N\u00eb k\u00ebt\u00eb aeroport forcat paqeruajt\u00ebse italiane kan\u00eb investuar rreth 30 milion\u00eb euro, dhe vet\u00ebm vlera e pajisjeve n\u00eb aeroport sillet rreth 9 milion\u00eb Euro. Aeroporti i Gjakov\u00ebs n\u00eb vitin 2014 \u00ebsht\u00eb transferuar nga forcat e KFOR-it tek qeveria , e cila p\u00ebrkund\u00ebr deklaratave p\u00ebr hapjen e tij, n\u00eb fakt jo vet\u00ebm q\u00eb nuk \u00ebsht\u00eb angazhuar n\u00eb hapjen e tij, por ka nd\u00ebrmarr\u00eb disa hapa q\u00eb drejtp\u00ebrdrejt pengojn\u00eb hapjen e aeroportit t\u00eb Gjakov\u00ebs.<\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"img-wrapper\"><img decoding=\"async\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2016\/August\/04\/auto_rsz_photo-1415959588285-66bbf7450d171470301307.jpg\" \/><\/div>\n<div class=\"news-left\">\n<p>Hapja e nj\u00eb aeroporti t\u00eb dyt\u00eb n\u00eb Kosov\u00eb si aeroporti i Gjakov\u00ebs, domosdoshm\u00ebrisht do t\u00eb ndikoj\u00eb n\u00eb rritjen e konkurrenc\u00ebs p\u00ebr aeroportin e Prishtin\u00ebs dhe largim nga pozita monopolistike q\u00eb aeroporti i Prishtin\u00ebs momentalisht mban. Nga krijimi i konkurrenc\u00ebs do t\u00eb p\u00ebrfitonin kompanit\u00eb ajrore pasi q\u00eb do t\u00eb mund t\u00eb sh\u00ebrbeheshin me sh\u00ebrbimet m\u00eb t\u00eb lira, kurse pasagjer\u00ebt t\u00eb cil\u00ebt p\u00ebrve\u00e7 p\u00ebrfitimeve q\u00eb do t\u00eb merrnin nga ofertat e kompanive ajrore poashtu do t\u00eb mund ta gjenin aeroportin e Gjakov\u00ebs si m\u00eb t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb udh\u00ebtuar.<\/p>\n<p>Negociatat p\u00ebr transferim t\u00eb Aeroportit t\u00eb Gjakov\u00ebs tek qeveria, nisen n\u00eb fillim t\u00eb vitit 2013, kurse transferi i aseteve t\u00eb aeroportit tek qeveria ishte p\u00ebrmbyllur n\u00eb dhjetor t\u00eb po atij viti. \u00a0N\u00eb dat\u00ebn 28 Mars 2014, Qeveria e Kosov\u00ebs kishte themeluar nd\u00ebrmarrjen publike \u201cAeroporti i Gjakov\u00ebs\u201d, \u00e7ka \u00ebsht\u00eb p\u00ebrcjell\u00eb me deklarata nga p\u00ebrfaq\u00ebsuesit e qeveris\u00eb si Ministri i at\u00ebhersh\u00ebm i MTI, \u00a0kryetarja e komun\u00ebs s\u00eb Gjakov\u00ebs znj. Mimoza Kusari-Lila, por edhe nga vet\u00eb Kryeministri i asaj kohe i Kosov\u00ebs z. Hashim Tha\u00e7i, duke siguruar se hapja e aeroportit t\u00eb ri t\u00eb Kosov\u00ebs do t\u00eb siguroj\u00eb zhvillimin ekonomik, krijimin t\u00eb vendeve t\u00eb pun\u00ebs etj.<\/p>\n<p>Edhe pse vet\u00eb qeveria e Kosov\u00ebs \u00ebsht\u00eb themeluese e NP \u201cAeroporti i Gjakov\u00ebs\u201d dhe deklerativisht ka nxit\u00eb zhvillimin e aeroportit t\u00eb Gjakov\u00ebs, po e nj\u00ebjta qeveri p\u00ebr shum\u00eb vite ka punuar kund\u00ebr hapjes s\u00eb k\u00ebtij aeroporti.