Kosova ka rekord n\u00eb num\u00ebr t\u00eb papun\u00ebve, t\u00eb student\u00ebve e t\u00eb diplomuarve, kurse n\u00eb an\u00ebn tjet\u00ebr munges\u00eb t\u00eb pun\u00ebtor\u00ebve t\u00eb kualifikuar. Kjo mosp\u00ebrputhje n\u00eb mes k\u00ebrkes\u00ebs p\u00ebr pun\u00ebtor\u00eb dhe ofert\u00ebs \u00ebsht\u00eb rezultat i problemeve n\u00eb sistemin arsimor, praktikave t\u00eb sektorit privat, mekanizmave rregullues t\u00eb tregut t\u00eb pun\u00ebs, si dhe aspektit kulturor t\u00eb shoq\u00ebris\u00eb ku edukimi akademik mbivler\u00ebsohet, kurse aft\u00ebsimi profesional n\u00ebnvler\u00ebsohet dhe n\u00ebn\u00e7mohet.<\/p>\n<p>Aft\u00ebsimi profesional n\u00eb Kosov\u00eb kryesisht \u00ebsht\u00eb i identifikuar me shkollat e mesme t\u00eb aft\u00ebsimit profesional t\u00eb cilat jan\u00eb pjes\u00eb e ministris\u00eb s\u00eb Arsimit dhe t\u00eb cilat p\u00ebr nga natyra e operimit nuk kan\u00eb dalluar shum\u00eb nga shkollat e tjera dhe kan\u00eb pasur munges\u00eb t\u00eb praktik\u00ebs n\u00eb pun\u00eb, munges\u00eb t\u00eb materialeve punuese, profesor\u00eb t\u00eb pakualifikuar dhe kurrikula q\u00eb nuk p\u00ebrputhen me nevojat e tregut. Si t\u00eb tilla k\u00ebto shkolla jan\u00eb identifikuar kryesisht si shkolla t\u00eb kualitetit t\u00eb dob\u00ebt ku pranohen vet\u00ebm nx\u00ebn\u00ebsit e dob\u00ebt, dhe kjo ka ndikuar q\u00eb p\u00ebr shum\u00eb vite imazhi i shkollave t\u00eb aft\u00ebsimit profesional n\u00eb Kosov\u00eb t\u00eb bjer\u00eb n\u00eb nivel ku prind\u00ebrit t\u2019i konsiderojn\u00eb k\u00ebto shkollat vet\u00ebm si opsion t\u00eb fundit dhe jo si karrier\u00eb p\u00ebr f\u00ebmij\u00ebt e tyre.<\/p>\n<p>P\u00ebrve\u00e7 prishjes s\u00eb imazhit t\u00eb shkollave t\u00eb aft\u00ebsimit profesional, hapja masive e universiteteve publike t\u00eb reja dhe atyre private ka ndikuar q\u00eb nx\u00ebn\u00ebsit t\u00eb orientohen n\u00eb karrier\u00eb akademike pavar\u00ebsisht mund\u00ebsive t\u00eb pakta p\u00ebr pun\u00eb. Promovimi i fakulteteve \u00ebsht\u00eb b\u00ebr\u00eb nga qeveria, kryesisht p\u00ebr q\u00ebllime politike dhe si form\u00eb e leht\u00eb e \u201crehatimit\u201d t\u00eb rinis\u00eb s\u00eb papun\u00eb, sepse regjistrimet n\u00eb fakultet statistikisht ulin numrin e papun\u00ebsis\u00eb pasi q\u00eb student\u00ebt nuk regjistrohen si t\u00eb papun\u00eb kur llogaritet shkalla e papun\u00ebsis\u00eb n\u00eb nivel vendi. Edukimi akademik p\u00ebr shtetin \u00ebsht\u00eb shum\u00eb m\u00eb i leht\u00eb dhe m\u00eb kosto deri n\u00eb 3 her\u00eb m\u00eb t\u00eb ul\u00ebt n\u00eb krahasim me aft\u00ebsimin profesional, pasi q\u00eb p\u00ebr shkollim akademik p\u00ebrve\u00e7 m\u00ebsimdh\u00ebn\u00ebsve dhe hap\u00ebsirave nuk k\u00ebrkohet di\u00e7ka tjet\u00ebr, kurse aft\u00ebsimi profesional k\u00ebrkon materiale, makineri, hap\u00ebsira dhe pajisje speciale q\u00eb jan\u00eb m\u00eb t\u00eb kushtueshme.<\/p>\n<p>P\u00ebr moszhvillim t\u00eb aft\u00ebsimit profesional nj\u00eb pjes\u00eb t\u00eb fajit e ka edhe vet\u00eb sektori privat, i cili do duhej t\u00eb ishte partner i shkollave t\u00eb aft\u00ebsimit profesional dhe t\u00eb ofronte pun\u00eb praktike si form\u00eb e aft\u00ebsimit. Qendrat e aft\u00ebsimit profesional n\u00eb vendet e zhvilluara gjysm\u00ebn e m\u00ebsimit e zhvillojn\u00eb n\u00eb ambientet e kompanive private si pun\u00eb praktike, por kompanit\u00eb private p\u00ebrve\u00e7 q\u00eb duhet t\u2019i hapin dyert p\u00ebr ofrimin e pun\u00ebs praktike, duhet edhe t\u00eb ofrojn\u00eb kushte q\u00eb puna praktike t\u2019i sh\u00ebrbej\u00eb aft\u00ebsimit profesional. Puna praktike nuk \u00ebsht\u00eb shfryt\u00ebzim i fuqis\u00eb pun\u00ebtore p\u00ebr kryerjen e funksioneve t\u00eb thjeshta, p\u00ebr t\u00eb cilat nuk k\u00ebrkohet kualifikim, p.sh. nuk \u00ebsht\u00eb pun\u00eb praktike n\u00ebse nj\u00eb praktikant punon n\u00eb sportel t\u00eb shitjes dhe aty mbahet p\u00ebr periudh\u00eb 1 vje\u00e7are, kur krejt m\u00ebsimet nga ajo pozit\u00eb i merr p\u00ebr 1-2 jav\u00eb. Kjo praktik\u00eb \u00ebsht\u00eb thjesht keqshfryt\u00ebzim i praktikant\u00ebve duke i paguar minimalisht ose duke mos i paguar fare.