Sipas vendimit, asnj\u00eb pun\u00ebtor n\u00eb Kosov\u00eb nuk mund t\u00eb paguhet m\u00eb pak se 130 euro n\u00eb muaj n\u00ebse i takon kategoris\u00eb deri n\u00eb 35 vje\u00e7, dhe 170 euro n\u00ebse i takon kategoris\u00eb 35-65 vje\u00e7.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p>N\u00eb parim, vendimi duket i drejt\u00eb madje edhe njer\u00ebzor. Pra ideja q\u00eb shteti t\u00eb nd\u00ebrhyj\u00eb n\u00eb treg t\u00eb pun\u00ebs dhe t\u00eb mbroj\u00eb pun\u00ebtor\u00ebt t\u00eb cil\u00ebt mund t\u00eb jen\u00eb objekt i shfryt\u00ebzimit nga kompanit\u00eb q\u00eb kan\u00eb p\u00ebr q\u00ebllim maksimizimin e profitit.<\/p>\n<p>Por vendimi i qeveris\u00eb duket se ishte i nxituar. Nj\u00eb hulumtim i b\u00ebr\u00eb nga L\u00ebvizja FOL, me mb\u00ebshtetjen e projektit EYE, nxori n\u00eb pah se vendimi ishte b\u00ebr\u00eb m\u00eb shum\u00eb p\u00ebr t\u00eb sh\u00ebnuar poena politik\u00eb sesa p\u00ebr t\u00eb zgjidhur ndonj\u00eb problem. N\u00eb fakt, hulumtimi tregoi se vendosja e pag\u00ebs minimale \u00ebsht\u00eb nj\u00eb vendim i nd\u00ebrlikuar dhe k\u00ebrkon studim t\u00eb gjer\u00eb t\u00eb faktor\u00ebve ekonomik\u00eb q\u00eb nuk ishin n\u00eb tavolin\u00ebn e kryeministrit kur ai mori vendimin.<\/p>\n<p>Hulumtimi gjithashtu nxori n\u00eb pah nj\u00eb s\u00ebr\u00eb pik\u00ebpyetjesh pa p\u00ebgjigje. Si erdhi deri tek vendimi p\u00ebr pag\u00ebn minimale dhe kush u konsultua n\u00eb proces; pse u vendos\u00ebn shumat 130 dhe 170 dhe pse u nda n\u00eb dy kategori t\u00eb moshave &#8211; pyetje q\u00eb ende sot mbesin pa p\u00ebrgjigje.<\/p>\n<p><strong>Vendimi i Qeveris\u00eb<\/strong><\/p>\n<p>Procesi i vendosjes s\u00eb pag\u00ebs minimale \u00ebsht\u00eb b\u00ebr\u00eb shpejt e leht\u00eb n\u00eb vitin 2011. Sot askush nuk mund t\u00eb gjej\u00eb nj\u00eb dokument t\u00eb vet\u00ebm nga grupi punues qeveritar ose nga komisioni parlamentar ose ndonj\u00eb trup tjet\u00ebr institucional q\u00eb d\u00ebshmon q\u00eb ka pasur nj\u00eb diskutim paraprak para se kryeministri i at\u00ebhersh\u00ebm, Hashim Tha\u00e7i, t\u00eb ngjyroste vendimin.<\/p>\n<p>Vendimi ka caktuar pag\u00ebn minimale t\u00eb nivelit prej 130 euro\u00a0p\u00ebr mosh\u00ebn vendimtare, pra, n\u00ebn mosh\u00ebn 35 vje\u00e7are. E para, nuk \u00ebsht\u00eb e qart\u00eb prej cil\u00ebs mosh\u00eb pun\u00ebtori\/ja\u00a0duhet ta pranoj\u00eb pag\u00ebn minimale prej 130 euro. A kan\u00eb t\u00eb drejt\u00eb adoleshent\u00ebt, q\u00eb jan\u00eb\u00a0ende n\u00eb shkoll\u00eb t\u00eb mesme, n\u00eb pag\u00ebn minimale prej 130 euro? A zbatohet paga minimale tek ata\/ato q\u00eb kryejn\u00eb praktik\u00eb me pages\u00eb;\u00a0q\u00eb jan\u00eb\u00a0n\u00eb trajnim; q\u00eb jan\u00eb duke studiuar dhe q\u00eb k\u00ebrkojn\u00eb pun\u00eb me orar t\u00eb shkurtuar? A i inkurajon paga minimale t\u00eb rinjt\u00eb q\u00eb t\u2019i braktisin studimet dhe t\u00eb zgjedhin pag\u00ebn minimale?