Zhvillimet n\u00eb vitin q\u00eb sh\u00ebnjon dekad\u00ebn e m\u00ebvet\u00ebsis\u00eb s\u00eb Kosov\u00ebs \u00ebsht\u00eb karakterizuar me sfida, por edhe me suksese t\u00eb caktuara. Procesi i t\u00ebrheqjeve t\u00eb disa njohjeve, vendosja e nj\u00eb s\u00ebr\u00eb marr\u00ebdh\u00ebniesh dypal\u00ebshe e deri tek hapja e kartave p\u00ebr shk\u00ebmbim territoresh q\u00eb \u00ebsht\u00eb edhe saga e gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb k\u00ebtij viti, jan\u00eb disa nga ngjarjet q\u00eb p\u00ebrb\u00ebjn\u00eb politik\u00ebn e jashtme kosovare.<\/p>\n<p>N\u00eb trillerin politik kosovar ku &#8216;e bukura dhe bisha&#8217; shpesh jan\u00eb i nj\u00ebjti personazh &#8211; politika e jashtme mbetet n\u00eb mesin famoz, gjithmon\u00eb n\u00eb tentativ\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e personazhit, n\u00eb k\u00ebt\u00eb rast\u00a0 personazhi \u00ebsht\u00eb Republika e Kosov\u00ebs, por jo rrall\u00ebher\u00eb \u00ebsht\u00eb politika e jashtme q\u00eb i jep Kosov\u00ebs imazh jo t\u00eb mir\u00eb nd\u00ebrkom\u00ebb\u00ebtar.<\/p>\n<p>Tat\u00ebpjeta e mundimshme e Republik\u00ebs s\u00eb Kosov\u00ebs drejt njohjes nd\u00ebrkom\u00ebb\u00ebtare dhe e konsolidimit t\u00eb shtet\u00ebsis\u00eb n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare ka b\u00ebr\u00eb q\u00eb vendi ende t\u00eb mbetet i fragmentuar nga brenda dhe i kontestuar nga jasht\u00eb. K\u00ebto dy problematika shum\u00eb serioze dhe n\u00eb t\u00ebr\u00ebsi politik\u00ebn e jashtme kosovare p\u00ebr vitin 2018 e p\u00ebrshkruan dhe e analizon n\u00eb m\u00ebnyr\u00eb kritike Instituti p\u00ebr Studime Politike i Prishtin\u00ebs (PIPS) p\u00ebrmes &#8220;Vjetari i Politik\u00ebs s\u00eb Jashtme&#8221;, i hartuar nga hulumtuesi G\u00ebzim Visoka.<\/p>\n<p>N\u00eb Raportin q\u00eb ndahet n\u00eb: Politika e Jashtme e Kosov\u00ebs 2018; Njohja diplomatike; Marr\u00ebdh\u00ebniet dypal\u00ebshe; Normalizimi i marr\u00ebdh\u00ebnieve me Serbin\u00eb; Integrimi Evropian; An\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare si dhe Tejkalimi i ngecjes politike, dhe rim\u00ebk\u00ebmbja diplomatike &#8211; artikulohet nj\u00eb t\u00ebr\u00ebsi sfidash, procesesh dhe suksesesh t\u00eb politik\u00ebs s\u00eb jashtme, duke i v\u00ebn\u00eb themelet p\u00ebr vler\u00ebsimin e polik\u00ebs s\u00eb jashtme kosovare edhe p\u00ebr vitet q\u00eb do vijn\u00eb.<\/p>\n<p><strong>Politika e jashtme e Kosov\u00ebs n\u00eb 2018 dhe Njohja Diplomatike<\/strong><\/p>\n<p>Si n\u00eb shumic\u00ebn e herave edhe viti 2018 nuk ka mbetur m\u00eb prapa sa i p\u00ebrket sfidave q\u00eb ka pasur politika e jashtme e Kosov\u00ebs. Analizuar n\u00eb t\u00ebr\u00ebsi ky vit ka pas\u00eb reperkusione politike q\u00eb jan\u00eb shtresuar p\u00ebrgjat\u00eb ng\u00ebr\u00e7it politik trevje\u00e7ar, shtuar k\u00ebtu edhe zhvillimet e papritura globale dhe rajonale, ka b\u00ebr\u00eb q\u00eb planet e Kosov\u00ebs p\u00ebr forcimin e sovranitetit t\u00eb jasht\u00ebm