Kjo nuk v\u00ebrehet askund m\u00eb mir\u00eb se sa n\u00eb Ballkanin Per\u00ebndimor, ku Kina dhe Rusia kan\u00eb shfryt\u00ebzuar diplomacin\u00eb e vaksinave p\u00ebr t\u00eb p\u00ebrforcuar rolet e tyre n\u00eb rajon.<\/em><\/p>\n<p>Pandemia e koronavirusit ka kontribuuar n\u00eb d\u00ebmtimin jo vet\u00ebm t\u00eb demokracis\u00eb n\u00ebp\u00ebr bot\u00eb, por gjithashtu t\u00eb besueshm\u00ebris\u00eb s\u00eb BE-s\u00eb n\u00eb n\u00eb Ballkanin Per\u00ebndimor. Kjo \u00ebsht\u00eb nj\u00eb m\u00eb shum\u00eb prej problemeve me t\u00eb cilat tashm\u00eb ballafaqohet politika e ngath\u00ebt e zgjerimit e BE-s\u00eb n\u00eb nj\u00eb koh\u00eb t\u00eb rritjes s\u00eb konkurrenc\u00ebs gjeopolitike. Pandemia ka ilustruar qart\u00eb ndryshimet globale t\u00eb pushtetit dhe ka sprovuar edhe nj\u00ebher\u00eb politik\u00ebn e jashtme t\u00eb BE-s\u00eb.<\/p>\n<p>Kjo nuk v\u00ebrehet askund m\u00eb mir\u00eb se sa n\u00eb Ballkanin Per\u00ebndimor. Aty, fuqit\u00eb globale si Kina dhe Rusia kan\u00eb shfryt\u00ebzuar\u00a0<a href=\"https:\/\/foreignpolicy.com\/2021\/04\/29\/vaccine-geopolitics-diplomacy-israel-russia-china\/\" target=\"_blank\" rel=\"noopener\">diplomacin\u00eb e vaksinave<\/a>\u00a0p\u00ebr t\u00eb p\u00ebrforcuar rolet e tyre gjeopolitike n\u00eb rajon n\u00eb d\u00ebm t\u00eb fuqive per\u00ebndimore si Shtetet e Bashkuara dhe BE-ja.<\/p>\n<p>N\u00eb \u00e7ererkun e par\u00eb t\u00eb 2021, p\u00ebrderisa Uashingtoni ndalonte eksportin e vaksinave, shtetet an\u00ebtare t\u00eb BE-s\u00eb fillimisht pat\u00ebn telashe me vaksinimin e popullatave t\u00eb veta dhe kryesisht d\u00ebshtuan t\u00eb d\u00ebrgonin vaksina vendeve te Ballkanit Per\u00ebndimor. Ndon\u00ebse blloku ka arritur ta ndryshoj\u00eb krejt\u00ebsisht gjendjen me shp\u00ebrndarjen e vaksinave, d\u00ebmi q\u00eb i \u00ebsht\u00eb shkaktuar reputacionit dhe fuqis\u00eb s\u00eb but\u00eb t\u00eb BE-s\u00eb do t\u00eb ket\u00eb implikime n\u00eb p\u00ebrpjekjet p\u00ebr promovimin e demokracis\u00eb n\u00eb rajon n\u00eb vitet n\u00eb vazhdim.<\/p>\n<p>Vet\u00ebm nj\u00eb p\u00ebrpjekje e p\u00ebrbashkuar mes shteteve an\u00ebtare t\u00eb BE-s\u00eb \u2013 s\u00eb bashku me p\u00ebrkrahjen e Uashingtonit \u2013 p\u00ebr t\u00eb mb\u00ebshtetur demokracin\u00eb, ekonomit\u00eb dhe sektor\u00ebt e sh\u00ebndet\u00ebsis\u00eb n\u00eb Ballkanin Per\u00ebndimor do t\u00eb ringjall\u00eb besueshm\u00ebrin\u00eb e dob\u00ebt t\u00eb politik\u00ebs s\u00eb zgjerimit t\u00eb BE-s\u00eb dhe do t\u00eb ndihmoj\u00eb n\u00eb adresimin e sfidave gjeopolitike me t\u00eb cilat ballafaqohet BE-ja n\u00eb rajon.