Por, sa her\u00eb q\u00eb rriten temperaturat, kjo mask\u00eb u shkrihet, duke u\u2019a treguar ndjenjat e mendimet e v\u00ebrteta.<\/p>\n<p>Para disa dit\u00ebsh, n\u00ebnkryetari i Kuvendit t\u00eb Kosov\u00ebs deklaroi q\u00eb \u201cakoma nuk e di se kush \u00ebsht\u00eb shoq\u00ebri civile e Kosov\u00ebs, sepse e ashtuquajtura shoq\u00ebri civile paguhet prej dikujt&#8230; Shoq\u00ebria civile nuk mund t\u00eb jet\u00eb e Kosov\u00ebs n\u00ebse nj\u00eb grup paguhet nga dikush\u201d, duke k\u00ebrkuar q\u00eb t\u00eb trajtohet \u00e7\u00ebshtja e shoq\u00ebris\u00eb civile, n\u00eb t\u00eb cil\u00ebn ka dyshime se \u00ebsht\u00eb e instrumentalizuar. N\u00eb dhjetor t\u00eb vitit t\u00eb kaluar, edhe vet Kryetari i Kuvendit fajin kryesor p\u00ebr d\u00ebshtimin e kritereve p\u00ebr liberalizim t\u00eb vizave i\u2019a la shoq\u00ebris\u00eb civile, nd\u00ebrsa sulmoi pjes\u00ebtar\u00eb t\u00eb k\u00ebtij sektori duke i quajtur t\u00eb politizuar. Deklarata t\u00eb ngjashme kishin dh\u00ebn\u00eb viteve t\u00eb fundit edhe disa ministra, deputet\u00eb e k\u00ebshilltar\u00eb t\u00eb tyre.<\/p>\n<p>Agon Maliqi,<a href=\"https:\/\/sbunker.net\/op-ed\/65468\/a-po-punon-shoqeria-civile-per-interesa-te-huaja-apo-te-kosoves\/\" target=\"_blank\" rel=\"noopener\">\u00a0n\u00eb nj\u00eb shkrim t\u00eb para disa dit\u00ebve n\u00eb Sbunker<\/a>, mjaft mir\u00eb argumentoi kund\u00ebr k\u00ebsaj logjike dyshuese. M\u00eb posht\u00eb po mundohem t\u00eb shtoj edhe disa fakte tjera konkrete t\u00eb cilat d\u00ebshmojn\u00eb q\u00eb deklaratat e tilla jan\u00eb jo vet\u00ebm t\u00eb gabuara, por tregojn\u00eb brengat e v\u00ebrteta t\u00eb tyre n\u00eb raport me shoq\u00ebrin\u00eb civile.<\/p>\n<p><strong>Kush (s)paguan p\u00ebr shoq\u00ebrin\u00eb civile n\u00eb Kosov\u00eb<\/strong><\/p>\n<p>E para, duhet t\u00eb jet\u00eb e qart\u00eb q\u00eb sikurse t\u00eb gjith\u00eb sektor\u00ebt tjer\u00eb, edhe organizatat e shoq\u00ebris\u00eb civile kan\u00eb nevoj\u00eb p\u00ebr mjete financiare p\u00ebr t\u2019i kryer pun\u00ebt p\u00ebr t\u00eb cilat themelohen. Karakteri vullnetar i shoq\u00ebris\u00eb civile, koncept ky p\u00ebr t\u00eb cilin flitet shum\u00eb shpesh, ka t\u00eb b\u00ebj\u00eb jo me pun\u00ebn pa pages\u00eb, por me lirin\u00eb p\u00ebr t\u2019u p\u00ebrfshir\u00eb ose mos u p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb sektor. Edhe vet Kushtetuta e Kosov\u00ebs e mbron t\u00eb drejt\u00ebn e secilit p\u00ebr t\u00eb themeluar nj\u00eb organizat\u00eb pa pasur detyrim p\u00ebr t\u00eb qen\u00eb ose p\u00ebr t\u00eb mos qen\u00eb an\u00ebtar i nj\u00eb organizate, si dhe p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb aktivitete t\u00eb nj\u00eb organizate.