N\u00eb rrethanat ekonomike dhe politike t\u00eb Kosov\u00ebs q\u00eb karakterizohen me nivel t\u00eb lart\u00eb t\u00eb papun\u00ebsis\u00eb, nepotizmit dhe korrupsionit, rritja e pagave nuk do t\u00eb rris\u00eb nivelin e sh\u00ebrbimeve por p\u00ebrkundrazi do t\u00eb ndikoj\u00eb n\u00eb degradim edhe m\u00eb t\u00eb madh t\u00eb institucione publike, dhe do ta pengoj\u00eb zhvillimin e fuqis\u00eb pun\u00ebtore dhe sektorin privat.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p><span style=\"font-size: 16px;\">Se a jan\u00eb pagat n\u00eb sektorin publik t\u00eb ul\u00ebta apo t\u00eb larta, pik\u00eb e krahasimit duhet t\u00eb jet\u00eb niveli i pagave n\u00eb sektorin privat. Krahasimi i pagave me pagat e rajonit ose me larg \u00ebsht\u00eb i gabuar sidomos kur b\u00ebhet nga jo profesionist t\u00eb cil\u00ebt i krahasojn\u00eb pagat por harrojn\u00eb t\u00eb krahasojn\u00eb edhe parametrat e tjer\u00eb ekonomik t\u00eb atyre vendeve, si p\u00ebr shembull GDP-n\u00eb, koston e jet\u00ebs, pag\u00ebn mesatare, shkall\u00ebn e papun\u00ebsis\u00eb, produktivitetin, etj.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Krahasuar me sektorin privat, pagat n\u00eb sektorin publik jan\u00eb mjaft t\u00eb larta e sidomos kur i krahasojm\u00eb me numrin e or\u00ebve t\u00eb pun\u00ebs, p.sh. n\u00ebse e krahasojm\u00eb pag\u00ebn e nj\u00eb pun\u00ebtori n\u00eb nj\u00eb kompani private t\u00eb vendit ton\u00eb q\u00eb punon deri n\u00eb 60 or\u00eb n\u00eb jav\u00eb, me nj\u00eb pun\u00ebtor n\u00eb sektorin publik q\u00eb punon 40 or\u00eb n\u00eb jav\u00eb, shohim se sektori privat paguhet s\u00eb paku 2 her\u00eb me pak se ai publik. Sa i p\u00ebrket kualitetit t\u00eb sh\u00ebrbimit, pun\u00ebtori n\u00eb sektorin privat detyrohet t\u00eb \u201cqesh\u00eb\u201d edhe kur nuk i qeshet, n\u00eb krahasim me pun\u00ebtor\u00ebt n\u00eb sektorin publik ku shumica prej tyre gjysm\u00ebn e orarit t\u00eb pun\u00ebs e kalojn\u00eb n\u00eb pauza t\u00eb drek\u00ebs dhe kafes\u00eb, dhe poashtu kan\u00eb \u201cluksin\u201d edhe t\u00eb shfaqin pak\u00ebnaq\u00ebsit\u00eb e tyre ndaj pun\u00ebs q\u00eb b\u00ebjn\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebrve\u00e7 ofrimit t\u00eb pag\u00ebs t\u00eb lart\u00eb, sektori publik nd\u00ebr t\u00eb tjera \u00ebsht\u00eb pun\u00ebdh\u00ebn\u00ebsi m\u00eb i sigurt dhe m\u00eb afatgjat\u00eb, di\u00e7ka q\u00eb e b\u00ebn shum\u00eb ma atraktive pun\u00ebn n\u00eb sektorin publik. Edhe n\u00eb vendet e zhvilluara vendet e pun\u00ebs n\u00eb sektorin publik g\u00ebzojn\u00eb privilegje shtes\u00eb, por kjo vet\u00ebm pasi q\u00eb k\u00ebto vende t\u00eb pun\u00ebs zakonisht paguhen m\u00eb ul\u00ebt dhe