Por, remitancat nuk kan\u00eb gjithmon\u00eb karakter zhvillimor, n\u00eb shum\u00eb raste remitancat mbjellin papun\u00ebsi, ngecje ekonomike, pa p\u00ebrgjegj\u00ebsi dhe korrupsion. N\u00eb rastin m\u00eb t\u00eb keq, remitancat funksionojn\u00eb sikur l\u00ebmosha q\u00eb u jepet lypsave n\u00eb rrug\u00eb, dhe kjo ndikon n\u00eb rritjen e numrit t\u00eb lypsave, krijohet nj\u00eb arsyje q\u00eb t\u00eb mos k\u00ebrkohet zgjidhje afatgjate, dhe krijohet mund\u00ebsi p\u00ebr aktivitete kriminale. \u00a0Remitancat po ashtu pengojn\u00eb zhvillimin e qytetaris\u00eb aktive dhe zhvillimin e llogaridh\u00ebnies dhe t\u00eb p\u00ebrgjegj\u00ebsis\u00eb politike.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p>Sipas bank\u00ebs Qendrore t\u00eb Kosov\u00ebs, n\u00eb Kosov\u00eb gjat\u00eb vitit 2017 remitancat kan\u00eb sh\u00ebnuar vler\u00ebn \u00a0prej 759.2 milion\u00eb, kurse trendi nd\u00ebr vite \u00ebsht\u00eb n\u00eb rritje, k\u00ebto remitanca n\u00eb Kosov\u00eb kryesisht p\u00ebrdoren p\u00ebr konsum, nj\u00eb fakt q\u00eb \u00ebsht\u00eb kritikuar \u00e7do her\u00eb nga ekonomist\u00ebt \u00a0duke cekur se k\u00ebto remitanca do duheshin p\u00ebrdorur p\u00ebr investime. Sipas statistikave diku rreth 20 p\u00ebrqind e familjeve pranojn\u00eb remitanca, dhe t\u00eb ardhurat mesatare mujore t\u00eb tyre lidhen drejtp\u00ebrdrejt me kontributin e remitancave. Kjo b\u00ebn q\u00eb remitancat n\u00eb Kosov\u00eb t\u00eb ken\u00eb karakter kryesisht humanitar dhe rritja e remitancave m\u00eb shum\u00eb \u00ebsht\u00eb tregues i kriz\u00ebs ekonomike, pasi q\u00eb sa m\u00eb shum\u00eb t\u00eb ket\u00eb kriz\u00eb ekonomike n\u00eb vend, ndihma nga jasht\u00eb b\u00ebhet m\u00eb e domosdoshme.<\/p>\n<p>Se si remitancat por edhe ndihmat e tjera nd\u00ebrkomb\u00ebtare nuk i ndihmojn\u00eb shtetet sot \u00ebsht\u00eb tem\u00eb diskutimi edhe n\u00eb nivelin global. Shum\u00eb ekonomist\u00eb kan\u00eb gjetur nd\u00ebrlidhje negative n\u00eb mes ndihmave q\u00eb pranojn\u00eb shtetet dhe zhvillimit ekonomik respektivisht rritjes s\u00eb GDP-s\u00eb. Kjo \u00ebsht\u00eb v\u00ebrejtur sidomos n\u00eb vendet afrikane q\u00eb kan\u00eb qen\u00eb p\u00ebrfituese t\u00eb ndihmave nd\u00ebrkomb\u00ebtare dhe q\u00eb p\u00ebrkund\u00ebr ndihmave prap\u00eb nuk kan\u00eb sh\u00ebnuar rritje ekonomike t\u00eb pritshme. Ka shum\u00eb raste t\u00eb shteteve q\u00eb nuk kan\u00eb pranuar ndihma nd\u00ebrkomb\u00ebtare financiare por kan\u00eb sh\u00ebnuar progres n\u00eb t\u00eb gjitha fushat dhe kan\u00eb siguruar zhvillim ekonomik p\u00ebr vendin e tyre. N\u00eb k\u00ebt\u00eb kontekst shteti i Kosov\u00ebs besoj \u00ebsht\u00eb shembull tipik ku ndihmat financiare nga jasht\u00eb, qofshin ndihma financiare shtet\u00ebrore ose ndihma p\u00ebrmes remitancave, nuk kan\u00eb treguar rezultat n\u00eb rritjen dhe zhvillimin ekonomik.