Mir\u00ebpo nd\u00ebrkoh\u00eb q\u00eb kemi nj\u00eb treg t\u00eb pasur privat, vazhdojm\u00eb q\u00eb t\u00eb mbajm\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb panevojshme radiotelevizione shtet\u00ebrore, t\u00eb financuara nga parat\u00eb e taksapagueseve. Ka ardhur koha q\u00eb t\u00eb hapim nj\u00eb debat serioz p\u00ebr t\u00eb privatizuar radiotelevizionet shtet\u00ebrore gj\u00eb q\u00eb deri tani \u00ebsht\u00eb konsideruar nj\u00eb tabu p\u00ebr debatin publik n\u00eb Kosov\u00eb dhe Shqip\u00ebri. Mungesa e k\u00ebtij debati \u00ebsht\u00eb nj\u00eb d\u00ebshmi e qart\u00eb se sa t\u00eb prapambetur jemi ne p\u00ebr sa i p\u00ebrket nevoj\u00ebs p\u00ebr m\u00eb shum\u00eb liberaliz\u00ebm n\u00eb shoq\u00ebri. Pra p\u00ebr sa i p\u00ebrket kufizimit t\u00eb rolit t\u00eb shtetit n\u00eb ekonomi dhe nevoj\u00ebn p\u00ebr t\u00eb \u00e7liruar hap\u00ebsir\u00ebn mediatike n\u00eb favor t\u00eb tregut dhe konkurrenc\u00ebs.<\/p>\n<p>Duhet kuptuar q\u00eb radiotelevizionet shtet\u00ebrore jan\u00eb nd\u00ebrtuar n\u00eb nj\u00eb epok\u00eb kur investimi ishte i p\u00ebrmasave t\u00eb jasht\u00ebzakonshme sepse teknologjia ishte e shtrenjt\u00eb e po ashtu aspekti teknik me antena e pajisje t\u00eb shumta e b\u00ebnte shum\u00eb t\u00eb lart\u00eb koston e hyrjes n\u00eb tregun e medias elektronike. Kur \u00ebsht\u00eb krijuar BBC, 96 vite m\u00eb p\u00ebrpara, ka pasur teknologji dhe ekonomi krejt ndryshe nga sot dhe vet\u00ebm shteti kishte mund\u00ebsi e vullnet q\u00eb ta nd\u00ebrtonte at\u00eb televizion asokohe. E nj\u00ebjta gj\u00eb ndodhte n\u00eb at\u00eb koh\u00eb me telefonin\u00eb. Por m\u00eb pas tregu u hap, teknologjia evoluoi dhe shtetit iu desh t\u00eb b\u00ebnte nj\u00eb hap prapa. Sot kompanit\u00eb telefonike jan\u00eb pothuaj kudo private, me avantazhe t\u00eb dukshme n\u00eb cil\u00ebsin\u00eb e sh\u00ebrbimit, n\u00eb kostot m\u00eb t\u00eb ul\u00ebta p\u00ebr konsumator\u00ebt si dhe n\u00eb shum\u00ebllojshm\u00ebrin\u00eb e ofert\u00ebs. Edhe interneti fillimisht \u00ebsht\u00eb krijuar me p\u00ebrfshirje t\u00eb qeveris\u00eb amerikane por pjesa m\u00eb madhe zhvillimit t\u00eb k\u00ebtij rrjeti global dhe pasurimi i tij me p\u00ebrmbajtje m\u00eb pas u b\u00eb pa patur nevoj\u00eb p\u00ebr dollar\u00ebt e taksapaguesve amerikan\u00eb.