privilegjet sh\u00ebrbejn\u00eb p\u00ebr t\u00eb kompensuar pag\u00ebn e ul\u00ebt. N\u00eb vendin ton\u00eb nj\u00eb pun\u00ebtor i sektorit privat e ka t\u00eb v\u00ebshtir\u00eb edhe t\u00eb marr\u00eb kredi pasi q\u00eb bankat e klasifikojn\u00eb si jo t\u00eb sigurt\u00eb p\u00ebr t\u00eb siguruar t\u00eb hyra t\u00eb vazhdueshme, p\u00ebrderisa pun\u00ebtor\u00ebt publik\u00eb jan\u00eb m\u00eb t\u00eb privilegjuar tek bankat dhe i kalojn\u00eb procedurat p\u00ebr kredi shum\u00eb m\u00eb shpejt\u00eb dhe me m\u00eb leht\u00ebsi.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Mes dy sektor\u00ebve, atij publik dhe atij privat, ekziston nj\u00eb konkurrenc\u00eb dhe ndikim reciprok, ngritja e pagave n\u00eb sektorin publik ndikon n\u00eb sektorin privat duke t\u00ebrhequr pun\u00ebtor\u00ebt profesional nga nj\u00eb sektor n\u00eb tjetrin, dhe duke krijuar presion n\u00eb sektorin tjet\u00ebr p\u00ebr rritje te pagave. Rrita e pagave n\u00eb sektorin publik do t\u00eb arsyetohej vet\u00ebm n\u00ebse do t\u00eb kishte pasur nj\u00eb largim masiv t\u00eb pun\u00ebtor\u00ebve nga sektori publik n\u00eb at\u00eb privat,\u00a0dhe n\u00ebse paga aktuale do t\u00eb ishte n\u00ebn mesataren e pag\u00ebs n\u00eb sektorin privat. Por aktualisht numri i pun\u00ebtor\u00ebve q\u00eb l\u00ebshojn\u00eb vendet e pun\u00ebs n\u00eb sektorin publik \u00ebsht\u00eb minimal dhe paga mesatare n\u00eb sektorin privat \u00ebsht\u00eb m\u00eb e ul\u00ebt se ajo n\u00eb sektorin publik.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Posta \u00ebsht\u00eb shembull tipik sesi pagat e larta n\u00eb sektorin publik, ndikojn\u00eb negativisht ne kualitetin e pun\u00ebtor\u00ebve dhe sh\u00ebrbimeve q\u00eb ata i ofrojn\u00eb. Pagat e larta t\u00ebrheqin v\u00ebmendjen e militant\u00ebve politik\u00eb dhe pun\u00ebsimeve familjare, pra n\u00eb rrethanat e Kosov\u00ebs ku regrutimet jan\u00eb kryesisht t\u00eb manipuluara dhe nuk zgjidhen njer\u00ebzit sipas meritave por sipas lidhjeve, pagat e larta n\u00eb PTK ndikuan q\u00eb militant\u00ebt e partive politike t\u2019ia m\u00ebsyjn\u00eb k\u00ebtyre pozitave. Pra sa ma e lart\u00eb q\u00eb \u00ebsht\u00eb paga, ndikimi politik dhe korrupsioni p\u00ebr pun\u00ebsim \u00ebsht\u00eb me i lart\u00eb. PTK jep shembull tipik sesi rritja e pagave do t\u00eb ndikoj\u00eb vet\u00ebm n\u00eb politizimin e k\u00ebtyre pozitave dhe n\u00eb asnj\u00eb m\u00ebnyr\u00eb n\u00eb t\u00ebrheqjen e pun\u00ebtor\u00ebve t\u00eb kualifikuar.