{"id":4874,"date":"2020-12-08T12:51:08","date_gmt":"2020-12-08T10:51:08","guid":{"rendered":"https:\/\/sbunker.org\/?p=4874"},"modified":"2024-11-07T12:53:16","modified_gmt":"2024-11-07T10:53:16","slug":"sfidat-e-aviacionit-civil-ne-republiken-e-kosoves","status":"publish","type":"post","link":"https:\/\/sbunker.org\/sr\/analize\/sfidat-e-aviacionit-civil-ne-republiken-e-kosoves\/","title":{"rendered":"Sfidat e Aviacionit Civil n\u00eb Republik\u00ebn e Kosov\u00ebs"},"content":{"rendered":"<div class=\"news-left\">\n<p>Dita nd\u00ebrkomb\u00ebtare e Aviacionit Civil ka filluar t\u00eb festohet si dit\u00eb nd\u00ebrkomb\u00ebtare nga viti 1996, kur n\u00eb Kombet e Bashkuara (OKB), \u00ebsht\u00eb zyrtarizuar si dita nd\u00ebrkomb\u00ebtare e Aviacionit Civil.<\/p>\n<p>Q\u00ebllimi i dit\u00ebs nd\u00ebrkomb\u00ebtare t\u00eb Aviacionit Civil \u00ebsht\u00eb q\u00eb t\u00eb rris\u00eb vet\u00ebdijesimin p\u00ebr r\u00ebnd\u00ebsin\u00eb e aviacionit civil dhe ndikimin q\u00eb aviacioni civil ka n\u00eb zhvillimin social-ekonomik.\u00a0\u00a0Kjo dit\u00eb po ashtu sh\u00ebnon p\u00ebrvjetorin e n\u00ebnshkrimit t\u00eb Konvent\u00ebs s\u00eb \u00c7ikagos &#8211; korniza nd\u00ebrkomb\u00ebtare p\u00ebr marr\u00ebveshjet e aviacionit civil, e cila zyrtarisht njihet si Konventa e Aviacionit Nd\u00ebrkomb\u00ebtar Civil, e n\u00ebnshkruar m\u00eb 7 dhjetor 1944. Pra, kan\u00eb kaluar 76 vjet prej kur 52 shtete n\u00ebnshkruan Konvent\u00ebn kurse sot, nga 193 shtete t\u00eb OKB-s\u00eb, 192 jan\u00eb pjes\u00eb e ICAO \u2013 s (Organizata Nd\u00ebrkomb\u00ebtare e Aviacionit Civil) por jo edhe Kosova!<\/p>\n<p>Kosova duhet ta sh\u00ebnoj\u00eb k\u00ebt\u00eb dit\u00eb, por jo ta festoj\u00eb, pasi q\u00eb Aviacioni Civil i Kosov\u00ebs ende \u00ebsht\u00eb larg zhvillimit normal dhe shfryt\u00ebzimit t\u00eb kapaciteteve q\u00eb ofron industria e aviacionit. Problemet n\u00eb Aviacionin Civil nuk jan\u00eb t\u00eb pakta, duke u nisur nga niveli politik deri tek problemet teknike e organizative.<\/p>\n<p>Duke mos dashur t\u00eb fokusohemi n\u00eb probleme, megjithat\u00eb dua t\u2019i p\u00ebrmend disa t\u00eb cilat duhet t\u00eb na brengosin t\u00eb gjith\u00ebve, si:<\/p>\n<p>1)\u00a0\u00a0\u00a0\u00a0\u00a0Mosnjohja e shtetit t\u00eb Kosov\u00ebs nga Kombet e Bashkuara (OKB), q\u00eb\u00a0pastaj i pamund\u00ebson Kosov\u00ebs t\u00eb jet\u00eb pjes\u00eb e ICAO-s dhe organizatave tjera nd\u00ebrkomb\u00ebtare t\u00eb Aviacionit, ECAC dhe EUROCONTROL &#8211; q\u00eb\u00a0paraqet pengesa ditore n\u00eb pun\u00ebn e AAC-s\u00eb dhe zhvillimin e p\u00ebrgjithsh\u00ebm t\u00eb aviacionit n\u00eb Kosov\u00eb.