N\u00eb shum\u00eb vende t\u00eb ndryshme, sikur n\u00eb Turqi, sekularizmi shpeshher\u00eb \u00ebsht\u00eb p\u00ebrdorur p\u00ebr q\u00ebllime t\u00eb k\u00ebqija, p\u00ebr presion ndaj opozit\u00ebs politike, ose edhe p\u00ebr etiketimin e disa si \u201ctradhtar\u00eb komb\u00ebtar\u00eb\u201d. Dua ta them n\u00eb fillim t\u00eb shkrimit q\u00eb nuk mendoj q\u00eb kjo \u00ebsht\u00eb situata n\u00eb Kosov\u00eb. Nuk besoj q\u00eb n\u00eb Kosov\u00eb dikush e p\u00ebrdor, ose e keqp\u00ebrdor, sekularizmin p\u00ebr ta shtypur dik\u00eb tjet\u00ebr, apo p\u00ebr q\u00ebllime t\u00eb k\u00ebqija. Por ka edhe aso situatash kur sekularizmi p\u00ebrdoret kund\u00ebr dikujt, p\u00ebrdoret p\u00ebr q\u00ebllime politike. Un\u00eb besoj q\u00eb n\u00eb k\u00ebso situatash sekularizmi keqp\u00ebrdoret sepse p\u00ebrdoruesi nuk e din \u00e7ka \u00ebsht\u00eb sekularizmi ose p\u00ebr shkak t\u00eb d\u00ebshir\u00ebs s\u00eb madhe p\u00ebr t\u00eb qen\u00eb \u201ct\u00eb Per\u00ebndimit\u201d. Se kuptoj pse ne duhemi aq shum\u00eb ta d\u00ebshmojm\u00eb veten q\u00eb jemi per\u00ebndimor\u00eb, duke marr\u00eb parasysh q\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb jemi per\u00ebndimor\u00eb, por kjo do t\u00eb ishte tem\u00eb e nj\u00eb shkrimi tjet\u00ebr. T\u00eb kthehemi prap\u00eb tek sekularizmi.<\/p>\n<p>Sekularizmi \u00ebsht\u00eb nj\u00eb term shum\u00eb i padefinuar, jo n\u00eb aspektin e fjalorit por n\u00eb aspektin e mendjes s\u00eb njer\u00ebzve. Por, definimi q\u00eb p\u00ebrdoret dhe n\u00ebnkuptohet m\u00eb s\u00eb shumti, sidomos n\u00eb shkencat politike, \u00ebsht\u00eb ndarja e shtetit dhe kish\u00ebs (fes\u00eb). Un\u00eb b\u00ebj pjes\u00eb n\u00eb grupin e atyre q\u00eb besojn\u00eb se n\u00eb qeverisje shteti me \u00e7do kusht duhet t\u00eb ndahet nga kisha (feja), asnj\u00ebra t\u00eb mos e kontrolloj\u00eb tjetr\u00ebn, apo t\u00eb p\u00ebrzihet n\u00eb pun\u00ebt e tjetr\u00ebs.<\/p>\n<p>Sot e shohim q\u00eb sekularizmi p\u00ebrdoret m\u00eb shum\u00eb si nj\u00eb lloj feje alternative, ku n\u00eb nj\u00eb shtet sekular njer\u00ebzit, e sidomos ata q\u00eb d\u00ebshirojn\u00eb t\u00eb merren me politik\u00eb, duhet t\u00eb besojn\u00eb dhe t\u2019i falen; ose p\u00ebrdoret n\u00eb vend t\u00eb ateizmit, ku njer\u00ebzit duhet t\u00eb mos besojn\u00eb n\u00eb asnj\u00eb fe edhe n\u00eb jet\u00ebn private dhe k\u00ebt\u00eb duhet ta d\u00ebshmojn\u00eb publikisht. Ajo e para \u00ebsht\u00eb trend n\u00eb rritje n\u00ebp\u00ebr gjith\u00eb bot\u00ebn, kurse kjo e dyta m\u00eb shum\u00eb ne vende n\u00eb zhvillim, sikur Kosova, sepse n\u00eb vendet e zhvilluara sikur Britania e Madhe, Shtetet e Bashkuara t\u00eb Amerik\u00ebs, shtetet Evropiane, apo Kanada, ky nuk \u00ebsht\u00eb problem i madh pasi q\u00eb t\u00eb gjith\u00eb njer\u00ebzit si dhe politikan\u00ebt dhe burokrat\u00ebt e shfaqin jet\u00ebn e tyre fetare shum\u00eb lirsh\u00ebm ne publik, derisa nuk i ngat\u00ebrrojn\u00eb pun\u00ebt e shtetit me pun\u00ebt personale, besimit ose mosbesimit.<\/p>\n<p>Sidomos me disa incidente n\u00eb dit\u00ebt e fundit n\u00eb Kosov\u00eb, sekularizmi prap\u00eb u shfaq si nj\u00eb tem\u00eb diskutimi, dhe reagimet e shumta ishin q\u00eb &#8220;Kosova \u00ebsht\u00eb shtet sekular dhe grupet fetare, m\u00eb konservator\u00eb, nuk mund ta ndryshojn\u00eb k\u00ebt\u00eb.