Duke qen\u00eb shtet i vog\u00ebl e me njohje jo t\u00eb plot\u00eb, Kosov\u00ebs i imponohet ta mbaj\u00eb politik\u00ebn e jashtme si prioritet. Por kjo politik\u00eb ka n\u00ebvoj\u00eb p\u00ebr orientim dhe gjall\u00ebrim.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p><strong>Stagnimi Evropian<\/strong><\/p>\n<p>Forcimi i pozit\u00ebs nd\u00ebrkomb\u00ebtare \u00ebsht\u00eb prioritet i p\u00ebrhersh\u00ebm, por kjo gj\u00eb \u00ebsht\u00eb v\u00ebshtir\u00ebsuar n\u00eb koh\u00ebn e stagnimit t\u00eb integrimeve Evropiane. Kjo nuk do t\u00eb thot\u00eb q\u00eb nuk mund t\u00eb b\u00ebhet asgj\u00eb p\u00ebr ta forcuar legjitimitetin nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs; duhet ndjekur an\u00ebtar\u00ebsimin n\u00eb organizata, iniciativa e forume nd\u00ebrkomb\u00ebtare si NATO, e Iniciativa e Tre Det\u00ebrave (Three Seas Initiative). Poashtu, Kosova duhet t\u00eb jet\u00eb nism\u00ebtare e iniciativave p\u00ebr \u00e7\u00ebshtje relevante me shtetet tjera si p\u00ebr shembull Korridori Raguz\u00eb-Stamboll, shtetet Europiane n\u00eb zhvillim, shtetet e dala nga Lufta, shtetet pa dalje n\u00eb det, dhe shtetet p\u00ebr parandalim t\u00eb gjenocidit e spastrimit etnik. Duhet t\u00eb ndiqen gjithashtu procedurat p\u00ebr marrjen e domenit t\u00eb nivelit t\u00eb lart\u00eb n\u00eb internet. Di\u00e7ka tjet\u00ebr q\u00eb mund t\u00eb b\u00ebhet \u00ebsht\u00eb hyrja n\u00eb kondominium me Shqip\u00ebrin\u00eb mbi portin e Sh\u00ebngjinit, q\u00eb do t\u2019ia mund\u00ebsonte Kosov\u00ebs krijimin e raporteve me shtete mosnjoh\u00ebse q\u00eb kan\u00eb interes p\u00ebr portin, si\u00e7 \u00ebsht\u00eb Kina.<\/p>\n<p>Kosova duhet ta shfryt\u00ebzoj\u00eb momentumin e krijuar me njohjen nga Izraeli q\u00eb t\u00eb loboj\u00eb te shtetet tjera q\u00eb potencialisht mund ta njohin pavar\u00ebsin\u00eb e Kosov\u00ebs por q\u00eb nuk e kan\u00eb b\u00ebr\u00eb k\u00ebt\u00eb p\u00ebr shkak t\u00eb konflikteve q\u00eb kan\u00eb ose frik\u00ebs nga l\u00ebvizjet autonomiste. Argumenti i Kosov\u00ebs duhet t\u00eb jet\u00eb se njohja e Kosov\u00ebs nuk ndikon n\u00eb konfliktet e tyre. N\u00ebse Izraeli mund ta njoh Kosov\u00ebn duke qen\u00eb i angazhuar n\u00eb konflikt me Palestin\u00ebn, sigurisht se njohja mund t\u00eb vije edhe nga shtetet mosnjoh\u00ebse t\u00eb BE-s\u00eb, por edhe shtete t\u00eb tjera si Azerbajxhani.<\/p>\n<p>Poashtu, koh\u00ebve t\u00eb fundit kemi edhe rritje t\u00eb ndikimit t\u00eb Rusis\u00eb n\u00eb Evrop\u00eb, q\u00eb po shihet me nervoziz\u00ebm n\u00eb shum\u00eb vende duke p\u00ebrfshi edhe shtetet mosnjoh\u00ebse si Rumania. N\u00eb an\u00ebn tjet\u00ebr, ardhja n\u00eb pushtet e Presidentit Bajden n\u00eb SHBA \u00ebsht\u00eb shans\u00eb e mir\u00eb p\u00ebr t\u00eb ristartuar lobimin p\u00ebr njohje si pjes\u00eb e p\u00ebrpjekjeve p\u00ebr t\u00eb p\u00ebrmbajtur ndikimin e Rusis\u00eb. Diplomacia e vaksinave \u00ebsht\u00eb nj\u00eb fenomen tjet\u00ebr i von\u00eb (i pas pandemis\u00eb) t\u00eb cilin duhet ta shfryt\u00ebzoj\u00eb Kosova, duke krijuar lidhje me shtetet mosnjoh\u00ebse n\u00eb k\u00ebrkim t\u00eb vaksinave.