<\/p>\n<p>N\u00eb procesin e koncesionimit t\u00eb aeroportit nd\u00ebrkomb\u00ebtar t\u00eb Prishtin\u00ebs \u201cAdem Jashari\u201d dhe n\u00eb kontrat\u00ebn p\u00ebr koncesionim nd\u00ebrmjet LIMAK dhe Qeveris\u00eb, neni 13.6 i Kontrat\u00ebs, aeroporti i Prishtin\u00ebs nuk i n\u00ebnshtrohet konkurrenc\u00ebs s\u00eb drejt\u00ebp\u00ebrdrejt\u00eb nga hapja e ndonj\u00eb aeroporti t\u00eb ri n\u00eb territorin e Kosov\u00ebs, kjo pasi q\u00eb qeveria sipas kontrat\u00ebs \u00ebsht\u00eb e obliguar q\u00eb ta mbaj\u00eb t\u00eb pad\u00ebmtuar partnerin privat nga humbjet q\u00eb do t\u00eb shkaktoheshin nga hapja e ndonj\u00eb aeroporti t\u00eb dyt\u00eb n\u00eb Kosov\u00eb. Sipas k\u00ebtij neni t\u00eb kontrat\u00ebs hapja e ndonj\u00eb aeroporti tjet\u00ebr n\u00eb Kosov\u00eb nuk do t\u00eb krijoj\u00eb konkurrenc\u00eb e as benefite zhvillimore p\u00ebr qeverin\u00eb e Kosov\u00ebs por p\u00ebrkundrazi hapja e nj\u00eb aeroporti tjet\u00ebr do t\u00eb shtoj\u00eb obligimin e qeveris\u00eb q\u00eb t\u00eb kompensoj\u00eb kompanin\u00eb private LIMAK p\u00ebr t\u00eb ashtuquajtur\u00ebn humbje t\u00eb shkaktuar nga operimi i nj\u00eb operatori tjet\u00ebr aeroportual.<\/p>\n<p>N\u00eb rrethana t\u00eb k\u00ebsaj kontrate, hapja e nj\u00eb aeroporti tjet\u00ebr civil n\u00eb Kosov\u00eb do t\u00eb ishte vet\u00ebm barr\u00eb p\u00ebr qeverin\u00eb e Kosov\u00ebs dhe buxhetin e Kosov\u00ebs. Kontrata p\u00ebr koncesionimin e dh\u00ebn\u00eb LIMAK KOSOVO Internatinal Airport J.S.C, edhe pse nuk e ndalon hapjen e nj\u00eb Aeroporti t\u00eb ri, financiarisht e b\u00ebn t\u00eb pamundur dhe t\u00eb parealizueshme hapjen e nj\u00eb aeroporti t\u00eb ri n\u00eb territorin e Kosov\u00ebs. Qeveria e Kosov\u00ebs dhe autoriteti i Partneritetit Publiko Privat (PPP) k\u00ebt\u00eb kusht t\u00eb kontrat\u00ebs sikur e ka mbajtur t\u00eb fshehur dhe asnj\u00ebher\u00eb nuk jan\u00eb p\u00ebrmendur obligimet kontraktuale q\u00eb qeveria ka karshi hapjes s\u00eb nj\u00eb aeroporti t\u00eb dyt\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p>Prej themelimit t\u00eb nd\u00ebrmarrjes publike \u201cAeroporti i Gjakov\u00ebs\u201d, qeveris\u00eb iu desh\u00ebn m\u00eb shum\u00eb se dy vite koh\u00eb vet\u00ebm p\u00ebr em\u00ebrim t\u00eb an\u00ebtar\u00ebve t\u00eb bordit. Kjo vones\u00eb e cila nuk mund t\u00eb shpjegohet ndryshe p\u00ebrve\u00e7se me pritje t\u00eb p\u00ebrmbylljeve t\u00eb \u201cpazareve\u201d politike, n\u00eb fund t\u00eb k\u00ebtij viti u p\u00ebrmbyll me nj\u00eb proces, i cili ishte komplet n\u00eb kund\u00ebrshtim me ligjin, duke p\u00ebrzgjedhur militant\u00eb partiak\u00eb, dhe duke mosrespektuar as n\u00eb minimum k\u00ebrkesat profesionale p\u00ebr an\u00ebtar\u00ebt e bordit. \u00a0\u00a0An\u00ebtar\u00ebt e Bordit tash jan\u00eb \u201cNipa e Mbesa\u201d t\u00eb politikan\u00ebve, dhe t\u00eb d\u00ebshtuar politik\u00eb n\u00eb zgjedhjet e fundit, t\u00eb cil\u00ebt i mbajn\u00eb pozitat si shp\u00ebrblim nga partit\u00eb e tyre, kurse hapjen dhe funksionalizimin e \u00a0Aeroportit t\u00eb Gjakov\u00ebs, as nuk kan\u00eb njohuri bazike p\u00ebr ta b\u00ebr\u00eb t\u00eb mundur.