<\/p>\n<p><strong>Koronavirusi dhe promovimi i demokracis\u00eb i BE-s\u00eb p\u00ebrmes zgjerimit<\/strong><\/p>\n<p>Pandemia e koronavirusit ka ndikim negativ t\u00eb trefisht\u00eb n\u00eb p\u00ebrpjekjet e BE-s\u00eb p\u00ebr t\u00eb promovuar demokracin\u00eb n\u00eb Ballkanin Per\u00ebndimor. S\u00eb pari, kriza ka d\u00ebmtuar demokracin\u00eb liberale n\u00eb rajon, nd\u00ebrkoh\u00eb q\u00eb qeverit\u00eb komb\u00ebtare kan\u00eb miratuar masa kufizuese p\u00ebr t\u2019u marr\u00eb me emergjenc\u00ebn sh\u00ebndet\u00ebsore.<\/p>\n<p>S\u00eb dyti, ajo ka d\u00ebmtuar edhe m\u00eb tej besueshm\u00ebrin\u00eb e BE-s\u00eb, e cila ve\u00e7se ka qen\u00eb e ul\u00ebt para pandemis\u00eb, meq\u00eb BE-ja pati telashe me menaxhimin e kriz\u00ebs p\u00ebrbrenda kufijve t\u00eb saj dhe d\u00ebshtoi q\u00eb ta shtrij\u00eb solidaritetin te vendet fqinje. S\u00eb treti, pandemia ka ofruar tok\u00eb pjellore q\u00eb fuqit\u00eb autoritare t\u00eb mbushin zbraz\u00ebtir\u00ebn e l\u00ebn\u00eb nga BE-ja dhe q\u00eb t\u00eb p\u00ebrforcojn\u00eb ndikimin e tyre n\u00eb rajon, duke mbledhur edhe m\u00eb shum\u00eb p\u00ebrkrahje p\u00ebr modelet e tyre alternative politike.<\/p>\n<p>Koronavirusi vjen pas nj\u00eb krize m\u00eb t\u00eb gj\u00ebr\u00eb t\u00eb demokracis\u00eb liberale, por ajo gjithashtu\u00a0<a href=\"https:\/\/freedomhouse.org\/article\/new-report-democracy-under-lockdown-impact-covid-19-global-freedom\" target=\"_blank\" rel=\"noopener\">e ka r\u00ebnduar edhe m\u00eb shum\u00eb<\/a>. Pandemia ka pasur nj\u00eb efekt t\u00eb past\u00ebr negativ n\u00eb gjendjen e demokracis\u00eb n\u00ebp\u00ebr bot\u00eb duke \u00e7uar te kufizime t\u00eb qarta n\u00eb lirit\u00eb themelore, duke rritur p\u00ebrqendrimin e pushtetit te ekzekutivi, si dhe duke zvog\u00ebluar rolet e parlamenteve komb\u00ebtare. Gjeopolitika e vaksinave \u00ebsht\u00eb nj\u00eb tjet\u00ebr manifestim i k\u00ebsaj krize: regjimet autoritare shfryt\u00ebzojn\u00eb dhurimin e vaksinave n\u00eb Ballkanin Per\u00ebndimor dhe zona tjera p\u00ebr t\u00eb d\u00ebmtuar demokracit\u00eb liberale per\u00ebndimore \u2013 ose t\u00eb asaj \u00e7far\u00eb ka mbetur prej tyre.<\/p>\n<p>Edhe pse nuk e ka shkaktuar at\u00eb, koronavirusi ka p\u00ebrshpejtuar kthes\u00ebn joliberale n\u00eb rajon.\u00a0<a href=\"https:\/\/blogs.lse.ac.uk\/europpblog\/2017\/05\/05\/west-is-best-how-stabilitocracy-undermines-democracy-building-in-the-balkans\/\" target=\"_blank\" rel=\"noopener\">Stabilitokrat\u00ebt<\/a>\u00a0si presidenti serb Aleksandar Vu\u00e7iq kan\u00eb shfryt\u00ebzuar pandemin\u00eb p\u00ebr t\u00eb p\u00ebrforcuar kapjen e pushtetit. K\u00ebta lider\u00eb, t\u00eb cil\u00ebt nga Per\u00ebndimi shihen si ofrues t\u00eb stabilitetit nd\u00ebrkoh\u00eb q\u00eb n\u00eb fakt d\u00ebmtojn\u00eb demokracin\u00eb nga brenda, kan\u00eb konfirmuar trendet e\u00a0<a href=\"https:\/\/blogs.lse.ac.uk\/europpblog\/2020\/05\/20\/how-covid-19-is-deepening-democratic-backsliding-and-geopolitical-competition-in-the-western-balkans\/\" target=\"_blank\" rel=\"noopener\">prapakthimit demokratik<\/a>\u00a0duke kufizuar lirin\u00eb e shprehjes, t\u00eb drejt\u00ebn e privacis\u00eb dhe lirin\u00eb e shtypit.