Aty u ndala n\u00eb fusha si pandemia dhe rim\u00ebk\u00ebmbja ekonomike, politikat fiskale, investimet kapitale p\u00ebr zhvillim, dhe teknologjia e bujq\u00ebsia. N\u00eb shkrimin e m\u00ebhersh\u00ebm kam folur p\u00ebr m\u00ebnyrat se si mund t\u00eb p\u00ebrmir\u00ebsohet programi qeveritar pa shtuar kostot. Aty thash\u00eb se m\u00ebnyra kryesore si t\u00eb p\u00ebrmir\u00ebsohet programi \u00ebsht\u00eb p\u00ebrm\u00ebs nd\u00ebrthurjes dhe integrimit (mainstreaming) t\u00eb gjasht\u00eb fushave n\u00eb sa m\u00eb shum\u00eb sektor\u00eb t\u00eb politik\u00ebb\u00ebrjes:<\/p>\n<p>T\u00eb mirat publike, Industrializimi, prodhimi dhe eksporti, Meritokracia, Diaspora, Bashk\u00ebpunimi me Shqip\u00ebrin\u00eb, dhe Interneti. Gjithashtu theksova se duhet njohur fakti se disa fusha nd\u00ebrlidhen ngusht\u00eb me nj\u00ebra tjetr\u00ebn duke krijuar nyje (neksuse) t\u00eb politikave publike si\u00e7 \u00ebsht\u00eb vet\u00eb ballafaqimi me pandemin\u00eb. P\u00ebrs\u00ebri, k\u00ebtu do t\u00eb flas\u00eb p\u00ebr disa politika konkrete n\u00eb fusha t\u00eb ndryshme q\u00eb lidhen me qeverisjen e mir\u00eb dhe qeverisjen lokale q\u00eb mund t\u00eb ndryshohen pa kosto (e ku disa mund t\u00eb ken\u00eb kosto t\u00eb vogla e disa tjera mund t\u00eb jen\u00eb edhe dobiprur\u00ebse).<\/p>\n<p><strong>Qeverisja e mir\u00eb<\/strong><\/p>\n<p>Lidhje me pikat ku flitet p\u00ebr modernizimin e administrat\u00ebs publike, dhe ku thuhet do t\u00eb reformojm\u00eb administrat\u00ebn e sistemit t\u00eb drejt\u00ebsis\u00eb, duhet q\u00eb vler\u00ebsimi i performanc\u00ebs t\u00eb bazohet n\u00eb lakore e jo n\u00eb modelin q\u00eb ka ekzistuar deri m\u00eb tash q\u00eb \u00ebsht\u00eb treguar joefektiv. Te pika mbi avancimin e luft\u00ebs kund\u00ebr korrupsionit, duhet t\u00eb konsiderohet dh\u00ebnia e fuqive prokuroriale Agjencis\u00eb Anti-Korrupsion. Kjo do ta korrektonte gjendjen aktuale ku hallka mes Agjencis\u00eb dhe prokuroris\u00eb nuk funksionon, sepse dosjet q\u00eb p\u00ebrgatiten nga Agjencia p\u00ebrfundojn\u00eb n\u00eb prokurori pa u proceduar m\u00eb tutje. Nj\u00eb Agjenci me mandat m\u00eb t\u00eb fort\u00eb, sipas modelit t\u00eb Singaporit, do t\u00eb ishte m\u00eb efektive n\u00eb luft\u00ebn kund\u00ebr korrupsionit.<\/p>\n<p><strong>Qeverisja Lokale\u00a0<\/strong><\/p>\n<p>Duhet t\u00eb draftohet Ligji p\u00ebr qytetet q\u00eb u ndihmon komunave urbane t\u00eb ofrojn\u00eb sh\u00ebrbime m\u00eb t\u00eb mira. Kjo nd\u00ebrlidhet me Grantin e Kat\u00ebrt p\u00ebr komuna, i cili pjes\u00ebrisht mund t\u00eb rezervohet p\u00ebr investime n\u00eb transport publik dhe gjelb\u00ebrim. Gjithashtu ligji p\u00ebr qytetet ndihmon edhe n\u00eb pik\u00ebn: Promovimi dhe mbrojtja e t\u00eb drejtave t\u00eb komuniteteve, ku mund t\u00eb forcohet kohezion social duke hapur rrug\u00ebn q\u00eb t\u00eb formohen qytete q\u00eb kan\u00eb m\u00eb shum\u00eb se nj\u00eb komun\u00eb, si p\u00ebr shembull Qyteti i Mitrovic\u00ebs q\u00eb i sjell\u00eb bashk\u00eb dy komunat ekzistuese.