<\/p>\n<p>2)\u00a0\u00a0\u00a0\u00a0\u00a0Mosshfryt\u00ebzimi i hap\u00ebsir\u00ebs ajrore t\u00eb\u00a0lart\u00eb\u00a0dhe kufizimet n\u00eb hap\u00ebsir\u00ebn ajrore t\u00eb ult\u00eb, i kan\u00eb kushtuar kompanive ajrore m\u00eb shum\u00eb se 100 milion\u00eb euro humbje.\u00a0Fluturimet civile mund t\u00eb hyjn\u00eb dhe dalin nga Kosova vet\u00ebm p\u00ebrmes korridorit ajror q\u00eb e lidh vendin ton\u00eb me Maqedonin\u00eb Veriore, p.sh. nj\u00eb aeroplan q\u00eb fluturon nga Vjena n\u00eb Prishtin\u00eb, duhet t\u00eb b\u00ebj\u00eb nj\u00eb rrug\u00eb rreth 250 km apo 15-20 minuta m\u00eb t\u00eb gjat\u00eb, sepse \u00ebsht\u00eb i detyruar t\u00eb fluturoj\u00eb p\u00ebrmbi Mal t\u00eb Zi, Shqip\u00ebri dhe Maqedoni p\u00ebr t\u00eb hyr\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p>3)\u00a0\u00a0\u00a0\u00a0\u00a0Kosova ka aft\u00ebsi t\u00eb\u00a0ult\u00eb konkurruese n\u00eb\u00a0krahasim me rajonin, pra, shum\u00eb\u00a0udh\u00ebtar\u00eb p\u00ebrdorin aeroportet rajonale p\u00ebr udh\u00ebtime dhe jo Aeroportin e Prishtin\u00ebs.<\/p>\n<p>4)\u00a0\u00a0\u00a0\u00a0\u00a0N\u00eb\u00a0Kosov\u00eb mungon gati n\u00eb\u00a0t\u00ebr\u00ebsi prezenca e aviacionit t\u00eb\u00a0p\u00ebrgjithsh\u00ebm.\u00a0Sot nuk ka asnj\u00eb Aeroport ose Helipad q\u00eb\u00a0p\u00ebrdoret p\u00ebr aviacion t\u00eb\u00a0p\u00ebrgjithsh\u00ebm kurse p.sh. para vitit 1999 n\u00eb\u00a0Kosov\u00eb ishin 12 Aeroporte n\u00eb\u00a0p\u00ebrdorim nga aviacioni i p\u00ebrgjithsh\u00ebm. K\u00ebto aeroporte do t\u00eb mund\u00a0 t\u00eb p\u00ebrdoreshin p\u00ebr fluturime trajnuese, rekreative, private, bujq\u00ebsore, sportive, matje e incizime etj. Po ashtu duhet t\u00eb p\u00ebrmendet q\u00eb sot Kosova nuk ka as edhe nj\u00eb helikopter, i cili do t\u00eb p\u00ebrdorej p\u00ebr raste urgjente ose intervenime t\u00eb ve\u00e7anta.<\/p>\n<p>5)\u00a0\u00a0\u00a0\u00a0\u00a0Kosova besohet se ka \u00e7mimet me t\u00eb larta p\u00ebr sh\u00ebrbimet Aerportuale, dhe p\u00ebrkund\u00ebr faktit q\u00eb tarifat rregullohen nga AAC, k\u00ebto tarifa nuk jan\u00eb ndryshuar q\u00eb nga koha e UNMIK-ut.