<\/p>\n<p>Ballkani Per\u00ebndimor nuk \u00ebsht\u00eb grupi i vet\u00ebm i vendeve ku koronavirusi ka pasur efekt t\u00eb d\u00ebmsh\u00ebm mbi sistemet demokratike t\u00eb sh\u00ebndet\u00ebsis\u00eb, si\u00e7 d\u00ebshmohet edhe te\u00a0<a href=\"https:\/\/epin.org\/wp-content\/uploads\/2021\/04\/EPIN-REPORT_The-effect-of-Covid-on-EU-democracies-1.pdf\" target=\"_blank\" rel=\"noopener\">vendet e BE-s\u00eb.<\/a>\u00a0Megjith\u00ebk\u00ebt\u00eb, demokracit\u00eb m\u00eb t\u00eb dob\u00ebta, sikurse ato n\u00eb Ballkanin Per\u00ebndimor, jan\u00eb p\u00ebrgjith\u00ebsisht m\u00eb t\u00eb prekshme ndaj prirjeve autoritare dhe p\u00ebrkeq\u00ebsimit t\u00eb lirive themelore se sa shtetet me institucione m\u00eb t\u00eb forta demokratike.<\/p>\n<p>Si\u00e7 v\u00ebren nj\u00eb studim p\u00ebr demokracin\u00eb n\u00eb koh\u00eb pandemie, n\u00eb rastin e p\u00ebrgjigjeve politike ndaj koronavirusit \u201cmbrojtja e fuqishme e parimeve demokratike q\u00eb b\u00ebhet n\u00eb koh\u00eb \u2018normale\u2019 i b\u00ebn qeverit\u00eb m\u00eb ngurruese n\u00eb zgjedhjen e politikave kufizuese.\u201d<\/p>\n<p>Meq\u00eb pandemia nuk do t\u00eb jet\u00eb kriza e fundit q\u00eb do t\u00eb godas\u00eb Ballkanin Per\u00ebndimor, p\u00ebrforcimi i cil\u00ebsis\u00eb demokratike dhe sundimit t\u00eb ligjit n\u00eb rajon mund t\u00eb zbus\u00eb ndikimet negative t\u00eb p\u00ebrgjigjeve emergjente t\u00eb qeverive mbi lirit\u00eb individuale dhe t\u00eb reduktoj\u00eb gjasat p\u00ebr t\u00eb ashtuquajturin\u00a0<a href=\"https:\/\/www.v-dem.net\/media\/filer_public\/52\/eb\/52eb913a-b1ad-4e55-9b4b-3710ff70d1bf\/pb_23.pdf\" target=\"_blank\" rel=\"noopener\">prapakthim pandemik<\/a>.<\/p>\n<p>P\u00ebrkrahja e BE-s\u00eb p\u00ebr demokracin\u00eb n\u00eb Ballkanin Per\u00ebndimor \u00ebsht\u00eb m\u00eb e nevojshme se kurr\u00eb. Prap\u00ebseprap\u00eb, politika e zgjerimit e BE-s\u00eb karshi rajonit ka l\u00ebnguar gjat\u00eb dhjet\u00ebvje\u00e7arit t\u00eb fundit, me pak ose fare progres q\u00eb vlen t\u00eb p\u00ebrmendet. Besueshm\u00ebria ka qen\u00eb viktima kryesore pas viteve jokonsistenc\u00eb dhe pasiguri; pandemia vet\u00ebm sa e ka p\u00ebrkeq\u00ebsuar gjendjen.<\/p>\n<p>Gjat\u00eb kriz\u00ebs s\u00eb koronavirusit, politika e zgjerimit t\u00eb BE-s\u00eb ka vazhduar t\u00eb zhg\u00ebnjej\u00eb ata q\u00eb kan\u00eb shpresuar se prospekti i hyrjes n\u00eb BE mund t\u00eb neutralizoj\u00eb ndikimin e forcave autoritare dhe konkurrenc\u00ebs gjeopolitike n\u00eb rajon. P\u00ebrkund\u00ebr nisjes s\u00eb nj\u00eb metodologjie t\u00eb re t\u00eb zgjerimit n\u00eb shkurt 2020 dhe vendimit t\u00eb BE-s\u00eb q\u00eb t\u00eb hap\u00eb bisedimet me Shqip\u00ebrin\u00eb dhe Maqedonin\u00eb e Veriut n\u00eb qershor, negociatat me k\u00ebto dy vende kan\u00eb ngecur q\u00eb prej dhjetorit p\u00ebr shkak t\u00eb\u00a0<a href=\"https:\/\/www.euronews.com\/2020\/11\/12\/bulgaria-quarrel-threatens-to-put-brakes-on-north-macedonia-eu-membership-talks\" target=\"_blank\" rel=\"noopener\">vetos s\u00eb Bullgaris\u00eb<\/a>\u00a0lidhur me mosmarr\u00ebveshjet gjuh\u00ebsore dhe historike.