Arsim Bajrami \u00ebsht\u00eb minist\u00ebr i Ministris\u00eb s\u00eb Arsimit, Shkenc\u00ebs dhe Teknologjis\u00eb (MASHT), do t\u00eb provoj q\u00eb t\u00eb b\u00ebj nj\u00eb bilanc t\u00eb pun\u00ebs s\u00eb tij nj\u00ebvje\u00e7are si minist\u00ebr, sigurisht bazuar n\u00eb ato informata me t\u00eb cilat un\u00eb disponoj dhe sigurisht bazuar n\u00eb gjykimet e mia personale.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p><span style=\"font-size: 16px;\">Arritje, rezultate dhe praktika t\u00eb mira:<\/span><\/p>\n<p><span style=\"font-size: 16px;\">1. Kalimi i projekteve kapitale (kryesisht nd\u00ebrtimi e renovimi i objekteve shkollore) nga MASHT n\u00eb MAP (Ministria e Administrat\u00ebs Publike) \u00ebsht\u00eb nj\u00eb praktik\u00eb e mir\u00eb, sepse MASHT nuk ka kapacitete p\u00ebr t\u00eb menaxhuar k\u00ebto projekte dhe p\u00ebr m\u00eb tep\u00ebr nuk \u00ebsht\u00eb ministri e nd\u00ebrtimeve. Sidoqoft\u00eb, pavar\u00ebsisht se projektet kapitale t\u00eb MASHT-it i menaxhon MAP s\u00ebrish MASHT \u00ebsht\u00eb dhe duhet t\u00eb jet\u00eb p\u00ebrgjegj\u00ebse q\u00eb t\u00eb mbik\u00ebqyr\u00eb dhe garantoj\u00eb standardet e nd\u00ebrtimeve t\u00eb reja t\u00eb objekteve shkollore. P\u00ebrtej k\u00ebsaj, gjykoj se kjo do t\u00eb ishte praktik\u00eb edhe m\u00eb e mir\u00eb sikur buxheti dhe menaxhimi p\u00ebr projektet kapitale t\u2019ju kalonte drejtp\u00ebrdrejt komunave dhe MASHT e MAP t\u00eb merreshin vet\u00ebm me mbik\u00ebqyrjen.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">2. Nd\u00ebrprerja e kontrat\u00ebs disa milion\u00ebshe nga ana e MASHT-it p\u00ebr trajnimet ECDL ka qen\u00eb nj\u00eb vendim i duhur. Kjo kontrat\u00eb, para s\u00eb gjithash, ka qen\u00eb e kund\u00ebr-ligjshme sepse nuk ka qen\u00eb n\u00eb p\u00ebrputhje me ligjin p\u00ebrkat\u00ebs p\u00ebr prokurimin publik dhe ka qen\u00eb e panevojshme sepse trajnimet ECDL mund t\u00eb gjenden edhe falas n\u00eb internet, prandaj dhe shk\u00ebputja e k\u00ebsaj kontrate, p\u00ebrve\u00e7 q\u00eb ka qen\u00eb e domosdoshme p\u00ebr arsye ligjore e pragmatike, i ka kursyer rreth 5 milion\u00eb euro taksapaguesve t\u00eb Kosov\u00ebs.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">3. \u201cEdukimi\u201d dhe mbyllja e disa IPrAL-ve (Institucione Private t\u00eb Arsimit t\u00eb Lart\u00eb) ka qen\u00eb nj\u00eb arritje e MASHT-it. N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj duhet t\u00eb p\u00ebrmendet mbyllja e ECPD-s\u00eb (i ashtuquajturi Universiteti i Kombeve t\u00eb Bashkuara, i cili ka pasur mb\u00ebshtetje t\u00eb jasht\u00ebzakonshme politike vendore e nd\u00ebrkomb\u00ebtare), i cili n\u00eb m\u00ebnyr\u00eb kund\u00ebr-ligjore