Paradoksalisht, p\u00ebrmes etimologjis\u00eb, kjo qeveri del radikale, se po kthehet te rr\u00ebnj\u00ebt. Ajo i \u00ebsht\u00eb kthyer definicionit t\u00eb antikitetit p\u00ebr ekonomin\u00eb, at\u00ebher\u00eb kur ajo n\u00ebnkuptonte menaxhim t\u00eb pun\u00ebve t\u00eb sht\u00ebpis\u00eb. Natyrisht se\u00a0<em>sht\u00ebpia<\/em>\u00a0 p\u00ebr k\u00ebt\u00eb qeveri \u00ebsht\u00eb ajo privatja, ku b\u00ebjn\u00eb pjes\u00eb familjar\u00eb e kush\u00ebrinjt\u00eb,\u00a0<em>e\u00a0menaxhimi\u00a0\u00a0<\/em>i saj nuk po b\u00ebhet me t\u00eb ardhurat e tyre por me buxhetin publik.<\/p>\n<p>Raporti vjetor financiar p\u00ebr vitin 2018, i publikuar muajin prill nga Ministria e Financave, \u00ebsht\u00eb edhe nj\u00eb d\u00ebshmi sesi kjo qeveri e menaxhon paran\u00eb publike. K\u00ebtu jan\u00eb se paku dy probleme: fillimisht, ekonomia \u00ebsht\u00eb reduktuar n\u00eb financa, me \u00e7\u2019rast edhe reformat ekonomike jan\u00eb l\u00ebn\u00eb n\u00eb dor\u00eb t\u00eb Ministris\u00eb s\u00eb Financave dhe, pastaj ka nj\u00eb mbivler\u00ebsim t\u00eb nocionit t\u00eb rritjes ekonomike.<\/p>\n<p>Ekonomia \u00ebsht\u00eb shum\u00eb m\u00eb shum\u00eb se financat. Ajo \u00ebsht\u00eb prodhim e konsum, shp\u00ebrndarje e rishp\u00ebrndarje, krijim e shk\u00ebmbim. Financat na tregojn\u00eb vler\u00ebn e k\u00ebtyre transaksioneve, por financier\u00ebt nuk mund t\u00eb na determinojn\u00eb as rrug\u00ebn e zhvillimit t\u00eb sektor\u00ebve e as sjelljen e agjent\u00ebve brenda tyre.<\/p>\n<p>Ekziston nj\u00eb dallim i madh n\u00eb mes t\u00eb rritjes ekonomike dhe zhvillimit ekonomik. Rritja ekonomike \u00ebsht\u00eb dallimi n\u00eb p\u00ebrqindje mes vler\u00ebs s\u00eb prodhimit vendor bruto n\u00eb koh\u00eb t\u00eb ndryshme. Zhvillimi ekonomik \u00ebsht\u00eb procesi p\u00ebrmes t\u00eb cilit nj\u00eb shoq\u00ebrie mund t\u2019i p\u00ebrmir\u00ebsohet mir\u00ebqenia ekonomike, sociale, e politike. Rritja ekonomike mund t\u00eb jet\u00eb e nevojshme p\u00ebr zhvillim, por n\u00eb asnj\u00eb rast p\u00ebrgjat\u00eb historis\u00eb nuk ka qen\u00eb e mjaftueshme p\u00ebr zhvillim.<\/p>\n<p>Pse \u00ebsht\u00eb kjo e r\u00ebnd\u00ebsishme? Sepse Kosova ka pasur nj\u00eb nd\u00ebr rritjet m\u00eb t\u00eb larta ekonomike n\u00eb rajon, me 3-4%. Por, n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, ka pasur norm\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb papun\u00ebsis\u00eb dhe norm\u00ebn m\u00eb t\u00eb ul\u00ebt t\u00eb rritjes s\u00eb vendeve t\u00eb pun\u00ebs. P\u00ebrve\u00e7 zvog\u00eblimit t\u00eb tregut t\u00eb pun\u00ebs, me njer\u00ebz q\u00eb po e l\u00ebshojn\u00eb vendin, n\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave t\u00eb Agjencis\u00eb s\u00eb Statistikave t\u00eb Kosov\u00ebs, rreth 58.4% e atyre q\u00eb jan\u00eb n\u00eb treg t\u00eb pun\u00ebs duhet t\u00eb presin m\u00eb shum\u00eb se nj\u00eb vit p\u00ebr t\u00eb gjetur pun\u00eb. Rritja ekonomike q\u00eb nuk krijon vende t\u00eb pun\u00ebs mbetet ve\u00e7 nj\u00eb shif\u00ebr pa ndikim pozitiv e efektiv n\u00eb mir\u00ebqenie. Ajo mbetet nj\u00eb fitore e Pirros.