&#8221; E v\u00ebrtet\u00eb q\u00eb Kosova \u00ebsht\u00eb shtet sekular dhe ashtu duhet t\u00eb mbetet , por at\u00eb \u00e7ka b\u00ebri drejtori i shkoll\u00ebs Don Bosko, Don Izidor Llukiq; ose ata q\u00eb e sulmuan Azem Deliun, nuk jan\u00eb krime kund\u00ebr sekularizmit por jan\u00eb akte penale, krime, dhe duhet t\u00eb d\u00ebnohen si t\u00eb tilla. As Ipeshk\u00ebvia e Kosov\u00ebs e as Bashk\u00ebsia Islame e Kosov\u00ebs nuk e kan\u00eb p\u00ebr detyr\u00eb t\u00eb reagojn\u00eb p\u00ebr k\u00ebt\u00eb, edhe pse m\u00eb shum\u00eb kan\u00eb k\u00ebrkuar nga BIK-u t\u00eb reagojn\u00eb edhe pse sulmuesit nuk ishin t\u00eb pun\u00ebsuar nga BIK-u, sesa nga Ipeshk\u00ebvia, edhe pse Llukiqi \u00ebsht\u00eb pjes\u00eb e Ipeshkvis\u00eb.<\/p>\n<p>Sekularizmi nuk b\u00ebn t\u00eb n\u00ebnkuptohet si imponim i nj\u00eb ideologjie tek tjetri, ideologji e t\u00eb qenit indiferent me jet\u00ebn shpirt\u00ebrore personale, t\u00eb besimit apo t\u00eb mos besimit. Sekularizmi duhet t\u00eb n\u00ebnkuptohet vet\u00ebm n\u00eb at\u00eb q\u00eb feja t\u00eb mos p\u00ebrzihet n\u00eb pun\u00ebt e shtetit. Kurse aktor\u00ebve politik\u00eb nuk mund t\u2019u k\u00ebrkohet ta fshehin identitetin e tyre fetar. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb sekularizmi po e z\u00eb vendin e nj\u00eb feje tjet\u00ebr, e imponuar q\u00eb t\u00eb gjith\u00eb duhet t\u00eb besojn\u00eb. At\u00ebher\u00eb nuk mund t\u00eb flasim p\u00ebr nj\u00eb sekulariz\u00ebm per\u00ebndimor, alla franga, por nj\u00eb ideologji imponuese.<\/p>\n<p>Sikur q\u00eb feja nuk p\u00ebrzihet n\u00eb pun\u00ebt e shtetit, n\u00eb nj\u00eb shtet sekular edhe shteti nuk p\u00ebrzihet n\u00eb pun\u00eb fetare. Pun\u00ebt fetare jan\u00eb n\u00eb duar t\u00eb shoq\u00ebris\u00eb civile, deri n\u00eb kufijt\u00eb e ligjit. Por, kur kalohen ato kufij edhe at\u00ebher\u00eb shteti nuk merret me ato raste nga pik\u00eb q\u00ebndrimi sekular apo teolog, por nga pik\u00eb q\u00ebndrimi ligjor. N\u00ebse ka ndodhur ndonj\u00eb vep\u00ebr penale at\u00ebher\u00eb pa marr\u00eb parasysh se kush dhe p\u00ebr \u00e7far\u00eb arsye e ka b\u00ebr\u00eb, institucionet e shtetit e konsiderojn\u00eb at\u00eb akt penal n\u00eb kategorin\u00eb e duhur me ligj. P\u00ebrndryshe n\u00ebse shteti vendos se \u00e7far\u00eb \u00ebsht\u00eb e lejuar me nj\u00eb fe, ose \u00e7far\u00eb duhet t\u00eb mendojn\u00eb besimtar\u00ebt e nj\u00ebr\u00ebs fe at\u00ebher\u00eb shteti nuk \u00ebsht\u00eb sekular sepse e kontrollon besimin. Ky sekulariz\u00ebm mund t\u00eb jet\u00eb vet\u00ebm sekulariz\u00ebm rus, ku shteti i kontrollon institucionet fetare, jo per\u00ebndimore ose \u00e7far\u00eb n\u00ebnkuptojm\u00eb me laicitetin francez.