<\/p>\n<p><strong>Dialogu me Shqip\u00ebrin\u00eb<\/strong><\/p>\n<p>Periudha e stagnimit t\u00eb integrimit Evropian duhet t\u00eb n\u00ebnkuptoj\u00eb integrim m\u00eb t\u00eb fort\u00eb nd\u00ebrshqiptar. Dy dekada pas \u00e7lirimit t\u00eb Kosov\u00ebs, integrimi institucional ka mbetur kryesisht n\u00eb sfer\u00ebn e deklaratave parazgjedhore. Marr\u00ebveshjet e n\u00ebnshkruara jan\u00eb m\u00eb shum\u00eb t\u00eb form\u00ebs d\u00ebshirore dhe nuk ka asnj\u00eb mekaniz\u00ebm t\u00eb mbikqyrjes s\u00eb tyre. Edhe n\u00eb fush\u00ebn e kultur\u00ebs ku ka integrim m\u00eb t\u00eb madh, n\u00eb aspektin institucional ka ngecje. P\u00ebrderisa Gjermania e Franca kan\u00eb kanal t\u00eb p\u00ebrbashk\u00ebt televiziv (ARTE), Shqip\u00ebria e Kosova nuk kan\u00eb. N\u00eb aspektin politik, Kosova \u00ebsht\u00eb me e integruar me Serbin\u00eb se sa me Shqip\u00ebrin\u00eb. Me n\u00ebnshkrimin e Minishengenit, edhe Shqip\u00ebria \u00ebsht\u00eb m\u00eb e integruar me Serbin\u00eb se sa me Kosov\u00ebn. P\u00ebr krahasim, Serbia ka K\u00ebshill t\u00eb p\u00ebrbashk\u00ebt me Republika Srpska, kurse asgj\u00eb e ngjashme nuk ekziston mes Shqip\u00ebris\u00eb e Kosov\u00ebs. P\u00ebrve\u00e7 k\u00ebsaj, ka edhe mosmarrveshje t\u00eb shpeshta mes politikan\u00ebve t\u00eb Prishtin\u00ebs e Tiran\u00ebs sa i p\u00ebrket temave si integrimi rajonal e bashk\u00ebpunimi nd\u00ebrshqiptar. Pra, Kosova ka nevoj\u00eb p\u00ebr nj\u00eb dialog me Shqip\u00ebrin\u00eb p\u00ebr integrim, paralalisht dialogut me Serbin\u00eb p\u00ebr shk\u00ebputje.<\/p>\n<p>Integrimi nd\u00ebrshqiptar duhet t\u00eb konkretizohet p\u00ebrmes institucioneve formale. K\u00ebtu p\u00ebrfshihen Samiti i rregullt e i p\u00ebrhersh\u00ebm i krer\u00ebve t\u00eb shtetit, K\u00ebshilli Shqip\u00ebri-Kosov\u00eb, qeveritar e kuvendor ku mund t\u00eb p\u00ebrfshihen edhe nj\u00ebsit\u00eb lokale, i modeluar sipas K\u00ebshillit Britaniko-Irlandez dhe K\u00ebshillit Nordik, Mekanizmi p\u00ebr mbik\u00ebqyrjen e zbatimit t\u00eb marr\u00ebveshjeve, dhe n\u00ebnshkrimi i nj\u00eb marr\u00ebveshje bashk\u00ebrendimi t\u00eb ngusht\u00eb t\u00eb modeluar sipas Marr\u00ebveshjes s\u00eb Ahenit mes Franc\u00ebs dhe Gjermanis\u00eb. Si dhe formimi i Agjencive ekzekutive t\u00eb p\u00ebrbashk\u00ebta n\u00eb fushat si kultura, sporti, arsimi, shkenca, infrastruktura, visaret (resurset) natyrore (lumenjt\u00eb e malet), diaspora e zhvillimi nd\u00ebrkomb\u00ebtar. Kjo e fundit do t\u00eb investonte edhe n\u00eb bashk\u00ebsit\u00eb shqiptare t\u00eb margjinalizuara n\u00eb rajon jasht\u00eb Shqip\u00ebris\u00eb e Kosov\u00ebs. T\u00eb gjitha k\u00ebto institucione do t\u00eb mund t\u00eb koordinoheshin nga nj\u00eb shef shteti i p\u00ebrbashk\u00ebt p\u00ebrmes unionit personal.