Mosbesimi, paragjykimi dhe urrejtja nd\u00ebr-etnike jan\u00eb shfryt\u00ebzuar dhe shfryt\u00ebzohen nga politikan\u00ebt p\u00ebr hesapet e tyre. Nj\u00eb gj\u00eb \u00ebsht\u00eb e sigurt\u00eb: dialogu \u00ebsht\u00eb antidot i dhun\u00ebs. Nuk e kam fjal\u00ebn p\u00ebr asi dialogu q\u00eb p\u00ebrfundon me ndonj\u00eb fotografi t\u00eb politikan\u00ebve me fytyra t\u00eb buz\u00ebqeshura sa p\u00ebr t\u00eb futur buz\u00ebqeshjen edhe n\u00eb fytyrat e dikujt n\u00eb Bruksel, por nj\u00eb dialog t\u00eb v\u00ebrtet\u00eb nd\u00ebrmjet qytetar\u00ebve q\u00eb ndajn\u00eb halle e interesa t\u00eb p\u00ebrbashk\u00ebta pavar\u00ebsisht dallimeve.<\/em><\/span><\/p>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p><span style=\"font-size: 16px;\">P\u00ebr aq sa t\u00eb gjall\u00ebt mbajn\u00eb n\u00eb mend, n\u00eb p\u00ebrgjith\u00ebsi marr\u00ebdh\u00ebniet nd\u00ebrmjet shqiptar\u00ebve dhe serb\u00ebve n\u00eb Kosov\u00eb nuk kan\u00eb qen\u00eb t\u00eb mira. E v\u00ebrtet\u00eb, ka pas\u00eb periudha q\u00eb i kujtojm\u00eb si m\u00eb t\u00eb shtensionuara dhe t\u00eb tjera me konflikte t\u00eb dhunshme. Nga kjo trash\u00ebgimi buron edhe mosbesimi dhe urrejtja nd\u00ebrmjet shqiptar\u00ebve dhe serb\u00ebve n\u00eb Kosov\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Sido q\u00eb t\u00eb jet\u00eb, ajo \u00e7far\u00eb na intereson \u00ebsht\u00eb se n\u00eb cilat rrethana pjes\u00ebtar\u00ebt e komuniteteve etnike nd\u00ebrtojn\u00eb marr\u00ebdh\u00ebnie t\u00eb mira, e n\u00eb cilat nd\u00ebrtojn\u00eb marr\u00ebdh\u00ebnie t\u00eb k\u00ebqija. Me pak mund mendor, mund t\u00eb kuptojm\u00eb gjithashtu se k\u00ebto marr\u00ebdh\u00ebnie jo t\u00eb k\u00ebnaqshme jan\u00eb shfryt\u00ebzuar nga politikan\u00eb p\u00ebr hesapet e tyre duke i p\u00ebrkeq\u00ebsuar edhe m\u00eb shum\u00eb derisa kulminuan n\u00eb vrasje t\u00eb planifikuara masive me q\u00ebllim t\u00eb realizimit t\u00eb nj\u00eb politike t\u00eb d\u00ebmshme q\u00eb e kan\u00eb quajtur \u201cspastrim etnik\u201d.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Por, kjo \u00ebsht\u00eb e kaluar, mund t\u00eb thot\u00eb dikush q\u00eb \u201cshikon nga e ardhmja\u201d. Po. E kaluar n\u00eb kuptimin se ka ndodhur n\u00eb t\u00eb kaluar\u00ebn, por pasojat jemi duke i p\u00ebrjetuar akoma dhe ende nuk jemi shk\u00ebputur nga m\u00ebnyra se si i kemi nd\u00ebrtuar marr\u00ebdh\u00ebniet nd\u00ebr-etnike n\u00eb at\u00eb t\u00eb kaluar. Dhe nuk do t\u00eb shk\u00ebputemi p\u00ebrderisa ta rimendojm\u00eb dhe t\u2019i japim kuptim tjet\u00ebr k\u00ebsaj t\u00eb kaluare ton\u00eb t\u00eb keqe.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00ebse deri m\u00eb tani, k\u00ebto marr\u00ebdh\u00ebnie i kemi kuptuar si t\u00eb natyrshme q\u00eb rezultojn\u00eb nga vet\u00eb dallimet toma etnike dhe aspiratat politike t\u00eb papajtueshme q\u00eb pashmangsh\u00ebm i reflektojn\u00eb, tani \u00ebsht\u00eb koha q\u00eb k\u00ebto t\u2019i rimendojm\u00eb ndryshe duke marr\u00eb n\u00eb konsiderat\u00eb edhe nj\u00eb faktor, p\u00ebr mendimin tim, vendimtar n\u00eb krijimin e k\u00ebtyre marr\u00ebdh\u00ebnieve. Ai faktor \u00ebsht\u00eb politika e udh\u00ebhequr nga nj\u00eb elit\u00eb politike q\u00eb, n\u00eb kontekst t\u00eb rr\u00ebnimit t\u00eb sistemit monist jugosllav dhe instalimit t\u00eb sistemit t\u00eb ri t\u00eb politik\u00ebs pluraliste, po synonte t\u00eb fitonte pushtet duke siguruar mb\u00ebshtetje politike duke mobilizuar njer\u00ebz p\u00ebrmes shfryt\u00ebzimit t\u00eb paragjykimeve, urrejtjeve e frik\u00ebs ndaj grupit tjet\u00ebr etnik.