<\/p>\n<p>Ndarja e moshave duket t\u00eb jet\u00eb diskriminuese sepse ajo nuk \u00ebsht\u00eb e bazuar n\u00eb ndonj\u00eb fakt ose argument t\u00eb q\u00ebndruesh\u00ebm dhe \u00ebsht\u00eb b\u00ebr\u00eb q\u00ebllimsh\u00ebm p\u00ebr t\u00eb mund\u00ebsuar nj\u00eb pages\u00eb m\u00eb t\u00eb vog\u00ebl p\u00ebr pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb fuqis\u00eb pun\u00ebtore.<\/p>\n<p>Fatkeq\u00ebsisht, hulumtimi nuk ishte n\u00eb gjendje t\u2019i p\u00ebrgjigjet shumic\u00ebs s\u00eb pyetjeve n\u00eb Kosov\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb bindshme, por k\u00ebrkimi akademik tregon se t\u00eb gjitha k\u00ebto pyetje jan\u00eb komplekse dhe p\u00ebr nj\u00eb p\u00ebrgjigje t\u00eb k\u00ebnaqshme duhen studiuar indikator\u00ebt ekonomik\u00eb t\u00eb vendit dhe sistemi qeveris\u00ebs. Ajo q\u00eb dim\u00eb \u00ebsht\u00eb se mosha rinore \u00ebsht\u00eb n\u00eb mes mosh\u00ebs 15-24 vje\u00e7are si\u00e7 \u00ebsht\u00eb vendosur me ligjin p\u00ebr t\u00eb rinjt\u00eb dhe ndarja n\u00eb 35\/35-65 s\u2019ka t\u00eb b\u00ebj\u00eb me mosh\u00ebn rinore. Dim\u00eb se forca m\u00eb e madhe pun\u00ebtore \u00ebsht\u00eb deri n\u00eb mosh\u00ebn 35 vje\u00e7. Dim\u00eb se vendimi nuk \u00ebsht\u00eb i bazuar n\u00eb ndonj\u00eb dokument strategjik, n\u00eb ndonj\u00eb hulumtim paraprak apo n\u00eb indikator\u00eb ekonomik\u00eb.<\/p>\n<p><strong>M\u00ebsime nga literatura<\/strong><\/p>\n<p>N\u00eb bot\u00eb, paga minimale \u00ebsht\u00eb pjes\u00eb e diskutimit publik n\u00eb shoq\u00ebri, sidomos gjat\u00eb fushatave zgjedhore, si dhe pjes\u00eb e k\u00ebrkimeve akademike mes autor\u00ebve t\u00eb ekonomis\u00eb t\u00eb cil\u00ebt studiojn\u00eb efektet e pag\u00ebs minimale n\u00eb pun\u00ebsim dhe zhvillim ekonomik.<\/p>\n<p>Kryesisht jan\u00eb dy rryma t\u00eb teorive q\u00eb shkojn\u00eb n\u00eb favor dhe kund\u00ebr pag\u00ebs minimale.<\/p>\n<p>Nj\u00ebra \u00ebsht\u00eb liberalizmi\/neoliberalizmi dhe e dyta \u00ebsht\u00eb Kejnezianizmi dhe periudha post Kejnezianiste (Keynesianism and post-Keynesianism). Autor\u00eb si Neumark, Wascher, Cunningham, Palley e t\u00eb tjer\u00eb jan\u00eb t\u00eb mendimit se paga minimale e cila vendoset mbi ekuilibrin e tregut mund t\u00eb jet\u00eb negative n\u00eb pun\u00ebsim. Si rrjedhoj\u00eb \u00e7do nd\u00ebrhyrje e shtetit n\u00eb tregun e pun\u00ebs duke caktuar paga m\u00eb t\u00eb larta sesa q\u00eb jan\u00eb n\u00eb treg,\u00a0mund t\u00eb rezultoj\u00eb me efekte negative.