Ndryshime t\u00eb tilla, e b\u00ebjn\u00eb t\u00eb v\u00ebshtir\u00eb analiz\u00ebn e situat\u00ebs si t\u00ebr\u00ebsi p\u00ebr t\u00eb v\u00ebrejtur n\u00ebse politikat e reja kan\u00eb pasur ndikimin e pritur, pasi zakonisht duhen vite t\u00eb t\u00ebra p\u00ebr t\u00eb v\u00ebrejtur ndikimin e politikave t\u00eb tilla. Nj\u00ebra prej zhvillimeve pozitive n\u00eb korniz\u00ebn ligjore t\u00eb arsimit, \u00ebsht\u00eb p\u00ebrcaktimi i shkollimit t\u00eb detyruar p\u00ebrmes ligjit p\u00ebr arsimin fillor dhe t\u00eb mes\u00ebm, t\u00eb publikuar n\u00eb 2011. N\u00eb k\u00ebt\u00eb ligj shkollimi i detyruar p\u00ebrcaktohet t\u00eb jet\u00eb nga mosha 6-14 vje\u00e7e, dhe p\u00ebrfshin nivelet 1-9 t\u00eb shkollimit. Si pasoj\u00eb, lind\u00eb nevoja p\u00ebr ta krijuar nj\u00eb sistem q\u00eb identifikon rastet e mos vijimit t\u00eb shkollimit t\u00eb detyruar, p\u00ebrmes bashk\u00ebpunimit t\u00eb departamenteve p\u00ebrkat\u00ebse komunale dhe shkollave brenda k\u00ebtyre komunave. Pra, rastet raportohen nga shkollat tek komunat p\u00ebrkat\u00ebse, dhe nga komuna tek Ministria e Arsimit. Besohet se ka shum\u00eb raste kur arsyeja e\u00a0mosvijimit t\u00eb shkollimit t\u00eb detyruar \u00ebsht\u00eb si rezultat i angazhimit t\u00eb nx\u00ebn\u00ebsve ne pun\u00eb fizike apo\u00a0pun\u00eb t\u00eb ngjashme. Ne k\u00ebto raste, duhet t\u00eb sigurohet nj\u00eb pages\u00eb minimale p\u00ebr prind\u00ebrit apo\u00a0kujdestar\u00ebt n\u00eb m\u00ebnyr\u00eb qe k\u00ebta t\u00eb fundit t\u00eb mos e arsyetojn\u00eb ndaljen nga shkolla shkaku i\u00a0angazhimit te nx\u00ebn\u00ebsve n\u00eb pun\u00eb.<\/p>\n<p>N\u00eb raste kur nx\u00ebn\u00ebsi ndalohet nga shkolla p\u00ebr arsye tjera dhe jo shkaku i angazhimit n\u00eb pun\u00eb, por se thjesht\u00eb familja nuk ka kushte financiare p\u00ebr t\u00eb shkolluar f\u00ebmij\u00ebn e tyre, duhet t\u2019i ofrohet asistenc\u00eb direkt nx\u00ebn\u00ebsit n\u00eb form\u00eb t\u00eb udh\u00ebtimit falas (kur kjo paraqet nj\u00eb barrier\u00eb), ofrimin e materialeve shkollore falas (tashm\u00eb nj\u00eb pjes\u00eb e konsiderueshme e k\u00ebtyre ofrohet falas), si dhe t\u00eb mbulohen shpenzime tjera si\u00e7 jan\u00eb veshmbathja dhe ushqimi. N\u00ebse k\u00ebto i ofrohen familjeve dhe kujdestar\u00ebve n\u00eb fjal\u00eb, por k\u00ebta t\u00eb fundit prap\u00eb refuzojn\u00eb t\u00eb d\u00ebrgojn\u00eb f\u00ebmij\u00ebn e tyre n\u00eb shkoll\u00eb, duhet t\u00eb ket\u00eb pasoja ligjore konkrete p\u00ebr ta.<\/p>\n<p>Krijimi i nj\u00eb sistemi t\u00eb till\u00eb duhet t\u00eb jet\u00eb i mundsh\u00ebm pasiq\u00eb tashm\u00eb secila komun\u00eb ka databaz\u00ebn e banor\u00ebve, dhe mund t\u00eb b\u00ebhet nj\u00eb bashk\u00ebpunim shk\u00ebmbimi informatash n\u00eb mes shkollave dhe komunave p\u00ebrkat\u00ebse. Shkollave mund t\u2019ju sigurohet qasje e kufizuar n\u00eb databaz\u00ebn e banor\u00ebve. Kjo baz\u00eb e t\u00eb dh\u00ebnave do t\u00eb p\u00ebrdoret p\u00ebr t\u00eb p\u00ebrdit\u00ebsuar informatat sa her\u00eb t\u00eb regjistrohen nx\u00ebn\u00ebs t\u00eb ri n\u00ebp\u00ebr shkolla. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, komuna mund t\u00eb ket\u00eb qasje n\u00eb k\u00ebto informata shum\u00eb leht\u00eb.