ka vepruar p\u00ebr vite n\u00eb Kosov\u00eb, ka zhvatur shum\u00eb qytetar\u00eb e institucione t\u00eb Kosov\u00ebs dhe ka realizuar fitime t\u00eb m\u00ebdha n\u00eb m\u00ebnyr\u00eb t\u00eb jasht\u00eb-ligjshme. N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj arritjeje duhet t\u00eb p\u00ebrmendet edhe mbyllja e disa deg\u00ebve (filialeve) t\u00eb disa IPrAL-ve, t\u00eb cilat funksiononin jasht\u00eb-ligjsh\u00ebm n\u00eb disa qytete\/qyteza t\u00eb Kosov\u00ebs, si dhe moslejimi nga MASHT i keqp\u00ebrdorimit t\u00eb termit \u201cuniversitet\u201d nga disa IPrAL.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">4. Vendimi p\u00ebr zvog\u00eblimin dhe unifikimin e pagave dhe shtesave p\u00ebr kryetar\u00ebt\/kryesuesit dhe an\u00ebtar\u00ebt e K\u00ebshilleve Drejtuese (KD) t\u00eb institucioneve publike t\u00eb arsimit t\u00eb lart\u00eb (IPAL) dhe instituteve k\u00ebrkimore-shkencore. Para k\u00ebtij vendimi, kryetar\u00ebt\/kryesuesit dhe an\u00ebtar\u00ebt e KD-ve kan\u00eb marr\u00eb pagesa shum\u00eb t\u00eb majme dhe beneficione t\u00eb tjera (deri mbi 1000 euro n\u00eb muaj) p\u00ebr angazhime dhe kontribute shum\u00eb minimale, rrjedhimisht motivi kryesor dhe i vet\u00ebm p\u00ebr shum\u00eb prej tyre ka qen\u00eb vet\u00ebm pagesa e jo kontributi p\u00ebr zhvillimin e institucionit publik. Ky vendim ka b\u00ebr\u00eb q\u00eb k\u00ebta kryetar\u00eb\/kryesues dhe an\u00ebtar\u00eb t\u00eb paguhen vet\u00ebm 150-250 n\u00eb muaj (plus ca meditje simbolike), gj\u00eb q\u00eb b\u00ebn\u00eb q\u00eb pagesa t\u00eb mos jet\u00eb motivi kryesor i tyre dhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb kursehet nj\u00eb shum\u00eb e konsiderueshme e buxhetit t\u00eb Kosov\u00ebs.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">5. Fillimi i zbatimit t\u00eb nj\u00eb praktike t\u00eb mir\u00eb n\u00eb procesin e rishikimit t\u00eb ligjeve t\u00eb fush\u00ebs s\u00eb arsimit. MASHT ka filluar inicimin dhe rishikimin e disa ligjeve t\u00eb fush\u00ebs s\u00eb arsimit (Ligji p\u00ebr Profesionet e Rregulluara, Ligji p\u00ebr Arsimin e Lart\u00eb, Ligji p\u00ebr Inspektoratin e Arsimit, Ligji i Matur\u00ebs Shtet\u00ebrore) dhe parimisht ka ndjekur procedura mjaft transparente dhe gjith\u00ebp\u00ebrfshir\u00ebse n\u00eb procesin e inicimit ose rishikimit t\u00eb tyre (grupe punuese-grupet b\u00ebrtham\u00eb, grupet e gjera punuese gjith\u00ebp\u00ebrfshir\u00ebse, diskutime publike me pal\u00ebt e interesit, etj.), megjith\u00ebse ky proces do duhej t\u00eb avancohej m\u00eb tutje dhe t\u00eb jet\u00eb edhe m\u00eb gjith\u00ebp\u00ebrfshir\u00ebs (p.sh. n\u00eb grupin b\u00ebrtham\u00eb 10-an\u00ebtar\u00ebsh