<\/p>\n<p>N\u00ebse krahasohemi edhe me vendet n\u00eb rajon, ku secili shtet n\u00eb rajon ka m\u00eb shume se nj\u00eb aeroport civil, hapja e nj\u00eb tjet\u00ebr Aeroporti civil n\u00eb Kosov\u00eb \u00ebsht\u00eb i domosdosh\u00ebm p\u00ebr shum\u00eb arsye komerciale, por edhe p\u00ebr \u00e7\u00ebshtje t\u00eb siguris\u00eb. Themelimi i nd\u00ebrmarrjes publike \u201c Aeroporti i Gjakov\u00ebs\u201d nuk do t\u00eb duhej t\u00eb shihej si q\u00ebllim n\u00eb vetvete, dhe mund\u00ebsi p\u00ebr \u201crahatimin\u201d e militant\u00ebve politik\u00eb. Tashm\u00eb kan\u00eb kaluar 2 vjet prej transferimit t\u00eb aseteve nga KFOR-i n\u00eb pron\u00ebsi te qeveris\u00eb, \u00a0dhe qeveria me n\u00ebnshkrimin e kontrat\u00ebs s\u00eb koncesionimit me LIMAK ka krijuar pengesa serioze p\u00ebr operim komercial t\u00eb aeroportit t\u00eb Gjakov\u00ebs, nga ana tjet\u00ebr duke \u201crehatuar\u201d militant\u00eb partiak\u00eb ka treguar q\u00eb nuk e ka seriozisht funksionalizimin e k\u00ebtij aeroporti. \u00a0Edhepse KFOR-i italian i ka dhuruar Kosov\u00ebs asete prej m\u00eb shume se 30 milion euro, qeveria n\u00eb vend q\u00eb t\u00eb funksionalizoj\u00eb k\u00ebto asete dhe t\u00eb krijoj\u00eb benefite p\u00ebr shoq\u00ebrin\u00eb, po i trajton k\u00ebto asete sikur pik\u00eb shpenzimi, ku po p\u00ebrdor fondet nga buxheti i qeveris\u00eb p\u00ebr t\u2019u paguar rroga militant\u00ebve partiak\u00eb.<\/p>\n<p>Qytetar\u00ebt e Kosov\u00ebs duhet t\u00eb din\u00eb se ata politikan\u00eb q\u00eb kan\u00eb premtuar hapjen e aeroportit t\u00eb Gjakov\u00ebs, zhvillim ekonomik e hapje t\u00eb vendeve t\u00eb pun\u00ebs, jan\u00eb po t\u00eb nj\u00ebjtit q\u00eb \u00a0kan\u00eb vonuar p\u00ebr m\u00eb shum\u00eb se dy vite \u00e7far\u00ebdo iniciative lidhur me hapjen e k\u00ebtij aeroporti, jan\u00eb po t\u00eb nj\u00ebjtit q\u00eb n\u00ebnshkruan kontrat\u00ebn e koncesionimit t\u00eb aeroportit t\u00eb Prishtin\u00ebs, e cila kufizon fluturimet civile n\u00eb aeroportin e Gjakov\u00ebs, dhe tash s\u00eb fundmi b\u00ebn\u00eb pazare politike p\u00ebr \u201crehatimin\u201d e militant\u00ebve politik\u00eb n\u00eb bordin e k\u00ebtij aeroporti (t\u00eb Gjakov\u00ebs). \u00a0Krejt \u00e7ka \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebr aeroportin e Gjakov\u00ebs deri m\u00eb tani \u00ebsht\u00eb \u201cmjegull\u201d, duke ditur q\u00eb aeroportet e kan\u00eb t\u00eb v\u00ebshtir\u00eb t\u00eb operojn\u00eb n\u00eb mjegull, mund\u00ebsia q\u00eb aeroporti i Gjakov\u00ebs t\u00eb hapet mbetet ZERO.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div class=\"news-right\">\n<div class=\"post\">\n<p class=\"author\">\n<\/div>\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>KFOR p\u00ebr nevoja t\u00eb veta ushtarake kishte nd\u00ebrtuar aeroportin e Gjakov\u00ebs, i cili p\u00ebr 13 vite ishte p\u00ebrdorur ekskluzivisht p\u00ebr operime ushtarake.