<\/p>\n<p>Mediat elektronike n\u00eb epok\u00ebn e sotshme nuk kan\u00eb m\u00eb nevoj\u00eb p\u00ebr para nga shteti, p\u00ebrderisa qoft\u00eb n\u00eb Kosov\u00eb e qoft\u00eb n\u00eb Shqip\u00ebri kemi nj\u00eb treg t\u00eb lul\u00ebzuar pluralist televizionesh e radiosh private q\u00eb sa vijn\u00eb e konsolidohen e pasurojn\u00eb programacionin. Sot kemi dhjet\u00ebra kanale televizive vendase &#8211; informativ\u00eb, qendror\u00eb e lokal\u00eb, \u00a0e dhjet\u00ebra t\u00eb tjer\u00eb kabllor\u00eb apo satelitor\u00eb q\u00eb e b\u00ebjn\u00eb nj\u00ebsoj ose m\u00eb mir\u00eb pun\u00ebn q\u00eb b\u00ebn sot RTSH apo RTK, pa futur duart n\u00eb xhepat ton\u00eb. Nj\u00eb nd\u00ebr parimet thelb\u00ebsore t\u00eb ekonomis\u00eb s\u00eb tregut \u00ebsht\u00eb q\u00eb qeveria duhet t\u00eb p\u00ebrdor\u00eb parat\u00eb e mbledhura nga djersa e taksapaguesve vet\u00ebm p\u00ebr t\u00eb financuar sh\u00ebrbime apo t\u00eb mira publike t\u00eb cilat p\u00ebrndryshe nuk do t\u00eb ekzistonin sepse bamir\u00ebsia apo sektori privat s\u2019do kishin leverdi p\u00ebr t&#8217;i financuar.<\/p>\n<p>Argumenti kryesor q\u00eb p\u00ebrdoret p\u00ebr t\u00eb justifikuar ekzistenc\u00ebn e televizionit t\u00eb paguar prej buxhetit \u00ebsht\u00eb \u00e7\u00ebshtja e programacionit, dhe nevoja p\u00ebr t\u00eb pasur nj\u00eb rol t\u00eb theksuar kulturor dhe edukativ. Mir\u00ebpo k\u00ebt\u00eb nevoj\u00eb fare leht\u00eb mund ta p\u00ebrmbushim duke e vendosur si rregull t\u00eb detyruesh\u00ebm edhe p\u00ebr televizionet private q\u00eb t\u00eb transmetojn\u00eb medoemos nj\u00eb p\u00ebrqindje t\u00eb caktuar t\u00eb programacionit p\u00ebr \u00e7\u00ebshtje edukative apo kulturore si kusht p\u00ebr t\u00eb rinovuar licenc\u00ebn. Kjo praktik\u00eb tashm\u00eb \u00ebsht\u00eb pjes\u00eb e direktivave t\u00eb Bashkimit Evropian e eventualisht, her\u00ebt a von\u00eb do i p\u00ebrqafojm\u00eb edhe ne. Fundja n\u00ebse qeveris\u00eb i duhet q\u00eb t\u00eb promovoj\u00eb nj\u00eb \u00e7\u00ebshtje apo t\u00eb p\u00ebrhap\u00eb nj\u00eb lajm me r\u00ebnd\u00ebsi shtet\u00ebrore, at\u00ebher\u00eb p\u00ebr at\u00eb rast le t\u00eb paguaj\u00eb n\u00eb mediat kryesore koh\u00eb transmetimi. Ashtu sikurse shteti paguan kompani private p\u00ebr t\u00eb nd\u00ebrtuar infrastruktur\u00ebn le t\u00eb paguaj\u00eb edhe media private p\u00ebr t\u00eb promovuar \u00e7\u00ebshtje t\u00eb interesit publik sikurse mund t\u00eb jet\u00eb ta z\u00ebm\u00eb nj\u00eb fushat\u00eb p\u00ebr ndonj\u00eb epidemi. S\u2019ka pse t\u00eb mbaj\u00eb dinosaur\u00eb t\u00eb m\u00ebdhenj n\u00eb k\u00ebmb\u00eb me taksat e popullit vet\u00ebm p\u00ebr k\u00ebto nevoja t\u00eb rralla e rast\u00ebsore q\u00eb mund t\u00eb p\u00ebrmbushen n\u00ebp\u00ebrmjet operator\u00ebve privat\u00eb me nj\u00eb kosto shum\u00eb t\u00eb ul\u00ebt p\u00ebr taksapaguesin.