<\/p>\n<p>\u00c7udit\u00eb e paradokset e m\u00ebnyr\u00ebs sesi kjo qeveri e p\u00ebrfytyron zhvillimin ekonomik jan\u00eb t\u00eb pafundme. Ajo vazhdon t\u00eb besoj\u00eb se tempo e rritjes ekonomike mbahet e p\u00ebrshpejtohet thjesht fal\u00eb rritjes s\u00eb konsumit, pa e shtuar numrin e vendeve t\u00eb pun\u00ebs, dhe duke mos e marr\u00eb parasysh inflacionin. N\u00eb Kosov\u00eb jo vet\u00ebm se \u00ebsht\u00eb ngadal\u00ebsuar krijimi i vendeve t\u00eb pun\u00ebs, por rritja e \u00e7mimeve n\u00eb produktet baz\u00eb \u00ebsht\u00eb breng\u00eb q\u00eb preokupon secilin qytetar t\u00eb republik\u00ebs.<\/p>\n<p>N\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave t\u00eb ASK-s\u00eb, indeksi i t\u00ebr\u00ebsish\u00ebm i harmonizuar i \u00e7mimeve \u00ebsht\u00eb p\u00ebr 3.3% m\u00eb i lart\u00eb n\u00eb mars t\u00eb 2019 sesa ai n\u00eb mars t\u00eb 2018. \u00c7mimi i buk\u00ebs dhe i drith\u00ebrave \u00ebsht\u00eb rritur p\u00ebr rreth 11.6%; \u00e7mimi i mishit \u00ebsht\u00eb rritur p\u00ebr rreth 3.7%; ai i qum\u00ebshtit, i djathit, dhe i vez\u00ebve p\u00ebr 4.2%, i perimeve p\u00ebr 32.5%; e kostoja e p\u00ebrdorimit t\u00eb pajisjeve p\u00ebr transport personal p\u00ebr 6.4%. Pra, p\u00ebr nj\u00eb euro t\u00eb fituar nga eksporti, ne i kemi dh\u00ebn\u00eb 9 euro n\u00eb import.<\/p>\n<p>Krenaria tjet\u00ebr e Ministris\u00eb s\u00eb Financave mbetet stabiliteti makroekonomik. Nd\u00ebrsa, qeveria ka ndar\u00eb 120,000 euro p\u00ebr 800 familje t\u00eb rrezikuara t\u00eb komunitetit egjiptian. Pra, 150 euro p\u00ebr ta nxjerr\u00eb nga rreziku nj\u00eb familje t\u00eb komunitetit egjiptian, dhe mbi 7 milion\u00eb p\u00ebr meditje dhe akomodim t\u00eb zyrtar\u00ebve jasht\u00eb vendit.<\/p>\n<p>Gjat\u00eb vitit t\u00eb kaluar, rreth 3 milion\u00eb e gjysm\u00eb jan\u00eb shpenzuar n\u00eb dreka zyrtare. Pra, qeveria q\u00eb ka shpenzuar 3.5 milion\u00eb euro p\u00ebr dreka zyrtare n\u00eb 2018, ka planifikuar 0.79 euro n\u00eb dit\u00eb p\u00ebr nj\u00eb t\u00eb varf\u00ebr n\u00eb vitin 2019.<\/p>\n<p>Natyrisht, se n\u00eb raport mund t\u00eb gjejm\u00eb edhe shpenzime tjera krejt\u00ebsisht t\u00eb paarsyshme, por kjo nuk duhet t\u00eb na b\u00ebj\u00eb t\u00eb mos diskutojm\u00eb p\u00ebr konturat e ekonomis\u00eb.<\/p>\n<p>Ne kemi nevoj\u00eb p\u00ebr ndryshim t\u00eb paradigm\u00ebs s\u00eb zhvillimit ekonomik n\u00eb vend. Nuk mjafton ndalja e keqp\u00ebrdorime apo rialokimi i mjeteve.<\/p>\n<p>Duhet t\u00eb kalojm\u00eb nga nj\u00eb ekonomi si menaxhim i sht\u00ebpis\u00eb, n\u00eb nj\u00eb ekonomi me nj\u00eb<em>\u00a0Marr\u00ebveshje t\u00eb Re<\/em>. Nga nj\u00eb ekonomi n\u00eb funksion p\u00ebr pakic\u00ebn e pasur, n\u00eb nj\u00eb ekonomi q\u00eb funksionon p\u00ebr shumic\u00ebn e varf\u00ebr.<\/p>\n<p>Nga tregtia, n\u00eb prodhim. Nga prekariati, n\u00eb pun\u00eb e pag\u00eb t\u00eb dinjitetshme. Nga privatizimi neoliberal, n\u00eb shtet zhvillimor. Nga reformat n\u00eb transformim. Nga rritja n\u00eb zhvillim.