<\/p>\n<p>N\u00eb Kosov\u00eb kemi shum\u00eb shembuj ku kompanit\u00eb marrin praktikant\u00eb, por q\u00ebllimi nuk \u00ebsht\u00eb aft\u00ebsimi profesional por thjesht shfryt\u00ebzimi i praktikant\u00ebve si fuqi e lir\u00eb pun\u00ebtore. K\u00ebto praktika kan\u00eb d\u00ebmtuar r\u00ebnd\u00ebsin\u00eb e v\u00ebrtet\u00eb t\u00eb pun\u00ebs praktike, e cila duhej t\u00eb kishte p\u00ebr q\u00ebllim aft\u00ebsimin profesional, dhe kan\u00eb humbur besimin tek pun\u00ebk\u00ebrkuesit q\u00eb praktika n\u00eb pun\u00eb \u00ebsht\u00eb rrug\u00eb drejt aft\u00ebsimit ose karrier\u00ebs.<\/p>\n<p>Shkollat e aft\u00ebsimit profesional jan\u00eb jasht\u00ebzakonisht t\u00eb popullarizuara n\u00eb Evrop\u00eb dhe mendohet se kan\u00eb pasur ndikim kryesor n\u00eb zhvillimin e industris\u00eb Evropiane dhe n\u00eb numrin e ul\u00ebt t\u00eb papun\u00ebsis\u00eb. Modeli Gjerman i shkollave duale p\u00ebr aft\u00ebsim profesional \u00ebsht\u00eb duke sh\u00ebrbyer si model i cili po implementohet n\u00eb shum\u00eb vende tjera. N\u00eb Kosov\u00eb me p\u00ebrkrahjen e organizatave nd\u00ebrkomb\u00ebtare po promovohen shkollat e aft\u00ebsimit profesional dhe modelet Gjermane t\u00eb edukimit duale por investimet jan\u00eb shum\u00eb t\u00eb vogla gj\u00eb q\u00eb tregon se s\u00eb paku qeveria e Kosov\u00ebs nuk e ka prioritet zhvillimin e shkollave p\u00ebr aft\u00ebsim profesional.<\/p>\n<p>Sidoqoft\u00eb, ndryshimi duhet t\u00eb filloj\u00eb tek familjet dhe prind\u00ebrit, t\u00eb cil\u00ebt duhet t\u2019i eliminojn\u00eb paragjykimet p\u00ebr profesione t\u00eb caktuara. Jo t\u00eb gjith\u00eb mund t\u00eb b\u00ebhen mjek\u00eb, avokat\u00eb, e ekonomist\u00eb, tregu i pun\u00ebs \u00ebsht\u00eb i tejmbushur me profesione, me kualifikime universitare. Jo t\u00eb gjitha kualifikimet arrihen p\u00ebrmes universiteteve, p. sh. disa kualifikime q\u00eb arrihen p\u00ebrmes qendrave p\u00ebr aft\u00ebsim profesional jan\u00eb t\u00eb barasvlershme me kualifikime universitare, pra qendrat p\u00ebr aft\u00ebsi profesionale nuk jan\u00eb nivel i ul\u00ebt i kualifikimit, por vet\u00ebm m\u00ebnyr\u00eb tjet\u00ebr e p\u00ebrgatitjes p\u00ebr tregun e pun\u00ebs dhe p\u00ebr profesione t\u00eb caktuara. Se sa t\u00eb r\u00ebnd\u00ebsishme jan\u00eb pun\u00ebt profesionale tregohet edhe me nivelin e pagave q\u00eb pun\u00ebtor\u00ebt me kualifikime profesionale marrin, n\u00eb shum\u00eb raste i tejkalojn\u00eb pagat e pun\u00ebtor\u00ebve me diploma universitare.<\/p>\n<p>Kalimi i fokusit nga sistemi i shkollimit akademik n\u00eb shkolla p\u00ebr aft\u00ebsim profesional k\u00ebrkon m\u00eb shum\u00eb se investime n\u00eb infrastruktur\u00eb t\u00eb shkollave ose implementim t\u00eb modeleve Gjermane t\u00eb shkollave duale p\u00ebr aft\u00ebsim profesional, k\u00ebrkon di\u00e7ka q\u00eb Kosova e ka \u201cpik\u00ebn m\u00eb t\u00eb dob\u00ebt\u201d, e kjo \u00ebsht\u00eb puna ekipore dhe bashk\u00ebpunimi mes institucioneve respektivisht sektorit privat, shkollave t\u00eb aft\u00ebsimit profesional, odave ekonomike dhe qeveris\u00eb p\u00ebr krijimin e legjislacionit dhe rregullimit t\u00eb tregut t\u00eb pun\u00ebs.