<\/p>\n<p>Shumic\u00ebn d\u00ebrrmuese t\u00eb k\u00ebtyre mjeteve t\u00eb nevojshme p\u00ebr pun\u00ebn e tyre organizatat kosovare i sigurojn\u00eb nga donator\u00ebt e huaj.\u00a0<a href=\"http:\/\/kcsfoundation.org\/repository\/docs\/14_04_2014_2142029_Indeksi_Kosovar_i_Shoqerise_Civile_shqip_web.pdf\" target=\"_blank\" rel=\"noopener\">Hulumtimet<\/a>\u00a0tregojn\u00eb q\u00eb rreth 80% t\u00eb burimeve t\u00eb sektorit t\u00eb shoq\u00ebris\u00eb civile vijn\u00eb nga k\u00ebta donator\u00eb, nd\u00ebrsa n\u00eb vler\u00eb monetare pjesa e financimit nd\u00ebrkomb\u00ebtar \u00ebsht\u00eb edhe m\u00eb e lart\u00eb. Kush jan\u00eb k\u00ebta donator\u00eb, t\u00eb cil\u00ebt n\u00ebnkryetari i Kuvendit i quan \u201cdikush\u201d, duke aluduar n\u00eb t\u00eb panjohur e t\u00eb dyshimt\u00eb? M\u00eb t\u00eb m\u00ebdhenjt\u00eb gjat\u00eb k\u00ebtyre 16 viteve jan\u00eb Bashkimi Europian (zyrtarisht, aty ku kemi q\u00ebllim t\u00eb an\u00ebtar\u00ebsohemi) dhe SHBA-t\u00eb (zyrtarisht, partneri kryesor strategjik i vendit ton\u00eb), bashk\u00eb me vendet individuale t\u00eb Evrop\u00ebs Per\u00ebndimore, si Zvicra, Suedia, Norvegjia, etj. (zyrtarisht, partner\u00ebt kryesor\u00eb n\u00eb aspiratat tona shtetnd\u00ebrtuese). N\u00ebse Qeverit\u00eb e k\u00ebtyre vendeve qenkan t\u00eb dyshimta, at\u00ebher\u00eb shum\u00eb m\u00eb problematike do t\u00eb ishte d\u00ebgjueshm\u00ebria absolute e klas\u00ebs ton\u00eb politike ndaj tyre, sesa pranimi i fondeve nga nj\u00eb sektor i cili nuk e ka asnj\u00eb kompetenc\u00eb ekzekutive. Apo problemi q\u00ebndron n\u00eb at\u00eb q\u00eb Agon Maliqi sakt\u00eb e vler\u00ebson si \u201cparap\u00eblqim q\u00eb parat\u00eb t\u00eb cilat jepen p\u00ebr OJQ-t\u00eb mund\u00ebsisht t\u00eb kalonin nj\u00ebher\u00eb edhe n\u00ebp\u00ebr duart e organeve t\u00eb shtetit (e rrjedhimisht pushtetit), n\u00eb m\u00ebnyr\u00eb qe edhe shoq\u00ebria civile t\u00eb mund t\u00eb ndikohej, ashtu si\u00e7 ndikohen t\u00eb tjer\u00ebt q\u00eb varen prej paras\u00eb publike\u201d.<\/p>\n<p><strong>Paraja publike p\u00ebr shoq\u00ebrin\u00eb civile<\/strong><\/p>\n<p>Si do t\u00eb dukej sektori civil n\u00eb rast q\u00eb fondet e huaja do t\u00eb ndaleshin, ose do t\u00eb jepeshin n\u00ebp\u00ebrmjet sistemit vendor? P\u00ebr k\u00ebt\u00eb nuk kemi nevoj\u00eb t\u00eb supozojm\u00eb, sepse kemi mjaft raste konkrete edhe tani. Hulumtimet tregojn\u00eb q\u00eb organizata t\u00eb ndryshme t\u00eb shoq\u00ebris\u00eb civile financohen edhe nga paraja publike, qoft\u00eb n\u00eb nivel lokal apo qendror. Numri i tyre nuk \u00ebsht\u00eb aq