p\u00ebr Ligjin e Arsimit t\u00eb Lart\u00eb do duhej q\u00eb s\u00eb paku t\u00eb ishte nj\u00eb p\u00ebrfaq\u00ebsues i IPrAL-ve, do duhej t\u00eb kishte m\u00eb shum\u00eb koh\u00eb p\u00ebr diskutime dhe m\u00eb shum\u00eb diskutime publike). Dua t\u00eb theksoj q\u00eb un\u00eb jo domosdo pajtohem me p\u00ebrmbajtjen e k\u00ebtyre ligjeve, por k\u00ebtu fola vet\u00ebm p\u00ebr procedur\u00ebn dhe procesin e inicimit ose rishikimit t\u00eb ligjeve. N\u00eb k\u00ebt\u00eb pik\u00eb gjithsesi ka merit\u00eb edhe komisioni p\u00ebrkat\u00ebs i Kuvendit t\u00eb Kosov\u00ebs, i cili ka qen\u00eb mjaft aktiv.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">6. P\u00ebrkrahja dhe respektimi i politikave t\u00eb regjistrimit t\u00eb student\u00ebve t\u00eb Universitetit t\u00eb Prishtin\u00ebs (UP). MASHT p\u00ebr her\u00eb t\u00eb par\u00eb ka lejuar dhe mund\u00ebsuar zvog\u00eblimin e numrit t\u00eb student\u00ebve t\u00eb rinj t\u00eb pranuar n\u00eb UP, i cili deri m\u00eb tani ka qen\u00eb gjithmon\u00eb n\u00eb shp\u00ebrputhje me kapacitetet e UP-s\u00eb dhe ka qen\u00eb nd\u00ebr shkaktar\u00ebt e shum\u00eb problemeve n\u00eb UP q\u00eb ka ndikuar drejtp\u00ebrdrejt n\u00eb r\u00ebnien e cil\u00ebsis\u00eb s\u00eb studimeve n\u00eb UP. N\u00eb k\u00ebt\u00eb linj\u00eb, m\u00eb e mira \u00ebsht\u00eb q\u00eb \u00ebsht\u00eb zvog\u00ebluar numri n\u00eb shum\u00eb profesione e drejtime t\u00eb \u201cmbipopulluara\u201d dhe \u00ebsht\u00eb rritur numri n\u00eb profesione e drejtime deficitare. (Ata q\u00eb thon\u00eb q\u00eb kjo \u00ebsht\u00eb b\u00ebr\u00eb nga MASHT p\u00ebr t\u2019ju mund\u00ebsuar m\u00eb shum\u00eb student\u00eb privat\u00ebve, un\u00eb personalisht, po t\u00eb isha minist\u00ebr do ta zvog\u00ebloja numrin e student\u00ebve n\u00eb UP s\u00eb paku edhe p\u00ebr 20% pa m\u00eb interesuar fare privat\u00ebt, por cil\u00ebsia e studimeve n\u00eb UP. Fundja, privat\u00ebt nuk duhet t\u00eb shihen si armiq, por duhet t\u00eb ju k\u00ebrkohet cil\u00ebsi). MASHT gjithashtu ka b\u00ebr\u00eb nj\u00eb veprim t\u00eb mir\u00eb q\u00eb i ka mund\u00ebsuar UP-s\u00eb rritjen e pesh\u00ebs dhe r\u00ebnd\u00ebsis\u00eb s\u00eb provimit pranues t\u00eb vet UP-s\u00eb, sepse kjo siguron pranimin e student\u00ebve m\u00eb cil\u00ebsor\u00eb n\u00eb UP.