<\/p>\n<p><strong>Dialogu me Serbin\u00eb<\/strong><\/p>\n<p>Dialogu me Serbin\u00eb poashtu k\u00ebrkon p\u00ebrgatitje efektive. Duhet platform\u00eb e mir\u00ebfillt\u00eb dialogu, me p\u00ebrkrahje faktuale si dhe mb\u00ebshtetje akademike t\u00eb q\u00ebndrimeve t\u00eb Kosov\u00ebs. Edhe pse dialogu me Serbin\u00eb nuk \u00ebsht\u00eb prioritet num\u00ebr nj\u00eb, ai \u00ebsht\u00eb nj\u00eb nga prioritetet kryesore. Vet\u00eb pozita e v\u00ebshtir\u00eb nd\u00ebrkomb\u00ebtare e Kosov\u00ebs e imponon k\u00ebt\u00eb. Temat e injoruara q\u00eb Kosova duhet t\u2019i hap\u00eb jan\u00eb personat e pagjetur, reparacionet p\u00ebr luft\u00ebn, reparacionet p\u00ebr d\u00ebmet e apartheidit t\u00eb viteve 1990-ta, pensionet e vjedhura, artifaktet arkeologjike, p\u00ebrndjekjet e qytetar\u00ebve t\u00eb Kosov\u00ebs p\u00ebrmes interpolit, padia p\u00ebr gjenocid e spastrim etnik, si dhe pozita e shqiptar\u00ebve n\u00eb Republik\u00ebn e Serbis\u00eb. Kosova duhet t\u00eb b\u00ebj\u00eb k\u00ebrkesa si ndaj BE-s\u00eb ashtu edhe ndaj Serbis\u00eb, ku p\u00ebrfshihet referimi i Kosov\u00ebs si shtet, nj\u00eb komun\u00eb e re n\u00eb Medvegj\u00eb, e njohja e Kosov\u00ebs si shtet farefisnor (kin state) p\u00ebr shqiptar\u00ebt e Republik\u00ebs s\u00eb Serbis\u00eb.<\/p>\n<p>Kosova nuk ka \u00e7far\u00eb t\u2019i jap\u00eb Serbis\u00eb, por kjo nuk do t\u00eb thot\u00eb se Serbia nuk p\u00ebrfiton asgj\u00eb. Dallimi \u00ebsht\u00eb se Serbia mund t\u00eb fitoj\u00eb nga bashk\u00ebsia nd\u00ebrkomb\u00ebtare dhe BE-ja, n\u00eb form\u00ebn e avansimit n\u00eb integrim dhe investimeve. Sfida e Kosov\u00ebs \u00ebsht\u00eb q\u00eb t\u00eb mos lejoj\u00eb q\u00eb Asociacioni i Komunave me shumic\u00eb Serbe t\u00eb sh\u00ebndrrohet n\u00eb shkaktar t\u00eb mosfunksionimit shtet\u00ebror, si dhe t\u00eb mos lejoj\u00eb definimin e Minishengenit n\u00eb m\u00ebnyra q\u00eb thellojn\u00eb ndikimin e Serbis\u00eb n\u00eb Kosov\u00ebs, si\u00e7 do t\u00eb ishte \u00e7do definim p\u00ebrtej l\u00ebvizjes s\u00eb lir\u00eb t\u00eb njer\u00ebz\u00ebve. Sa i p\u00ebrket kompromiseve t\u00eb Kosov\u00ebs, ajo q\u00eb mund t\u00eb diskutohet \u00ebsht\u00eb formimi i nj\u00eb konference permantente ku diskutohen problemet e nd\u00ebrsjella, si dhe nje euroregjion ku do t\u00eb p\u00ebrfshiheshin komunat n\u00eb dy an\u00ebt e brezit kufitar Kosov\u00eb-Serbi, q\u00eb do t\u00eb sherbente si forum p\u00ebr ngritjen e brengave t\u00eb tyre si dhe do t\u00eb mund t\u00eb kishte tipare zhvillimore.<\/p>\n<p>Si\u00e7 shihet dialogu me Serbin\u00eb poashtu k\u00ebrkon pregatitje.