\u00a0<em>Efekti i par\u00eb\u00a0<\/em>\u00ebsht\u00eb se pun\u00ebdh\u00ebn\u00ebsit do ta ndalojn\u00eb pun\u00ebsimin e m\u00ebtejm\u00eb p\u00ebr t\u00eb ruajtur shpenzimet n\u00eb fuqi pun\u00ebtore.\u00a0<em>Efekti i dyt\u00eb<\/em>\u00a0mund t\u00eb jet\u00eb se disa pun\u00ebdh\u00ebn\u00ebs mund t\u00eb shkarkojn\u00eb pun\u00ebtor\u00ebt e pun\u00ebsuar si veprim p\u00ebr t\u00eb reduktuar shpenzimet n\u00eb fuqi pun\u00ebtore.\u00a0<em>Efekti i tret\u00eb<\/em>\u00a0\u00ebsht\u00eb se disa pun\u00ebdh\u00ebn\u00ebs mund ta z\u00ebvend\u00ebsojn\u00eb fuqin\u00eb pun\u00ebtore me kapital (q\u00eb njihet ndryshe si efekti i z\u00ebvend\u00ebsimit).<\/p>\n<p>N\u00eb fakt, liberal\u00ebt argumentojn\u00eb se paga minimale e vendosur shum\u00eb lart\u00eb d\u00ebmton pik\u00ebrisht ata q\u00eb shteti nd\u00ebrhyn p\u00ebr t\u2019i mbrojtur \u2013 pun\u00ebtor\u00ebt e pakualifikuar dhe t\u00eb rinjt\u00eb, kjo sepse pun\u00ebtor\u00ebt e pakualifikuar jan\u00eb ata q\u00eb pranojn\u00eb dhe punojn\u00eb p\u00ebr pag\u00ebn minimale.<\/p>\n<p>Post-kejnezian\u00ebt, n\u00eb an\u00ebn tjet\u00ebr, argumentojn\u00eb se shp\u00ebrndarja e t\u00eb ardhurave varet nga faktor\u00ebt institucional\u00eb. Ata argumentojn\u00eb se ngritja e pag\u00ebs reale shpie n\u00eb ngritjen e konsumit, q\u00eb si rrjedhoj\u00eb ngre k\u00ebrkes\u00ebn p\u00ebr fuqi pun\u00ebtore dhe p\u00ebrfundimisht e zvog\u00eblon papun\u00ebsin\u00eb. Si rezultat, rritja n\u00eb pag\u00ebn minimale dhe n\u00eb pag\u00ebn mesatare do t\u00eb ket\u00eb efekt\u00a0p\u00ebrfitues n\u00eb pun\u00ebsim dhe n\u00eb ekonomin\u00eb e p\u00ebrgjithshme.<\/p>\n<p>Kjo ndarje n\u00eb fakt \u00ebsht\u00eb edhe ndarje programore n\u00eb mes t\u00eb liberal\u00ebve dhe socialdemokrat\u00ebve. N\u00eb janar\u00a02009, n\u00eb nj\u00eb ligj\u00ebrat\u00eb n\u00eb Universitetin George Mason, ish-presidenti amerikan, Barack Obama, tregonte arsyet se p\u00ebrse ai po jepte miliarda dollar\u00eb nga taksapaguesit p\u00ebr t\u00eb rregulluar tregun i cili kishte dal\u00eb jasht\u00eb kontrollit nga kriza ekonomike:<\/p>\n<p>\u201c&#8230;vet\u00ebm qeveria mund ta ndal\u00eb ciklin e rr\u00ebnimit t\u00eb ekonomis\u00eb, ku mungesa e shpenzimeve\/konsumit \u00e7on n\u00eb humbje t\u00eb vendeve t\u00eb pun\u00ebs, \u00e7ka \u00e7on edhe n\u00eb m\u00eb pak shpenzime\/konsum; ku pamund\u00ebsia p\u00ebr t\u00eb dh\u00ebn\u00eb dhe marr\u00eb hua\/kredi \u00e7on n\u00eb m\u00eb pak kredi. Prandaj ne duhet t\u00eb vendosim para\u00a0n\u00eb xhepat e qytetar\u00ebve amerikan\u00eb, t\u00eb krijojm\u00eb vende t\u00eb reja t\u00eb pun\u00ebs dhe t\u00eb investojm\u00eb n\u00eb t\u00eb ardhmen ton\u00eb\u201d. &#8211; Barak Obama, Univesiteti George Manson, janar, 2009.