i ul\u00ebt, p\u00ebrkundrazi. Por, me shum\u00eb pak p\u00ebrjashtime, ky financim ndodh pa asnj\u00eb rregull, procedur\u00eb ose kriter. Ka fare pak thirrje publike, vendim-marrja nuk \u00ebsht\u00eb e pavarur (shpesh her\u00eb vet\u00ebm me n\u00ebnshkrim t\u00eb Ministrit a Kryetarit t\u00eb Komun\u00ebs), kriteret e ve\u00e7anta p\u00ebr tema\/\u00e7\u00ebshtje t\u00eb caktuara mungojn\u00eb, monitorimi e raportimi jan\u00eb shum\u00eb t\u00eb rralla. E m\u00eb e keqja, fondet publike p\u00ebr shoq\u00ebrin\u00eb civile jan\u00eb nd\u00ebr t\u00eb paktat q\u00eb \u00ebsht\u00eb gati se e pamundur t\u00eb \u201cgjurmohen\u201d nga publiku. Me vite t\u00eb t\u00ebra p\u00ebrgjigja zyrtare e Ministris\u00eb s\u00eb Financave \u00ebsht\u00eb q\u00eb nuk kan\u00eb informata se cilat organizata jan\u00eb financuar nga shteti, p\u00ebr \u00e7far\u00eb projektesh e n\u00eb \u00e7far\u00eb shumash. Kush tjet\u00ebr, pos atyre q\u00eb p\u00ebr 16 vite kan\u00eb udh\u00ebhequr me Qeverin\u00eb e jan\u00eb t\u00eb p\u00ebrfaq\u00ebsuar n\u00eb Kuvend, kan\u00eb mundur ta rregullojn\u00eb k\u00ebt\u00eb gjendje?<\/p>\n<p>T\u00eb gjitha k\u00ebto q\u00eb u mungojn\u00eb fondeve publike p\u00ebr shoq\u00ebri civile jan\u00eb elemente bazike p\u00ebr \u00e7do fond t\u00eb donator\u00ebve t\u00eb huaj. N\u00ebse jo p\u00ebr interes t\u00eb transparenc\u00ebs brenda Kosov\u00ebs, kjo b\u00ebhet p\u00ebr shkak t\u00eb obligimeve q\u00eb k\u00ebta donator\u00eb i kan\u00eb ndaj taksapagues\u00ebve dhe parlamenteve t\u00eb vendeve t\u00eb tyre.<\/p>\n<p><strong>Burimet tjera t\u00eb mundshme t\u00eb financimit<\/strong><\/p>\n<p>Donacionet private t\u00eb individ\u00ebve apo bizneseve mund t\u00eb ishin nj\u00eb burim alternativ i financimit t\u00eb shoq\u00ebris\u00eb civile. Sa i p\u00ebrket individ\u00ebve, \u00ebsht\u00eb iluzore t\u00eb pritet q\u00eb n\u00eb vendin m\u00eb t\u00eb varf\u00ebr t\u00eb Evrop\u00ebs ata t\u00eb dhurojn\u00eb m\u00eb shum\u00eb sesa l\u00ebmosh\u00eb e ndihm\u00eb p\u00ebr raste humanitare e sociale. N\u00eb an\u00ebn tjet\u00ebr, bizneset mund t\u2019i ndajm\u00eb n\u00eb dy kategori. Ato t\u00eb m\u00ebdhat\u00eb q\u00eb kryesisht jan\u00eb aq t\u00eb af\u00ebrt me strukturat politike saq\u00eb financimi nga to mund t\u00eb ishte i ngjash\u00ebm me financimin publik, dhe ato t\u00eb mesmet e t\u00eb voglat q\u00eb kryesisht jan\u00eb n\u00eb gjendje t\u00eb ngjashme me qytetar\u00ebt e vendit, respektivisht e kan\u00eb t\u00eb v\u00ebshtir\u00eb mbijetes\u00ebn. P\u00ebr m\u00eb tep\u00ebr, p\u00ebrderisa vendet e v\u00ebrteta demokratike u ofrojn\u00eb atyre q\u00eb dhurojn\u00eb p\u00ebr shoq\u00ebri civile leht\u00ebsira tatimore e t\u00eb tjera, te ne ato pak leht\u00ebsira q\u00eb ekzistojn\u00eb n\u00eb let\u00ebr jan\u00eb gati se t\u00eb pashfryt\u00ebzueshme.