Kjo kampanj\u00eb ofensive prodhoi dy rezultate negative p\u00ebr Kosov\u00ebn. E para, disa shtete t\u00eb vogla t\u00ebrhoq\u00ebn njohjet e tyre p\u00ebr shtet\u00ebsin\u00eb e Kosov\u00ebs dhe e dyta, p\u00ebrpjekjet e Serbis\u00eb p\u00ebr t\u00eb penguar an\u00ebtar\u00ebsimin e Kosov\u00ebs n\u00eb Interpol ishin t\u00eb suksesshme. Pas k\u00ebsaj, Kosova nuk arriti t\u2019i merrte dy t\u00eb tretat e votave t\u00eb nevojshme dhe p\u00ebr her\u00eb t\u00eb tret\u00eb n\u00eb d\u00ebshtoi t\u00eb b\u00ebhet an\u00ebtare e k\u00ebsaj organizate. N\u00eb kthim, Kosova vendosi q\u00eb produktet serbe dhe boshnjake t\u2019i taksoj\u00eb 100%.<\/p>\n<p>N\u00eb fillim u mendua se Serbia dhe Kosova thjesht po mundohen q\u00eb p\u00ebrmes veprimeve t\u00eb tilla diplomatike t\u00eb konsolidonin pozicionet e veta gjegj\u00ebse n\u00eb vigjilje t\u00eb negociatave p\u00ebr arritjen e nj\u00eb marr\u00ebveshjeje. Sipas p\u00ebrkrah\u00ebsve t\u00eb dialogut kjo marr\u00ebveshje p\u00ebrfundimtare dhe gjith\u00ebp\u00ebrfshir\u00ebse do t\u00eb normalizonte marr\u00ebdh\u00ebniet Kosov\u00eb-Serbi. P\u00ebrve\u00e7 k\u00ebsaj, arritja e nj\u00eb akordi do t\u00eb krijonte kushtet q\u00eb k\u00ebto dy vende ta ken\u00eb t\u00eb mundur t\u00eb bashk\u00ebpunojn\u00eb me nj\u00ebra-tjetr\u00ebn n\u00eb terma afatgjat\u00eb si dy fqinj\u00eb t\u00eb mir\u00eb. Ataku diplomatik i Serbis\u00eb dhe kund\u00ebrp\u00ebrgjigja e Kosov\u00ebs u ideuan si taktika t\u00eb cilat do t\u00eb form\u00ebsonin terrenin negociator q\u00eb do t\u00eb favorizonte q\u00ebllimet strategjike t\u00eb t\u00eb dyja vendeve.<\/p>\n<p>Por aspekti taktik i k\u00ebtyre veprimeve nuk pati p\u00ebr q\u00ebllim vet\u00ebm forcimin e pozicionit negociator n\u00eb nivel t\u00eb jasht\u00ebm dhe shtet\u00ebror. K\u00ebto veprime synuan t\u00eb kock\u00ebzojn\u00eb edhe pozicionet e akter\u00ebve politik\u00eb karshi nj\u00ebri-tjetrit n\u00eb politika t\u00eb brendshme. Fushata e Serbis\u00eb kund\u00ebr Kosov\u00ebs n\u00eb anulim t\u00eb njohjeve dhe pengimi i saj p\u00ebr t\u2019u an\u00ebtar\u00ebsuar n\u00eb Interpol u sh\u00ebrbeu udh\u00ebheq\u00ebsve politik\u00eb n\u00eb vend. P\u00ebrmes agresivitetit kund\u00ebr Kosov\u00ebs, lidershipi aktual n\u00eb Serbi mundohet q\u00eb t\u00eb bind\u00eb opinionin dhe opozitar\u00ebt se nuk ka hequr dor\u00eb nga Kosova dhe se ata jan\u00eb politikan\u00ebt m\u00eb adekuat\u00eb p\u00ebr t\u00eb mbrojtur interesat serbe n\u00eb Kosov\u00eb.<\/p>\n<p>Manovrimet e tilla taktike ishin sidomos t\u00eb nevojshme p\u00ebr Qeverin\u00eb e Kosov\u00ebs. Para se t\u00eb merrte vendimin p\u00ebr t\u00eb taksuar produktet serbe dhe boshnjake, p\u00ebr shkak t\u00eb disa skandaleve, Qeveria e Kosov\u00ebs g\u00ebzonte nj\u00eb pranueshm\u00ebri shum\u00eb t\u00eb zbeht\u00eb qytetare. Lista e fryr\u00eb e Veteran\u00ebve t\u00eb Luft\u00ebs, humbja e 53 milion\u00eb eurove ndaj Bechtel Enkas dhe ngritja e pag\u00ebs s\u00eb Kryeministrit p\u00ebr vete ishin vet\u00ebm disa nga momentet q\u00eb definuan nj\u00ebvje\u00e7arin e Qeveris\u00eb Haradinaj.