<\/p>\n<p>Post-kejnezian\u00ebt angazhohen p\u00ebr nd\u00ebrhyrje n\u00eb tregun e pun\u00ebs sepse pun\u00ebtor\u00ebt jan\u00eb ata q\u00eb d\u00ebmtohen m\u00eb s\u00eb shumti kur kompanit\u00eb b\u00ebhen t\u00eb pap\u00ebrgjegjshme dhe kur ekonomia \u00ebsht\u00eb n\u00eb recesion. Liberal\u00ebt n\u00eb an\u00ebn tjet\u00ebr besojn\u00eb q\u00eb ekonomia edhe kur \u00ebsht\u00eb n\u00eb r\u00ebnie,\u00a0vet\u00ebrregullohet. Kur ekonomia \u00ebsht\u00eb n\u00eb r\u00ebnie, at\u00ebher\u00eb \u00e7mimet do t\u00eb bijn\u00eb n\u00eb pik\u00ebn ku qytetar\u00ebt do t\u00eb jen\u00eb n\u00eb gjendje t\u00eb paguajn\u00eb. Ata parashikojn\u00eb q\u00eb paga do t\u00eb ngrihet n\u00ebse ata n\u00eb an\u00ebn e furnizuesit &#8211; pun\u00ebdh\u00ebn\u00ebsi &#8211; ballafaqohen me k\u00ebrkes\u00eb t\u00eb ul\u00ebt si rezultat i vendeve t\u00eb pun\u00ebs q\u00eb paguhen pak.<\/p>\n<p>Pra, dallimi \u00ebsht\u00eb ideologjik e politik. Paga minimale \u00ebsht\u00eb e rregulluar ndryshe n\u00eb vende t\u00eb ndryshme t\u00eb bot\u00ebs. N\u00eb Amerik\u00eb ajo caktohet p\u00ebr or\u00eb t\u00eb pun\u00ebs, n\u00eb Bashkim Evropian ajo llogaritet me indeksin e Kaitz,\u00a0e cila \u00ebsht\u00eb 50% e mesatares komb\u00ebtare, kurse n\u00eb vendet nordike ajo rregullohet p\u00ebrmes kontratave kolektive p\u00ebr secilin sektor ve\u00e7mas. N\u00eb fakt, kontratat kolektive jan\u00eb treguar t\u00eb jen\u00eb m\u00eb t\u00eb efektshmet n\u00eb p\u00ebrcaktimin e pag\u00ebs minimale p\u00ebr secilin sektor, pasi ato marrin parasysh produktivitetin e sektorit, aft\u00ebsimin profesional t\u00eb pun\u00ebtor\u00ebve, mosh\u00ebn dhe p\u00ebrvoj\u00ebn n\u00eb pun\u00eb dhe si t\u00eb tilla negociohen mes pun\u00ebtor\u00ebve dhe pun\u00ebdh\u00ebn\u00ebsve.<\/p>\n<p>A ka vend p\u00ebr ndryshim t\u00eb pag\u00ebs minimale?<\/p>\n<p>Kur \u00ebsht\u00eb vendosur paga minimale, jan\u00eb vendosur edhe kriteret p\u00ebr ndryshimin e saj me udh\u00ebzimin administrativ Nr. 09\/2013. Megjithat\u00eb nj\u00eb varg i kritereve pak m\u00eb ndryshe ishin vendosur nga nj\u00eb dokument tjet\u00ebr, ligj\u00ebrisht detyrues, i quajtur Kontrata Kolektive n\u00eb Kosov\u00eb, e nxjerr\u00eb nga Bashkimi i Sindikatave t\u00eb Pavarura t\u00eb Kosov\u00ebs, Oda Ekonomike e Kosov\u00ebs dhe Aleanca Kosovare e Bizneseve si dhe Qeveria e Republik\u00ebs s\u00eb Kosov\u00ebs (Ministria e Pun\u00ebs dhe e Mir\u00ebqenies Sociale) si an\u00ebtare t\u00eb K\u00ebshillit Ekonomiko-Social (KES).