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">K\u00ebshtu filloi edhe ngritja politike e Millosheviqit, i cili me koh\u00eb, p\u00ebr fat t\u00eb keq, e gjeti formul\u00ebn si t\u00eb forconte pozit\u00ebn e tij politike duke u shfaqur si realizuesi n\u00eb praktik\u00eb i ideve t\u00eb nj\u00eb pjes\u00eb t\u00eb rrym\u00ebs nacionaliste n\u00eb mesin e serb\u00ebve t\u00eb p\u00ebrfaq\u00ebsuar edhe n\u00eb jet\u00ebn kulturore, mediatike e akademike t\u00eb Serbis\u00eb s\u00eb viteve t\u00eb n\u00ebnt\u00ebdhjeta t\u00eb shekullit t\u00eb kaluar. K\u00ebshtu, nga nj\u00eb komunist, Millosheviqi u shnd\u00ebrrua n\u00eb lider t\u00eb politik\u00ebs shoviniste t\u00eb nacionalist\u00ebve serb\u00eb n\u00eb Kosov\u00eb. M\u00eb pas, politika e tij n\u00eb Kosov\u00eb krijoi rrethanat p\u00ebr nd\u00ebrtimin e marr\u00ebdh\u00ebnieve t\u00eb trazuara dhe t\u00eb dhunshme nd\u00ebrmjet etnive. Pjesa tjet\u00ebr \u00ebsht\u00eb histori q\u00eb dihet.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Interpretimi i k\u00ebsaj historie t\u00eb vonshme nuk \u00ebsht\u00eb i nj\u00ebtrajtsh\u00ebm; shqiptar\u00ebt e interpretojn\u00eb ndryshe, e serb\u00ebt ndryshe. Por, faktet jan\u00eb kryeneqe, dhe dikush q\u00eb don me i pa ato, nuk mund t\u00eb jet\u00eb i verb\u00ebr para ngjarjeve t\u00eb sh\u00ebnuara q\u00eb nga diskrimimi sistematik shtet\u00ebror i shqiptar\u00ebve n\u00eb Kosov\u00eb, e deri tek numri i t\u00eb d\u00ebbuar\u00ebve, shp\u00ebrngulurve, e t\u00eb vrar\u00ebve civil\u00eb t\u00eb t\u00eb dy etnive.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00ebse e pranojm\u00eb se marr\u00ebdh\u00ebniet nd\u00ebr-etnike jan\u00eb p\u00ebrkeq\u00ebsuar akoma si pasoj\u00eb e p\u00ebrdorimit politik t\u00eb tyre, at\u00ebher\u00eb \u00ebsht\u00eb e logjikshme q\u00eb k\u00ebto marr\u00ebdh\u00ebnie t\u2019i kuptojn\u00eb si t\u00eb nd\u00ebrtuara nga nj\u00eb lloj i politik\u00ebs p\u00ebrjashtuese e antagonizuese. Me fjal\u00eb t\u00eb tjera, shqiptar\u00ebt dhe serb\u00ebt nuk i kan\u00eb k\u00ebto marr\u00ebdh\u00ebnie antagoniste, sepse jan\u00eb t\u00eb ndrysh\u00ebm etnikisht, por sepse k\u00ebto dallime kan\u00eb marr\u00eb karakter politik, jan\u00eb politizuar, pra. Andaj, arrijm\u00eb te p\u00ebrfundimi q\u00eb p\u00ebr t\u00eb imagjinuar nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb tejkaluar k\u00ebto dallime, s\u00eb pari duhet depolitizuar ato.