t\u00eb devijojn\u00eb duksh\u00ebm. N\u00eb k\u00ebt\u00eb vit Kosova ka arritur t\u00eb siguroj\u00eb vet\u00ebm nj\u00eb njohje t\u00eb re diplomatike nga Barbados, nd\u00ebrkaq p\u00ebr t\u00eb dytin vit \u00ebsht\u00eb p\u00ebrballur me nj\u00eb sfid\u00eb t\u00eb madhe si\u00e7 \u00ebsht\u00eb t\u00ebrheqja e njohjeve diplomatike. Raporti v\u00eb n\u00eb pah kompleksitetin q\u00eb ka fushata p\u00ebr njohje diplomatike, dhe n\u00eb k\u00ebt\u00eb dimension Qeveria e Kosov\u00ebs ka l\u00ebn\u00eb anash fushat\u00ebn p\u00ebr njohje nd\u00ebrkomb\u00ebtare, nd\u00ebrsa Ministria e Jashtme e vendit nuk ka qen\u00eb n\u00eb gjendje t\u00eb zgjeroj\u00eb njohjen nd\u00ebrkomb\u00ebtare t\u00eb vendit. Kjo r\u00ebnie e sigurimit t\u00eb njohjeve lidhet edhe me asistenc\u00ebn e aleat\u00ebve per\u00ebndimor\u00eb, q\u00eb viteve t\u00eb fundit ka r\u00ebn\u00eb ndjesh\u00ebm.<\/p>\n<p>Megjithat\u00eb Kosova n\u00eb vitin 2018 ka arritur q\u00eb t\u00eb ket\u00eb progres n\u00eb agjend\u00ebn e integrimit evropian. P\u00ebrpos ratifikimit t\u00eb demarkacionit me Malin e Zi, edhe p\u00ebrmbushja n\u00eb mas\u00eb t\u00eb madhe e kritereve p\u00ebr liberalizimin e vizave p\u00ebrb\u00ebn nj\u00eb nga proceset q\u00eb mund t\u00eb konsiderohen t\u00eb suksesshme p\u00ebr politik\u00ebn e jashtme kosovare. Gjithsesi, raporti skenon mang\u00ebsit\u00eb n\u00eb zbatimin e Marr\u00ebveshjes s\u00eb Stabilizim Asociimit me BE-n\u00eb. Kosova nuk ka qen\u00eb n\u00eb gjendje t\u00eb p\u00ebrfitoj\u00eb nga dialogu politik me BE-n\u00eb i p\u00ebrcaktuar p\u00ebrmes MSA-s\u00eb, sidomos n\u00eb \u00e7\u00ebshtjet e siguris\u00eb. Nj\u00eb stagnim i konsideruesh\u00ebm \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb aspektin e an\u00ebtar\u00ebsimit n\u00eb organizata nd\u00ebrkomb\u00ebtare, t\u00eb cilat u ndal\u00ebn p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb koordinimit politik dhe humbjes s\u00eb mb\u00ebshtetjes s\u00eb jashtme. Kosova nuk ka aplikuar p\u00ebr an\u00ebtar\u00ebsim n\u00eb UNESCO dhe shanca p\u00ebr ta b\u00ebr\u00eb k\u00ebt vit t\u00eb suksessh\u00ebm n\u00eb aspektin shum\u00ebpal\u00ebsh mbetet votimi p\u00ebr Interpool n\u00eb muajin N\u00ebntor. Integrimi n\u00eb organizata nd\u00ebrkomb\u00ebtare konsiderohet se e forcon shtet\u00ebsin\u00eb dhe ky an\u00ebtar\u00ebsim varet edhe nga p\u00ebrkrahja e partner\u00ebve, q\u00eb p\u00ebr shkak t\u00eb zhvillimeve globale duket se nuk e kan\u00eb v\u00ebmendjen ndaj Kosov\u00ebs sikund\u00ebr m\u00eb her\u00ebt.