Megjithat\u00eb, derisa kriza n\u00eb nivelin m\u00eb t\u00eb lart\u00eb dhe retorika e shtuar politike nd\u00ebrmjet elitave politike mund t\u00eb kontrollohen dhe t\u00eb qet\u00ebsohen me rolin e shtuar t\u00eb bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, apo edhe me bisedat telefonike t\u00eb vendimmarr\u00ebsve politik\u00eb, ajo q\u00eb mbetet si pasoj\u00eb e k\u00ebsaj retorike n\u00eb diskursin publik ka rrezik t&#8217;i shkat\u00ebrroj\u00eb marr\u00ebdh\u00ebniet edhe ashtu t\u00eb brishta.<\/p>\n<p>Po e theksoj qart\u00eb se kriza n\u00eb nivel t\u00eb kryeministrave dhe Qeverive t\u00eb Beogradit dhe t\u00eb Prishtin\u00ebs nuk \u00ebsht\u00eb aq e theksuar. P\u00ebrkundrazi, kat\u00ebr vjet pas n\u00ebnshkrimit t\u00eb Marr\u00ebveshjes s\u00eb Brukselit, \u00ebsht\u00eb b\u00ebr\u00eb mjaft q\u00eb vendimmarr\u00ebsit n\u00ebp\u00ebrmjet raportit dhe negociatave t\u00eb vazhdueshme t\u00eb krijojn\u00eb nj\u00eb praktik\u00eb p\u00ebrmes s\u00eb cil\u00ebs do t\u00eb jen\u00eb n\u00eb gjendje ta kontrollojn\u00eb kriz\u00ebn. Problemi \u00ebsht\u00eb se shpeshher\u00eb kriza mund t&#8217;u shkoj\u00eb p\u00ebr shtati pik\u00ebrisht atyre. Gjithsesi, duhet pranuar se p\u00ebr normalizmin e marr\u00ebdh\u00ebnieve \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb shum\u00eb n\u00eb 4 vitet e fundit sesa q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb gjat\u00eb 12 viteve t\u00eb shkuara.<\/p>\n<p>Megjith\u00ebk\u00ebt\u00eb, kriza leht\u00eb mund t\u00eb shfaqet mu n\u00eb at\u00eb fush\u00eb e cila n\u00eb krejt k\u00ebt\u00eb proces t\u00eb normalizimit \u00ebsht\u00eb anashkaluar. Konflikti i Kosov\u00ebs edhe m\u00eb tutje mund t\u00eb cil\u00ebsohet si i ngrir\u00eb por pik\u00ebrisht k\u00ebto ngjarje t\u00eb kaluara, si &#8220;treni&#8221;, &#8220;demarkacioni&#8221;, &#8220;asociacioni&#8221; apo &#8220;muri&#8221; mund t&#8217;i shkrijn\u00eb frustrimet e shtypura edhe t\u00eb pal\u00ebs s\u00ebrbe edhe t\u00eb asaj shqiptare. Sigurisht, k\u00ebtu e kam fjal\u00ebn p\u00ebr popullsin\u00eb lokale, e cila vazhdimisht shp\u00ebrfillet dhe s\u00eb cil\u00ebs marr\u00ebveshjet si t\u00eb tilla as q\u00eb i shpjegohen. Komuniteti serb dhe ai shqiptar kan\u00eb ide t\u00eb ndryshme sa i p\u00ebrket krejt procesit dhe gjendjes aktuale, por p\u00ebr k\u00ebt\u00eb parimisht nuk duhen faj\u00ebsuar qytetar\u00ebt, por elitat politike t\u00eb cilat manipulojn\u00eb me informacione n\u00eb dobi t\u00eb p\u00ebrmbushjes s\u00eb agjendave t\u00eb tyre personale, e k\u00ebto agjenda paketohen n\u00eb letra dekoruese dhe prezantohen si di\u00e7ka q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb t\u00eb mir\u00eb t\u00eb qytetar\u00ebve.