<\/p>\n<p>Remitancat n\u00eb Kosov\u00eb, n\u00eb aspektin ekonomik p\u00ebrve\u00e7 ndikimit pozitiv, kan\u00eb krijuar edhe efekte negative si p.sh. krijimi i nj\u00eb ekonomie t\u00eb varur nga emigracioni, ulja e participimit t\u00eb fuqis\u00eb pun\u00ebtore n\u00eb tregun e pun\u00ebs, rritja e \u00e7mimeve t\u00eb produkteve etj., dhe e kan\u00eb b\u00ebr\u00eb Kosov\u00ebn m\u00eb pak konkurruese me tregjet e huaja.<\/p>\n<p>Nj\u00eb familje mesatare n\u00eb Kosov\u00eb e cila nuk mund t\u00eb krijoj\u00eb t\u00eb ardhura t\u00eb mjaftueshme p\u00ebr t\u00eb siguruar mir\u00ebqenien pranon remitanca, por kjo familje pavar\u00ebsisht k\u00ebsaj do t\u00eb refuzoj\u00eb p.sh. t\u00eb punoj\u00eb p\u00ebr paga t\u00eb vogla, duke qen\u00eb se e ka t\u00eb garantuar nj\u00eb minimum t\u00eb mir\u00ebqenies nga remitancat, ose n\u00eb rastin tjet\u00ebr nj\u00eb bujk i cili pranon remitanca \u00a0t\u00eb rregullta, ndoshta do t\u00eb refuzoj\u00eb t\u00eb punoj\u00eb tok\u00ebn n\u00ebse fitimi i pritur nuk \u00ebsht\u00eb mbi nivelin e remitancave t\u00eb pranuara.<\/p>\n<p>Problemi rritet sidomos kur dallimi ekonomik n\u00eb mes t\u00eb Kosov\u00ebs dhe shteteve nga vijn\u00eb \u00a0remitancat \u00ebsht\u00eb shum\u00eb i lart\u00eb. Nj\u00eb familjar i cili punon n\u00eb Europ\u00eb merr t\u00eb ardhura mujore deri n\u00eb 10 her\u00eb m\u00eb t\u00eb larta sesa \u00e7\u2019jan\u00eb t\u00eb ardhurat mesatare n\u00eb Kosov\u00eb. N\u00ebse familjari A punon n\u00eb Zvic\u00ebr me nj\u00eb pag\u00eb mesatare, dhe n\u00ebse ai i d\u00ebrgon 10 p\u00ebrqind t\u00eb pag\u00ebs s\u00eb vet mujore familjarit B, familjari B nuk do t\u00eb jet\u00eb i shtyr\u00eb t\u00eb gjej\u00eb pun\u00eb q\u00eb paguhet n\u00ebn mesatare ose sa mesatarja pasi q\u00eb do t\u00eb frik\u00ebsohet se mos humb p\u00ebrkrahjen nga remitancat.<\/p>\n<p>Remitancat po ashtu kan\u00eb ndikim n\u00eb rritjen e \u00e7mimeve t\u00eb konsumit, \u00a0sepse kur blerjet b\u00ebhen nga diaspora, krahasuar me vendet e BE-s\u00eb \u00e7mimet n\u00eb Kosov\u00eb p\u00ebr diaspor\u00ebn duket si t\u00eb ul\u00ebta, dhe kjo krijon mund\u00ebsi q\u00eb furnizuesit \u00a0t\u00eb rrisin \u00e7mimet. P. sh. n\u00ebse nj\u00eb emigrant vendos t\u00eb blej\u00eb nj\u00eb banes\u00eb n\u00eb Kosov\u00eb, \u00e7mimi p\u00ebr met\u00ebr katror i k\u00ebsaj banese \u00ebsht\u00eb shum\u00eb m\u00eb i ul\u00ebt krahasuar me vendet e BE-s\u00eb, \u00a0n\u00eb an\u00ebn tjet\u00ebr shit\u00ebsit duke pasur parasysh q\u00eb ekziston k\u00ebrkesa p\u00ebr banesa nga diaspora, rrisin \u00e7mimet bazuar n\u00eb k\u00ebt\u00eb k\u00ebrkes\u00eb dhe k\u00ebt\u00eb \u00e7mim do ta paguaj\u00eb pastaj edhe banori i Kosov\u00ebs me t\u00eb ardhura t\u00eb ul\u00ebta, mesatare.