<\/p>\n<p>Hulumtimi i\u00a0<a href=\"http:\/\/pips-ks.org\/?page_id=23&amp;lang=sq\">PIPS<\/a>\u00a0artikulon se 2018 nuk ka qen\u00eb aq vit i suksessh\u00ebm p\u00ebr Kosov\u00ebn. P\u00ebr k\u00ebt\u00eb arsye rekomandohet q\u00eb vendi duhet t\u00eb zhvilloj\u00eb nj\u00eb strategji t\u00eb zbatueshme dhe gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb politik\u00ebs s\u00eb jashtme dhe t\u00eb gjej\u00eb hap\u00ebsira p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb ndikim pozitiv n\u00eb pozit\u00ebn nd\u00ebrkomb\u00ebtare t\u00eb Kosov\u00ebs. S\u00eb k\u00ebndejmi politika e jashtme duhet t\u00eb izolohet nga kriza e brendshme politike dhe ta zvog\u00ebloj\u00eb var\u00ebsin\u00eb n\u00eb aleat\u00ebt e saj nd\u00ebrkomb\u00ebtar\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb filloj\u00eb sa m\u00eb par\u00eb t\u00eb sillet si nj\u00eb vend normal sovran.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, n\u00eb konglomeratin e politik\u00ebs s\u00eb jashtme, njohja diplomatike ende mbetet nj\u00eb prioritet ky\u00e7. N\u00eb k\u00ebt\u00eb drejtim Kosova ka treguar nj\u00eb progres konstant p\u00ebr njohje nd\u00ebrkomb\u00ebtare. Deri tani Kosova \u00ebsht\u00eb njohur nga 116 shtete sovrane dhe ka vendosur marr\u00ebdh\u00ebnie diplomatike me 80 sosh, ka hapur 40 misione diplomatike dhe \u00ebsht\u00eb an\u00ebtar\u00ebsuar n\u00eb mbi 50 organizata rajonale dhe nd\u00ebrkomb\u00ebtare. Ky stabilitet relativisht i k\u00ebnaqsh\u00ebm sa i p\u00ebrket njohjeve i asociohet edhe stabilitetit politik t\u00eb brendsh\u00ebm 2008-2014. Nd\u00ebrkaq, prej kriz\u00ebs kronike politike t\u00eb 2014 e tutje Kosova ka humbur hapin n\u00eb procesin e njohjeve diplomatike. P\u00ebr t\u00eb mos mjaftuar me kaq, gjat\u00eb 2017-2018 Kosova p\u00ebrjetoi p\u00ebr her\u00eb t\u00eb par\u00eb procesin e t\u00ebrheqjes s\u00eb njohjeve nga Surinami, Burundi dhe Papau Guinea e Re. Arsyet e t\u00ebrheqjeve t\u00eb njohjes lidhen m\u00eb fushat\u00ebn diplomatike q\u00eb e ka b\u00ebr\u00eb Serbia.<\/p>\n<p>N\u00eb tentativ\u00eb p\u00ebr ta kufizuar k\u00ebt\u00eb praktik\u00eb kund\u00ebrproduktive, Kosova i b\u00ebri thirrje Serbis\u00eb p\u00ebr nj\u00eb &#8216;arm\u00ebpushim politik&#8217; p\u00ebr ta ndalur fushat\u00ebn kund\u00ebr njohjeve t\u00eb Kosov\u00ebs &#8211; p\u00ebrderisa partit\u00eb opozitare dhe instanca t\u00eb tjera brenda vendit kan\u00eb propozuar ndalimin e mallrave serbe n\u00eb Kosov\u00eb e deri tek pezullimi i bisedimeve. Por, raporti analizon se p\u00ebrpos fushat\u00ebs agresive t\u00eb Serbis\u00eb, nj\u00eb nga faktor\u00ebt q\u00eb kan\u00eb ndikuar n\u00eb mosnjohjen e Kosov\u00ebs ka qen\u00eb mungesa e marr\u00ebdh\u00ebnieve diplomatike me shum\u00eb vende njoh\u00ebse. Si reagim, MPJ n\u00eb 2018 ka vendosur marr\u00ebdh\u00ebnie dypal\u00ebshe n\u00eb Azi, Afrik\u00eb dhe Amerik\u00eb Latine.\u00a0 N\u00eb maj t\u00eb 2018, Kosova ka hapur ambasad\u00ebn n\u00eb Emiratet e Bashkuara Arabe dhe n\u00eb t\u00eb ardhmen e af\u00ebrt Kosova ka n\u00eb plan hapjen e ambasadave t\u00eb reja n\u00eb Tajland\u00eb, Portugali, Katar, Bangladesh dhe Kuvajt.