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">7. Stimulimi i student\u00ebve t\u00eb mir\u00eb n\u00eb programet\/drejtimet deficitare n\u00eb IPAL p\u00ebrmes bursave shtet\u00ebrore nga MASHT. P\u00ebr her\u00eb t\u00eb par\u00eb MASHT ka krijuar skem\u00eb t\u00eb bursave p\u00ebr student\u00ebt e programeve\/drejtimeve deficitare q\u00eb studiojn\u00eb n\u00eb institucionet publike (n\u00ebse do t\u00eb kishim vler\u00ebsime rigoroze e objektive tek privat\u00ebt, kjo skem\u00eb do duhej t\u00eb p\u00ebrfshinte edhe student\u00ebt e privat\u00ebve). Kjo skem\u00eb e bursave i stimulon student\u00ebt e p\u00ebrkushtuar e t\u00eb suksessh\u00ebm aktual\u00eb dhe i stimulon edhe gjeneratat e reja (nx\u00ebn\u00ebsit e mir\u00eb) q\u00eb t\u00eb studiojn\u00eb n\u00eb k\u00ebto drejtime\/programe, n\u00eb m\u00ebnyr\u00eb q\u00eb n\u00eb perspektiv\u00eb t\u00eb mos kemi deficit kuadrosh n\u00eb shum\u00eb fusha dhe p\u00ebr m\u00eb tep\u00ebr na siguron q\u00eb n\u00eb k\u00ebto fusha t\u00eb kemi kuadro t\u00eb mira e kompetente, e jo vet\u00ebm plot\u00ebsim numrash.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Shkelje, shkarje dhe d\u00ebshtime:<\/span><\/p>\n<p><span style=\"font-size: 16px;\">1. Privilegjimi kund\u00ebr-ligjor i statuseve t\u00eb institucioneve publike t\u00eb arsimit t\u00eb lart\u00eb (IPAL). T\u00eb gjitha IPAL-\u00ebt e themeluara m\u00eb her\u00ebt n\u00eb Kosov\u00eb (n\u00eb Mitrovic\u00eb, Pej\u00eb, Gjakov\u00eb, Prizren dhe Gjilan) mbajn\u00eb statusin \u201cuniversitet\u201d n\u00eb shp\u00ebrputhje me Ligjin e Arsimit t\u00eb Lart\u00eb dhe MASHT nuk ka nd\u00ebrmarr\u00eb asgj\u00eb p\u00ebr t\u00eb korrigjuar k\u00ebt\u00eb shkelje ligjore, n\u00eb m\u00ebnyr\u00eb q\u00eb k\u00ebto institucione t\u00eb ken\u00eb statusin e tyre n\u00eb p\u00ebrputhje me ligjin. Ve\u00e7 k\u00ebsaj, MASHT ka themeluar, apo s\u00eb paku ka lejuar, q\u00eb n\u00eb shp\u00ebrputhje me Ligjin e Arsimit t\u00eb Lart\u00eb t\u00eb themelohet edhe nj\u00eb IPAL me statusin \u201cuniversitet\u201d, Universiteti i Ferizajt (kamuflimi i k\u00ebtij statusi me termin \u201cUniversitet i Shkencave t\u00eb Aplikuara\u201d nuk e m\u00ebnjanon tejkalimin dhe shkeljen e ligjit). P\u00ebr hir t\u00eb korrekt\u00ebsis\u00eb, p\u00ebrgjegj\u00ebs p\u00ebr k\u00ebt\u00eb shkelje ligjore \u00ebsht\u00eb edhe Kuvendi i Kosov\u00ebs q\u00eb ka k\u00ebrkuar dhe ka lejuar nj\u00eb gj\u00eb t\u00eb till\u00eb, meq\u00eb ky \u00ebsht\u00eb organi p\u00ebrfundimtar q\u00eb verr vendime t\u00eb tilla. Zbatimi i ligjit n\u00eb k\u00ebt\u00eb pik\u00eb p\u00ebr privat\u00ebt dhe moszbatimi i ligjit n\u00eb k\u00ebt\u00eb pik\u00eb p\u00ebr publik\u00ebt \u00ebsht\u00eb nj\u00eb diskriminim i \u00e7oroditur dhe nj\u00eb precedent shum\u00eb i keq.