<\/p>\n<p><a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/gac\/2021\/06\/22\/\" target=\"_blank\" rel=\"noopener\">N\u00eb takimin e qershorit t\u00eb k\u00ebtij viti<\/a>, K\u00ebshilli i BE-s\u00eb d\u00ebshtoi edhe nj\u00ebher\u00eb q\u00eb t\u00eb hap\u00eb formalisht negociatat me Shqip\u00ebrin\u00eb dhe Maqedonin\u00eb e Veriut, duke p\u00ebsuar nj\u00eb goditje tjet\u00ebr p\u00ebr besueshm\u00ebrin\u00eb e brisht\u00eb t\u00eb politik\u00ebs europiane t\u00eb zgjerimit.<\/p>\n<p>Gjetk\u00eb n\u00eb rajon, progresi ka ngecur gjithashtu, p\u00ebrfshir\u00eb planet p\u00ebr liberalizimin e vizave p\u00ebr Kosov\u00ebn, p\u00ebrkund\u00ebr faktit q\u00eb Komisioni Evropian konfirmoi disa her\u00eb se Kosova ka p\u00ebrmbushur t\u00eb gjitha standardet e k\u00ebrkuara. Nd\u00ebrsa n\u00eb prill, nj\u00eb hulumtim joformal mbi at\u00eb se si duhet t\u00eb shkohet p\u00ebrpara me\u00a0<a href=\"https:\/\/euobserver.com\/world\/151572\" target=\"_blank\" rel=\"noopener\">Ballkanin Per\u00ebndimor<\/a>, i cili \u00ebsht\u00eb lidhur me presidenc\u00ebn e Sllovenis\u00eb n\u00eb K\u00ebshillin e BE-s\u00eb gjat\u00eb periudh\u00ebs korrik-dhjetor 2021, propozoi ristrukturimin e vendeve t\u00eb rajonit p\u00ebrgjat\u00eb vijave etnoterritoriale.<\/p>\n<p>Ajo skem\u00eb solli nd\u00ebrmend plane t\u00eb tjera p\u00ebr shk\u00ebmbim territoresh, p\u00ebrfshir\u00eb nj\u00eb propozim t\u00eb fundit t\u00eb ish presidentit amerikan, Donald Trump p\u00ebr t\u00eb zgjidhur nj\u00eb mosmarr\u00ebveshje t\u00eb kahershme mes Serbis\u00eb dhe Kosov\u00ebs.<\/p>\n<p>K\u00ebto zhvillime kan\u00eb kontribuuar n\u00eb d\u00ebmtimin e besueshm\u00ebris\u00eb ndaj procesit t\u00eb zgjerimit t\u00eb BE-s\u00eb dhe p\u00ebr pasoj\u00eb efektshm\u00ebrin\u00eb e kushteve demokratike t\u00eb BE-s\u00eb. P\u00ebr shembull, duke folur p\u00ebr vones\u00ebn n\u00eb hapjen e negociatave me vendin e tij, z\u00ebvend\u00ebskryeministri p\u00ebr \u00e7\u00ebshtje evropiane i Maqedonis\u00eb s\u00eb Veriut, Nikola Dimitrov shtroi pyetjen, \u201cRasti i Maqedonis\u00eb s\u00eb Veriut \u00ebsht\u00eb test p\u00ebr besueshm\u00ebrin\u00eb e BE-s\u00eb n\u00eb Ballkanin Per\u00ebndimor: a do t\u2019i mbaj\u00eb BE-ja premtimet e veta?