<\/p>\n<p>Nj\u00eb tjet\u00ebr argument q\u00eb p\u00ebrdoret p\u00ebr t\u00eb justifikuar ekzistenc\u00ebn e radiotelevizioneve shtet\u00ebrore \u00ebsht\u00eb pretendimi se i japin hap\u00ebsir\u00eb segmenteve t\u00eb neglizhuara t\u00eb shoq\u00ebris\u00eb. Mir\u00ebpo tanim\u00eb nuk ka ndonj\u00eb rrezik q\u00eb t\u00eb ngelen z\u00ebra apo segmente t\u00eb p\u00ebrfaq\u00ebsuara e t\u00eb patransmetuara n\u00eb k\u00ebt\u00eb epok\u00eb t\u00eb teknologjis\u00eb s\u00eb informacionit. Sot me p\u00ebrhapjen masive e kapilare t\u00eb internetit, qytetar\u00ebt kan\u00eb n\u00ebp\u00ebr duart e tyre burime t\u00eb pakufizuara informacionesh t\u00eb t\u00eb gjitha ngjyrave. Mjafton nj\u00eb telefon i men\u00e7ur e ca njohuri teknike themelore p\u00ebr internetin q\u00eb \u00e7dokush t\u00eb ket\u00eb qasje me profilin e tij n\u00eb rrjetet sociale tek nj\u00eb audienc\u00eb globale prej qindra milonash.<\/p>\n<p>Mbi t\u00eb gjitha nevoja p\u00ebr privatizim \u00ebsht\u00eb di\u00e7ka parimore. Media duhet t\u00eb jet\u00eb e shk\u00ebputur nga politika n\u00eb p\u00ebrgjith\u00ebsi dhe nga qeveria n\u00eb ve\u00e7anti. Ne presim nga media q\u00eb t\u00eb luaj\u00eb rolin e rojtarit (watchdog) dhe v\u00ebn\u00ebsit p\u00ebrpara p\u00ebrgjegj\u00ebsis\u00eb t\u00eb qeveris\u00eb dhe institucioneve shtet\u00ebrore p\u00ebr keqfunksionimin e tyre apo p\u00ebr abuzime e shp\u00ebrdorime nd\u00ebrkoh\u00eb q\u00eb nj\u00ebherazi kemi nj\u00eb media shtet\u00ebrore. Me pak fjal\u00eb shteti apo qeveria jan\u00eb pala e dyshuar, versioni i tyre duhet marr\u00eb me rezerva e verifikuar sepse kan\u00eb interesa q\u00eb nuk p\u00ebrputhen detyrimisht me interesat e publikut. Kur qeveria na sjell lajmin me t\u00eb gjitha paragjykimet, p\u00ebrpunimet \u00a0e rrotullimet e pashmangshme q\u00eb do ket\u00eb ky lajm, qeveria faktikisht po e vendos gishtin e saj n\u00eb peshoren e shenjt\u00eb t\u00eb demokracis\u00eb q\u00eb \u00ebsht\u00eb media. Prandaj idealja do t\u00eb ishte q\u00eb gazetar\u00ebt t\u00eb mos punojn\u00eb p\u00ebr shtetit dhe taksapaguesit t\u00eb mos detyrohen t\u00eb subvencionojn\u00eb lajmet dhe programet e qeveris\u00eb q\u00eb shpesh rezultojn\u00eb n\u00eb propagand\u00eb.<\/p>\n<p>Prandaj n\u00eb parim ne nuk duhet t\u00eb tregohemi entuziast\u00eb p\u00ebr nj\u00eb media shtet\u00ebrore si burim informacioni p\u00ebr publikun, sidomos kur e dim\u00eb q\u00eb ka boll kanale t\u00eb tjera p\u00ebr ta informuar publikun. N\u00eb t\u00eb nj\u00ebjt\u00ebn m\u00ebnyr\u00eb sikurse prej koh\u00ebsh kemi hequr dor\u00eb nga publikimi i nj\u00eb gazete komb\u00ebtare nga shteti, ashtu duhet t\u00eb heqim dor\u00eb nga nj\u00eb media elektronike shtet\u00ebrore e aq m\u00eb tep\u00ebr nga nj\u00eb agjenci lajmesh shtet\u00ebrore. N\u00eb