<\/p>\n<p>T\u00eb ardhurat nga sh\u00ebrbimet e ndryshme q\u00eb mund t\u2019i ofrojn\u00eb organizatat e shoq\u00ebris\u00eb civile jan\u00eb alternativ\u00eb tjet\u00ebr. Edhe k\u00ebtu i kemi dy kategori t\u00eb m\u00ebdha. Sh\u00ebrbimet intelektuale (hulumtime, analiza, arsimim) n\u00ebnkuptojn\u00eb q\u00eb ka nj\u00eb treg q\u00eb i k\u00ebrkon ato. K\u00ebrkesa e institucioneve publike dhe bizneseve p\u00ebr hulumtime e analiza t\u00eb pavarura mbi t\u00eb cilat do t\u2019i merrnin vendimet e tyre dhe p\u00ebr t\u00eb cilat do t\u00eb paguanin \u00ebsht\u00eb jasht\u00ebzakonisht e vog\u00ebl. Sh\u00ebrbimet sociale (p\u00ebrfshir\u00eb ato sh\u00ebndet\u00ebsore e t\u00eb ngjashme) hyjn\u00eb n\u00eb kategorin\u00eb e sh\u00ebrbimeve publike t\u00eb cilat do t\u00eb duhej t\u00eb bliheshin nga shteti. Edhe p\u00ebr ato pak sh\u00ebrbime sociale q\u00eb i ofron shoq\u00ebria civile aktualisht, e t\u00eb cilat nuk ofrohen nga shteti edhe pse jan\u00eb obligim i tij, pagesa nuk i mbulon as kostot bazike t\u00eb klient\u00ebve, e l\u00ebr\u00eb m\u00eb t\u00eb siguroj\u00eb t\u00eb ardhura p\u00ebr organizat\u00ebn.<\/p>\n<p><strong>Trajtimi i shoq\u00ebris\u00eb civile<\/strong><\/p>\n<p>K\u00ebrkesa e fundit e n\u00ebnkryetarit t\u00eb Kuvendit ishte q\u00eb t\u00eb trajtohet \u00e7\u00ebshtja e shoq\u00ebris\u00eb civile, n\u00eb t\u00eb cil\u00ebn ka dyshime s\u00eb \u00ebsht\u00eb e instrumentalizuar. N\u00eb vetvete, pjesa e par\u00eb e k\u00ebsaj k\u00ebrkese do t\u00eb ishte p\u00ebr t\u2019u p\u00ebrsh\u00ebndetur, n\u00ebse nuk do t\u00eb ishim d\u00ebshmitar\u00eb q\u00eb shumica e klas\u00ebs politike jan\u00eb absolutisht t\u00eb painteresuar p\u00ebr t\u00eb trajtuar k\u00ebt\u00eb sektor (p\u00ebrve\u00e7se kur duan ta kufizojn\u00eb). Me insistim t\u00eb shoq\u00ebris\u00eb civile e disa organizatave nd\u00ebrkomb\u00ebtare, n\u00eb vitin 2014 Kuvendi kishte miratuar nj\u00eb Deklarat\u00eb p\u00ebr partneritet me shoq\u00ebrin\u00eb civile, t\u00eb cil\u00ebn gjat\u00eb vitit 2015 e kishte marr\u00eb p\u00ebr obligim ta shnd\u00ebrronte n\u00eb masa e veprime konkrete. Grupi i p\u00ebrbashk\u00ebt i themeluar p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb ishte takuar 4 her\u00eb gjat\u00eb vitit t\u00eb kaluar dhe q\u00ebllojani \u2013 nga t\u00eb gjith\u00eb deputet\u00ebt an\u00ebtar\u00eb t\u00eb k\u00ebtij grupi, vet\u00ebm nj\u00ebri prej tyre kishte q\u00ebndruar disa minuta n\u00eb nj\u00ebrin nga takimet.