<\/p>\n<p>Ne aspektin politik, efekti m\u00eb negativ nga remitanca \u00ebsht\u00eb krijimi i qytetaris\u00eb pasive q\u00eb nuk k\u00ebrkon p\u00ebrgjegj\u00ebsi nga qeveria. \u00a0Qytetar\u00ebt e nj\u00eb shteti n\u00eb parim krijojn\u00eb qeveri dhe paguajn\u00eb taksa me kusht q\u00eb qeveria do t\u00eb p\u00ebrkujdeset p\u00ebr mir\u00ebqenien e tyre; pra n\u00ebse qytetar\u00ebt jan\u00eb n\u00eb kriz\u00eb at\u00ebher\u00eb ata s\u00eb pari duhet t\u00eb k\u00ebrkojn\u00eb llogari nga qeverit\u00eb. Por kur qytetar\u00ebt varen nga remitancat, at\u00ebher\u00eb ata automatikisht krijojn\u00eb distanc\u00eb me qeverin\u00eb, dhe n\u00eb vend q\u00eb t\u00eb k\u00ebrkojn\u00eb zgjidhje nga qeveria, \u00a0k\u00ebrkojn\u00eb ndihm\u00eb nga diaspora, ose k\u00ebrkojn\u00eb t\u00eb largohen edhe vet\u00eb nga Kosova duke ndjekur shembullin e familjar\u00ebve t\u00eb tjer\u00eb.<\/p>\n<p>M\u00eb shum\u00eb kemi pjes\u00ebtar\u00eb t\u00eb diaspor\u00ebs t\u00eb cil\u00ebt jan\u00eb kritik\u00eb n\u00eb politikat e Kosov\u00ebs sesa qytetar\u00eb banues n\u00eb Kosov\u00eb. Kjo mund t\u00eb shpjegohet sidomos me faktin q\u00eb k\u00ebta emigrant\u00eb jan\u00eb d\u00ebrgues dhe pagues t\u00eb v\u00ebrtet\u00eb t\u00eb taksave p\u00ebrmes remitancave dhe jan\u00eb parat\u00eb e tyre q\u00eb po keqmenaxhohen nga qeveritar\u00ebt n\u00eb Kosov\u00eb. P\u00ebrve\u00e7 qeveris\u00eb q\u00eb i keqmenaxhon parat\u00eb e diaspor\u00ebs, edhe vet\u00eb pranuesit e remitancave kan\u00eb pjes\u00ebn e tyre t\u00eb fajit, n\u00ebse jo p\u00ebr di\u00e7ka tjet\u00ebr at\u00ebher\u00eb p\u00ebr orientimin e tyre politik dhe mosreagimin ndaj keqp\u00ebrdorimeve. N\u00eb Rumani, ishte diaspora q\u00eb organizoi protesta kund\u00ebr korrupsionit, duke treguar q\u00eb diaspora \u00a0mund t\u00eb jet\u00eb m\u00eb aktive politikisht sesa vet\u00eb qytetar\u00ebt e vendit.<\/p>\n<p>\u00cbsht\u00eb v\u00ebrtetuar q\u00eb problemet n\u00eb Kosov\u00eb nuk kan\u00eb t\u00eb b\u00ebjn\u00eb me munges\u00eb t\u00eb parave. Pas luft\u00ebs miliarda kan\u00eb hyr\u00eb n\u00eb Kosov\u00eb n\u00eb form\u00eb t\u00eb mb\u00ebshtetjeve nd\u00ebrkomb\u00ebtare ose remitancave dhe p\u00ebrve\u00e7 q\u00eb kan\u00eb bler\u00eb paqen sociale, nuk kan\u00eb krijuar zhvillim ekonomik t\u00eb pritsh\u00ebm. Me gjith\u00eb vullnetin e diaspor\u00ebs p\u00ebr t\u00eb ndihmuar Kosov\u00ebn, ndihma e tyre nuk \u00ebsht\u00eb gjithmon\u00eb pozitive, por ka krijuar status quo, ka zgjatur jet\u00ebn e politikan\u00ebve t\u00eb korruptuar n\u00eb Kosov\u00eb, dhe ka krijuar popullat\u00eb pasive.<\/p>\n<p>Zhvillimi ekonomik dhe politik i Kosov\u00ebs nuk ndodh duke u bazuar n\u00eb remitanca dhe ndihma; zhvillimi vjen duke i forcuar institucionet, sistemin politik e social dhe p\u00ebrmes bashk\u00ebveprimit n\u00eb mes qeveris\u00eb dhe qytetaris\u00eb aktive.
