Si \u00e7do koncept tjet\u00ebr dhe fraz\u00eb q\u00eb \u00ebsht\u00eb e aplikueshme n\u00eb fush\u00ebn e marr\u00ebdh\u00ebnieve nd\u00ebrkomb\u00ebtare, edhe politika e jashtme n\u00ebnkupton shum\u00eb\u00e7ka p\u00ebr shum\u00ebk\u00ebnd, n\u00eb m\u00ebnyra t\u00eb ndryshme.<\/p>\n<p>Nj\u00eb koncept m\u00eb i gjer\u00eb dhe m\u00eb pak kufizues p\u00ebr politik\u00ebn e jashtme nga diplomati dhe politologu Christopher Hill, thot\u00eb se, politika e jashtme, mund t\u00eb p\u00ebrmblidhet \u00a0si: \u201cT\u00ebr\u00ebsia e marr\u00ebdh\u00ebnieve zyrtare t\u00eb jashtme t\u00eb lidhura nga nj\u00eb aktor i pavarur (zakonisht nj\u00eb shtet) n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare.\u201dN\u00eb an\u00ebn tjet\u00ebr n\u00eb konceptin e tyre p\u00ebr politik\u00ebn e jashtme Charles Kegley and Eugene Wittkopf p\u00ebfshijn\u00eb q\u00ebllimet, vlerat dhe instrumentet q\u00eb zyrtar\u00ebt shtet\u00ebror\u00eb, n\u00eb k\u00ebt\u00eb rast shtetet, p\u00ebrdorin n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare. Gjithsesi, k\u00ebto koncepte jan\u00eb t\u00eb diskutueshme \u00a0dhe vet\u00eb shum\u00ebllojshm\u00ebria e tyre shp\u00ebrfaq\u00eb edhe m\u00eb shum\u00eb fluiditetin e politik\u00ebs s\u00eb jashtme. Pra, jo domosdo ka nj\u00eb konsensus t\u00eb gjer\u00eb se \u00e7far\u00eb t\u00eb definohet si politik\u00eb e jashtme. Sidoqoft\u00eb, shtetet arrijn\u00eb nj\u00eb p\u00ebrafrim konceptesh se \u00e7far\u00eb d\u00ebshirojn\u00eb ta definojn\u00eb si politik\u00eb t\u00eb jashtme, dhe cilat jan\u00eb q\u00ebllimet e saj. N\u00eb k\u00ebt\u00eb aspekt Republika e Kosov\u00ebs si nj\u00eb aktor i ri, i pavarur n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare, ka b\u00ebr\u00eb disa hapa p\u00ebr t\u00eb artikuluar disa nga q\u00ebllimet e saj n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare. Ajo \u00e7far\u00eb v\u00ebrehet n\u00eb politik\u00ebn e jashtme t\u00eb Kosov\u00ebs \u00ebsht\u00eb fragmentarizmi n\u00eb sfer\u00ebn e jashtme, at\u00eb q\u00eb Instituti p\u00ebr Studime Politike i Prishtin\u00ebs analizon n\u00eb m\u00ebnyr\u00eb kritike p\u00ebrmes raportit t\u00eb saj.<\/p>\n<p>V\u00ebshtruar nga r\u00ebnd\u00ebsia dhe kompleksiteti q\u00eb ka Ministiria e Pun\u00ebve t\u00eb Jashtme, \u00ebsht\u00eb jasht\u00ebzakonisht e r\u00ebnd\u00ebsishme t\u00eb b\u00ebhet nj\u00eb rikapitulim dhe analiz\u00eb e sfidave, sukseseve dhe gjendjes aktuale t\u00eb k\u00ebsaj ministrie, dhe politik\u00ebs s\u00eb jashtme si t\u00ebr\u00ebsi. \u00a0N\u00eb k\u00ebt\u00eb aspekt, PIPS, n\u00eb raportin e tij v\u00eb n\u00eb pah disa mang\u00ebsi substanciale, q\u00eb p\u00ebrkthehen edhe n\u00eb