\u201d<\/p>\n<p>P\u00ebrgjigjja negative ndaj k\u00ebsaj pyetjeje mund t\u00eb jet\u00eb fatale p\u00ebr procesin e zgjerimit t\u00eb BE-s\u00eb. S\u00eb fundmi,\u00a0<a href=\"https:\/\/balkaninsight.com\/2021\/06\/26\/eu-enlargement-is-a-strategic-and-shared-interest\/\" target=\"_blank\" rel=\"noopener\">ministrat e jasht\u00ebm t\u00eb presidenc\u00ebs s\u00eb treshes s\u00eb BE-s\u00eb<\/a>\u00a0\u2013 Gjermanis\u00eb, Portugalis\u00eb dhe Sllovenis\u00eb \u2013 i kan\u00eb b\u00ebr\u00eb thirrje BE-s\u00eb q\u00eb t\u00eb mbaj\u00eb premtimet dhe kan\u00eb theksuar q\u00eb \u201c\u00e7\u00ebshtjet dypal\u00ebshe nuk duhet t\u00eb pengojn\u00eb progresin e k\u00ebtij hapi t\u00eb r\u00ebnd\u00ebsis\u00eb themelore p\u00ebr BE-n\u00eb dhe p\u00ebr Ballkanin Per\u00ebndimor.\u201d<\/p>\n<p>Problem shtes\u00eb p\u00ebr zgjerimin e BE-s\u00eb n\u00eb Ballkanin Per\u00ebndimor \u00ebsht\u00eb konkurrenca gjeopolitike, me regjimet autoritare si Kina dhe Rusia t\u00eb gatshme t\u00eb nd\u00ebrhyjn\u00eb dhe t\u00eb mbushin zbraz\u00ebtir\u00ebn e l\u00ebn\u00eb nga BE-ja. \u00c7do d\u00ebshtim i BE-s\u00eb p\u00ebr t\u00eb shp\u00ebrbyler forcat pro demokratike n\u00eb rajon dhe p\u00ebr t\u00eb shfaqur solidaritet me ta ofron mund\u00ebsi tjera p\u00ebr forcat anti demokratike q\u00eb t\u00eb p\u00ebrforcojn\u00eb ndikimin e tyre.<\/p>\n<p><a href=\"https:\/\/eeas.europa.eu\/delegations\/china\/76401\/eu-hrvp-josep-borrell-coronavirus-pandemic-and-new-world-it-creating_en\" target=\"_blank\" rel=\"noopener\">Beteja e narrativ\u00ebve<\/a>\u00a0n\u00eb nivelin global gjat\u00eb vitit t\u00eb fundit ka qen\u00eb posa\u00e7\u00ebrisht e ashp\u00ebr n\u00eb Ballkanin Per\u00ebndimor. Edhe k\u00ebtu, duket sikur BE-ja po d\u00ebshton. Si\u00e7 u pranua nga 9 ministrat e jasht\u00ebm t\u00eb BE-s\u00eb\u00a0<a href=\"https:\/\/www.euractiv.com\/section\/enlargement\/news\/letter-to-hrvp-borrell-on-western-balkans\/\" target=\"_blank\" rel=\"noopener\">n\u00eb nj\u00eb let\u00ebr<\/a>\u00a0d\u00ebrguar shefit t\u00eb politik\u00ebs s\u00eb jashtme, Josep Borrell n\u00eb mars 2021, \u201cp\u00ebrderisa BE-ja ka mobilizuar p\u00ebrkrahje masive p\u00ebr rajonin, aktor\u00eb t\u00eb tjer\u00eb kan\u00eb qen\u00eb m\u00eb t\u00eb efektsh\u00ebm n\u00eb paraqitjen e p\u00ebrkrahjes s\u00eb tyre dhe k\u00ebshtu kan\u00eb minuar seriozitetin, besueshm\u00ebrin\u00eb dhe perceptimin e solidaritetit ton\u00eb.\u201d<\/p>\n<p><strong>Gjeopolitika e vaksinave n\u00eb Ballkanin Per\u00ebndimor dhe e dob\u00ebsimi i fuqis\u00eb s\u00eb but\u00eb t\u00eb BE-s\u00eb<\/strong><\/p>\n<p>Gjeopolitika e vakisnave e ilustron shum\u00eb bukur k\u00ebt\u00eb fakt. Nj\u00eb prej rajoneve t\u00eb goditura m\u00eb s\u00eb keqi nga koronavirusi, Ballkani Per\u00ebndimor ka p\u00ebrjetuar\u00a0<a href=\"https:\/\/www.economist.com\/graphic-detail\/coronavirus-excess-deaths-tracker\" target=\"_blank\" rel=\"noopener\">nj\u00eb prej shkall\u00ebve m\u00eb t\u00eb m\u00ebdha t\u00eb vdekjeve<\/a>\u00a0n\u00eb bot\u00eb, ve\u00e7an\u00ebrisht n\u00eb Bosnje dhe Hercegovin\u00eb, Maqedoni t\u00eb Veriut dhe Serbi.
