar me pes\u00ebmb\u00ebdhjet\u00eb ministra, nj\u00eb z\u00ebvend\u00ebskryeminist\u00ebr dhe tridhjet\u00eb z\u00ebvend\u00ebsministra. Nd\u00ebrkoh\u00eb, Qeveria n\u00eb periudh\u00ebn 2007- 2010, kishte tet\u00ebmb\u00ebdhjet\u00eb ministra, dy z\u00ebvend\u00ebskryeministra dhe tridhjet\u00eb e gjasht\u00eb z\u00ebvend\u00ebsministra.<\/p>\n<p>N\u00eb mandatin 2010- 2014 ishin nj\u00ebzet ministra, pes\u00eb z\u00ebvend\u00ebskryeministra dhe tridhjet\u00eb e n\u00ebnt\u00eb z\u00ebvend\u00ebsministra. Kabineti qeveritar i cili p\u00ebrb\u00ebhej nga Isa Mustafa, kryeminist\u00ebr, n\u00eb periudh\u00ebn 2014- 2017 kishte tre z\u00ebvend\u00ebskryeministra, nj\u00ebzet e nj\u00eb ministri, p\u00ebrfshir\u00eb k\u00ebtu dy ministra pa portofol dhe rreth pes\u00ebdhjet\u00eb z\u00ebvend\u00ebsministra.<\/p>\n<p>Qeveria e fundit, Haradinaj, ka nj\u00ebzet e nj\u00eb ministra, pes\u00eb z\u00ebvend\u00ebskryeministra dhe rreth tet\u00ebdhjet\u00eb z\u00ebvend\u00ebsministra. Duhet cekur se numri i z\u00ebvend\u00ebsministrave asnj\u00ebher\u00eb nuk b\u00ebhet publik, sepse bazuar n\u00eb marr\u00ebveshjet politike, sa her\u00eb nevojitet t\u00eb b\u00ebhet sistemimi i ndonj\u00eb kuadri me profil t\u00eb lart\u00eb, ata em\u00ebrohen si z\u00ebvend\u00ebsministra. Sa i p\u00ebrket madh\u00ebsis\u00eb s\u00eb Kabinetit Qeveritar t\u00eb tanish\u00ebm, Kosova prin jo vet\u00ebm krahasuar me vendet n\u00eb regjion, por edhe m\u00eb gjer\u00eb, sidomos n\u00ebse kemi parasysh madh\u00ebsin\u00eb e shtetit.<\/p>\n<p>N\u00ebse gjith\u00eb k\u00ebsaj, ia shtojm\u00eb edhe numrin e madh t\u00eb k\u00ebshilltar\u00ebve dhe s\u00eb fundmi, numrin e koordinator\u00ebve dhe zyrtar\u00ebve t\u00eb tjer\u00eb, e t\u00ebr\u00eb kjo p\u00ebrb\u00ebrje e Qeveris\u00eb \u00ebsht\u00eb nj\u00eb kosto e lart\u00eb p\u00ebr buxhetin e Kosov\u00ebs. K\u00ebtu hyjn\u00eb pagat, m\u00ebditjet, transporti, reprezentacioni, shpenzimet p\u00ebr telefon, etj.<\/p>\n<p>Mungesa e vullnetit politik p\u00ebr t\u00eb miratuar ligjin p\u00ebr Qeverin\u00eb, \u00ebsht\u00eb kritikuar edhe n\u00eb Raportin e fundit t\u00eb Progresit p\u00ebr Kosov\u00ebn.<\/p>\n<p>Duke pasur parasysh q\u00eb Qeveria aktuale \u00ebsht\u00eb e p\u00ebrb\u00ebr\u00eb nga shum\u00eb subjekte politike, \u00ebsht\u00eb paraqitur nevoja p\u00ebr t\u00eb k\u00ebnaqur apetitet e secilit subjekt ve\u00e7 e ve\u00e7, sa i p\u00ebrket ndarjes s\u00eb posteve.<\/p>\n<p>Vlen t\u00eb theksohet, sidomos, numri shum\u00eb i madh i z\u00ebvend\u00ebsministrave, ku edhe pse em\u00ebrimi i tyre \u00ebsht\u00eb dashur t\u00eb b\u00ebhet n\u00eb koordinim me ministrat e secilit dikaster, mir\u00ebpo kjo nuk ka ndodhur. Shumic\u00ebs s\u00eb ministrave, emrat e z\u00ebvend\u00ebsministrave u jan\u00eb servuar pa u konsultuar fare me ta.<\/p>\n<p>Kjo pasqyrohet edhe n\u00eb pun\u00ebn e ministrive, ku mungon plot\u00ebsisht komunikimi n\u00eb mes t\u00eb disa ministrave dhe z\u00ebvend\u00ebsministrave t\u00eb s\u00eb nj\u00ebjt\u00ebs ministri. Nj\u00eb shembull i till\u00eb \u00ebsht\u00eb rasti i moskomunikimit t\u00eb Ministrit t\u00eb Pun\u00ebve t\u00eb Jashtme, Behgjet Pacolli, me z\u00ebvend\u00ebsministrin e t\u00eb nj\u00ebjtit dikaster, Gjergj Dedaj. P\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, \u00ebsht\u00eb deklaruar publikisht z\u00ebvend\u00ebsministri, Dedaj. Kjo ndikon negativisht n\u00eb efikasitetin e pun\u00ebs s\u00eb Qeveris\u00eb, si dhe n\u00eb ndarjen e p\u00ebrgjegj\u00ebsive.