pozit\u00ebn e Republik\u00ebs s\u00eb Kosov\u00ebs n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare. N\u00eb raportin prej kat\u00ebr shtyllave kryesore ku hyjn\u00eb: Politika e Jashtme e Republik\u00ebs s\u00eb Kosov\u00ebs, sfidat e Kosov\u00ebs n\u00eb politik\u00ebn e jashtme, sfida t\u00eb zbatimit t\u00eb politik\u00ebs s\u00eb jashtme, dhe sfida e organizimit dhe funksionimit t\u00eb MPJ-s\u00eb ,PIPS skenon dhe artikulon problematika t\u00eb MPJ-s\u00eb, duke dh\u00ebn\u00eb edhe nj\u00eb s\u00ebr\u00eb rekomandimesh. Nj\u00eb nga gjetjet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb raportit thekson se: Ministria e Pun\u00ebve t\u00eb Jashtme (MPJ) aktualisht nuk ka nj\u00eb strategji gjith\u00ebp\u00ebrfshir\u00ebse p\u00ebr politik\u00ebn e jashtme t\u00eb vendit ku do t\u00eb definoheshin prioritetet n\u00eb k\u00ebt\u00eb fush\u00eb. P\u00ebrkundrazi, politika e jashtme \u00ebsht\u00eb e formuluar n\u00eb m\u00ebnyr\u00eb t\u00eb fragmentuar n\u00eb disa dokumente t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs si: Programi i Qeveris\u00eb s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs \u00a02017-2021, Programi Komb\u00ebtar p\u00ebr Zbatimin e Marr\u00ebveshjes s\u00eb Stabilizim Asociimit (PKZMSA) 2017\u20132021 apo dokumenti Strategjia p\u00ebr Njohjen e plot\u00eb t\u00eb Kosov\u00ebs. N\u00eb parim Ministria e Pun\u00ebve t\u00eb Jashtme duhet t\u00eb funksionoj\u00eb p\u00ebrmes prioriteteve mir\u00eb t\u00eb definuara n\u00eb nj\u00eb dokument strategjik.<\/p>\n<p>Tutje, analiza e PIPS artikulon se MPJ nuk e ka kapitalizuar mjaftush\u00ebm \u00a0kapitullin II t\u00eb MSA-s\u00eb, i cili parasheh dialogun politik nd\u00ebrmjet pal\u00ebve, ose th\u00ebn\u00eb n\u00eb fjal\u00eb tjera, asistenc\u00ebn e BE-s\u00eb p\u00ebr integrimin e Kosov\u00ebs n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare, aty ku e lejon mund\u00ebsia. Shikuar nga ky priz\u00ebm, raporti sugjeron q\u00eb MPJ do duhej t\u00eb synoj\u00eb ta institucionalizoj\u00eb dialogun n\u00eb kuad\u00ebr t\u00eb k\u00ebtij titulli, dhe t\u00eb k\u00ebrkoj\u00eb vazhdimisht p\u00ebrkrahje zyrtare nga BE-ja p\u00ebr an\u00ebtar\u00ebsim n\u00eb organizata nd\u00ebrkomb\u00ebtare. P\u00ebrkund\u00ebr obligimeve t\u00eb BE-s\u00eb q\u00eb ta shtyj\u00eb para pjes\u00ebmarrjen e Kosov\u00ebs n\u00eb komunitetin demokratik, mbetet n\u00eb rolin e MPJ-s\u00eb q\u00eb t\u2019i materializoj\u00eb obligimet e institucioneve t\u00eb BE-s\u00eb.