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">2. Mos-nd\u00ebrmarrja e masave p\u00ebr anulimin dhe korrigjimin e konkursit t\u00eb UP-s\u00eb p\u00ebr pranimin e student\u00ebve p\u00ebr vitin akademik 2015-2016, i cili ka qen\u00eb n\u00eb shp\u00ebrputhje me propozimin e Senatit dhe me vendimin e MASHT-it, gj\u00eb q\u00eb nuk lejohet me ligj. Rektorati i UP-s\u00eb, kund\u00ebr-ligjsh\u00ebm, pati nd\u00ebrhyr\u00eb n\u00eb k\u00ebt\u00eb konkurs, duke ndryshuar kuotat n\u00eb disa drejtime dhe MASHT do duhej q\u00eb t\u00eb k\u00ebrkonte anulimin dhe korrigjimin e k\u00ebtij konkursi n\u00eb p\u00ebrputhje me vendimin p\u00ebrfundimtar t\u00eb MASHT-it, ashtu si\u00e7 e parasheh ligji e jo t\u00eb lejonte dhe t\u00eb miratonte heshturazi shkeljen e ligjit nga ana e UP-s\u00eb. Ve\u00e7 k\u00ebsaj, MASHT do duhej q\u00eb t\u00eb nd\u00ebrpriste praktik\u00ebn e kuotave p\u00ebr minoritetet p\u00ebr pranim n\u00eb UP (t\u00eb student\u00ebve jo-shumic\u00eb boshnjak\u00eb, turq, rom\u00eb, ashkali, egjiptian\u00eb dhe kroat), e cila \u00ebsht\u00eb nj\u00eb praktik\u00eb joparimore, joligjore dhe raciste.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">3. Vendimi p\u00ebr legalizimin e disa programeve t\u00eb palicencuara p\u00ebr p\u00ebrgatitjen e m\u00ebsimdh\u00ebn\u00ebsve t\u00eb disa IPrAL-ve dhe ofrimi i mund\u00ebsis\u00eb q\u00eb student\u00ebt e diplomuar nga k\u00ebto programe t\u2019i n\u00ebnshtrohen nj\u00eb programi shtes\u00eb p\u00ebr avancimin e kualifikimit ka qen\u00eb i kund\u00ebr-ligjsh\u00ebm dhe si i till\u00eb krijon nj\u00eb precedent shum\u00eb t\u00eb rreziksh\u00ebm n\u00eb fush\u00ebn e arsimit t\u00eb lart\u00eb n\u00eb Kosov\u00eb. Sipas ligjit, asnj\u00eb kualifikim q\u00eb vjen nga nj\u00eb program a institucion i arsimit t\u00eb lart\u00eb i palicencuar e i paakredituar \u00a0nuk mund t\u00eb pranohet e rrjedhimisht nuk mund as t\u00eb \u201csanohet\u201d p\u00ebrmes programeve p\u00ebr avancimin e kualifikimit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">4. Shkarkimi i Kryetares s\u00eb K\u00ebshillit Drejtues (KD) t\u00eb UP-s\u00eb ka qen\u00eb nj\u00eb vendim parimisht jo i drejt\u00eb nga ana e ministrit. Menj\u00ebher\u00eb pas vendimit t\u00eb KD-s\u00eb s\u00eb UP-s\u00eb p\u00ebr shkarkimin e rektorit t\u00eb UP-s\u00eb (vendim i cili me t\u00eb drejt\u00eb \u00ebsht\u00eb shfuqizuar nga ministri p\u00ebr shkak t\u00eb shkeljeve procedurale nga Senati i UP-s\u00eb), ministri pati shkarkuar Kryetaren e KD-s\u00eb s\u00eb UP-s\u00eb (e vetmja an\u00ebtare e KD-s\u00eb nga t\u00eb em\u00ebruarit e MASHT-it q\u00eb ka votuar pro shkarkimit t\u00eb rektorit). Ky vendim i ministrit ka pasur baz\u00eb ligjore, por bazuar n\u00eb momentin e shkarkimit dhe bazuar n\u00eb vot\u00ebn e Kryetares pro shkarkimit t\u00eb rektorit, parimisht ka rezultuar t\u00eb jet\u00eb nj\u00eb nd\u00ebshkim p\u00ebr votimin e saj, pavar\u00ebsisht se vendimi thirret n\u00eb