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00eb rast t\u00eb pozitave deficitare, si p. sh. t\u00eb profesionist\u00ebve t\u00eb IT-s\u00eb ose p. sh. t\u00eb kontrollor\u00ebve t\u00eb trafikut ajror, ku sektori privat ofron paga m\u00eb t\u00eb larta krahasim me sektorin publik, rritja e pagave prap\u00eb do t\u00eb ishte gabim s\u00eb pari pasi q\u00eb \u00ebsht\u00eb e pamundur t\u00eb nivelizohen pagat me sektorin privat, dhe se \u00ebsht\u00eb e gabuar q\u00eb sektori publik t\u00eb konkurroj\u00eb sektorin privat duke i marr\u00eb pun\u00ebtor\u00ebt m\u00eb t\u00eb mir\u00eb. N\u00ebse k\u00ebrkesa p\u00ebr profesionist \u00ebsht\u00eb e madhe nga sektori privat, at\u00ebher\u00eb q\u00ebllimi i institucioneve publike duhet t\u00eb jet\u00eb krijimi i kuadrove t\u00eb reja dhe jo lufta p\u00ebr kuadrot ekzistuese. Programet e trajnimit dhe shkollimit ku pun\u00ebtor\u00ebt trajnohen dhe kusht\u00ebzohen t\u00eb punojn\u00eb p\u00ebr nj\u00eb periudhe t\u00eb caktuar n\u00eb sektorin publik, jan\u00eb praktik\u00eb e p\u00ebrdorur gjithandej nga sektori publik p\u00ebr t\u00eb trajnuar pun\u00ebtor\u00eb, ku p\u00ebrve\u00e7 q\u00eb p\u00ebrfitohet nga sh\u00ebrbimet e tyre, ndihmohet edhe sektori privat me kuadro t\u00eb reja q\u00eb trajnohen nga sektori publik. Pra largimi i pun\u00ebtor\u00ebve nga sektori publik p\u00ebr n\u00eb at\u00eb privat nuk \u00ebsht\u00eb fenomen i cili duhet patjet\u00ebr t\u00eb ndalet, pasi q\u00eb \u00ebsht\u00eb benefitar p\u00ebr shoq\u00ebrin\u00eb, duke ndikuar n\u00eb rritjen e numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb kuadrove, rritjen e pun\u00ebsimit, dhe eliminimin e problemit t\u00eb kuadrove deficitare.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">\u00cbsht\u00eb e pamohueshme q\u00eb rritja e pagave n\u00eb sektorin publik \u00ebsht\u00eb instrumenti m\u00eb i efektsh\u00ebm politik p\u00ebr \u201cblerje\u201d t\u00eb votave p\u00ebr nj\u00eb kategori masive t\u00eb votuesve. Premtimet politike p\u00ebr rritje t\u00eb pagave nuk jan\u00eb p\u00ebrcjell\u00eb me p\u00ebrmir\u00ebsim t\u00eb kushteve t\u00eb pun\u00ebs, dhe asnj\u00ebher\u00eb nuk kan\u00eb pasur n\u00eb thelb angazhimin p\u00ebr rritje t\u00eb kualitetit t\u00eb sh\u00ebrbimeve. Pun\u00ebtor\u00ebt mund t\u00eb motivohen prej shum\u00eb gj\u00ebrave tjera p\u00ebrve\u00e7 pag\u00ebs dhe se paga si faktor i vet\u00ebm nuk ndikon n\u00eb rritjen t\u00eb kualitetit t\u00eb sh\u00ebrbimeve.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Qeveria do duhej t\u00eb stoponte \u00e7do rritje t\u00eb m\u00ebtutjeshme t\u00eb pagave. Shpenzimet e pagave, pa p\u00ebrfshir\u00eb nd\u00ebrmarrjet publike dhe institucionet e pavarura, i kushtojn\u00eb buxhetit t\u00eb Kosov\u00ebs 620 milion, ose 26% t\u00eb totalit t\u00eb shpenzimeve qeveritare dhe paraqesin kategorin\u00eb m\u00eb t\u00eb madhe shpenzuese t\u00eb buxhetit.