nj\u00eb shoq\u00ebri t\u00eb liberal-demokracis\u00eb, informacioni, arg\u00ebtimi dhe kultura mund t\u00eb jen\u00eb vet\u00ebm private sepse nuk ka liri t\u00eb shprehjes jasht\u00eb tregut t\u00eb lir\u00eb. Nd\u00ebrsa RTK ia ka dal\u00eb t\u00eb mbaj\u00eb nj\u00eb dimension m\u00eb t\u00eb lart\u00eb t\u00eb etik\u00ebs s\u00eb pun\u00ebs dhe profesionalizmit, \u00e7ka e d\u00ebshmon vet\u00eb p\u00ebrqindja e lart\u00eb e shikueshm\u00ebris\u00eb dhe e besueshm\u00ebris\u00eb q\u00eb ka n\u00eb publik, RTSH \u00ebsht\u00eb thjesht nj\u00eb instrument propagande i mazhoranc\u00ebs cilado qoft\u00eb ajo. Kjo do t\u00eb thot\u00eb q\u00eb linja redaksionale reflektonte kompozimin e parlamentet n\u00eb at\u00eb legjislatur\u00eb.<\/p>\n<p>Situata \u00ebsht\u00eb akoma m\u00eb absurde n\u00eb Shqip\u00ebri ku shteti jo vet\u00ebm ka nj\u00eb medium elektronik, por ka edhe nj\u00eb agjenci lajmesh me buxhet t\u00eb majm\u00eb m\u00eb vete q\u00eb quhet Agjencia Telegrafike Shqiptare. \u00a0K\u00ebto agjenci shtet\u00ebrore t\u00eb informacionit si ATSH e Shqip\u00ebris\u00eb, Tanjug e Serbis\u00eb, Itar-Tass e Rusis\u00eb, Xinhua e Kin\u00ebs e t\u00eb tjera t\u00eb ngjashme, jan\u00eb mbeturina t\u00eb komunizmit, t\u00eb nj\u00eb epoke ku informacioni filtrohej e censurohej nga qeveria e propaganda p\u00ebrpunohej e shitej si lajm tek qytetar\u00ebt e rob\u00ebruar. M\u00eb p\u00ebrpara informacioni q\u00eb dilte nga k\u00ebto agjenci shtet\u00ebrore informacioni konsiderohej si q\u00ebndrim zyrtar i shtetit mir\u00ebpo sot q\u00eb institucionet shtet\u00ebrore kan\u00eb z\u00ebdh\u00ebn\u00ebsit e vet t\u00eb shtypit, zyra t\u00eb komunikimit, faqje interneti \u00a0e rrjete sociale, nuk shkon m\u00eb njeri tek agjencit\u00eb shtet\u00ebrore p\u00ebr t\u00eb marr\u00eb q\u00ebndrimet shtet\u00ebrore. Faktikisht pothuaj asnj\u00eb media n\u00eb Shqip\u00ebri nuk i referohet ATSh-s\u00eb p\u00ebr lajmet e para q\u00eb dalin, dhe taksapaguesit vazhdojn\u00eb ende q\u00eb t\u00eb paguajn\u00eb p\u00ebr ekzistenc\u00ebn e k\u00ebtij relikti historik, vet\u00ebm e vet\u00ebm se partit\u00eb n\u00eb pushtet e kan\u00eb p\u00ebrdorur si streh\u00eb pun\u00ebsimi p\u00ebr t\u00eb shp\u00ebrblyer militant\u00ebt e zellsh\u00ebm.