Informata t\u00eb qasshme, statistika, transparenc\u00eb, llogaridh\u00ebnie, pjes\u00ebmarrje qytetare, etj. Koncepte mjaft t\u00eb njohura p\u00ebr shoq\u00ebrin\u00eb kosovare, t\u00eb adaptuara n\u00eb diskursin kund\u00ebr-korrupsion dhe p\u00ebrdoren n\u00eb hap\u00ebsira t\u00eb ndryshme publike, duke filluar nga konferencat e deri te protestat.<\/p>\n<p>Termi \u2018qeverisje e hapur\u2019 nuk ka ndonj\u00eb p\u00ebrkufizim strikt. Shtete t\u00eb ndryshme kan\u00eb hartuar dhe miratuar p\u00ebrkufizime t\u00eb ndryshme q\u00eb u p\u00ebrgjigjen fushave t\u00eb tyre prioritare dhe konteksteve politike dhe kulturore. Prandaj \u2018qeverisja e hapur\u2019 duhet par\u00eb si ideal aspirues dhe strategji konkrete q\u00eb synon t\u2019u siguroj\u00eb qytetar\u00ebve t\u00eb saj mund\u00ebsit\u00eb dhe mjetet e nevojshme p\u00ebr t\u00eb bashk\u00ebvepruar me qeverin\u00eb n\u00eb m\u00ebnyra q\u00eb u p\u00ebrshtaten nevojave t\u00eb tyre dhe stilit t\u00eb tyre t\u00eb jetes\u00ebs n\u00eb fusha t\u00eb ndryshme t\u00eb politikave, qoft\u00eb n\u00eb drejt\u00ebsi, arsim, sh\u00ebndet\u00ebsi, apo t\u00eb tjera. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, qeverisja e hapur ofron nj\u00eb mund\u00ebsi jo vet\u00ebm t\u00eb re por t\u00eb domosdoshme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar bashk\u00ebpunimin dhe komunikimin n\u00eb mes t\u00eb qeveris\u00eb dhe grupeve t\u00eb qytetar\u00ebve.<\/p>\n<\/div>\n<\/div>\n<p>Partneriteti p\u00ebr Qeveri t\u00eb Hapur (ang. OGP), nj\u00eb iniciativ\u00eb shum\u00ebpal\u00ebshe e themeluar n\u00eb vitin 2011, mb\u00ebshtet fuqish\u00ebm iden\u00eb q\u00eb t\u00eb dh\u00ebnat duhet t\u00eb jen\u00eb leht\u00eb t\u00eb qasshme p\u00ebr t\u00eb gjith\u00eb q\u00eb duan t&#8217;i p\u00ebrdorin dhe t\u2019i ndajn\u00eb tutje si\u00e7 d\u00ebshirojn\u00eb. Kjo jo vet\u00ebm q\u00eb siguron q\u00eb qytetar\u00ebt\/et t\u00eb informohen si duhet mbi pun\u00ebn e qeveris\u00eb, por gjithashtu shmang monopolet mbi t\u00eb dh\u00ebnat. P\u00ebr m\u00eb tep\u00ebr, OGP konsideron se temat nd\u00ebrsektoriale si gjinia, diversiteti, gjith\u00ebp\u00ebrfshirja, gjuha dhe qasshm\u00ebria jan\u00eb parime t\u00eb r\u00ebnd\u00ebsishme n\u00eb qeverisjen e hapur. K\u00ebshtu, nj\u00eb qasje e t\u00eb drejtave t\u00eb njeriut \u00ebsht\u00eb thelb\u00ebsore n\u00eb pun\u00ebn e OGP.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, p\u00ebr ta b\u00ebr\u00eb qeverisjen e hapur nj\u00eb realitet t\u00eb preksh\u00ebm, ku transparenca, p\u00ebrgjegj\u00ebsia dhe pjes\u00ebmarrja materializohen me t\u00eb v\u00ebrtet\u00eb, fokusi qendror i OGP q\u00ebndron n\u00eb cil\u00ebsin\u00eb e komunikimit dhe bashk\u00ebpunimit midis organizatave t\u00eb shoq\u00ebris\u00eb civile dhe institucioneve publike. Kjo jo vet\u00ebm q\u00eb n\u00ebnkupton q\u00eb shoq\u00ebria civile t\u00eb monitoroj dhe kritikoj zbatimin e planeve komb\u00ebtare t\u00eb veprimit, por edhe t\u00eb ket\u00eb shk\u00ebmbim t\u00eb ekspertiz\u00ebs midis dy sektor\u00ebve.