<\/p>\n<p>N\u00eb raste kur ndonj\u00eb nx\u00ebn\u00ebs i mosh\u00ebs 6-14 vje\u00e7 nuk figuron i regjistruar n\u00eb asnj\u00eb shkoll\u00eb, komuna duhet ta identifikoj\u00eb personin, adres\u00ebn dhe ku \u00ebsht\u00eb pritur t\u00eb regjistrohet ky person n\u00eb shkoll\u00eb. Pastaj, komuna duhet t\u00eb kontaktoj\u00eb me shkoll\u00ebn n\u00eb fjal\u00eb p\u00ebr te verifikuar sakt\u00ebsin\u00eb e informatave. N\u00ebse v\u00ebrtetohet se jan\u00eb t\u00eb sakta, zyrtar\u00ebt komunal\u00eb duhet t\u00eb vizitojn\u00eb familjen e personit n\u00eb fjal\u00eb dhe duhet t\u00eb identifikojn\u00eb arsyet e mos vijimit t\u00eb shkoll\u00ebs, dhe t\u00eb nd\u00ebrmarrin hapat e p\u00ebrmendur m\u00eb lart\u00eb. Vet\u00ebm n\u00eb ket\u00eb m\u00ebnyre mund t\u00eb sigurohet vijimi i shkollimit t\u00eb detyruar p\u00ebr t\u00eb gjith\u00eb banor\u00ebt.<\/p>\n<p>Nj\u00eb sistem i till\u00eb do t\u00eb ishte shum\u00eb i dobish\u00ebm edhe p\u00ebr analiza t\u00eb ndryshme q\u00eb i duhen komun\u00ebs apo ministris\u00eb p\u00ebr politikb\u00ebrje. Komunat do t\u00eb kishin nj\u00eb pasqyr\u00eb t\u00eb sakt\u00eb t\u00eb shkollimit n\u00ebp\u00ebr vite dhe problemet e mosvijimit, duke ju leht\u00ebsuar krijimin e politikave dhe nd\u00ebrhyrjeve p\u00ebr p\u00ebrmir\u00ebsimin e situat\u00ebs n\u00eb t\u00eb ardhmen.<\/p>\n<p>Ky lloj sistemi do t\u00eb ishte shum\u00eb p\u00ebrfitues posa\u00e7\u00ebrisht p\u00ebr komunitetet roma, ashkali dhe egjiptiase. Statistikat vazhdimisht tregojn\u00eb se k\u00ebto komunitete kan\u00eb vijueshm\u00ebrin\u00eb m\u00eb t\u00eb ul\u00ebt t\u00eb shkollimit prej t\u00eb gjitha komuniteteve etnike n\u00eb Kosov\u00eb. Statistikat e pergjithshme t\u00eb popullsis\u00eb n\u00eb 2012, tregojn\u00eb se vet\u00ebm 2,152 pjesetar\u00eb t\u00eb k\u00ebtyre komuniteteve jan\u00eb duke vijuar arsimin e detyryar. I nj\u00ebjti raport tregon se popullsia rome, ashkali dhe egjiptase e mosh\u00ebs 5-14 vje\u00e7e \u00ebsht\u00eb 8,984. Pra kjo paraqet nj\u00eb vijueshm\u00ebri vet\u00ebm prej p\u00ebraf\u00ebr\u00ebsisht 20-25% (n\u00ebse heqim mosh\u00ebn 5 vje\u00e7are dhe shtojm\u00eb at\u00eb 15, p\u00ebrqindja luhatet n\u00eb mes 20% dhe 25%). Kjo \u00ebsht\u00eb mjaft e ul\u00ebt kur krahasohet me vijueshm\u00ebrin\u00eb rreth 88-90% t\u00eb mosh\u00ebs 5-14 nga popullata shqiptare.<\/p>\n<p>N\u00ebse nj\u00ebri prej q\u00ebllimeve t\u00eb Ministris\u00eb s\u00eb Arsimit \u00ebsht\u00eb q\u00eb t\u00eb p\u00ebrmir\u00ebsohet vijimi i arsimit t\u00eb komuniteteve pakic\u00eb, duhet t\u00eb nd\u00ebrmerren edhe hapa tjer\u00eb. Diskriminimi nga ana e m\u00ebsimdh\u00ebn\u00ebsve dhe nx\u00ebn\u00ebsve konsiderohet t\u00eb jet\u00eb nj\u00ebra prej arsyeve kryesore pse nx\u00ebn\u00ebsit nga komunitetet pakic\u00eb nuk e vijojn\u00eb shkollimin.<\/p>\n<p>P\u00ebr t\u00eb p\u00ebrmir\u00ebsuar k\u00ebt\u00eb situat\u00eb, duhet nj\u00eb program i gjer\u00eb dhe disa vje\u00e7ar, q\u00eb p\u00ebrfshin trajnime kund\u00ebr diskriminimit p\u00ebr stafin e shkollave t\u00eb t\u00eb gjitha niveleve. P\u00ebrmes m\u00ebsim\u00ebdh\u00ebn\u00ebsve, qasja jo diskrimuese mund t\u00eb kalohet tek nx\u00ebn\u00ebsit. \u00cbsht\u00eb me r\u00ebnd\u00ebsi q\u00eb nj\u00eb iniciativ\u00eb e till\u00eb t\u00eb jet\u00eb disa vje\u00e7are, dhe jo disa muajshe, si\u00e7 \u00ebsht\u00eb praktikuar shum\u00eb her\u00eb n\u00eb Kosov\u00eb. Nj\u00eb projekt afatgjat\u00eb do t\u00eb rriste gjasat q\u00eb qasja jo-diskriminuese t\u00eb arrij\u00eb nj\u00eb nivel t\u00eb q\u00ebndruesh\u00ebm dhe q\u00eb nuk do t\u00eb p\u00ebsonte kthim prapa.<\/p>\n<p>Kombinimi i hapave t\u00eb lartp\u00ebrmendur, mund t\u00eb ket\u00eb nj\u00eb ndikim pozitiv n\u00eb parandalimin e mos vijimit t\u00eb shkollimit t\u00eb detyruar, duke kontribuar pozitivisht n\u00eb p\u00ebrmir\u00ebsimin e gjendjes s\u00eb arsimit n\u00eb Kosov\u00eb.