<\/p>\n<p>Domeni i politik\u00ebs s\u00eb Jashtme p\u00ebrfshin n\u00eb orbit\u00ebn e saj marr\u00ebdh\u00ebnie edhe me shtete mosnjoh\u00ebse. Nj\u00eb sfid\u00eb p\u00ebr Republik\u00ebn e Kosov\u00ebs mbetet mosnjohja nga Bosnja dhe Hercegovina gj\u00eb q\u00eb \u00a0v\u00ebrehet q\u00eb nuk \u00ebsht\u00eb edhe ndonj\u00eb prioritet i r\u00ebnd\u00ebsish\u00ebm. N\u00eb baz\u00eb t\u00eb disa t\u00eb dh\u00ebnave BiH shet n\u00eb tregun kosovar rreth 100 milion\u00eb euro n\u00eb vit, n\u00eb an\u00ebn tjet\u00ebr, mosnjohja nga ky vend dhe nj\u00eb lloj bllokade e marr\u00ebdh\u00ebnieve bilaterale, l\u00eb Kosov\u00ebn n\u00eb nj\u00eb pozit\u00eb t\u00eb pafavorshme n\u00eb Ballkan. K\u00ebsisoj, Serbia nuk mbetet vendi i vet\u00ebm n\u00eb rajon q\u00eb nuk e njeh Republik\u00ebn e Kosov\u00ebs dhe kjo automatikisht gjeneron probleme \u00a0n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare n\u00eb aspektin e njohjeve t\u00eb reja. Shoq\u00ebria Civile n\u00eb Kosov\u00eb ka sugjeruar q\u00eb Bashkimi Evropian t\u00eb kusht\u00ebzoj\u00eb BiH me normalizim t\u00eb marr\u00ebdh\u00ebnieve me Kosov\u00ebn n\u00eb kuad\u00ebr t\u00eb procesit t\u00eb integrimit evropian. Kjo ide, do t\u00eb duhej t\u00eb shfryt\u00ebzohej nga Kosova.<\/p>\n<p>Raporti b\u00ebn \u00a0edhe nj\u00eb analiz\u00eb t\u00eb funksionimit politik dhe teknik t\u00eb MPJ, ku v\u00ebrehet nj\u00eb politizim i procesit t\u00eb rekrutimit dhe avancimit t\u00eb stafit diplomatik, munges\u00eb e strukturimit t\u00eb qart\u00eb t\u00eb MPJ, ndarjes s\u00eb pun\u00ebve dhe arritjes s\u00eb objektivave. Ndikimi politik brenda MPJ-s\u00eb \u00ebsht\u00eb shqet\u00ebsues pasi q\u00eb ka ndikuar thell\u00ebsisht n\u00eb funksionimin profesional t\u00eb ambasadave. Raporti v\u00eb n\u00eb pah se p\u00ebr shkak t\u00eb k\u00ebtij rrjet\u00ebzimi n\u00ebp\u00ebr sh\u00ebrbime diplomatike t\u00eb Kosov\u00ebs ka pasur njer\u00ebz me fuqi politike m\u00eb shum\u00eb se vet\u00eb ambasador\u00ebt p\u00ebrkat\u00ebs. Kjo ka d\u00ebmtuar edhe procesin e rotacionit t\u00eb sh\u00ebrbimit t\u00eb jasht\u00ebm. Nj\u00eb problematik\u00eb \u00ebsht\u00eb edhe koordinimi MPJ \u2013 ambasada. Shpesh ambasador\u00ebt me fuqi t\u00eb madhe politike injorojn\u00eb direktivat dhe njoftimet e MPJ-s\u00eb. Nd\u00ebrkaq, nga k\u00ebndv\u00ebshtrimi i ambasadave hulumtimi gjen se MPJ shpesh d\u00ebshton t\u00eb reagoj\u00eb dhe informoj\u00eb me koh\u00eb ambasadat e Kosov\u00ebs p\u00ebr q\u00ebndrimet zyrtare t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs. Si\u00e7 ka qen\u00eb rasti p\u00ebr arrestimin e zyrtarit serb Marko Gjuriq.