<\/p>\n<p>Por k\u00ebt\u00eb model mund ta p\u00ebrdorin edhe qytete tjera p\u00ebr t\u00eb sjell\u00eb bashk\u00eb komunat e reja me komunat am\u00eb si psh Viti-Kllokot, Kamenice-Ranillug etj. Natyrisht k\u00ebtu p\u00ebrfshihet edhe Qyteti i Prishtin\u00ebs q\u00eb mund t\u00eb p\u00ebrfshij\u00eb komunat e lidhura ngusht\u00eb me komun\u00ebn e Prishtin\u00ebs si Fush\u00eb Kosova, Obiliqi e Gra\u00e7anica. Kjo pra e ndihmon edhe pik\u00ebn: P\u00ebrmir\u00ebsimi i bashk\u00ebpunimit nd\u00ebr-komunal dhe nd\u00ebrkufitar. Ky ligj hap\u00eb rrug\u00eb edhe p\u00ebr diplomacin\u00eb e qyteteve q\u00eb do t\u00eb ishte nj\u00eb aset p\u00ebr Kosov\u00ebn, e cila \u00ebsht\u00eb vazhdimisht n\u00eb k\u00ebrkim t\u00eb afirmimit diplomatik.<\/p>\n<p>Mund t\u00eb draftohet nj\u00eb ligj i ve\u00e7ant\u00eb p\u00ebr asociacionet e komunave, i cili do t\u2019i inkorporonte vendimet e Gjykat\u00ebs Kushtetuese mbi asociacionin e komunave me shumic\u00eb serbe, si dhe provizionet e tanishme n\u00eb ligjet ekzistuese q\u00eb flasin p\u00ebr asociacione. Ky ligj do t\u00eb hapte rrug\u00eb q\u00eb agjencit\u00eb zhvillimore rajonale (RDA, regional development agencies) t\u00eb konvertohen n\u00eb shtat\u00eb asociacione rajonale q\u00eb e mund\u00ebson funksionimin e tyre edhe pas p\u00ebrfundimit t\u00eb financimit nga jasht\u00eb. Gjithashtu do t\u00eb mund t\u00eb krijoheshin asociacione t\u00eb komunave rurale dhe urbane.<\/p>\n<p>Gjithashtu, mund t\u00eb draftohet nj\u00eb ligj p\u00ebr euroregjionet i cili hap\u00eb rrug\u00eb p\u00ebr bashk\u00ebpunim nd\u00ebrkomunal nd\u00ebrkufitar. Kjo do ta mund\u00ebsonte menaxhimin dhe shfryt\u00ebzimin m\u00eb t\u00eb leht\u00eb t\u00eb resurseve turistike q\u00eb shtrihen n\u00eb disa shtete si\u00e7 jan\u00eb p\u00ebr shembull Alpet Shqiptare. Kjo gjithashtu do t\u00eb hapte rrug\u00eb q\u00eb Kosova t\u00eb propozoj\u00eb p\u00ebrfshirjen e komunave shqiptare n\u00eb Serbi, dhe komunave serbe n\u00eb Kosov\u00eb n\u00eb nj\u00eb euroregjion t\u00eb p\u00ebrbashk\u00ebt ku do t\u00eb mund t\u00eb ngritnin \u00e7\u00ebshtje q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me qeverisje komunale dhe t\u00eb drejtat e pakicave.<\/p>\n<p><strong>Konsiderata shtes\u00eb<\/strong><\/p>\n<p>P\u00ebrve\u00e7 k\u00ebtyre m\u00eb lart\u00eb, duhet planifikim p\u00ebr kontingjenca dhe studim t\u00eb politikave t\u00eb mundshme t\u00eb reja. Qeveria duhet t\u00eb financoj\u00eb nj\u00eb studim mbi m\u00ebsimet e pandemis\u00eb. Kjo p\u00ebr t\u00eb kuptuar se si mund t\u00eb jemi t\u00eb p\u00ebrgatitur p\u00ebr pandemi tjera, si ndikon pandemia n\u00eb arritjen e synimeve t\u00eb qeveris\u00eb (instalim t\u00eb shtetit zhvillimor, reforma n\u00eb arsim etj), dhe si mund t\u2019i shfryt\u00ebzojm\u00eb p\u00ebrvojat e pandemis\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar politik\u00ebb\u00ebrjen.<\/p>\n<p>P\u00ebr shembull, si mund t\u00eb shfryt\u00ebzohet p\u00ebrvoja me m\u00ebsimin onlin\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar qasjen n\u00eb shkollim p\u00ebr f\u00ebmijet me aft\u00ebsi t\u00eb kufizuara dhe f\u00ebmij\u00ebt n\u00eb diaspor\u00eb.