<\/p>\n<p>Ajo \u00e7far\u00eb mbetet thell\u00ebsisht shqet\u00ebsuese \u00ebsht\u00eb mosl\u00ebvizja n\u00eb pozicion nga pes\u00ebshja mosnjoh\u00ebse karshi statusit s\u00eb Kosov\u00ebs. Pozicioni i tyre shpjegohet nga l\u00ebvizjet seperatiste q\u00eb kan\u00eb brenda, problemet politike dhe aleancat gjeostrategjike. Q\u00eb nga 2008 Kosova, por edhe BE kan\u00eb d\u00ebshtuar t&#8217;i bindin k\u00ebto vende t\u00eb nd\u00ebrrojn\u00eb q\u00ebndrim. P\u00ebrderisa p\u00ebr shembull Greqia ka sh\u00ebnuar progres m\u00eb njohjen e pasaportave dhe hapjes s\u00eb zyr\u00ebs nd\u00ebrlidh\u00ebse, nj\u00eb refuzim m\u00eb rigoroz \u00ebsht\u00eb b\u00ebr\u00eb nga Spanja, edhe pse Kosova ka tentuar n\u00eb vazhdim\u00ebsi t\u00eb b\u00ebj\u00eb nj\u00eb ndarje n\u00eb mes rasteve t\u00eb Katalunis\u00eb dhe Kosov\u00ebs.<\/p>\n<p>N\u00eb p\u00ebrgjith\u00ebsi, viti 2018 ka qen\u00eb m\u00eb pozitiv n\u00eb vendosjen e marr\u00ebdh\u00ebnieve diplomatike me vendet q\u00eb tashm\u00eb e njohin pavar\u00ebsin\u00eb e Kosov\u00ebs. Njohjet diplomatike kan\u00eb p\u00ebrkuar me nj\u00eb siguri kolektive m\u00eb t\u00eb mir\u00eb dhe p\u00ebrkat\u00ebsi n\u00eb shoq\u00ebrin\u00eb e shteteve demokratike. Sidoqoft\u00eb, njohjet dhe an\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare nuk jan\u00eb p\u00ebrkthyer n\u00eb p\u00ebrfitime t\u00eb prekshme politike dhe socio-ekonomike p\u00ebr qytetar\u00ebt e Kosov\u00ebs.<\/p>\n<p>Sfida m\u00eb e madhe vazhdon t\u00eb mbetet fushata proaktive e Serbis\u00eb kund\u00ebr njohjes s\u00eb Kosov\u00ebs. Ky aspekt nuk duket se i shqet\u00ebson shum\u00eb akter\u00ebt e tjer\u00eb t\u00eb politik\u00ebs s\u00eb jashtme; opozit\u00ebn, mediat dhe komunitetin e gjer\u00eb t\u00eb shoq\u00ebris\u00eb civile.<\/p>\n<p><strong>Marr\u00ebdh\u00ebniet dypal\u00ebshe dhe Normalizimi i marr\u00ebdh\u00ebnieve me Serbin\u00eb<\/strong><\/p>\n<p>Marr\u00ebdh\u00ebniet dypal\u00ebshe jan\u00eb thelb\u00ebsore p\u00ebr politik\u00ebn e jashtme t\u00eb Kosov\u00ebs sepse hapin horizonte p\u00ebr an\u00ebtar\u00ebsime n\u00eb mekanizma t\u00eb tjer\u00eb rajonal\u00eb dhe organizata nd\u00ebrkomb\u00ebtare. Kjo mund\u00ebson edhe konsolidimin e shtet\u00ebsis\u00eb n\u00eb aspektin e jasht\u00ebm. Por, sfida ka edhe n\u00eb k\u00ebt\u00eb drejtim. N\u00eb nj\u00ebr\u00ebn an\u00eb Kosova ka etabluar me sukses rivendosjen e lidhjeve t\u00eb forta me Shtetet e Bashkuara t\u00eb Amerik\u00ebs dhe shtetet evropiane, n\u00eb an\u00ebn tjet\u00ebr fushata agresive e Serbis\u00eb p\u00ebr mosnjohjen e Kosov\u00ebs, mungesa e p\u00ebrkrahjes s\u00eb vendeve per\u00ebndimore p\u00ebr njohjen e Kosov\u00ebs, si dhe mosan\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare, gjithashtu q\u00ebndrimi i pasigurt karshi tem\u00ebs s\u00eb ndarjes s\u00eb Kosov\u00ebs dhe bisedimeve me Serbin\u00eb kan\u00eb qen\u00eb goditje e fort\u00eb p\u00ebr diplomacin\u00eb dypal\u00ebshe t\u00eb Kosov\u00ebs.