<\/p>\n<p>Megjithat\u00eb, MPJ-ja ka pasur disa iniciativa t\u00eb suksesshme q\u00eb kan\u00eb b\u00ebr\u00eb q\u00eb MPJ t\u00eb mbahet n\u00eb konsiderat\u00eb nga ministrit\u00eb e Pun\u00ebve t\u00eb Jashtme t\u00eb vendeve tjera. Konferenca e Dialogut Nd\u00ebrfetar (Interfaith Dialogue), KSTalksEU, Konferenca Germia Hill, fushata p\u00ebr an\u00ebtar\u00ebsim n\u00eb UNESCO dhe disa konferenca t\u00eb tjera kan\u00eb hapur m\u00eb shum\u00eb horizonte n\u00eb sfer\u00ebn nd\u00ebrkomb\u00ebtare. Fushata p\u00ebr an\u00ebtar\u00ebsim n\u00eb UNESCO ka pasur impakt pozitiv p\u00ebrkund\u00ebr d\u00ebshtimit p\u00ebr t\u2019u an\u00ebtar\u00ebsuar, sepse ka kijuar imazh pozitiv p\u00eb Kosov\u00ebn dhe ka v\u00ebn\u00eb Kosov\u00ebn n\u00eb qend\u00ebr t\u00eb zhvillimeve bot\u00ebrore. P\u00ebr t\u00eb mos harruar q\u00eb kjo ka qen\u00eb edhe fushata e par\u00eb m\u00eb vetiniciativ\u00eb e Kosov\u00ebs. Pavar\u00ebsisht politizimit t\u00eb theksuar t\u00eb MPJ-s\u00eb, kjo ministri ka arritur q\u00eb n\u00eb radh\u00ebt e veta t\u2019i mbaj\u00eb disa kuadro m\u00eb vler\u00eb q\u00eb kan\u00eb ndikuar dhe ndikojn\u00eb pozitivisht n\u00eb mbar\u00ebvajtjen e pun\u00ebve.<\/p>\n<p>Si p\u00ebrfundim, PIPS rekomandon q\u00eb t\u00eb shqyrtohet organizimi i departamenteve teknike, t\u00eb ket\u00eb s\u00eb paku dy drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm, t\u00eb themelohet Agjencia e Kosov\u00ebs p\u00ebr Zhvillim Nd\u00ebrkomb\u00ebtar (AKZH) n\u00eb kuad\u00ebr t\u00eb MPJ-s\u00eb, githashtu t\u00eb krijohet forumi, Kolegji i Diplomat\u00ebve. S\u00eb k\u00ebndejmi, analiza e PIPS e sheh t\u00eb r\u00ebnd\u00ebsishme \u00a0nd\u00ebrtimin e nj\u00eb programi efektiv t\u00eb zhvillimit t\u00eb kapaciteteve t\u00eb stafit t\u00eb MPJ-s\u00eb, fuqizimin e drejtor\u00ebve t\u00eb departamenteve, mbik\u00ebqyrjen e procesit t\u00eb vler\u00ebsimit t\u00eb stafit, testim m\u00eb t\u00eb holl\u00ebsish\u00ebm t\u00eb diplomat\u00ebve, si dhe MPJ do duhet t\u00eb zhvilloj\u00eb m\u00eb shum\u00eb kapacitete p\u00ebr t\u00eb realizuar aktivitete n\u00eb kuad\u00ebr t\u00eb shtegut t\u00eb dyt\u00eb t\u00eb diplomacis\u00eb\u00a0<em>(Track II Diplomacy).<\/em><\/p>\n<p>Analiza e PIPS artikulon q\u00eb MPJ duhet t\u00eb ket\u00eb nj\u00eb rregullim m\u00eb t\u00eb mir\u00eb politik dhe teknik. Marr\u00eb parasysh q\u00eb pjesa politike dhe teknike komplimentojn\u00eb nj\u00ebra-tjetr\u00ebn, shum\u00eb procese dhe prioritete t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs kan\u00eb mbetur pezull si pasoj\u00eb e nj\u00eb moskoordinimi adekuat t\u00eb k\u00ebtyre dimensioneve. Meqen\u00ebse legjitimiteti nd\u00ebrkomb\u00ebtar i Kosov\u00ebs \u00ebsht\u00eb ende i brisht\u00eb, nj\u00eb strategji e mir\u00eb dizajnuar nga MPJ \u00ebsht\u00eb imperative p\u00ebr etabilimin sa m\u00eb t\u00eb suksessh\u00ebm t\u00eb shtet\u00ebsis\u00eb s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare.