<\/p>\n<p>6)\u00a0\u00a0\u00a0\u00a0\u00a0Aviacioni nd\u00ebr vite i ka kushtuar shum\u00eb buxhetit t\u00eb shtetit t\u00eb Kosov\u00ebs. Pra, n\u00eb gjith\u00eb bot\u00ebn aviacioni financohet nga tarifat dhe funksionon sipas parimit \u201ccost-recovery\u201d por n\u00eb Kosov\u00eb, prej pasluft\u00ebs jan\u00eb investuar miliona euro n\u00eb aviacion nga buxheti i shtetit duke u nisur nga blerjet e radar\u00ebve, e deri te buxheti-grantet qeveritare q\u00eb i ndahen \u00e7do vit Agjensionit t\u00eb Sh\u00ebrbimeve t\u00eb Navigimit Ajror.<\/p>\n<p>7)\u00a0\u00a0\u00a0\u00a0\u00a0Kosova \u00ebsht\u00eb vendi i vet\u00ebm n\u00eb rajon q\u00eb ka vet\u00ebm nj\u00eb Aeroport\u00a0p\u00ebr linja nd\u00ebrkomb\u00ebtare.\u00a0S\u00eb fundi edhe Shqip\u00ebria \u00ebsht\u00eb duke e hapur Aeroportin e Kuk\u00ebsit dhe po planifikon hapjen e\u00a0 Aeroportit t\u00eb Vlor\u00ebs.<\/p>\n<p>Kosova padyshim ka edhe suksese n\u00eb fush\u00ebn e aviacionit, pra, pavar\u00ebsisht q\u00eb\u00a0Kosova nuk \u00ebsht\u00eb pjes\u00eb\u00a0e ICAO-s, EASA-s dhe Eurocontrol, Republika e Kosov\u00ebs \u00ebsht\u00eb pjes\u00eb e Marr\u00ebveshjes p\u00ebr Hap\u00ebsir\u00ebn e P\u00ebrbashk\u00ebt Evropiane t\u00eb Aviacionit (HPEA), pjes\u00eb t\u00eb s\u00eb cil\u00ebs jan\u00eb shtetet e BE-s\u00eb dhe ato t\u00eb Ballkanit Per\u00ebndimor. N\u00eb rrafshin legjislativ, AAC-ja ka nxjerr\u00eb akte n\u00ebnligjore me t\u00eb cilat b\u00ebhet p\u00ebrvet\u00ebsimi i standardeve nd\u00ebrkomb\u00ebtare t\u00eb aviacionit civil t\u00eb nxjerra nga ICAO dhe atyre p\u00ebr zbatim t\u00eb legjislacionit t\u00eb BE-s\u00eb n\u00eb fush\u00ebn e aviacionit civil, si ato n\u00eb kuad\u00ebr t\u00eb Marr\u00ebveshjes HPEA.\u00a0 Raporti p\u00ebr Kosov\u00ebn i Komisionit Evropian\u00a0 tregon se t\u00eb gjitha k\u00ebrkesat nga faza e par\u00eb kalimtare e Marr\u00ebveshjes p\u00ebr Hap\u00ebsir\u00ebn e P\u00ebrbashk\u00ebt Evropiane t\u00eb Aviacionit (HPEA) jan\u00eb pothuajse t\u00eb p\u00ebrmbushura.<\/p>\n<p>Gjat\u00eb k\u00ebtij viti ka pas rezultate t\u00eb prekshme sa i p\u00ebrket normalizimit t\u00eb hap\u00ebsir\u00ebs ajrore. N\u00eb qershor 2020 \u00ebsht\u00eb n\u00ebnshkruar nj\u00eb Let\u00ebrmarr\u00ebveshje n\u00eb\u00a0mes Kosov\u00ebs dhe Shqip\u00ebris\u00eb, q\u00eb do t\u00eb mund\u00ebsoj\u00eb hapjen e korridoreve t\u00eb reja ajrore n\u00eb mes t\u00eb dy shteteve \u00a0dhe pritet t\u00eb vazhdohet edhe me n\u00ebnshkrimin e t\u00eb nj\u00ebjt\u00ebs marr\u00ebveshje me Malin e Zi dhe Serbin\u00eb, q\u00eb do t\u00eb mund\u00ebsonin \u00a0hapjen e rrug\u00ebve ajrore edhe me k\u00ebto shtete. Normalizimi i hap\u00ebsir\u00ebs ajrore po zhvillohet n\u00eb kuad\u00ebr t\u00eb Normalizimit t\u00eb Hap\u00ebsir\u00ebs Ajrore t\u00eb Ballkanit (Balkan Airspace Normalization Meeting \u2013 BANM) t\u00eb organizuar nga NATO.