arsye t\u00eb tjera. Ministri ose do duhej t\u00eb shkarkonte t\u00eb gjith\u00eb an\u00ebtar\u00ebt e KD-s\u00eb t\u00eb em\u00ebruar nga MASHT p\u00ebr shkak t\u00eb situat\u00ebs s\u00eb krijuar n\u00eb UP, ose nuk do duhej t\u00eb shkarkonte vet\u00ebm Kryetaren e KD-s\u00eb s\u00eb UP-s\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">5. Mos-zbatimi i kontrat\u00ebs kolektive. Kontrata Kolektive p\u00ebr pun\u00ebtor\u00ebt e arsimit \u00ebsht\u00eb n\u00ebnshkruar n\u00eb mes t\u00eb MASHT-it dhe SBASHK-ut n\u00eb vitin 2014 dhe shum\u00eb pika t\u00eb saj (me implikime financiare) kan\u00eb qen\u00eb t\u00eb parapara t\u00eb fillojn\u00eb t\u00eb zbatohen nga viti 2015. Pavar\u00ebsisht k\u00ebsaj, MASHT nuk ka arritur t\u00eb p\u00ebrmbush\u00eb t\u00eb gjitha detyrimet e veta t\u00eb parapara me k\u00ebt\u00eb kontrat\u00eb, e cila megjithat\u00eb \u00ebsht\u00eb dokument n\u00eb fuqi. N\u00ebse MASHT nuk ka arritur t\u00eb siguroj\u00eb buxhetin e mjaftuesh\u00ebm p\u00ebr zbatimin e k\u00ebsaj kontrate, apo n\u00ebse gjykon se disa pika jan\u00eb joracionale, at\u00ebher\u00eb s\u00eb paku do duhej q\u00eb t\u00eb k\u00ebrkonte rinegocimin e Kontrat\u00ebs Kolektive, e jo t\u00eb shp\u00ebrfill\u00eb detyrimet e nj\u00eb dokumenti n\u00eb fuqi. P\u00ebrndryshe, mosp\u00ebrmbushja e Kontrat\u00ebs Kolektive nga ana e MASHT-it ka shkaktuar dhe do t\u00eb shkaktoj\u00eb probleme, posa\u00e7\u00ebrisht n\u00eb arsimin parauniversitar, p\u00ebr shkak t\u00eb protestave e grevave t\u00eb organizuara nga SBASHK-u.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">6. Mos-nd\u00ebrmarrja e masave nga MASHT ndaj Agjencis\u00eb p\u00ebr Arsim dhe Aft\u00ebsim Profesional dhe Arsim p\u00ebr t\u00eb Rritur (AAAPARr). AAAPARr prej vitit t\u00eb kaluar ka marr\u00eb n\u00ebn menaxhim disa shkolla t\u00eb mesme profesionale t\u00eb disa komunave t\u00eb Kosov\u00ebs, me q\u00ebllim t\u00eb ndihmimit dhe avancimit t\u00eb tyre. Mir\u00ebpo, t\u00eb gjitha raportet e k\u00ebtyre shkollave dhe komunave kan\u00eb treguar q\u00eb AAAPAPr ve\u00e7 sa e ka p\u00ebrkeq\u00ebsuar gjendjen n\u00eb k\u00ebto shkolla dhe p\u00ebr m\u00eb tep\u00ebr ka shkaktuar shum\u00eb probleme e telashe me nd\u00ebrhyrjen e vet n\u00eb lidhje me personelin e shkollave dhe aspekte t\u00eb tjera, sa q\u00eb ka shkaktuar edhe ikjen e donator\u00ebve serioz\u00eb nd\u00ebrkomb\u00ebtar\u00eb q\u00eb kan\u00eb qen\u00eb t\u00eb interesuar t\u00eb p\u00ebrkrahin agjencin\u00eb dhe shkollat profesionale. Pavar\u00ebsisht k\u00ebsaj, nuk kemi par\u00eb nd\u00ebrmarrje t\u00eb masave nga MASHT ndaj k\u00ebsaj agjencie dhe personelit p\u00ebrgjegj\u00ebs t\u00eb saj, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb sanonte problemet e shkaktuara nga agjencia dhe t\u00eb parandalohen problemet q\u00eb vijn\u00eb nga kjo agjenci n\u00eb t\u00eb ardhmen.