<\/p>\n<p>Nd\u00ebr manipulimet e fundit \u00ebsht\u00eb edhe nisma e Presidentit t\u00eb Kosov\u00ebs, Hashim Tha\u00e7it, p\u00ebr formimin e Ushtris\u00eb s\u00eb Kosov\u00ebs. P\u00ebrkund\u00ebr kund\u00ebrshtimit t\u00eb komunitetit serb n\u00eb Kosov\u00eb si dhe p\u00ebrfaq\u00ebsuesve t\u00eb ambasadave ky\u00e7e n\u00eb Prishtin\u00eb, Tha\u00e7i provoi q\u00eb me shkeljen e Kushtetut\u00ebs ta shp\u00ebrfill\u00eb dyfishin e shumic\u00ebs prej dy t\u00eb tretave, e cila nevojitet p\u00ebr ndryshimin e statusit t\u00eb Forc\u00ebs s\u00eb Siguris\u00eb s\u00eb Kosov\u00ebs (FSK). Nj\u00eb potez i till\u00eb i paartikuluar dhe i pamenduar, vet\u00ebm sa i ashp\u00ebrson tensionet tashm\u00eb t\u00eb ngritura, dhe nuk u sjell dobi as proceseve n\u00eb Kosov\u00eb as p\u00ebrmir\u00ebsimit t\u00eb marr\u00ebdh\u00ebnieve nd\u00ebretnike.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, \u00ebsht\u00eb interesante dhe paksa shqet\u00ebsuese t\u00eb d\u00ebgjohen e t\u00eb lexohen deklaratat e nj\u00eb pjese t\u00eb elit\u00ebs akademike dhe intelektuale n\u00eb Kosov\u00eb, gazetar\u00ebve, aktivist\u00ebve, duke p\u00ebrfshir\u00eb edhe disa ish-vendimmarr\u00ebs, se si e miratojn\u00eb k\u00ebt\u00eb nism\u00eb e cila shkel Kushtetut\u00ebn e Kosov\u00ebs, t\u00eb drejtat e njeriut dhe t\u00eb pakicave, duke argumentuar me k\u00ebt\u00eb se \u00ebsht\u00eb legjitime t\u00eb shp\u00ebrfillet komuniteti serb n\u00eb k\u00ebt\u00eb proces, sepse ata gjithsesi nuk do t\u00eb votojn\u00eb p\u00ebr Ushtrin\u00eb e Kosov\u00ebs.<\/p>\n<p>Ka shum\u00eb arsye pse pik\u00ebrisht tani hapet \u00e7\u00ebshtja e formimit t\u00eb ushtris\u00eb s\u00eb Kosov\u00ebs, p\u00ebrkund\u00ebr kund\u00ebrshtimit t\u00eb qart\u00eb t\u00eb partner\u00ebve ky\u00e7 n\u00eb bashk\u00ebsin\u00eb nd\u00ebrkomb\u00ebtare, e disa prej tyre do t\u00eb p\u00ebrpiqem t&#8217;i p\u00ebrmend n\u00eb k\u00ebt\u00eb tekst.<\/p>\n<p>Inicimi i procesit t\u00eb formimit t\u00eb Ushtris\u00eb s\u00eb Kosov\u00ebs \u00ebsht\u00eb spin klasik medialo-politik, dhe ai nd\u00ebr t\u00eb tjera e shfokuson v\u00ebmendjen nga \u00e7\u00ebshtjet prioritare reale n\u00eb terren si\u00e7 jan\u00eb: formimi i Asociacionit\/Bashk\u00ebsis\u00eb s\u00eb Komunave me Shumic\u00eb Serbe, lufta kund\u00ebr korrupsionit, dhe demarkacioni i kufirit me Malin e Zi. Ajo q\u00eb n\u00eb ve\u00e7anti meriton v\u00ebmendje \u00ebsht\u00eb formimi i Gjykat\u00ebs Speciale p\u00ebr Kosov\u00ebn, q\u00eb t\u00eb procesohen krimet e ish-pjes\u00ebtar\u00ebve t\u00eb U\u00c7K-s\u00eb. Mund t\u00eb pritet q\u00eb individ\u00eb t\u00eb caktuar, t\u00eb af\u00ebrt me Presidentin, do t\u00eb gjenden n\u00eb list\u00ebn e emrave t\u00eb cil\u00ebt do t\u00eb gjykohen n\u00eb k\u00ebt\u00eb Gjykat\u00eb.<\/p>\n<p>Gjithashtu, koalicioni qeveritar aktual n\u00eb Kosov\u00eb \u00ebsht\u00eb jostabil, nd\u00ebrsa opozita, si gjithmon\u00eb, \u00ebsht\u00eb e pak\u00ebnaqur. Nisma p\u00ebr formimin e Ushtris\u00eb s\u00eb Kosov\u00ebs mund t\u00eb shikohet edhe nga p\u00ebrpjekja e Tha\u00e7it ta zgjeroj\u00eb ndikimin e vet, madje edhe jasht\u00eb korniz\u00ebs t\u00eb cil\u00ebn presidenti, me kompetencat e veta, e ka. Ai p\u00ebrpiqet ta pozicionoj\u00eb veten si aktor ky\u00e7 n\u00eb sken\u00ebn politike t\u00eb Kosov\u00ebs dhe ta l\u00eb n\u00eb hije ndikimin shum\u00eb m\u00eb t\u00eb madh e m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm formal t\u00eb kryeministrit Isa Mustafa, nga partia e koalicionit qeveris\u00ebs, LDK-ja.