<\/p>\n<p>Megjithat\u00eb, hulumtimi tregoi q\u00eb pothuajse n\u00eb t\u00eb gjitha kriteret e vendosura ka pasur ndryshim q\u00eb nga viti 2011, nd\u00ebrkaq paga minimale ka mbetur konstante n\u00eb nivelin 130\/170 euro.<\/p>\n<p>Indeksi i \u00e7mimeve ka ndryshuar vazhdimisht, konsumi \u00ebsht\u00eb rritur, shkalla e papun\u00ebsis\u00eb \u00ebsht\u00eb zbutur, produkti bruto vendor, paga mesatare n\u00eb sektorin publik dhe privat jan\u00eb rritur t\u00eb gjitha. P\u00ebr m\u00eb tep\u00ebr, sipas hulumtimit nga EYE, edhe pagat mesatare n\u00eb sektorin joformal jan\u00eb rritur.<\/p>\n<p>Paga minimale duhet t\u00eb ndryshoj\u00eb var\u00ebsisht nga produktiviteti i sektor\u00ebve t\u00eb pun\u00ebs, indikator\u00ebve ekonomik\u00eb dhe politikat qeveris\u00ebse.<\/p>\n<p>N\u00ebse do t\u00eb merreshin parasysh indikator\u00ebt ekonomik\u00eb nga viti 2011 deri n\u00eb 2017, paga minimale mund t\u00eb ndryshoj\u00eb pa pasur ndikim negativ\u00a0n\u00eb pun\u00ebsim. Si\u00e7 tregon hulumtimi, pothuajse t\u00eb gjith\u00eb sektor\u00ebt tashm\u00eb paguajn\u00eb pag\u00eb minimale mbi pag\u00ebn e paracaktuar me vendim t\u00eb qeveris\u00eb prej 130\/170 euro.<\/p>\n<p>Si rrjedhoj\u00eb, qeveria e tashme do t\u00eb duhej t\u00eb merrte iniciativ\u00eb p\u00ebr rishikimin e pag\u00ebs s\u00eb tashme minimale. N\u00eb k\u00ebt\u00eb rishikim do t\u00eb duhej q\u00eb t\u00eb merreshin parasysh hulumtimet akademike (n\u00ebse ka), t\u00eb unifikohen faktor\u00ebt p\u00ebr ndryshimin e pag\u00ebs minimale pasi ato jan\u00eb p\u00ebrcaktuar ndryshe n\u00eb tri dokumente t\u00eb ndryshme; t\u00eb niset nj\u00eb debat shoq\u00ebror i cili do t\u00eb lejonte grupet e ndryshme sikurse pun\u00ebdh\u00ebn\u00ebsit dhe unionet e pun\u00ebtor\u00ebve t\u00eb kontribuojn\u00eb n\u00eb nj\u00eb pag\u00eb t\u00eb drejt\u00eb e cila nuk ndikon negativisht n\u00eb pun\u00ebsim, por edhe ndihmon qytetar\u00ebt t\u00eb p\u00ebrballojn\u00eb standardin e jetes\u00ebs. N\u00eb k\u00ebt\u00eb debat do t\u00eb duhej t\u00eb inkuadroheshin edhe partit\u00eb politike duke shprehur q\u00ebndrimet e tyre.<\/p>\n<p>Ndryshimi i saj gjithashtu duhet t\u00eb marr\u00eb parasysh t\u00eb rinjt\u00eb dhe ndikimin q\u00eb paga minimale mund t\u00eb ket\u00eb n\u00eb nd\u00ebrprerjen e shkollimit.<\/p>\n<p>Paga minimale \u00ebsht\u00eb \u00e7\u00ebshtje e ndjeshme sidomos p\u00ebr vendet n\u00eb zhvillim sikurse Kosova e cila vuan nga niveli i lart\u00eb i papun\u00ebsis\u00eb, pun\u00ebtor\u00eb t\u00eb pakualifikuar dhe edukim t\u00eb dob\u00ebt.