<\/p>\n<p>Vet\u00ebm pak m\u00eb mir\u00eb \u00ebsht\u00eb n\u00eb nivelin e Qeveris\u00eb. Strategjia e Qeveris\u00eb p\u00ebr bashk\u00ebpunim me shoq\u00ebrin\u00eb civile ishte miratuar n\u00eb vitin 2013 nd\u00ebrsa aktivitetet e para kishin filluar t\u00eb zbatohen vet\u00ebm n\u00eb vitin 2015. Edhe ato aktivitete q\u00eb u mbajt\u00ebn gjat\u00eb k\u00ebtij viti u financuan nga donator\u00ebt e huaj, sepse Qeveria nuk e kishte ndar\u00eb buxhetin e premtuar p\u00ebr to. P\u00ebr m\u00eb tep\u00ebr, jan\u00eb vet\u00ebm disa sh\u00ebrbyes civil t\u00eb cil\u00ebt rregullisht marrin pjes\u00eb bashk\u00eb me shoq\u00ebrin\u00eb civile n\u00eb zbatimin e obligimeve t\u00eb strategjis\u00eb, nd\u00ebrsa t\u00eb tjer\u00ebt kan\u00eb harruar p\u00ebr ekzistenc\u00ebn e k\u00ebtij dokumenti.<\/p>\n<p>E fundit, kur flasin p\u00ebr shoq\u00ebrin\u00eb civile, at\u00eb e b\u00ebjn\u00eb nj\u00eb gogol q\u00eb ta merr mendja se ka shum\u00ebfish m\u00eb shum\u00eb fonde se buxheti i shtetit e disa her\u00eb m\u00eb shum\u00eb t\u00eb pun\u00ebsuar se institucionet shtet\u00ebrore. Dhe p\u00ebr k\u00ebt\u00eb e kan\u00eb nj\u00eb baz\u00eb \u2013 shteti nuk mban statistika p\u00ebr shoq\u00ebrin\u00eb civile (ndoshta sepse e konsideron t\u00eb huaj). Organizata n\u00eb t\u00eb cil\u00ebn punoj, vet\u00ebm gjat\u00eb vitit 2015 kishte k\u00ebrkuar informata e statistika t\u00eb ndryshme p\u00ebr k\u00ebt\u00eb sektor nga nj\u00eb num\u00ebr i madh institucionesh, p\u00ebr t\u00eb kuptuar q\u00eb vet\u00ebm nj\u00ebra nga to mund t\u00eb ofronte disa t\u00eb dh\u00ebna. N\u00eb nj\u00eb mjegull t\u00eb till\u00eb, \u00ebsht\u00eb leht\u00eb q\u00eb t\u00eb manipulohen faktet.<\/p>\n<p>Kur largohen fjal\u00ebt, mbesin veprat<\/p>\n<p>N\u00eb secilin prej rasteve t\u00eb m\u00ebsip\u00ebrme, Kryetari e n\u00ebnkryetari i Kuvendit bashk\u00eb me ministrat, deputet\u00ebt e partit\u00eb e tyre politike, jan\u00eb ata q\u00eb mund t\u00eb japin kontribut ose t\u2019i detyrojn\u00eb vart\u00ebsit e tyre t\u00eb merren e p\u00ebrmir\u00ebsojn\u00eb ambientin n\u00eb t\u00eb cilin vepron shoq\u00ebria civile n\u00eb Kosov\u00eb. Mund\u00ebsit\u00eb p\u00ebr k\u00ebt\u00eb i kan\u00eb pasur t\u00eb panum\u00ebrta dhe vazhdojn\u00eb t\u2019i ken\u00eb. Por nuk duan. Ose nuk ju konvenon. E n\u00eb vend t\u00eb k\u00ebsaj, zgjedhin q\u00eb t\u00eb ngrisin dyshime e t\u00eb sulmojn\u00eb nj\u00eb sektor t\u00eb cilin me shum\u00eb d\u00ebshir\u00eb do ta fusnin n\u00ebn sqetull.<\/p>\n<p>P\u00ebr ta arritur k\u00ebt\u00eb, nuk duhet m\u00eb shum\u00eb sesa t\u00eb ken\u00eb kontroll n\u00eb \u201cfondet e dyshimta\u201d t\u00eb sektorit civil.