<\/p>\n<p>N\u00eb fund, transformimi i Forc\u00ebs s\u00eb Siguris\u00eb s\u00eb Kosov\u00ebs n\u00eb Ushtrin\u00eb e Kosov\u00ebs paraqet manipulim me simbole komb\u00ebtare dhe ndjenjat e popullit n\u00eb momentin kur uniteti komb\u00ebtar \u00ebsht\u00eb i domosdosh\u00ebm.\u00a0 Aktualisht, qeveria, si\u00e7 u p\u00ebrmend m\u00eb par\u00eb, \u00ebsht\u00eb n\u00ebn presionin e madh t\u00eb opozit\u00ebs sa i p\u00ebrket \u00e7\u00ebshtjeve komb\u00ebtare ky\u00e7e, prandaj edhe jan\u00eb t\u00eb nevojshme &#8220;fitoret&#8221; e matshme dhe &#8220;t\u00eb dukshme&#8221; n\u00eb prag t\u00eb zgjedhjeve t\u00eb ardhshme.<\/p>\n<p>Gjithashtu, m\u00eb duhet t&#8217;i p\u00ebrmend argumentet t\u00eb cilat qarkullojn\u00eb n\u00eb opinionin kosovar sa i p\u00ebrket aktualizimit t\u00eb k\u00ebsaj teme, dhe t\u00eb p\u00ebrpiqem t&#8217;i hedh posht\u00eb. Retorika \u00ebsht\u00eb e till\u00eb se formimi i ushtris\u00eb \u00ebsht\u00eb p\u00ebrgjigje ndaj armatosjes s\u00eb Serbis\u00eb dhe ndikimit t\u00eb shtuar t\u00eb Rusis\u00eb. Theksi mbi aktivitetet e Serbis\u00eb vihet p\u00ebr t\u00eb t\u00ebrhequr v\u00ebmendjen e Per\u00ebndimit. \u00cbsht\u00eb e qart\u00eb se Serbia nuk ka q\u00ebllim ta c\u00ebnoj\u00eb Kosov\u00ebn ushtarakisht, pasi q\u00eb n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb do t&#8217;i v\u00ebnte n\u00eb rrezik integrimet europiane. N\u00eb k\u00ebt\u00eb aspekt, \u00e7do argument e k\u00ebtij lloji e ka efektin e &#8220;gogolit&#8221;. N\u00eb an\u00ebn tjet\u00ebr, shtrohet pyetja se a \u00ebsht\u00eb kjo &#8220;armatosje&#8221; e ushtris\u00eb s\u00eb Serbis\u00eb gjithashtu spin p\u00ebr hir t\u00eb interesave t\u00eb brendshme politike para zgjedhjeve serbe dhe sa do ta forcoj\u00eb ajo fuqin\u00eb ushtarake duke marr\u00eb parasysh se nj\u00eb pjes\u00eb e mir\u00eb e armatimit i cili blehet nga Rusia e vjet\u00ebruar dhe se funksionalizimi i atij armatimi, sipas disa llogaritjeve, do t\u00eb kushtonte rreth 300 milion\u00eb euro.\u00a0 N\u00eb fund, por jo m\u00eb pak e r\u00ebnd\u00ebsishme, duke marr\u00eb parasysh se NATO-ja p\u00ebrmes KFOR-it \u00ebsht\u00eb forca e vetme ushtarake n\u00eb Kosov\u00eb, \u00ebsht\u00eb e pakuptimt\u00eb t\u00eb konisderohet q\u00eb Serbia do ta rrezikonte konfliktin me Aleanc\u00ebn.<\/p>\n<p>Roli yn\u00eb \u00ebsht\u00eb q\u00eb n\u00eb t\u00eb ardhmen sa m\u00eb shum\u00eb t&#8217;i demistifikojm\u00eb proceset t\u00eb cilat zhvillohen, q\u00eb t\u00eb mos biem n\u00eb grack\u00ebn e interesave politike ditore nga cilado pal\u00eb qofshin ato.