<\/p>\n<p>P\u00ebr shembull, p\u00ebr ata q\u00eb nuk i kan\u00eb p\u00ebrcjell\u00eb nga af\u00ebr zgjedhjet e partis\u00eb demokratike n\u00eb Amerik\u00eb, rezultati i zgjedhjeve ishte sikur nj\u00eb \u00ebnd\u00ebrr e keqe p\u00ebr Presidentin Trump. Kryetar i partis\u00eb u zgjodh Tom Perez, djal\u00eb i prind\u00ebrve emigrant\u00eb nga Republika Dominikane dhe ish Minist\u00ebr i Pun\u00ebs n\u00eb administrat\u00ebn e Obamas. Rivali i tij m\u00eb serioz ishte Keith Ellison, kongresisti i par\u00eb mysliman n\u00eb Amerik\u00eb. Menj\u00ebher\u00eb pas zgjedhjeve, pun\u00ebn e par\u00eb q\u00eb b\u00ebri Perez ishte t\u00eb nominoj\u00eb Ellisonin si z\u00ebvend\u00ebs t\u00eb tij n\u00eb partin\u00eb demokratike. Tash partia demokratike n\u00eb Amerik\u00eb udh\u00ebhiqet nga nj\u00eb f\u00ebmij\u00eb i emigrant\u00ebve dhe nj\u00eb mysliman. Mos t\u00eb flasim p\u00ebr Kanadan\u00eb q\u00eb me q\u00ebllim kan\u00eb zgjedhur ministra n\u00eb kabinet nga t\u00eb gjitha komunitetet fetare n\u00eb shtet, dhe prap\u00eb sekularizmi i shtetit \u00ebsht\u00eb n\u00eb vend.<\/p>\n<p>Imponimi i till\u00eb i sekularizmit si nj\u00eb besim n\u00eb vete, apo si ateiz\u00ebm, \u00ebsht\u00eb shum\u00eb i d\u00ebmsh\u00ebm. S\u00eb pari \u00ebsht\u00eb i d\u00ebmsh\u00ebm p\u00ebr njer\u00ebzit si un\u00eb q\u00eb besojm\u00eb q\u00eb sekularizmi \u00ebsht\u00eb sistemi i duhur, dhe i vet\u00ebm, p\u00ebr qeverisje, sepse konfliktet e tilla vet\u00ebm sa i b\u00ebn njer\u00ebzit m\u00eb skeptik kund\u00ebr sekularizmit. Por gjithashtu \u00ebsht\u00eb i d\u00ebmsh\u00ebm p\u00ebr ndarjen dhe p\u00ebr\u00e7arjen e njer\u00ebzve, si ata q\u00eb besojn\u00eb dhe praktikojn\u00eb fe t\u00eb ndryshme ashtu edhe ata q\u00eb nuk besojn\u00eb ose nuk praktikojn\u00eb ndonj\u00eb fe. Politika \u00ebsht\u00eb nj\u00eb institucion dinamik dhe aktor\u00ebt politik duhet t\u00eb jan\u00eb af\u00ebr popullit. N\u00ebse ata detyrohen t\u00eb vendosin barriera n\u00eb mes tyre dhe popullit at\u00ebher\u00eb besimi n\u00eb institucione shtet\u00ebrore bie dhe njer\u00ebzit fillojn\u00eb t\u2019u besojn\u00eb institucioneve, apo organizatave tjera, q\u00eb nuk kontrollohen dhe jan\u00eb jotransparente. Shteti sekular nuk \u00ebsht\u00eb e th\u00ebn\u00eb q\u00eb t\u00eb udh\u00ebhiqet nga t\u00eb \u201cpafet\u00eb\u201d, dhe kjo nuk duhet t\u00eb lihet t\u00eb p\u00ebrdoret nga ata q\u00eb kan\u00eb synim t\u2019ia humbin besimin e institucioneve shtet\u00ebrore n\u00eb syt\u00eb e popullit. Imponimi q\u00eb politikan\u00ebt duhet t\u00eb duken \u201cpa fe\u201d e b\u00ebn k\u00ebt\u00eb, dhe kjo \u00ebsht\u00eb e rrezikshme, s\u00eb pari pasi q\u00eb populli mendon qe nuk jan\u00eb t\u00eb reprezentuar, s\u00eb dyti sikur ne Turqi, kur vijn\u00eb n\u00eb pushtet pastaj haptas e cenojn\u00eb sekularizmin e shtetit pasi q\u00eb ndjenjat i kan\u00eb pasur t\u00eb shtypura me koh\u00eb, dhe edhe ata mendojn\u00eb q\u00eb sekularizmi dhe besimi personal nuk mund t\u00eb bashk\u00ebjetojn\u00eb.<\/p>\n<p>Ne si aktivist\u00eb, shoq\u00ebri civile, apo edhe shkollar\u00eb duhet t\u00eb promovojm\u00eb sekularizmin e mir\u00ebfillt\u00eb, q\u00eb askush t\u00eb mos ndihet i shtypur, gjithkush t\u00eb ndihet i reprezentuar, si dhe popullata t\u2019i besoj\u00eb institucioneve shtet\u00ebrore m\u00eb shume se organizatave ose institucioneve alternative. Ndarja e shtetit dhe fes\u00eb \u00ebsht\u00eb p\u00ebr t\u00eb mir\u00ebn e t\u00eb gjith\u00ebve, por asnj\u00ebra nuk duhet ta kontrolloj\u00eb tjetr\u00ebn, dhe asnj\u00ebra nuk duhet ta shtyp\u00eb tjetr\u00ebn.