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Mir\u00ebpo, p\u00ebr fat t\u00eb keq, politika n\u00eb Kosov\u00eb \u2013 m\u00ebnyra si b\u00ebhet gara politike, si fitohen votat, si dhe vet\u00eb sistemi politik \u2013 nuk ka ndihmuar n\u00eb k\u00ebt\u00eb drejtim. Sistemi jon\u00eb politik bazohet mbi dallimet etnike. Regjistrimi i partive t\u00eb komuniteteve minoritare, vendet e rezervuara p\u00ebr to n\u00eb institucionet politike t\u00eb shtetit, kuvend e qeveri, decentralizimi mbi baz\u00ebn e dallimeve etnike t\u00eb territorit, m\u00eb tep\u00ebr japin incentiva p\u00ebr t\u00eb shquar k\u00ebto dallime se sa p\u00ebr t\u00eb qitur n\u00eb rend t\u00eb dyt\u00eb ose p\u00ebr t\u00eb mos i theksuar ato. Pas k\u00ebsaj, mbesin vet\u00ebm fushatat propaganduese pa p\u00ebrmbajtje reale p\u00ebr \u201ctolerance\u201d e \u201cbashk\u00ebjetes\u00eb\u201d t\u00eb komuniteteve. Gjithashtu, gara politike \u00ebsht\u00eb e demarkuar nd\u00ebrmjet grupeve etnike dhe nuk mund t\u00eb imagjinohet ndryshe ve\u00e7se si gar\u00eb p\u00ebr votat e grupit etnik t\u00eb cilin politikan\u00ebt pretendojn\u00eb se e p\u00ebrfaq\u00ebsojn\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">K\u00ebshtu, politika reflekton ndarjet nd\u00ebrmjet etnive n\u00eb shoq\u00ebri, n\u00eb vend se nj\u00eb moment q\u00eb konstituon \u201cpopullin\u201d, dometh\u00ebn\u00eb burimin e legjitimitetit politik dhe sovranin e shoq\u00ebris\u00eb s\u00eb re t\u00eb p\u00ebrbashkuar rreth parimeve politike p\u00ebrkund\u00ebr dallimeve.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00ebse kjo duket e paimagjinueshme edhe n\u00eb dit\u00ebt\u00a0 e sotit, tregon se sa dominante \u00ebsht\u00eb logjika politike e trasuar nga politikan\u00ebt nacionalist\u00eb serb\u00eb n\u00eb vitet e n\u00ebnt\u00ebdhjeta t\u00eb shekullit t\u00eb kaluar, e p\u00ebrvet\u00ebsuar nga p\u00ebrfaq\u00ebsuesit politik\u00eb t\u00eb shqiptar\u00ebve dhe e institucionalizuar nga administrata nd\u00ebrkomb\u00ebtare e OKB-s\u00eb m\u00eb par\u00eb\u00a0dhe nga Kosova ahtisariane m\u00eb pas.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Komunikimi nd\u00ebrmjet pjes\u00ebtar\u00ebve t\u00eb grupeve etnike \u00ebsht\u00eb i nd\u00ebrmjet\u00ebsuar nga agjendat e politikan\u00ebve dhe nd\u00ebrkomb\u00ebtar\u00ebve. Nuk ka platforma komunikimi ku do t\u00eb mund t\u00eb njiheshim, t\u00eb flisnim, t\u00eb negocionim e t\u00eb merreshim vesh drejtp\u00ebrdrejt: student\u00ebt serb\u00eb me student\u00ebt shqiptar\u00eb, artist\u00ebt me artist\u00ebt, akademik\u00ebt me akademik\u00ebt, grat\u00eb me grat\u00eb t\u00eb nd\u00ebrvepronin n\u00eb hap\u00ebsira e p\u00ebr interesa t\u00eb p\u00ebrbashk\u00ebta pavar\u00ebsisht p\u00ebrkat\u00ebsis\u00eb etnike.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Por, e tashmja nuk e paracakton t\u00eb ardhmen. P\u00ebr t\u00eb pamund\u00ebsuar instrumentalizimin e dallimeve dhe paragjykimeve nd\u00ebrmjet grupeve etnike, ato duhet t\u00eb gjejn\u00eb m\u00ebnyra komunikimi e hap\u00ebsira nd\u00ebrveprimi q\u00eb nuk diktohen e dominohen nga politikan\u00ebt. Kjo nuk \u00ebsht\u00eb e pamundur. N\u00ebse kan\u00eb mundur biznismen\u00ebt, tregtar\u00ebt, mafia, e politikan\u00ebt me i tejkalu dallimet etnike p\u00ebr interesa t\u00eb p\u00ebrbashk\u00ebta, pse nuk munden edhe t\u00eb tjer\u00ebt?<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebr k\u00ebt\u00eb, ajo q\u00eb duhet \u00ebsht\u00eb dialogu i v\u00ebrtet\u00eb shoq\u00ebror. Dialogu zyrtar i Prishtin\u00ebs e Beogradit b\u00ebhet p\u00ebr politikan\u00ebt e p\u00ebr bashk\u00ebsin\u00eb nd\u00ebrkomb\u00ebtare.