<\/p>\n<p>N\u00eb Rrafshin e mbik\u00ebqyrjes, AACK ka 16 inspektor\u00eb t\u00eb kualifikuar t\u00eb cil\u00ebt kryejn\u00eb inspektime dhe auditime\u00a0 n\u00eb fush\u00ebn e Siguris\u00eb. AACK inspekton Aeroportin Nd\u00ebrkomb\u00ebtar t\u00eb Prishtin\u00ebs \u201cAdem Jashari\u201d, Agjencin\u00eb e Sh\u00ebrbimeve t\u00eb Navigimit Ajror, Kompanit\u00eb ajrore q\u00eb operojn\u00eb n\u00eb Prishtin\u00eb, Operator\u00ebt e sh\u00ebrbimeve n\u00eb tok\u00eb, Akademin\u00eb e Aviacionit, Qendr\u00ebn e Mjek\u00ebsis\u00eb s\u00eb Aviacionit (AeMC) n\u00eb Gjakov\u00eb dhe Organizatat trajnuese n\u00eb fush\u00ebn e aviacionit civil t\u00eb aprovuara nga AACK.<\/p>\n<p>AAC-ja ka bashk\u00ebpunim me institucionet e tjera p\u00ebrgjegj\u00ebse p\u00ebr sigurin\u00eb e Aviacionit si me Ministrin\u00eb e Infrastruktur\u00ebs (MI) q\u00eb \u00ebsht\u00eb p\u00ebrgjegj\u00ebse p\u00ebr rregullimin ekonomik t\u00eb transportit ajror, Ministrin\u00eb e Pun\u00ebve t\u00eb Brendshme (MPB) q\u00eb \u00ebsht\u00eb p\u00ebrgjegj\u00ebse p\u00ebr rregullimin e aspekteve t\u00eb sigurimit t\u00eb aviacionit dhe me Komisionin p\u00ebr Hetimin e Aksidenteve dhe Incidenteve Aeronautike (KHAIA). T\u00eb gjitha k\u00ebto institucione funksionojn\u00eb p\u00ebr mrekulli dhe kan\u00eb personel profesional.<\/p>\n<p>Aviacioni civil \u00ebsht\u00eb shum\u00eb m\u00eb tep\u00ebr se p\u00ebrmbushje e kriterit minimal t\u00eb\u00a0standardeve nd\u00ebrkomb\u00ebtare. P\u00ebrfitimi nga zhvillimi i aviacionit civil \u00ebsht\u00eb shum\u00eb dimensional dhe i llojllojsh\u00ebm. Aviacioni krijon vende t\u00eb pun\u00ebs direkt \u00a0n\u00eb kompani ajrore, mir\u00ebmbajtje dhe servisim, \u00a0sh\u00ebrbime n\u00eb tok\u00eb, sh\u00ebrbime t\u00eb navigimit ajror, shkolla t\u00eb trajnimit, shitje etj. Pastaj \u00ebsht\u00eb edhe ndikimi indirekt n\u00eb zhvillimin ekonomik t\u00eb vendit duke mund\u00ebsuar mobilitet t\u00eb lart\u00eb t\u00eb personave dhe mallrave. Kosova si ekonomi e varur shum\u00eb prej diaspor\u00ebs, do t\u00eb p\u00ebrfitonte m\u00eb s\u00eb shumti nga aviacioni civil i zhvilluar, i cili do t\u2019u mund\u00ebsonte m\u00ebrgat\u00ebs ta vizitojn\u00eb vendin m\u00eb shum\u00eb, m\u00eb lir\u00eb dhe me q\u00ebndrim m\u00eb t\u00eb gjat\u00eb.