<\/p>\n<p>Vjetari i Politik\u00ebs s\u00eb Jashtme argumenton q\u00eb marr\u00ebdh\u00ebniet e Kosov\u00ebs me me SHBA jan\u00eb fundamentale p\u00ebr pozit\u00ebn nd\u00ebrkomb\u00ebtare t\u00eb vendit. Specifikisht, mb\u00ebshtetja e SHBA p\u00ebr Kosov\u00ebn \u00ebsht\u00eb e lidhur drejtp\u00ebrdrejt me interesat e politik\u00ebs s\u00eb jashtme t\u00eb saj p\u00ebr zgjerim n\u00eb Ballkanin Per\u00ebndimor, duke trajtuar k\u00ebrc\u00ebnimet e krijuara nga nd\u00ebrhyrjet ruse n\u00eb rajon, e deri tek pu\u00e7ja e agjend\u00ebs p\u00ebr luftimin e terrorizimit. Megjithat\u00eb jan\u00eb dy episode q\u00eb kan\u00eb antagonizuar SHBA dhe partner\u00ebt e tjer\u00eb per\u00ebndimor\u00eb. Tentimi p\u00ebr t\u00ebrheqje nga demarkacioni me Malin e Zi si dhe p\u00ebrpjekjet p\u00ebr rishikimin e Dhomave Specializuara, t\u00eb dyja k\u00ebto kan\u00eb rrezikuar d\u00ebmtimin e raporteve me partner\u00ebt qen\u00ebsor\u00eb t\u00eb shtet\u00ebsis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n<p>Gjersa SHBA \u00ebsht\u00eb aleat global, Gjermania mbetet partneri m\u00eb i madh evropian i Kosov\u00ebs. Sidoqoft\u00eb, r\u00ebnia e autoritetit t\u00eb Angela Merkel n\u00eb Gjermani, n\u00eb zgjedhjet e fundit, dhe mospajtimet me SHBA kan\u00eb b\u00ebr\u00eb q\u00eb autoritet kosovare t\u00eb frik\u00ebsohen se mund t\u00eb humbasin nj\u00eb nga aleat\u00ebt m\u00eb t\u00eb vyesh\u00ebm. Britania e Madhe mbetet ende nj\u00eb partner i p\u00ebrkushtuar sidmos n\u00eb aspektin e siguris\u00eb dhe sundimit t\u00eb ligjit.<\/p>\n<p>Tutje, raporti sqaron se jo m\u00eb pak t\u00eb r\u00ebnd\u00ebsishme jan\u00eb marr\u00ebdh\u00ebniet e Kosov\u00ebs me shtetet si Kroacia, Mali i Zi, Shqip\u00ebria e Maqedonia, q\u00eb jan\u00eb n\u00eb nivel t\u00eb shk\u00eblqyesh\u00ebm. P\u00ebrparim substancial ka me Maqedonin\u00eb q\u00eb nga ardhja n\u00eb krye t\u00eb saj t\u00eb qeveris\u00eb socialiste, dhe t\u00eb pakrahasueshme me vendet e tjera mbeten marr\u00ebdh\u00ebniet e Shqip\u00ebris\u00eb me Kosov\u00ebn. Orbita e marr\u00ebdh\u00ebnieve diplomatike e Kosov\u00ebs \u00ebsht\u00eb e drejtuar kah vendet per\u00ebndimore, por marr\u00ebdh\u00ebnie ka edhe me vende si Turqia q\u00eb konsiderohet si nj\u00eb aleat i fuqish\u00ebm nga Kosova. Aktor problematik nd\u00ebrkomb\u00ebtar mbetet Rusia q\u00eb \u00ebsht\u00eb bllokuesja kryesore e an\u00ebtar\u00ebsimit n\u00eb OKB, gjithsesi akter\u00ebt politik vendor\u00eb jan\u00eb t\u00eb ndar\u00eb n\u00eb qasjen karshi k\u00ebtij shteti, p\u00ebrderisa disa refuzojn\u00eb kategorikisht ndonj\u00eb form\u00eb bashk\u00ebpunimi, ka akter\u00eb pragmatik\u00eb q\u00eb i ikin nj\u00eb antagonizmi me faktorin rus.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, nj\u00eb ngecje e marr\u00ebdh\u00ebnieve dypal\u00ebshe ekziston me Serbin\u00eb. Dhe, kryetema politike p\u00ebrgjat\u00eb 2018 ka qen\u00eb normalizimi i marr\u00ebdh\u00ebnieve me Serbin\u00eb, i sponzorizuar nga BE. Karshi k\u00ebtij dialogu ka nj\u00eb fragmentim dhe moskoordinim institucional, dhe shteti ka nj\u00eb munges\u00eb strategjie t\u00eb qart\u00eb p\u00ebr t\u00eb udh\u00ebhequr bisedimet me Serbin\u00eb.