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">7. Ministri para s\u00eb gjithash \u00ebsht\u00eb person politik dhe vler\u00ebsimi i pun\u00ebs s\u00eb tij duhet t\u00eb b\u00ebhet edhe duke pasur pik\u00eb-referenc\u00eb Programin e Qeveris\u00eb (2015-2018). Bazuar n\u00eb Programin e Qeveris\u00eb, deri m\u00eb tani mund t\u00eb thuhet se MASHT ka d\u00ebshtuar, madje edhe t\u00eb filloj\u00eb, n\u00eb p\u00ebrmbushjen e disa synimeve t\u00eb programit. Nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb n\u00eb rritjen e p\u00ebrfshirjes s\u00eb f\u00ebmij\u00ebve n\u00eb edukimin parashkollor, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb n\u00eb rritjen e investimeve n\u00eb hulumtime, shkenc\u00eb e teknologji, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb n\u00eb krijimin e skemave t\u00eb t\u00eb ardhurave t\u00eb punonj\u00ebsve t\u00eb arsimit bazuar n\u00eb rezultatet e tyre, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb p\u00ebr rritjen e pjes\u00ebmarrjes s\u00eb shpenzimeve p\u00ebr arsim n\u00eb BPV n\u00eb p\u00ebrputhje me mesataren evropiane, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb p\u00ebr arritjen e gjith\u00ebp\u00ebrfshirjes n\u00eb arsimin e mes\u00ebm t\u00eb lart\u00eb, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb p\u00ebr themelimin e Universitetit t\u00eb Shkencave Bujq\u00ebsore, nuk \u00ebsht\u00eb b\u00ebr\u00eb asgj\u00eb p\u00ebr organizimin e garave n\u00eb nivel shkolle, n\u00eb nivel komune dhe n\u00eb nivel vendi, etj.. \u00cbsht\u00eb b\u00ebr\u00eb shum\u00eb pak n\u00eb krijimin dhe p\u00ebrmir\u00ebsimin e shum\u00eb agjencive q\u00eb merren me nivele dhe aspekte t\u00eb ndryshme t\u00eb fush\u00ebs s\u00eb arsimit, \u00ebsht\u00eb b\u00ebr\u00eb shum\u00eb pak p\u00ebr ofrimin e kushteve dhe mund\u00ebsive p\u00ebr pun\u00eb praktike p\u00ebr nx\u00ebn\u00ebs dhe student\u00eb, \u00ebsht\u00eb b\u00ebr\u00eb shum\u00eb pak p\u00ebr funksionalizimin e sh\u00ebrbimeve profesionale n\u00eb shkolla, \u00ebsht\u00eb b\u00ebr\u00eb shum\u00eb pak p\u00ebr zgjerimin e hap\u00ebsirave shkollore dhe universitare, \u00ebsht\u00eb b\u00ebr\u00eb shum\u00eb pak p\u00ebr krijimin dhe avancimin e mekanizmave t\u00eb sigurimit t\u00eb cil\u00ebsis\u00eb n\u00eb t\u00eb gjitha nivelet e arsimit, etj..<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Me r\u00ebnd\u00ebsi p\u00ebr t\u2019u b\u00ebr\u00eb n\u00eb t\u00eb ardhmen:<\/span><\/p>\n<p><span style=\"font-size: 16px;\">1.