<\/p>\n<p>P\u00ebr m\u00eb keq, q\u00eb nga bojkoti i List\u00ebs Serbe ky koalicion qeveris\u00ebs n\u00eb Kuvend nuk i ka 61 votat e nevojshme p\u00ebr t\u2019i votuar ligjet. Pra b\u00ebhet fjal\u00eb p\u00ebr nj\u00eb legjitimitet jo shum\u00eb solid. P\u00ebr t\u00eb avancuar p\u00ebrpara me agjend\u00ebn e vet, k\u00ebsaj Qeverie i duhet bashk\u00ebpunim me parti opozitare, si\u00e7 \u00ebsht\u00eb rasti me PSD-n\u00eb n\u00eb votimin e buxhetit. Ligji p\u00ebr Ushtrin\u00eb dhe vendimi p\u00ebr taks\u00ebn i dhan\u00eb infuzionin e munguar popullor k\u00ebsaj Qeverie. Taksa erdhi mu n\u00eb k\u00ebt\u00eb situat\u00eb t\u00eb pafavorshme p\u00ebr Qeverin\u00eb.<\/p>\n<p>N\u00eb aspektin diplomatik kjo taktik\u00eb i ka ndihmuar Kosov\u00ebs q\u00eb t\u00eb gjej\u00eb nj\u00eb p\u00ebrgjigje p\u00ebr ofensiv\u00ebn e Serbis\u00eb n\u00eb rrafshin nd\u00ebrkomb\u00ebtar. Nd\u00ebrkoh\u00eb q\u00eb n\u00eb politik\u00ebn e brendshme taksa ka sh\u00ebrbyer si stabilizues i Qeveris\u00eb. N\u00eb k\u00ebt\u00eb nivel, taksa ka gjeneruar disa rezultate t\u00eb mira. Por Kryeministri Haradinaj po k\u00ebmb\u00ebngul se taksa nuk do t\u00eb hiqet deri n\u00eb njohje nga Serbia. Ai \u00ebsht\u00eb i bindur se taksa \u00ebsht\u00eb mjaftuesh\u00ebm e fort\u00eb p\u00ebr t\u00eb ushtruar trysni mbi Serbi. Megjithat\u00eb, Serbia ka kapacitete q\u00eb ta p\u00ebrballoj\u00eb k\u00ebt\u00eb mas\u00eb tarifore p\u00ebr shkak q\u00eb eksportet serbe n\u00eb Kosov\u00eb p\u00ebrb\u00ebjn\u00eb m\u00eb pak se 3% t\u00eb totalit t\u00eb eskportit t\u00eb Serbis\u00eb. N\u00eb matematika t\u00eb tilla, kalkulimet se taksa mund t\u00eb sjell\u00eb njohje jan\u00eb shum\u00eb pak t\u00eb gjasshme n\u00eb terren.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, garantuesi i dialogut, ShBA-t\u00eb, p\u00ebrmes deklaratave dhe dokumenteve t\u00eb nj\u00ebpasnj\u00ebshme zyrtare po k\u00ebrkojn\u00eb q\u00eb taksa t\u00eb pezullohet n\u00eb m\u00ebnyr\u00eb q\u00eb t\u2019i jepet rast dialogut me Serbin\u00eb. ShBA-t\u00eb e kan\u00eb b\u00ebr\u00eb t\u00eb ditur se negociatat nuk mund fillojn\u00eb pa u suspenduar taksa. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, ShBA-t\u00eb e ka\u00eb b\u00ebr\u00eb publik q\u00ebllimin e tyre strategjik se njohja reciproke mes Kosov\u00ebs dhe Serbis\u00eb \u00ebsht\u00eb skenari q\u00eb do t\u2019i jepte fund kontestit mes tyre. N\u00eb k\u00ebt\u00eb gjendje, dialogu nuk mund t\u00eb filloj\u00eb, kurse njohja nuk mund t\u00eb arrihet.