<\/p>\n<p>Gjithashtu, Kryeminstri, n\u00eb baz\u00eb t\u00eb kompetencave t\u00eb tij, ka mund\u00ebsi t\u00eb shkarkimit t\u00eb ministrave, e q\u00eb \u00ebsht\u00eb v\u00ebshtir\u00eb t\u00eb realizohet pa marrjen e p\u00eblqimit t\u00eb partner\u00ebve t\u00eb koalicionit. Kjo zbeh rolin dhe fuqin\u00eb e vet\u00eb Kryeministrit.<\/p>\n<p>Numri i z\u00ebvend\u00ebsministrave gjat\u00eb nj\u00eb mandati qeveris\u00ebs, zakonisht \u00ebsht\u00eb rritur n\u00eb heshtje prapa syve t\u00eb publikut, dhe kjo ka ndodhur, gjithnj\u00eb, bazuar n\u00eb k\u00ebrkes\u00ebn e ndonj\u00ebrit nga partner\u00ebt e koalicionit, sa her\u00eb q\u00eb \u00ebsht\u00eb paraqitur nevoja p\u00ebr sistemimin e ndonj\u00eb kuadri t\u00eb lart\u00eb partiak. Kjo ka rezultuar me at\u00eb se shumica e z\u00ebvend\u00ebsministrave nuk i din\u00eb detyrat dhe p\u00ebrgjegj\u00ebsit\u00eb e tyre n\u00eb Qeveri. E nj\u00ebjta vlen edhe p\u00ebr z\u00ebvend\u00ebskryeministrat.<\/p>\n<p>Sa i p\u00ebrket shpenzimeve buxhetore, shpenzimet p\u00ebr paga dhe m\u00ebditje jan\u00eb rritur n\u00eb vazhdim\u00ebsi.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb Institutit GAP, derisa n\u00eb vitin 2007, Ministrit\u00eb ndanin 10% t\u00eb buxhetit p\u00ebr paga dhe meditje, m\u00eb 2013 arrit\u00ebn deri n\u00eb 40%. Shifra kalon 3 milion\u00eb euro n\u00eb Qeverin\u00eb e tanishme, duke p\u00ebrfshir\u00eb edhe m\u00ebditjet p\u00ebr k\u00ebshilltar\u00eb dhe staf p\u00ebrcjell\u00ebs.<\/p>\n<p>Nj\u00eb num\u00ebr kaq i madh i ministrive, jo vet\u00ebm se nuk e b\u00ebn nj\u00eb Qeveri funksionale dhe produktive, por p\u00ebrkundrazi vet\u00ebm sa e v\u00ebshtir\u00ebson pun\u00ebn e Qeveris\u00eb, n\u00eb p\u00ebrmbushjen e objektivave t\u00eb veta. Disa nga ministrit\u00eb do t\u00eb duhej t\u00eb shkrihen n\u00eb mes vete, q\u00eb do t\u00eb ndikonte jo vet\u00ebm n\u00eb produktivitet, por edhe do t\u00eb kursente buxhetin e Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n<p>Ministria e Administrat\u00ebs Publike dhe Ministria e Administrimit t\u00eb Pushtetit Lokal mund t\u00eb funksionojn\u00eb si nj\u00eb ministri e vetme. Ministria p\u00ebr Inovacion, q\u00eb \u00ebsht\u00eb nj\u00eb ministri e re, sa p\u00ebr t\u00eb rehatuar disa militant\u00eb partiak\u00eb, n\u00eb p\u00ebrshkrimin e vet, ka shum\u00eb kompetenca q\u00eb i takojn\u00eb Ministris\u00eb p\u00ebr Tregti dhe Industri. N\u00eb fakt, ky \u00ebsht\u00eb dyfishim i sh\u00ebrbimeve t\u00eb nj\u00ebjta, dhe n\u00eb vend t\u00eb k\u00ebsaj ministrie, do t\u00eb mjaftonte ekzistenca e nj\u00eb Departamenti p\u00ebr Inovacion, n\u00eb kuad\u00ebr t\u00eb Ministris\u00eb p\u00ebr Tregti dhe Industri.<\/p>\n<p>Nj\u00eb penges\u00eb tjet\u00ebr \u00ebsht\u00eb mosarritja e konsensusit n\u00eb mes t\u00eb subjekteve politike p\u00ebr reform\u00eb zgjedhore, pasi q\u00eb kishim zgjedhje t\u00eb nj\u00ebpasnj\u00ebshme, ende pa u ndryshuar Ligji p\u00ebr zgjedhje.<\/p>\n<p>Hartimi dhe miratimi i Ligjit p\u00ebr Qeverin\u00eb\u00ebsht\u00eb nevoj\u00eb urgjente dhe p\u00ebr k\u00ebt\u00eb duhet t\u00eb ket\u00eb vullnet politik.