<\/p>\n<p>Megjith\u00ebse ka pasur progres n\u00eb zbatimin e shumic\u00ebs s\u00eb marr\u00ebveshjeve teknike dhe politike t\u00eb arritura q\u00eb nga viti 2011, mungesa e besimit dhe e komunikimit kan\u00eb komplikuar procesin e normalizimit t\u00eb marr\u00ebdh\u00ebnieve. P\u00ebrderisa ka pasur progres n\u00eb marr\u00ebveshjen rreth menaxhimit t\u00eb kontrolluar t\u00eb kufirit, marr\u00ebveshja p\u00ebr shp\u00ebrb\u00ebrjen e t\u00ebr\u00ebsishme t\u00eb strukturave paralele nuk \u00ebsht\u00eb implementuar n\u00eb t\u00ebr\u00ebsi. Dialogu \u00ebsht\u00eb prolonguar edhe m\u00eb tej me marr\u00ebveshjen p\u00ebr themelimin e Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe (AKS), p\u00ebr t\u00eb cilin ka mosp\u00ebrputhshm\u00ebri sa i p\u00ebrket form\u00ebs institucionale dhe kompetencave t\u00eb tij.<\/p>\n<p>M\u00eb tej, Brukseli ka intensifikuar takimet e nivelit t\u00eb lart\u00eb Prishtin\u00eb &#8211; Beograd. Dhe n\u00eb faz\u00ebn e re t\u00eb dialogut jan\u00eb diskutuar \u00e7\u00ebshtje si autonomia e zgjeruar p\u00ebr serb\u00ebt, \u00e7\u00ebshtja e ndarjes dhe e rregullimit t\u00eb kufirit mes Kosov\u00ebs dhe Serbis\u00eb dhe perspektivat p\u00ebr pranimin e Kosov\u00ebs n\u00eb OKB. Momentalisht debatin po e dominon ideja e korrigjimit t\u00eb kufirit apo e shk\u00ebmbimeve t\u00eb territoreve q\u00eb ka polarizuar sken\u00ebn politike vendore, si dhe akter\u00ebt nd\u00ebrkomb\u00ebtar\u00eb. P\u00ebrderisa Gjermania \u00ebsht\u00eb deklaruar kund\u00ebr shteteve si SHBA e Franca, e kan\u00eb l\u00ebn\u00eb t\u00eb hapur mund\u00ebsin\u00eb p\u00ebr k\u00ebt\u00eb opsion n\u00ebse pal\u00ebt pajtohen. N\u00eb k\u00ebt\u00eb dram\u00eb politike MPJ \u00ebsht\u00eb t\u00ebr\u00ebsisht e p\u00ebrjashtuar \u00e7ka p\u00ebrb\u00ebn edhe regres institucional.<\/p>\n<p>Raporti artikulon se dialogu me Serbin\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme do t\u00eb luaj\u00eb rolin m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm\u00a0 n\u00eb \u00e7\u00ebshtjet e jashtme t\u00eb Kosov\u00ebs. Ve\u00e7se, n\u00ebs\u00eb Kosova nuk i zgjidh mosmarr\u00ebveshjet me Serbin\u00eb do t\u00eb detyrohet ta vazhdoj\u00eb k\u00ebt\u00eb qasje p\u00ebr integrim nd\u00ebrkomb\u00ebtar ose t\u00eb k\u00ebrkoj\u00eb ndryshim rr\u00ebnj\u00ebsor t\u00eb statusit q\u00eb do t\u00eb thot\u00eb &#8211; bashkim me Shqip\u00ebrin\u00eb. Gj\u00eb q\u00eb nj\u00eb l\u00ebvizje e till\u00eb do t\u00eb mund t\u00eb hapte edhe m\u00eb shum\u00eb konflikte n\u00eb Ballkan.<\/p>\n<p><strong>Integrimi Evropian dhe An\u00ebtar\u00ebsimi n\u00eb Organizata Nd\u00ebrkomb\u00ebtare<\/strong><\/p>\n<p>Integrimi n\u00eb BE mbetet nj\u00eb nga prioritetet strategjike t\u00eb Kosov\u00ebs, p\u00ebrmes t\u00eb cilit shihet si nj\u00eb platform\u00eb q\u00eb sh\u00ebrben p\u00ebr modernizimin politik, ekonomik, dhe social t\u00eb vendit. Me n\u00ebnshkrimin e MSA-s\u00eb Kosova ka hyr\u00eb n\u00eb marr\u00ebdh\u00ebnie kontraktuale me BE-n\u00eb, dhe viti 2018 ka sh\u00ebnuar nj\u00eb progres solid n\u00eb avancimin e agjend\u00ebs s\u00eb