<\/p>\n<p>Nj\u00eb tjet\u00ebr shkak p\u00ebrse duhen privatizuar kanalet shtet\u00ebrore \u00ebsht\u00eb p\u00ebr t\u00eb shmangur deformimin q\u00eb i b\u00ebjn\u00eb ata tregut. Konkretisht prania e tyre ka nj\u00eb efekt shtremb\u00ebrues p\u00ebr peizazhin mediatik n\u00eb vend pasi k\u00ebto kanale nuk jan\u00eb t\u00eb ekspozuar ndaj tregut dhe p\u00ebr rrjedhoj\u00eb jan\u00eb m\u00eb pak t\u00eb p\u00ebrgjegjshme ndaj k\u00ebrkesave t\u00eb konsumator\u00ebve t\u00eb medias. Po ashtu duke qen\u00eb t\u00eb subvencionuara nga parat\u00eb tona k\u00ebto media p\u00ebrb\u00ebjn\u00eb nj\u00eb konkurrenc\u00eb t\u00eb pandershme p\u00ebr kompanit\u00eb mediatike private t\u00eb cilat, n\u00eb rrethana t\u00eb tjera do t\u00eb ishin m\u00eb t\u00eb konsoliduara e m\u00eb t\u00eb suksesshme po mos t\u00eb kishin konkurrenc\u00eb nga mediat shtet\u00ebrore. Rasti m\u00eb tipik \u00ebsht\u00eb efekti dumping q\u00eb ka n\u00eb krahun e pun\u00ebs s\u00eb gazetar\u00ebve n\u00eb Kosov\u00eb ku RTK ofron rroga shum\u00eb m\u00eb t\u00eb mira sesa sektori privat duke b\u00ebr\u00eb q\u00eb k\u00ebto televizione private t\u00eb ken\u00eb hemorragji t\u00eb vazhdueshme sa her\u00eb hapen vende t\u00eb reja n\u00eb RTK. Pra si argumente n\u00eb favor t\u00eb privatizimit t\u00eb RTSH dhe RTK duhen patur parasysh argumentet ekonomik\u00eb q\u00eb jan\u00eb p\u00ebrmbushja e k\u00ebnaq\u00ebsis\u00eb dhe e interesave t\u00eb konsumatorit, eliminimi i subvencioneve t\u00eb taksapaguesve dhe sigurimi i nj\u00eb konkurrence neutrale n\u00eb tregjet mediatike.<\/p>\n<p>Ne sot faktikisht nuk kemi luksin q\u00eb t\u00eb kemi nj\u00eb televizion publik. Kemi nj\u00eb borxh publik n\u00eb rritjen e deficit buxhetor n\u00eb thellim, n\u00eb t\u00eb dy shtetet e banuara nga shqiptar\u00ebt. V\u00ebshtir\u00eb se do ia dalim ndonj\u00ebher\u00eb q\u00eb ta shlyejm\u00eb at\u00eb borxh apo ndalim deficitin n\u00ebse nuk fillojm\u00eb t\u00eb ulim shpenzimet buxhetore jothelb\u00ebsore sikurse jan\u00eb mediat elektronike shtet\u00ebrore apo akoma m\u00eb keq agjencia telegrafike shqiptare. Buxheti i RTK-s\u00eb p\u00ebr shembull financohet nga buxheti i qeveris\u00eb me shum\u00ebn 0.7% q\u00eb me buxhetin e ri prej 2 miliard\u00ebsh p\u00ebrkthehet n\u00eb 14 milion\u00eb euro p\u00ebr nj\u00eb sh\u00ebrbim publik t\u00eb panevojsh\u00ebm e t\u00eb padobish\u00ebm q\u00eb d\u00ebmton tregun mediatik. Ve\u00e7 mund t\u00eb imagjinohet kostoja oportune e p\u00ebrvitshme p\u00ebr shoq\u00ebrin\u00eb e gjith\u00eb k\u00ebtyre parave t\u00eb \u00e7uara d\u00ebm po t\u00eb ishin shpenzuar n\u00eb arsim, sh\u00ebndet\u00ebsi, shkenc\u00eb, sport e kultur\u00eb. Me gjith\u00eb k\u00ebto para t\u00eb harxhuara kot gjat\u00eb gjith\u00eb k\u00ebtyre viteve mund t\u00eb ishin nd\u00ebrtuar tashm\u00eb salla koncertale, arena festivalesh, stadiume t\u00eb reja, pallate t\u00eb mbyllura t\u00eb sporteve, muze t\u00eb shkenc\u00ebs, parqe zoologjik\u00eb e botanik\u00eb etj. etj., q\u00eb i mungojn\u00eb aq shum\u00eb Kosov\u00ebs.