<\/p>\n<p>Si\u00e7 po e shohim, kjo taktik\u00eb ka prekur kufijt\u00eb e mund\u00ebsive t\u00eb veta dhe ka filluar t\u00eb jet\u00eb kund\u00ebrproduktive. Q\u00ebllimi strategjik i njohjes po v\u00ebshtir\u00ebsohet nga taktika e taks\u00ebs. Si\u00e7 e tha ish-diplomati amerikan, James Hooper, Kosova po sakrifikon q\u00ebllimet e m\u00ebdha strategjike n\u00eb k\u00ebmbim t\u00eb fitoreve t\u00eb vogla taktike. Sipas tij rreziku strategjik nga kjo taktik\u00eb e Haradinaj \u00ebsht\u00eb i dyfisht\u00eb. I pari, njohja b\u00ebhet gjithnj\u00eb e m\u00eb distante. Humbja prej 3% e totalit t\u00eb eksportit nuk \u00ebsht\u00eb edhe aq mas\u00eb e v\u00ebshtir\u00eb p\u00ebr t\u2019u p\u00ebrballuar nga Serbia. Ajo \u00ebsht\u00eb p\u00ebrballur edhe me presione m\u00eb t\u00eb m\u00ebdha dhe nuk ka ndryshuar q\u00ebndrim rreth njohjes s\u00eb Kosov\u00ebs. Masat koercive si taksa v\u00ebshtir\u00eb se mund ta ekstraktojn\u00eb nj\u00eb vendim q\u00eb duhet t\u00eb jet\u00eb i vullnetsh\u00ebm dhe demokratik.<\/p>\n<p>E dyta, Kosova rrezikon asistenc\u00ebn e amerikan\u00ebve. Mungesa e mb\u00ebshtetjes amerikane do t\u00eb kishte efekte direkte negative n\u00eb t\u00eb gjitha nivelet. Dihet se ligji q\u00eb shnd\u00ebrroi FSK-n\u00eb n\u00eb ushtri u b\u00eb i mundur nga ShBA-t\u00eb, p\u00ebrkund\u00ebr faktit se Sekretari i P\u00ebrgjithsh\u00ebm i NATO-s doli kund\u00ebr. Poashtu, reforma q\u00eb FSK-n\u00eb e shnd\u00ebrron n\u00eb ushtri q\u00eb zgjat\u00eb nj\u00eb dekad\u00eb nuk \u00ebsht\u00eb e mundur pa mb\u00ebshtetjen e ShBA-ve. Vizita e Gjeneralit Christopher Connor e paralajm\u00ebruar p\u00ebr 11 vjetorin e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs ishte anuluar p\u00ebr shkak t\u00eb refuzimit t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr t\u00eb pezulluar taks\u00ebn. Ky \u00ebsht\u00eb nj\u00eb paralajm\u00ebrim p\u00ebr masa m\u00eb t\u00eb r\u00ebnda. Meqen\u00ebse ndihma amerikane p\u00ebr Ushtrin\u00eb \u00ebsht\u00eb edhe financiare dhe materiale, nd\u00ebrprerja eventuale e saj do t\u00eb kishte pasoja afatgjate.<\/p>\n<p>ShBA-t\u00eb e kan\u00eb b\u00ebr\u00eb t\u00eb ditur shum\u00eb her\u00eb jav\u00ebve t\u00eb fundit se dialogu duhet t\u00eb filloj\u00eb. P\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb shum\u00eb vite ShBA-t\u00eb po flasin n\u00eb terma eksplicit\u00eb diplomatik\u00eb, duke th\u00ebn\u00eb se arritja e nj\u00eb marr\u00ebveshje mes Kosov\u00ebs dhe Serbis\u00eb \u00ebsht\u00eb interes nacional amerikan. D\u00ebshtimi i dialogut \u00ebsht\u00eb d\u00ebshtim i agjend\u00ebs amerikane dhe cenim i interesave t\u00eb tyre. K\u00ebsisoj, amerikan\u00ebt jan\u00eb b\u00ebr\u00eb m\u00eb agresiv\u00eb n\u00eb k\u00ebmb\u00ebnguljen e tyre p\u00ebr pezullimin e taks\u00ebs.