integrimit evropian. Hulumtimi shpjegon se p\u00ebrderisa integrimi n\u00eb BE mbetet prioritet i qeverive t\u00eb ndryshme ka nj\u00eb d\u00ebshtim kronik n\u00eb p\u00ebrmbushjen e reformave t\u00eb k\u00ebrkuara p\u00ebr ant\u00ebtar\u00ebsim. P\u00ebr m\u00eb tep\u00ebr Kosova n\u00eb vitin 2018 nuk ka qen\u00eb n\u00eb gjendje ta kapitalizoj\u00eb kapitullin II t\u00eb MSA-s\u00eb p\u00ebr dialogun politik, q\u00eb do t&#8217;i mund\u00ebsonte Kosov\u00ebs p\u00ebr t\u00eb rritur bashk\u00ebpunimin me institucionet e BE-s\u00eb dhe shtetet an\u00ebtare t\u00eb saj. MSA i mund\u00ebson Kosov\u00ebs t\u00eb shfryt\u00ebzoj\u00eb platform\u00ebn e dialogut politik p\u00ebr t\u00eb k\u00ebrkuar mb\u00ebshtetjen e BE-s\u00eb n\u00eb konsolidimin e dimensioneve t\u00eb jashtme t\u00eb shtet\u00ebsis\u00eb duke bashk\u00ebpunuar me BE-n\u00eb n\u00eb fushat prej harmonizimit t\u00eb politikave t\u00eb jashtme, siguris\u00eb dhe t\u00eb mbrojtjes, deri tek harmonizimi i politikave me sanksionet nd\u00ebrkomb\u00ebtare dhe masat kufizuese.<\/p>\n<p>Pavar\u00ebsisht ndarjes s\u00eb shteteve t\u00eb BE-s\u00eb karshi pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs, MSA-ja p\u00ebrfaq\u00ebson nj\u00eb mund\u00ebsi p\u00ebr Kosov\u00ebn q\u00eb t\u00eb k\u00ebrkoj\u00eb mb\u00ebshtetjen e BE-s\u00eb p\u00ebr an\u00ebtar\u00ebsimin n\u00eb organizata rajonale dhe nd\u00ebrkomb\u00ebtare. Nj\u00eb tjet\u00ebr aspekt i r\u00ebnd\u00ebsish\u00ebm q\u00eb shpie drejt integrimit \u00ebsht\u00eb edhe l\u00ebvizja e lir\u00eb e qytetar\u00ebve pa viza. N\u00eb 2018 ve\u00e7se jan\u00eb plot\u00ebsuar kriteret teknike dhe politike t\u00eb k\u00ebrkuara nga BE-ja, ku m\u00eb kryesori ishte demarkacioni me Malin e Zi. Megjithat\u00eb, an\u00ebtar\u00ebsimi i plot\u00eb n\u00eb BE mbetet kompleks pasi nevojitet p\u00eblqimi edhe i vendeve mosnjoh\u00ebse, por deri at\u00ebher\u00eb Kosova duhet ta shtyj\u00eb para MSA-n\u00eb q\u00eb do t&#8217;i mund\u00ebsonte p\u00ebrafrim me politikat e BE-s\u00eb dhe qasje me t\u00eb gjith\u00eb vendet an\u00ebtare.<\/p>\n<p>P\u00ebr zhvillimin politik, kulturor, ekonomik dhe t\u00eb siguris\u00eb s\u00eb Kosov\u00ebs an\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare konsiderohet aspekt ky\u00e7, q\u00eb duhet ndjekur. Th\u00ebn\u00eb k\u00ebt\u00eb, Kosova ka arritur an\u00ebtar\u00ebsim n\u00eb vet\u00ebm dy agjenci t\u00eb Kombeve t\u00eb Bashkuara (Bank\u00ebs Bot\u00ebrore dhe Fondit Monetar Nd\u00ebrkomb\u00ebtar) dhe nj\u00eb numri t\u00eb bankave rajonale. P\u00ebr shkak t\u00eb pengesave nga Rusia dhe Serbia, Kosova ka mbetur jasht\u00eb an\u00ebtar\u00ebsimit n\u00eb agjenci t\u00eb r\u00ebnd\u00ebsishme t\u00eb OKB-s\u00eb, n\u00eb K\u00ebshill t\u00eb Evrop\u00ebs, OSBE-n\u00eb dhe t\u00eb tjera.