<\/p>\n<p>Kosova kishte filluar p\u00ebrpjekjet p\u00ebr an\u00ebtar\u00ebsim n\u00eb OGP n\u00eb vitin 2013. P\u00ebr shembull, n\u00eb kuad\u00ebr t\u00eb sfid\u00ebs s\u00eb dyt\u00eb, asaj t\u00eb rritjes s\u00eb integritetit publik, ceket se qeveria e Kosov\u00ebs \u00ebsht\u00eb e p\u00ebrkushtuar drejt p\u00ebrmir\u00ebsimit t\u00eb barazis\u00eb gjinore dhe rritjes s\u00eb pjes\u00ebmarrjes s\u00eb grave n\u00eb administrat\u00ebn publike.<\/p>\n<p>Megjithat\u00eb, ajo cka ende nuk kuptohet prej qeverive n\u00eb vend \u00ebsht\u00eb q\u00eb gjinia si perspektiv\u00eb nd\u00ebrsektoriale duhet t\u00eb pasqyrohet n\u00eb t\u00eb gjitha fushat tematike prioritare. P\u00ebr m\u00eb shum\u00eb, sipas\u00a0<a href=\"https:\/\/www.opengovpartnership.org\/stories\/advancing-ogps-gender-strategy\/\" target=\"_blank\" rel=\"noopener\">strategjis\u00eb gjinore t\u00eb OGP<\/a>, nga shtetet (an\u00ebtare dhe ato q\u00eb synojn\u00eb an\u00ebtar\u00ebsimin) pritet q\u00eb grupet e grave t\u00eb marrin pjes\u00eb plot\u00ebsisht n\u00eb procesin e kokrijimit t\u00eb OGP, q\u00eb t\u00eb ket\u00eb angazhim p\u00ebr t\u00eb luftuar dhun\u00ebn me baz\u00eb gjinore, dhe t\u00eb sigurojn\u00eb q\u00eb z\u00ebrat dhe pjes\u00ebmarrja e grave n\u00eb krijimin e politikave t\u00eb p\u00ebrmir\u00ebsohet.<\/p>\n<p>Nisma e re e Kosov\u00ebs p\u00ebr t&#8217;u an\u00ebtar\u00ebsuar n\u00eb OGP q\u00eb \u00ebsht\u00eb duke u zhvilluar dhe Plani i ri Komb\u00ebtar i Veprimit q\u00eb \u00ebsht\u00eb duke u hartuar, duhet q\u00eb jo vet\u00ebm t\u00eb reflektoj n\u00eb pikat e m\u00ebparshme, por t\u00eb merren m\u00eb tej n\u00eb konsiderat\u00eb parimet thelb\u00ebsore t\u00eb qeverisjes s\u00eb hapur.<\/p>\n<p>Kosova ka nj\u00eb baz\u00eb t\u00eb fort\u00eb ligjore sa i p\u00ebrket liris\u00eb s\u00eb informacionit. K\u00ebto ligje t\u00eb njohura edhe si \u201csunshine la\u00ebs\u201d, n\u00eb bot\u00ebn per\u00ebndimore u miratuan me q\u00ebllim t\u00eb inkurajimit t\u00eb nj\u00eb kulture transparente, t\u00eb arritshme dhe t\u00eb p\u00ebrgjegjshme.<\/p>\n<p>K\u00ebto ligje n\u00eb Kosov\u00eb p\u00ebrfshijn\u00eb: Ligjin p\u00ebr Qasjen n\u00eb Dokumente Zyrtare, Ligjin p\u00ebr Mbrojtjen e Informator\u00ebve, Ligjin p\u00ebr Parandalimin e Konfliktit t\u00eb Interesit n\u00eb Ushtrimin e Funksionit Publik, Ligjin p\u00ebr Financimin e Partive Politike, dhe Ligjin p\u00ebr Deklarimin, Prejardhjen dhe Kontrollin e Pasuris\u00eb t\u00eb Zyrtar\u00ebve t\u00eb Lart\u00eb Publik\u00eb dhe Deklarimin, Prejardhjen dhe Kontrollin e Dhuratave p\u00ebr t\u00eb Gjith\u00eb Perosonat Zyrtar\u00eb, Ligjin p\u00ebr Organet Qeveritare p\u00ebr Shoq\u00ebrin\u00eb e Informacionit (i cili gjithashtu themeloi Agjencin\u00eb p\u00ebr shoq\u00ebrin\u00eb e informacionit). K\u00ebshtu, mekanizmat dhe procedurat p\u00ebr mbrojtje strikte t\u00eb t\u00eb dh\u00ebnave jan\u00eb po aq qen\u00ebsore p\u00ebr qeverisjen e hapur.