<\/p>\n<p>Kosova \u00ebsht\u00eb 10 vite larg nd\u00ebrtimit t\u00eb plot\u00eb t\u00eb ushtris\u00eb dhe ndihma ushtarake amerikane \u00ebsht\u00eb qen\u00ebsore. Rrezikimi i marr\u00ebdh\u00ebnieve me ShBA-t\u00eb do t\u00eb prodhonte pasoja t\u00eb r\u00ebnda p\u00ebr t\u00eb ardhmen e Kosov\u00ebs. Mjafton t\u00eb pushoj\u00eb kjo p\u00ebrkrahje dhe Kosova mbetet pa institucionin q\u00eb do t\u00eb mund ta mbronte integritetin e vendit n\u00eb rrethana t\u00eb agresionit t\u00eb jasht\u00ebm. Mund t\u00eb themi se amerikan\u00ebt po d\u00ebrgojn\u00eb sinjale t\u00eb qarta se n\u00ebse nuk pezullohet taksa, pezullohet reforma q\u00eb e pajis Kosov\u00ebn me ushtri.<\/p>\n<p>Por masa t\u00eb tilla nga ShBA-t\u00eb pritet t\u00eb afektojn\u00eb edhe sektor\u00eb t\u00eb tjer\u00eb, si\u00e7 \u00ebsht\u00eb ai i drejt\u00ebsis\u00eb dhe i politik\u00ebs s\u00eb jashtme. Afirmimi nd\u00ebrkomb\u00ebtar i Kosov\u00ebs \u00ebsht\u00eb gati i pamundur pa mb\u00ebshtetjen e ShBA-ve. Pa p\u00ebrkrahjen e amerikan\u00ebve Kosova nuk mund t\u00eb an\u00ebtar\u00ebsohet n\u00eb asnj\u00eb organizat\u00eb nd\u00ebrkomb\u00ebtare. P\u00ebr m\u00eb keq, pa lobin amerikan v\u00ebshtir\u00eb q\u00eb Kosova do t\u00eb mund t\u00eb merrte ndonj\u00eb njohje substanciale nga ndonj\u00eb shtet tjet\u00ebr.<\/p>\n<p>Pa mb\u00ebshtetjen amerikane, relacionet dypal\u00ebshe me shtete t\u00eb tjera dhe an\u00ebtar\u00ebsimi n\u00eb organizatat shum\u00ebpal\u00ebshe do t\u00eb ishte i pamundur. ShBA-t\u00eb vazhdojn\u00eb ta asistojn\u00eb Kosov\u00ebn me kapacitete diplomatike q\u00eb e b\u00ebjn\u00eb afirmimin e saj nd\u00ebrkomb\u00ebtar m\u00eb shum\u00eb nj\u00eb plan konkret sesa nj\u00eb d\u00ebshir\u00eb t\u00eb larg\u00ebt. ShBA-t\u00eb kan\u00eb marr\u00eb p\u00ebrsip\u00ebr k\u00ebt\u00eb pun\u00eb. Strategjia amerikane q\u00eb synon t\u00eb konsolidoj\u00eb nj\u00eb Kosov\u00eb sovrane dhe t\u00eb pavarur \u00ebsht\u00eb ende n\u00eb takt. \u00c7far\u00eb ka ndryshuar \u00ebsht\u00eb taktika e tyre p\u00ebr p\u00ebrfundimin e nj\u00eb problemi t\u00eb trash\u00ebguar nga kat\u00ebr administrata amerikane. Por p\u00ebr dallim prej taktik\u00ebs t\u00eb Qeveris\u00eb Kosov\u00ebs, taktika amerikane \u00ebsht\u00eb ende n\u00eb p\u00ebrputhje me strategjin\u00eb e tyre t\u00eb madhe.<\/p>\n<p>Prandaj insistimi i Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr t\u00eb refuzuar me \u00e7do kusht pezullimin e taks\u00ebs duhet t\u00eb rimendohet. K\u00ebrkesa amerikane p\u00ebr pezullim t\u00eb taks\u00ebs nuk duhet t\u00eb shihet si kapitullim para Serbis\u00eb, por si hap q\u00eb mund\u00ebson nisjen e nj\u00eb dialogu t\u00eb udh\u00ebhequr nga partneri m\u00eb i q\u00ebndruesh\u00ebm i Kosov\u00ebs, ShBA-t\u00eb, dhe q\u00eb me shum\u00eb gjas\u00eb do t\u00eb rezultonte me njohje reciproke mes dy vendeve. Ky ka qen\u00eb q\u00ebllimi i madh strategjik i t\u00eb gjitha rretheve t\u00eb dialogut t\u00eb deritanish\u00ebm dhe nuk guxon t\u00eb ndryshoj\u00eb.