<\/p>\n<p>Si pasoj\u00eb e k\u00ebsaj, pozita nd\u00ebrkomb\u00ebtare e Kosov\u00ebs vazhdon t\u00eb jet\u00eb e prekur nga mungesa e ul\u00ebses n\u00eb OKB edhe pse n\u00eb parim Kosova i p\u00ebrmbush kushtet p\u00ebr t\u00eb qen\u00eb p\u00ebrkrah vendeve an\u00ebtare. N\u00eb pamund\u00ebsi t\u00eb an\u00ebtar\u00ebsimit n\u00eb OKB Kosova ka vazhduar p\u00ebrpjekjet p\u00ebr an\u00ebtar\u00ebsim n\u00eb organizata t\u00eb ndryshme si UNESCO, K\u00ebshill t\u00eb Evrop\u00ebs dhe Interpol. D\u00ebshtimi p\u00ebr an\u00ebtar\u00ebsim edhe n\u00eb k\u00ebto mekanizma shpjegohet n\u00eb dimensionin e brendsh\u00ebm dhe t\u00eb jasht\u00ebm. N\u00eb t\u00eb brendshmin kontribuojn\u00eb faktor\u00ebt e polarizimit politik dhe vendosja e prioriteve nga ana e shtetit, nd\u00ebrsa n\u00eb at\u00eb t\u00eb jasht\u00ebm lufta diplomatike e Serbis\u00eb, mungesa e nj\u00eb qasjese proaktive nga Kosova dhe r\u00ebnia e p\u00ebrkrahjes p\u00ebr an\u00ebtar\u00ebsim nga partner\u00ebt e Kosov\u00ebs. Gjithsesi, Kosova mbetet e interesuar p\u00ebr an\u00ebtar\u00ebsim n\u00eb organizata t\u00eb siguris\u00eb si NATO dhe organizata t\u00eb tjera q\u00eb kan\u00eb boshtin n\u00eb vendet demokratike. M\u00ebgjithat\u00eb, p\u00ebr shkak t\u00eb identitetit fetar Kosova ka shfryt\u00ebzuar edhe Organizat\u00ebn p\u00ebr Bashkim Islamik (OIC) si platform\u00eb p\u00ebr lobim.<\/p>\n<p><strong>Tejkalimi i ngecjes politike, dhe rim\u00ebk\u00ebmbja diplomatike<\/strong><\/p>\n<p>Si p\u00ebrfundim raporti i PIPS rekomandon q\u00eb p\u00ebr t&#8217;u tejkaluar ng\u00ebr\u00e7i politik ekzistues dhe t\u00eb ket\u00eb nj\u00eb rim\u00ebk\u00ebmbje diplomatike si shtet sovran, Kosova duhe t\u00eb zhvilloj\u00eb nj\u00eb diplomaci t\u00eb ngusht\u00eb &#8211; niche diplomaci, ta shk\u00ebpus\u00eb politik\u00ebn e jashtm\u00eb nga rivaliteti meskin i brendsh\u00ebm politik, dhe t\u00eb zhvilloj\u00eb nj\u00eb strategji gjithp\u00ebrfshir\u00ebs\u00eb t\u00eb politik\u00ebs s\u00eb jashtme. E kjo b\u00ebhet duke zhvilluar nj\u00eb diplomaci t\u00eb men\u00e7ur, e cila do t\u00eb udh\u00ebheq\u00eb pun\u00ebn e institucioneve dhe sh\u00ebrbimin e jasht\u00ebm drej avancimit t\u00eb interesave t\u00eb vendit jasht\u00eb.<\/p>\n<p>Kosova duhet q\u00eb p\u00ebrmes diplomacis\u00eb s\u00eb ngusht\u00eb t\u00eb shfryt\u00ebzoj\u00eb fronte t\u00eb tjera q\u00eb jo domosdo n\u00ebnkuptojn\u00eb njohje diplomatike. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb vihen n\u00eb pah alternativa tjera t\u00eb marr\u00ebdh\u00ebnieve politike, ekonomike dhe juridike me vendet q\u00eb nuk e kan\u00eb njohur Kosov\u00ebn p\u00ebrmes bashk\u00ebpunimit funksional t\u00eb zonave me interes t\u00eb p\u00ebrbashk\u00ebt.<\/p>\n<p>Politika e jashtme \u00ebsht\u00eb multidimensionale dhe nuk mbetet gjithher\u00eb e paprekur edhe nga zhvillimet e politik\u00ebs s\u00eb brendshme. Por, p\u00ebr t\u00eb pasur nj\u00eb funksionalitet politika e jashtme duhet t\u00eb krijoj\u00eb nj\u00eb imunitet ndaj politik\u00ebs toksike t\u00eb brendshme n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos e zvarrit\u00eb edhe m\u00eb tej pozicionimin nd\u00ebrkomb\u00ebtar t\u00eb vendit.
